1.0 INTRODUCTION

NBN Co has engaged Ericsson as the equipment vendor and project manager to plan and build the fixed wireless component of the National Broadband Network (NBN). In turn Ericsson has engaged Daly International to act on its behalf regarding the establishment of the NBN fixed wireless infrastructure. The NBN is an upgrade to Australia’s existing telecommunications network using best-fit technology and taking into account existing infrastructure. This will vary from place to place and till include technologies such as Fibre to the Node, Fibre to the Premises, Fixed Wireless and Satellite. The fixed wireless and satellite technologies are designed to be a significant improvement over services currently available to many Australians living in regional and remote communities. These improvements to broadband services will ultimately deliver benefits to various areas such as business, education, entertainment and health. As part of the fixed wireless component of the network, NBN Co is proposing to establish a series of fixed wireless facilities designed to provide high quality wireless broadband services to Australians living in regional and remote areas, including the Shire of Boddington area. In allocating fixed wireless technology service the township of Boddington, NBN Co and its delivery partners have concluded that the most efficient network design would include two facilities, each supporting multiple antenna sectors. One facility is to be co-located at the existing Telstra facility at 1288 Bannister-Marradong Road and a second facility has been proposed at 37 Farmers Avenue. An in-depth site selection process was undertaken in the area prior to confirming 37 Farmers Avenue as the preferred location. This process matched potential candidates against four key factors, namely: town planning considerations (such as zoning, surrounding land uses, environmental

significance and visual impact); the ability of the site to provide acceptable coverage levels to the area; construction feasibility; the ability for NBN Co to secure a lease agreement with the landowner. This application seeks planning consent for: a 40 metre high monopole; radio transmission equipment; two outdoor units. The facility will be located at 37 Farmers Avenue, Boddington; formally known as Lot 8 on Diagram 69370. This submission will provide assessment in respect of the relevant planning guidelines, and demonstrates site selection on the basis of the following. The site is appropriately located and sited so as to minimise visual impact on the

immediate and surrounding area. The site will achieve the required coverage objectives for the area. The proposal operates within the regulatory framework of Commonwealth, State and

Local Government. The facility operates within all current and relevant standards and is regulated by the

Australian Communications and Media Authority.

2.0 BACKGROUND 2.1 NBN Co and the National Broadband Network NBN Co is a Government Business Enterprise (GBE) and is a wholly Federal Government owned company established to design, build and operate the National Broadband Network (NBN). The NBN will enable fast broadband to be delivered to all Australian households, businesses and enterprises through a combination of fixed line, wireless and satellite technology. NBN Co plans to deploy a fixed wireless solution to service premises and businesses that are not planned for a fibre or satellite service. Fixed wireless is like a fixed broadband service but delivered over the air instead of through a fibre optic cable. It provides broadband services over the air from a radio network base station to an antenna and network equipment installed at the end user premises. Premises outside the fixed line and fixed wireless footprints will be serviced by satellite. The speeds experienced on wireless broadband services depend on a number of factors, including the number of concurrent users in the area and their distance from the centre of the wireless cell. The fixed wireless service will initially operate at a peak speed of 25 Mbps. In contrast, fixed wireless networks are engineered to meet the speed and service requirements for a known number of users in the coverage area, which means that the bandwidth per end-user has the potential to be more consistent and stable than mobile wireless, even in peak times of use. This is unlike a mobile wireless service where speeds can be affected by the number of people moving into and out of the service area.

2.2 What is fixed Wireless and how is it different to Mobile Broadband?

Fixed Wireless is like a fixed broadband service, but delivered over the air instead of through a fibre optic cable. It provides broadband services over the air from a radio network base station to an antenna and network equipment installed at your home or business.

Fixed wireless networks can be developed for a more predictable number of users and services in a given area to target higher levels of assurance and quality than mobile broadband services. Because the services are fixed, you can also use quality antennae attached to premises to optimise reception. Mobile broadband networks need to cater for a large and highly variable number of different customers and different devices, from computer modems to smart phones and tablet devices. As the users are mobile, the number of users connected to a base station at any one time is highly variable as people move between locations.

2.3 Network Coverage Objectives and Alternative Sites 2.3.1 Identification of areas requiring wireless coverage

NBN Co is proposing to build a national wireless broadband network to service those areas that are not proposed to be serviced by the fibre optic network. 93% of homes, schools and workplaces will be serviced by optical fibre (Fibre to the Premises or Fibre to the Node), providing superfast broadband services to Australians in both urban and regional towns. For the remaining 7%, NBN Co will utilise a combination of next generation fixed wireless and satellite technologies. The network will comprise a series of fixed radio sites that will be connected to the fibre optic network via a series of radio transmission dishes terminating at radio hub sites.

The greater Katanning area, which NBN Co considers this site to be included in, is among the first release areas nationally. Planning for a new fixed wireless broadband facility is a complex process. NBN Co conducts a rigorous multi-stage scoping process, within which the following activities take place. The NBN Co Fixed Wireless locations will be determined by a number of factors including the availability of both the NBN Co Fibre transit network and the availability of Point of Interconnect (POI) facilities to allow for the installation of NBN Co equipment. NBN Co uses a number of methods to identify those parts of Australia that require fixed wireless coverage. When an area is identified as requiring fixed wireless coverage, investigations are undertaken to determine the measures required to provide this coverage. In this case NBN Co has confirmed that the most appropriate technology to service the township of Boddington is fixed wireless. The reasons behind this decision include:

The NBN Co satellite network will not have the capacity to service more premises than are currently allocated, including those premises which will not be able to receive a fixed line or fixed wireless service.

A Fibre to the Premises (FTTP) network was ruled out based on cost and programme, within the constraints of the Statement(s) of Expectation issued to NBN Co by the Federal Government. A detailed cost analysis was also conducted when investigating the Network Extension application made by the Shire of Boddington.

Alternative fixed line technologies utilising parts of the existing copper network were also considered but ruled out, in part due to the estimated costs associated with upgrading the transit network and construction of a suitable exchange.

2.3.2 Site Parameters

NBN Co identifies an area where the requirement for a fixed wireless broadband facility would be highest (a ‘search area’) and undertakes a preliminary investigation in conjunction with its planning and property consultants, radiofrequency engineers and designers in order to identify possible locations and options to locate a facility. Generally speaking, new sites must be located within, or immediately adjacent to, the identified search area in order to be feasible. However, while the operational and geographical aspects of deploying new facilities are primary factors, there are also many other critical issues that influence network design, and these have to be resolved in parallel. Some of the issues which need to be considered are visual amenity, potential co-location opportunities, the availability and suitability of land and a willing site provider, occupational

health and safety, construction issues (including structural and loading feasibility and access for maintenance purposes), topographical constraints, legislative policy constraints, environmental impacts and cost implications. The number, type and height of facilities required to complete the fixed wireless network are largely determined by the above operational, geographical and other factors discussed that influence final network design. These compounding factors often severely restrict the available search area within which a facility can be established.

2.3.3 Candidate Sites

A number of candidate sites were examined within the search area, with regard to each site’s ability to meet the coverage objectives and site considerations listed in Section 2.2 of this report. In this instance, a total of eleven (11) candidates were selected for in-depth investigation (candidates A-K). Council suggested to investigate three more options (L-N) which are also shown in Figure 1.

The area is comprised predominantly of urban land uses with residential, commercial and recreational districts throughout. NBN Co endeavour to avoid residential areas and potentially sensitive land uses where it is possible to do so, though this must be weighed against build implications and coverage feasibility provisions. In this case, the proposal site is located within the Industrial zone to the south-west of town.

2.3.4 Preferred Nominated Candidate A preferred nominated candidate was selected for the proposed facility, based on the radiofrequency objectives, planning and environmental issues, potential community sensitive uses and engineering criteria, as noted in Section 2.3.2 of this report. In this case, Candidate I (a new monopole located at 37 Farmers Avenue, Boddington) was considered the best option, and was selected as NBN Co’s proposal site. A description of the proposal and key considerations that led to this site being selected as the preferred nominated candidate can be found in the following Sections of this report.

3.0 SUBJECT SITE & SURROUNDS 3.1 Site Description The telecommunications facility is proposed to be located at 37 Farmers Avenue, Boddington (Figure 2). The land is formally described as Lot 8 on Diagram 69370. A copy of the Certificate of Title has been attached for information purposes (Appendix 1 – Certificate of Title). The subject site is located approximately 1.5km south-west of the town centre of Boddington. The site is rectangular in shape and has a total area of approximately 3,520m2. Access to the property is granted via an existing entry from Farmers Avenue.

The site is already cleared, so no further removal of vegetation is required. More photographs can be found in Appendix 2 – Site Photographs.

3.2 Surrounding Area The immediate area consists of industrial lots with rural land located to the west, south and east, whilst a residential development is locate to the north with the nearest dwellings setback at least 240m away. Where possible, NBN Co endeavours to co-locate with existing telecommunications facilities if it is feasible to do so. In this instance, co-location could not be achieved as the existing Telstra mast in town does not achieve the minimum required height in order to meet coverage requirements. NBN Co will install five panel antennas on the existing Telstra mast on the hilltop north of town (1288 Bannister-Marradong Road). Because Boddington is too large to be serviced by one facility, a second facility is proposed at 37 Farmers Avenue.

4.0 THE PROPOSAL 4.1 Facility and Equipment Details 4.1.1 Equipment to be Installed

Approval is sought for the use and development of a telecommunications facility, comprising a 40m high monopole and ancillary components including two outdoor units enclosed within a secure compound which measures approximately 96m2 in area. The compound will be setback 1.2m from both the eastern and southern property boundary. The proposed monopole will feature a circular headframe at the top of the monopole accommodating three (3) panel antennas measuring approximately 1180mm x 300mm x 115m. The overall height of the facility (including headframe and antennas) is 41m. One (1) parabolic dish antenna being 0.6m in diameter will also be installed at approximately 22m on the monopole. Please refer to Appendix 3 – Proposed Plans for further details. 4.1.2 Access and Parking Details

The NBN compound will be accessed via the existing entry from Farmers Avenue. The site access is considered to be appropriate given the NBN Co facility will not be a significant generator of traffic. Once operational, the facility will require once annual maintenance visits, but will remain unattended at all other times. As the facility generates minimal trips per year, it is considered that traffic interference will be negligible. During the construction phase, a truck will be used to deliver the equipment and a crane will be utilised to lift most of the equipment into place. Any traffic impacts associated with construction will be of a short-term duration and are not anticipated to adversely impact on the surrounding road network. In the unlikely event that road closure will be required, NBN Co will apply to the relevant authorities for permission.

A total construction period of approximately ten weeks (including civil works and network integration and equipment commissioning) is anticipated. Construction activities will involve four basic stages. Stage 1 (week 1) – Site preparation works, including field testing, excavation and

construction of foundations. Stage 2 (weeks 2, 3 and 4) – Construction of the mast. Stage 3 (weeks 5 and 6) – Construction of the equipment shelter and fences. Stage 4 (weeks 7 – 10) – Installation of antennas and radio equipment, as well as

equipment testing. Once operational, the facility will function on a continuously unstaffed basis and will typically only require maintenance works once a year, for approximately one day per year.

4.1.4 Construction and Noise

Noise and vibration emissions associated with the proposed facility will be limited to the construction phase outlined above. Noise generated during the construction phase will be of short duration and will be in accordance with the standards outlined in the Environmental Protection (Noise) Regulations 1997. Construction works will only occur between the hours of 7am and 7pm. There will be some low level noise from the ongoing operation of air conditioning equipment associated with the equipment shelter, once installed. Noise emanating from the air conditioning equipment is at a comparable level to a domestic air conditioning installation, and will generally accord with the background noise levels prescribed by Australian Standard AS1055.

4.2 Site Selection The reasons for selecting this site are as follows:

The proposed site has been particularly targeted to provide the optimal required quality of service as required by NBN Co across the Boddington region;

The proposed facility is appropriately located in an Industrial area; The site provides sufficient spatial separation from sensitive land uses with the nearest

dwelling located approximately 240m north of the proposed facility.

5.0 CURRENT PLANNING CONTROLS

5.1 Commonwealth Legislation – The Telecommunications Act The Telecommunications Act 1997 has been operative since 1 July 1997. This legislation establishes the criteria for ‘low impact’ telecommunication facilities. If a proposed facility satisfies the requirements of a ‘low impact’ facility, the development is exempt from the planning approval process. Further clarification of the term ‘low impact’ is provided in the Telecommunications Act 1997 and the Telecommunications (Low Impact Facilities) Determination 1997, which was gazetted subsequent to the Act. The Telecommunications (Low Impact Facilities) Determination 1997 establishes certain facilities, which cannot be considered low impact facilities. The proposed facility is not low impact under the definitions contained in the Commonwealth legislation. A planning permit is therefore required for the proposed facility.

5.2 State Legislation 5.2.1 Planning and Development Act 2005

The proposal is subject to the provisions of the Planning and Development Act 2005. This act controls development within Western Australia through the application of environmental planning instruments. It is those instruments that document whether or not development is permissible, either with or without development consent, or prohibited.

5.2.2 State Planning Policy 5.2 Telecommunications Infrastructure

This policy provides a framework for the preparation, assessment and determination of applications for planning approval of telecommunications facilities within the context of the planning system of Western Australia. Planning Policy 5.2 states that ‘telecommunications infrastructure should be located, sited and designed in accordance with 15 Guiding Principles. Please refer to Appendix 4 – Response State Planning Policy 5.2 for compliance with the provisions of this policy. 5.2.3 Guidelines for the Location, Siting and Design of Telecommunications

Infrastructure

The guidelines provide advice on the location, siting and design of telecommunications infrastructure to assist local government in planning for telecommunications facilities at the local level and are designed to be read in conjunction with Telecommunications Infrastructure Statement of Planning Policy 5.2, any town planning scheme for the particular area, and any local planning policies relevant to telecommunications infrastructure. There guidelines were taken into consideration when selecting this site.

5.3 Local Legislation 5.3.1 Shire of Boddington Town Planning Scheme No 2

In the case of the current proposal, the subject property is zoned Industrial under the provisions of the Shire of Boddington Town Planning Scheme No 2 (Figure 4). According to the Planning Scheme ‘Telecommunications Infrastructure’ means ‘land used to accommodate any part of the infrastructure of a telecommunications network and includes any line, equipment, apparatus, tower, antenna, tunnel, duct, hole, pit or other structure used, or for use in or in connection with, a telecommunications network’. In the Industrial zone the use of telecommunications infrastructure is ‘not permitted unless the Local Government has exercised its discretion by granting planning approval and advertising the proposal in accordance with Clause 6.4’ (‘SA’).

Figure 4 – Zoning map (Shire of Boddington Town Planning Scheme No. 2) The Shire of Boddington Town Planning Scheme No 2 does not contain an objective for the Industrial zone, however the site and development requirements are as follows: minimum lot size of 2000m2 with 50% site cover and a plot ratio of 0.5; minimum setbacks: front – 7.5m, rear – 7.5m and side – 3m. In this instance, the proposal seeks a variation to the rear setback applied to the Industrial area by proposing the monopole structure at a setback of 4.8m from the boundary. Whilst the compound itself would be 1.2m setback from the boundary, this consists only of a 2.4m high chain-link fence which is considered an incidental structure as set out in Clause 6.1.2 (l).

We therefore seek Council’s discretion in the application for a reduced setback of 4.8m and provide the following justification: The proposed location is the most suitable for the current use of the site as it will not

interfere with the operation of the existing business; The adjoining property is equally zoned Industrial and contains one large

workshop/garage with associated equipment located along the boundaries and as such the reduced setback would not impact on the operation of the adjoining lot;

Adequate clearance between the structure and the boundary fence is maintained to ensure access for maintenance and the ongoing use of the site for its intended Industrial use.

5.3.2 Local Planning Policy – Telecommunications Infrastructure

The Shire of Boddington does not have an adopted Local Planning Policy in regards to telecommunications Infrastructure. Please refer to Appendix 4 – Response to State Planning Policy 5.2 for compliance with the provisions of the State Planning Policy on regards to telecommunications Infrastructure. 5.3.3 Development Control Plans/ Precinct Plans

The Shire of Boddington SuperTown Growth Plan has been endorsed by the Western Australian Planning Commission and sets out the future growth of the town. The Growth Plan states: ‘There is a strong dependence on internet services in the District and a critical need for Boddington to be fibre optic infrastructure ready. The business survey and community consultation revealed that if vastly improved broadband capability was provided (such as improved videoconferencing ability and high resolution information transfer); it would result in economic improvement for their business.’ The proposed Fixed Wireless Facility will achieve this element of the Growth Plan by providing fast broadband services which will contribute to the economic and social benefits for the town. NBN Co has investigated all available options for the delivery of fixed broadband to the township of Boddington. The technologies considered were Fibre to the Premises, alternative fixed line technologies utilising some of the existing copper network, fixed wireless and satellite. After thoroughly investigating these options, NBN Co has confirmed that the most appropriate technology to service the township of Boddington is fixed wireless. Consideration has also been made for the future urban growth areas and as such the location for the proposal has been sited so to have the least visual impact on areas of residential growth, whilst still being able to provide the required coverage for connections to the home. Therefore, it is considered that the proposal meets the objectives of the Boddington SuperTown Growth Plan whilst respecting the existing and future residential development.

6.0 ENVIRONMENTAL CONSTRAINTS AND OPPORTUNITIES

6.1 Visual Amenity and Setting This proposal is for the installation of a 40m monopole 1.5km south-west of the Boddington town centre. NBN Co considers that the proposal is appropriate for the locality, given the Industrial zoning of the site and the nature of existing and anticipated uses of the site and surrounding land. The proposal is not located within the vicinity of major residential areas or sensitive land uses, as the predominant land uses in the locality are industrial and rural. Note that the proposed 40m monopole is considered to be the smallest structure capable of meeting coverage and operational objectives. The site is considered appropriate from a visual amenity and setting perspective. The monopole and headframe will remain unpainted (dull grey in colour) which will reduce any reflection of sunlight and be a similar colour to the sky. A Visual Impact Assessment was recommended by the Shire of Boddington in a Council resolution dated 19 February 2013 in response to concerns from residents nearby the proposed facility. Ecoscape has undertaken an assessment of the proposal in this regard. For the Visual Impact Assessment, Ecoscape applied the methodology outlined in the Visual Landscape Planning Manual (DPI 2007). To determine the level of visual impact of the proposed facility, visual impact criteria have been assessed at a selection of view locations within the surrounding area. Photos were taken within areas that had the potential to see the proposed monopole that were within 500m of the facility. Please refer to Appendix 5 – Photomontage for three photomontages: at the southern end of Shepherds Turn, Greenstone Way and Adam Street. According to Ecoscape, ‘all photomontages show that the proposed facility is unlikely to be at variance with the visual management objective of best practice siting and design.’ The visual impact was assessed as ‘blending’ for the following reasons: ‘The vertical line and straight form of the monopole is similar to the vertical line of the

trees in the foreground and the straight lines of the buildings in the industrial area; The dull colour does not contrast greatly with the surrounding area; None of the variable elements are likely to increase the prominence of the monopole

(Shepherds Turn); The facility does not extent above the horizon line of the hill in the background

(Greenstone Way); Great number and variety of built forms (Adam Street).’ A copy of the full report is provided separately.

6.2 Heritage In order to determine any possible natural or cultural values of state or national significance associated with the site, a search was conducted through the relevant Heritage Registers. It is noted that an Aboriginal Heritage site is registered for the area known as ‘No. 4055 Farmers Avenue’, however the proposal is located just outside the area to which the registered site applies. Whilst the industrial area is already disturbed, should any artefacts be found on site during earth-works or construction, al work will cease and the Department for Indigenous Affairs notified immediately.

6.3 Electrical Interference and Grounding of the Facility The NBN fixed wireless broadband network is licensed by the Australian Communications and Media Authority (ACMA) for the exclusive use of the OFDMA2300 frequency band. As NBN Co is the exclusive licensee of this sub-band, emissions from NBN Co equipment within the frequency band will not cause interference. Filters also ensure that each facility meets the ACMA specifications for emission of spurious signals outside the NBN Co frequency allocations. NBN Co will promptly investigate any interference issues that are reported. The facility is also grounded to the relevant Australian Standards – that is, the facility will be ‘earthed’.

6.4 Erosion, Sedimentation Control and Waste Management All erosion and sediment control mitigation measures will be detailed in construction plans and will comply with the Building Code of Australia and local Council standards. In addition, contractors must comply with the ‘NBN Construction Specification' that requires contractors to undertake the necessary erosion and sediment control measures in order to protect the surrounding environment. On completion of the installation, the site will be restored and reinstated to an appropriate standard. No waste which requires collection or disposal will be generated by the operation of the facility.

6.5 Flora and Fauna Study In order to determine any possible natural Flora and Fauna significance associated with the site, a search was conducted through the relevant environmental searches. There are no known items of Flora and Fauna significance located in the vicinity of the proposal site. The subject site is located on land that is currently cleared and utilised for industrial purposes. The proposal does not require the removal of any trees or other native vegetation.

6.6 Social and Economic Impacts Access to high quality broadband is a necessary service in modern society. Initially, small to medium business customers accounted for a significant part of the demand for broadband technology, but broadband services have now been embraced by the general public. Usage of broadband services continues to widen as new technologies become progressively more affordable and accessible for the wider community.

The proposed development will provide significantly enhanced fixed wireless broadband coverage to the locality of Boddington. This will be of particular benefit for residential dwellings and businesses in the locality. The new National Broadband Network will provide the community with far greater access to high quality broadband services. Reliable broadband internet is important to ensure the economic growth of communities, and the facility is likely to have significant social and economic benefits for the local community.

6.7 Public Safety 6.7.1 Radiofrequency Emissions

In relation to public safety and specifically Electromagnetic Emissions (EME) and public health, NBN Co operates within the operational standards set by the Australian Communication and Media Authority (ACMA) and Australian Radiation Protection and Nuclear Safety Agency (ARPANSA). ARPANSA is a Federal Government agency incorporated under the Health and Ageing portfolio and is charged with the responsibility for protecting the health and safety of both people and the environment from the harmful effects of radiation (ionising and non-ionising). All NBN Co installations are designed and certified by qualified professionals in accordance with all relevant Australian Standards. This ensures that the NBN Co facility does not result in any increase in the level of risk to the public. This facility is to be operated in compliance with the mandatory standard for human exposure to EME – currently the Radio communications (Electromagnetic Radiation Human Exposure) Standard 2003. The EME Report associated with this site is attached in Appendix 6 – ARPANSA EME Report. The report shows that the maximum predicted EME will equate to 0.012% of the maximum exposure limit. This is substantially less than 1% of the maximum allowable exposure limit (where 100% of the limit is still considered to be safe). Moreover, all NBN Co equipment has the following features, all of which minimise the amounts of energy used and emitted: Dynamic/Adaptive Power Control is a network feature that automatically adjusts the

power and hence minimises EME from the facility; Varying the facility’s transmit power to the minimal required level, minimising EME

from the network; Discontinuous transmission, a feature that reduces EME emissions by automatically

switching the transmitter off when no data is being sent. 6.7.2 Access

The proposed facility will have restrictions aimed at preventing public access, including a secured compound fence with a locked gate and warning signs placed around the facility.

6.8 The Public Interest and the Benefits of Telecommunications The proposed NBN Co facility will have significant benefit for residents and businesses in the Boddington area. NBN Co believe that the public interest would be served by approval of the proposal, given benefits for enhanced broadband coverage in the area. The facility will have benefits for local residents and businesses within the district. There are numerous other benefits of telecommunications connectivity, as follows. There are many educational benefits justifying the implementation of the National

Broadband Network. Curriculum and data sharing, increased availability and accessibility of research materials, and virtual classroom environments are good examples. Such elements are particularly beneficial within a tertiary education context.

Businesses can, through internet usage, increase efficiency through time, resource and monetary savings. Improved broadband services effectively remove physical distance and travel time as a barrier to business.

Improvements to broadband services may also be of benefit for local employees, by enabling telecommuting and home business. The telecommuting trend is heavily reliant on access to high quality internet services, and is anticipated to continually increase in popularity.

The public benefits of access to high quality broadband have been widely acknowledged for many years. Reliable internet access is now more than ever an integral component, so much so that its absence is considered a social disadvantage.

7.0 CONCLUSION

The proposed NBN Co facility, comprising a 40m high monopole with attached headframe, antennas and outdoor units has been sited in the most appropriate location whilst ensuring adequate coverage is achieved. The facility has been strategically sited and designed to minimise visibility within the surrounding environment as much as practicable. In this regard the proposal satisfies the requirements of State Planning Policy 5.2 Telecommunications Infrastructure, whilst also addressing coverage deficiencies within the local area. The proposal is also consistent with the stated objectives and requirements of the Shire of Boddington Town Planning Scheme No 2. It is considered that the proposal will provide an important community benefit to Boddington by providing coordinated and open access shared communication infrastructure, and therefore greatly improved fixed wireless broadband coverage within the local area.

8.4 Appendix 4 – Response State Planning Policy 5.2 This policy provides a framework for the preparation, assessment and determination of applications for planning approval of telecommunications facilities within the context of the planning system of Western Australia. Planning Policy 5.2 states that ‘telecommunications infrastructure should be located, sited and designed in accordance with the following Guiding Principles’.

There should be a co-ordinated approach to the planning and development of telecommunications infrastructure, although changes in the location and demand for services require a flexible approach.

NBN Co undertakes a carefully co-ordinated approach to the development of their network. Each site links into the wider National Broadband Network. The proposed site at Boddington Central (37 Farmers Avenue) will be linked via a parabolic antenna to nearby base station Boddington (1288 Bannister-Marradong Road). Locating at this site is imperative in order to realise the line of site between this and the linked sites. Telecommunications infrastructure should be strategically planned and co-ordinated,

similar to planning for other essential infrastructure such as networks and energy supply.

The complete National Broadband Network is strategically planned and individual sites are co-ordinated into the wider network much like other essential infrastructure. Whilst it is necessary for individual sites to achieve their coverage objectives it is essential that each site can be linked back into the network. Telecommunications facilities should be located and designed to meet the

communication needs of the community.

The proposed facility seeks to provide fixed wireless broadband coverage to the Boddington area.

Telecommunications facilities should be designed and sited to minimise any potential adverse visual impact on the character and amenity of the local environment, in particular, impacts on prominent landscape features, general views in the locality and individual significant views.

The proposal is appropriately located in an Industrial zone and well away from sensitive land uses. In order for the facility to provide fixed wireless broadband to the Boddington area, a height of 40m is required. NBN Co have sought to minimise the visual bulk of the facility through the use of a monopole structure. The proposed monopole is the least visually intrusive design option for a new base station and minimises the visual impact of a telecommunications structure in the area. Telecommunications facilities should be designed and sited to minimise impacts on

areas of natural conservation value and places of heritage significance or where declared rare flora are located.

A desktop study of this site indicated that the site is not affected by any heritage listings and no heritage items are located within close proximity of the site. Furthermore, no environmental values exist on the site.

Telecommunications facilities should be designed and sited with specific consideration of water catchment protection requirements and the need to minimise land degradation.

Prior to the commencement of work NBN Co contractors will undertake such measures as deemed necessary by Council to effectively protect water catchments within the immediate area.

Telecommunications facilities should be designed and sited to minimise adverse impacts on the visual character and amenity of residential area.

A monopole has been selected with a circular headframe. The proposed monopole is the least visually intrusive design option for a new base station and minimises the visual impact of a telecommunications structure in the area. The monopole will remain unpainted (dull grey colour), which has over time been demonstrated to most successfully blend with the uniform colours of the site’s industrial/ rural setting. Telecommunications cables should be placed underground, unless it is impractical to

do so and there would be no significant effect on visual amenity or, in the case of regional areas, it can be demonstrated that there are long-term benefits to the community that outweigh the visual impact.

The proposed site will be linked via parabolic antenna to a nearby base station thereby negating the requirement for overhead cabling. Telecommunications cables that are installed overhead with other infrastructure such

as electricity cables should be removed and placed underground when it can be demonstrated and agreed by the carrier that it is technically feasible and practical to do so.

This principle does not apply to the subject of this application.

Unless it is impractical to do so telecommunications towers should be located within commercial, business, industrial and rural areas and areas outside identified conservation areas.

The proposed site is located within an industrial setting as per the recommendations of this principle.

The design and siting of telecommunications towers and ancillary facilities should be integrated with existing buildings and structures, unless it is impractical to do so, in which case they should be sited and designed so as to minimise any adverse impact on the amenity of the surrounding area.

There are no structures or buildings of sufficient height within the surrounding area that could facilitate NBN infrastructure. Therefore, the proposed site located at Boddington is considered to be the optimum planning solution in terms of impact upon amenity. Co-location of telecommunications facilities should generally be sought, unless such

an arrangement would detract from local amenities or where operation of the facilities would be significantly compromised as a result.

Co-location of facilities has been investigated. There are no structures within the surrounding area that could facilitate NBN infrastructure. Co-location on the existing Telstra mast in town could not be achieved as the mast does not achieve the minimum required height in order to meet coverage requirements. Where co-location is not viable, there is a need to provide a purpose built structure.

Measures such as surface mounting, concealment, colour co-ordination, camouflage and landscaping to screen at least the base of towers and ancillary structures, and to draw attention away from the tower, should be used, where appropriate, to minimise the visual impact of telecommunications facilities.

The proposed facility will be set back at least 1.2km from Marradong Road and would not be visible from the main town site. Furthermore, the facility will be located amongst industrial workshops and garages which will screen the base of the tower. A Visual Impact Assessment was undertaken by Ecoscape. It was confirmed that the proposed facility will have little impact on the existing landscape.

Design and operation of a telecommunications facility should accord with the licensing requirements of the Australian Communications Authority, with physical isolation and control of public access to emission hazard zones and use of minimum power levels consistent with quality services.

Telecommunications facilities include radio transmitters that radiate electromagnetic energy (EME) into the surrounding area. The levels of these electromagnetic fields must comply with safety limits imposed by the Australian Communications and Media Authority (ACMA, previously ACA). All NBN Co installations are designed to operate within these limits (Appendix 6 – ARPANSA EME report). Construction of a telecommunications facility (including access to a facility) should be

undertaken so as to minimise adverse effects on the natural environment and the amenity of users or occupiers of adjacent property, and ensure compliance with relevant health and safety standards.

During construction, NBN Co contractors will endeavour to minimise the impact of their works on the amenity of nearby residents and on the surrounding environment. Following construction, maintenance (excluding emergency repair work) activities should not interfere with the amenity of users. All Health and Safety standards will be adhered to.
