TO BE DISCUSSED COMMUNICATION 127388 Received from Les Reynolds, Director of Protective Services Addressed to Planning and Protection Committee Date September 28th, 2016 Topic Skateboarding on Lake Ave SUMMARY We have received a request from Vice Principal Brown, at Carleton Place High School expressing his concern about students skateboarding on Lake Avenue in front of the high school. He would like skateboarding prohibited on Lake Avenue. The OPP have concerns about the situation as well. COMMENT Currently the Traffic and Parking By-law (46-2003) Schedule ‘VIII’ prohibits skateboarding only in the downtown area. UPDATE – December 6th, 2016 Staff were directed to review the issue and present the committee with more detailed information about what streets, parking lots and areas would be affected. Staff feel that the traffic volumes and patterns on the listed streets are such that the prohibition is warranted from a safety perspective. The recommendation to prohibit the use of skateboards in the municipal parking lots and pavilions recognizes that such use is inappropriate and incompatible with the intended purpose of those facilities. The Community Centre parking lot is an exception in order to permit the seasonal use of skateboarding equipment that is located there. STAFF RECOMMENDATION THAT the Traffic and Parking By-law (46-2003) be amended by replacing the current Schedule ‘IVIII’ (Prohibiting of Skateboards) with the following:

PROHIBITING OF SKATEBOARDS 1. No person shall use, draw, haul or propel any skateboard along or upon any
sidewalk or roadway as set out in Schedule ‘XVIII’. This section shall not apply to vehicles used for the carriage of small children or disabled persons.

COMMUNICATION 128007 Received from Les Reynolds, Director of Protective Services Addressed to Planning and Protection Committee Date November 30th, 2016 Topic Pool By-law SUMMARY Staff have recently realized that S.5.3 and 5.4 of By-law 63-2008 (Swimming Pools), which are the result of an earlier amendment, were never submitted for short form wording approval. This proposed amendment simply improves the existing working to facilitate the approval process. STAFF RECOMMENDATION THAT the attached amending by-law be forwarded to Council for approval. COMMUNICATION 128008 Received from Township of McKellar Addressed to All Ontario Municipalities Date November 22nd, 2016 Topic Resolution from Township of McKellar SUMMARY The attached resolution has been received from the Township of McKellar. They are requesting support from all other municipalities. STAFF RECOMMENDATION THAT a letter, supporting the Township of McKellar resolution, be sent to the Premier of Ontario, Minister of Economic Development, Employment and Infrastructure, Randy Hillier, MPP and AMO. COMMUNICATION 128009 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 13th, 2016 Topic Cycling Network SUMMARY Deputy Mayor Flynn and staff attended a session presented by the Ministry of Transportation regarding the creation of cycling trails and links Province wide. Participants were asked to review maps and note the areas where roads and trails were currently working well and where specific linkages could be made. Representatives from Carleton Place alongside representatives from Mississippi Mills worked closely with staff from the City of Ottawa to note specific trail linkages as well as to press the case for the County of Lanark rail trail to be one of the primary cycling pathways in the Province. This argument was aided by the fact that the TransCanada trail goes directly through the Town of Carleton Place with linkages to the proposed rail trail. COMMENT Carleton Place staff along with Mayor Antonakos and Deputy Mayor Flynn have met with representatives and staff from Mississippi Mills to press forward with determining a route to present to the Waterfront Regeneration Trust in order to have the Waterfront Trail (Circle Route of Southern Ontario) come through Lanark County bringing with it increased tourism opportunities for our municipalities. At the meeting it was suggested that a further consultation with other municipal departments such as Public Works or Parks and Recreation would be recommended, along with including community cycling groups in order to ensure the route proposed makes the most sense in all aspects- safety, financially or otherwise. Further to this, the recommendation to create the “spine route” through Lanark County should be brought forward to the Waterfront Regeneration Trust in draft form to begin the process for the Waterfront Trail. STAFF RECOMMENDATION That letter of support be written to the Province encouraging the creation of a cycling trail through the communities of the Town of Carleton Place, Mississippi Mills and Beckwith Township which will be a “spine route” to Renfrew County through Pakenham, Blakeney, Almonte, Appleton, Carleton Place and Beckwith Township. The route will connect directly with the TransCanada Trail in Carleton Place which links to the City of Ottawa. COMMUNICATION 128010 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 10th, 2016 Topic Moose Consortium SUMMARY Moose Consortium (Mobility Ottawa-Outaouais: Systems and Enterprises) is a Federally incorporated commercial business who is proposing the development of a commuter rail service over 400 km of existing rail lines throughout the Greater National Capital Region. Rail lines include Smiths Falls, ON to La Peche, QC; Arnprior, On to Montebello, QC; and Alexandria, ON to Bristol, QC. COMMENT At a meeting attended by staff it was noted by Moose that the trains are expected to be running in 2017. The track through Carleton Place was to be a secondary plan once the main commuter service has been set up. Moose Consortium will set up stations which are to be independent from Moose if there is interest shown from either the municipality or the private sector. The business model used is complex and based off of an increase in property values without relying on government subsidies, public debt or taxes. The privately or co-privately owned stations would sign agreements with Moose Consortium to split the increase in after-tax net income and the asset value of the properties within a specific distance of the station. Receive and Record COMMUNICATION 128011 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 21st, 2016 Topic Proposed Street Names for Pegasus Subdivision SUMMARY Pegasus has provided a list of street names to be reviewed and approved by Council. Their request to “hold” street names came prior to the passage of the revised Street Naming By-law in February of 2015. Their list of names does however correspond to the Street Naming By-law.

128011 Continued COMMENT The names being requested are from the list of Mayors and World War I and World War II veteran list. The proposed names are: Antonakos Drive, Borland Drive, Cummings Avenue, Dunlop Road, Eastwood Drive, Hooper Street (extension of existing street), Hurdis Way, LeBlanc Lane, Peever Place, Pollock Drive, Reynolds Avenue, Robertson Lane, Roe Court and Wylie Way. STAFF RECOMMENDATION That the street names in the Pegasus Development be Antonakos Drive, Borland Drive, Cummings Avenue, Dunlop Road, Eastwood Drive, Hooper Steet (extension of existing street), Hurdis Way, LeBlanc Lane, Peever Place, Pollock Drive, Reynolds Avenue, Robertson Lane, Coor Court and Wylie Way. COMMUNICATION 128012 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 25th, 2016 Topic Part Lot Control 271-273 Peter Street, Brigil Homes SUMMARY An application for lifting of Part Lot Control has been made by Brigil Homes. The request is proposed in order to legally separate the property at Block 89, Plan 27M-41, municipally known as 271-273 Peter Street. This semi-detached unit was constructed under building permit 15N050. In order to create individual lots, part lot control is required to be lifted. A total of 2 units will be created through this process. The lifting of part lot control will be done on a registered plan of subdivision. The required reference plans have been submitted. COMMENT The lands are designated as residential under the Town of Carleton Place Official Plan and Development Permit By-law. The proposal is consistent with the Provincial Policy Statement and meets the intent of the Official Plan and Development Permit.

COMMUNICATION 128014 Received from Paul Knowles, Chief Administrative Officer Addressed to Policy Review Committee Date December 1st, 2016 Topic Jackson Ridge – Cost Sharing SUMMARY Developer has completed certain works (servicing) in Jackson Ridge Subdivision that will benefit other nearby owners. As outlined in the Subdivision Agreement, the fair share of the cost of these works is to be recovered from the benefiting owners when they decide to develop and connect to these services. In this case, the Developer is offering to provide a 25% discount on these amounts to any owner that pays their fair share within 3 years. COMMENT When developers design infrastructure for their project, (SWM Ponds, sewer, intersections) when appropriate the Town requires that the design include provisions that would allow future development or re-development of nearby properties. The Town then ensures the Developers are compensated when the benefitting owners develop and connect to the services. The owners are never required to contribute if they do not proceed with development and benefit from the infrastructure work. The proposed charges have been reviewed with the impacted owners. One owner, Lynda Burger at 228 Sarah Street, feels that her property will never benefit from the infrastructure, in particular, the SWM Pond, which has been designed to include her property. She is opposed to the Town adopting a by-law requiring a contribution from her or a future owner if the property is ever connected and to having this by-law registered on title. STAFF RECOMMENDATION THAT a By-law to impose the following charges to recover the capital cost of infrastructures be forwarded to Council. Owners would only be asked to pay for the services to which they connect.

COMMUNICATION 128009 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 13th, 2016 Topic Cycling Network SUMMARY Deputy Mayor Flynn and staff attended a session presented by the Ministry of Transportation regarding the creation of cycling trails and links Province wide. Participants were asked to review maps and note the areas where roads and trails were currently working well and where specific linkages could be made. Representatives from Carleton Place alongside representatives from Mississippi Mills worked closely with staff from the City of Ottawa to note specific trail linkages as well as to press the case for the County of Lanark rail trail to be one of the primary cycling pathways in the Province. This argument was aided by the fact that the TransCanada trail goes directly through the Town of Carleton Place with linkages to the proposed rail trail. COMMENT Carleton Place staff along with Mayor Antonakos and Deputy Mayor Flynn have met with representatives and staff from Mississippi Mills to press forward with determining a route to present to the Waterfront Regeneration Trust in order to have the Waterfront Trail (Circle Route of Southern Ontario) come through Lanark County bringing with it increased tourism opportunities for our municipalities. At the meeting it was suggested that a further consultation with other municipal departments such as Public Works or Parks and Recreation would be recommended, along with including community cycling groups in order to ensure the route proposed makes the most sense in all aspects- safety, financially or otherwise. Further to this, the recommendation to create the “spine route” through Lanark County should be brought forward to the Waterfront Regeneration Trust in draft form to begin the process for the Waterfront Trail. STAFF RECOMMENDATION That a letter of support be written to the Province encouraging the creation of a cycling trail through the communities of the Town of Carleton Place, Mississippi Mills and Beckwith Township which will be a “spine route” to Renfrew County through Pakenham, Blakeney, Almonte, Appleton, Carleton Place and Beckwith Township. The route will connect directly with the TransCanada Trail in Carleton Place which links to the City of Ottawa. COMMITTEE DECISION

COMMUNICATION 128010 Received from Joanna Bowes, Manager of Development Services Addressed to Planning and Protection Committee Date November 10th, 2016 Topic Moose Consortium SUMMARY Moose Consortium (Mobility Ottawa-Outaouais: Systems and Enterprises) is a Federally incorporated commercial business who is proposing the development of a commuter rail service over 400 km of existing rail lines throughout the Greater National Capital Region. Rail lines include Smiths Falls, ON to La Peche, QC; Arnprior, On to Montebello, QC; and Alexandria, ON to Bristol, QC. COMMENT At a meeting attended by staff it was noted by Moose that the trains are expected to be running in 2017. The track through Carleton Place was to be a secondary plan once the main commuter service has been set up. Moose Consortium will set up stations which are to be independent from Moose if there is interest shown from either the municipality or the private sector. The business model used is complex and based off of an increase in property values without relying on government subsidies, public debt or taxes. The privately or co-privately owned stations would sign agreements with Moose Consortium to split the increase in after-tax net income and the asset value of the properties within a specific distance of the station. SUMMARY Developer has completed certain works (servicing) in Jackson Ridge Subdivision that will benefit other nearby owners. As outlined in the Subdivision Agreement, the fair share of the cost of these works is to be recovered from the benefiting owners when they decide to develop and connect to these services.
In this case, the Developer is offering to provide a 25% discount on these amounts to any owner that pays their fair share within 3 years.
COMMENT When developers design infrastructure for their project, (SWM Ponds, sewer, intersections) when appropriate the Town requires that the design include provisions that would allow future development or re-development of nearby properties. The Town then ensures the Developers are compensated when the benefitting owners develop and connect to the services. The owners are never required to contribute if they do not proceed with development and benefit from the infrastructure work. The proposed charges have been reviewed with the impacted owners.
One owner, Lynda Burger at 228 Sarah Street, feels that her property will never benefit from the infrastructure, in particular, the SWM Pond, which has been designed to include her property. She is opposed to the Town adopting a by-law requiring a contribution from her or a future owner if the property is ever connected and to having this by-law registered on title.
STAFF RECOMMENDATION THAT a By-law to impose the following charges to recover the capital cost of infrastructures be forwarded to Council. Owners would only be asked to pay for the services to which they connect.

A BY-LAW OF THE CORPORATION OF THE TOWN OF CARLETON PLACE TO AMEND THE SWIMMING POOL BY-LAW 63-2008
WHEREAS the Council of the Town of Carleton Place adopted By-law 63-2008, the Swimming Pool By-law; AND WHEREAS it is deemed expedient and necessary to amend By-law 63-2008; NOW THEREFORE the Council of the Corporation of the Town of Carleton Place hereby enacts as follows:
THAT By-law No. 63-2008 be amended by repealing the wording of Sections 5.3 and 5.4 respectfully and replacing the wording with the following:
5.3 No person shall permit the stagnation of water within a pool or
landscaping pond that has water circulating or treatment equipment. 5.4 No person shall permit water below the intended depth level regarding
pools or landscaping ponds (once completed and inspected) except as may be required for regular or winter maintenance.

Please be advised that at its regular meeting held, Monday November 21, 2016 the
Council of the Township of McKellar passed the following resolution:
RESOLUTION: 16-384
WHEREAS the Fire Protection and Prevention Act, 1997, legislates that fire prevention,
public education and fire protection services are a mandatory municipal responsibility;
AND WHEREAS there are a total of 449 Fire Departments operating in the province
comprised of 32 Full-Time Departments, 191 Composite Departments and 226 Volunteer
Departments with 11,376 Full-Time Firefighters, 19,347 Volunteer Firefighters and 343
Part-Time Firefighters staffing these departments;
AND WHEREAS the fire service represents a significant percentage of small, rural and
northern municipalities’ managed capital assets;
AND WHEREAS the Municipal Fire Department and associated assets represent critical
municipal infrastructure;
AND WHEREAS there are currently no funding opportunities available from the
Provincial or the Federal Government for the equipment, training, maintenance, operating
or capital requirements of local fire departments;
NOW THEREFORE BE IT RESOLVED that the Council of the Township of McKellar
hereby petition the Provincial Government to recognize the municipal fire service as
critical infrastructure by including funding for Fire Department infrastructure as part of the
Provincial Governments Infrastructure Strategy to Move Ontario Forward;
AND FURTHER that a copy of this resolution be sent to the Premier of Ontario, the
Minister of Economic Development, Employment and Infrastructure, Norm Miller, MPP
for Parry Sound-Muskoka, the Association of Municipalities of Ontario (AMO), the
Federation of Northern Ontario Municipalities (FONOM), the Rural Ontario Municipal
Association (ROMA) and all Ontario municipalities.
