Purposes of funding the residencies

Purposes of funding the residencies

The Congress on School Leadership originally recommended a full semester, state-funded residency for all principal candidates.

Allow principal candidates to be mentored by a successful Instructional Leader for a full semester.

Purposes of funding the residencies

Strengthen the LEA/university partnerships supporting a leadership succession plan for each LEA based on future leadership needs.

Ensure that principal candidates’ practice is aligned with the Alabama Standards for Instructional Leaders.

Purposes of funding the residencies

Ensure that the constructs outlined in the Instructional Leadership Program redesign are being implemented to support the development of Instructional Leaders.

Build a case for continued funding for a semester residency for all Instructional Leader candidates.

Eligibility to apply for funding

Funding for a student currently in a redesigned Instructional Leadership program and ready for the residency second semester, 2012-2013.

Funding available only to LEA/university partnerships existing for the purpose of preparing Instructional Leaders (as outlined in Instructional Leader redesign).

Eligibility to apply for funding Funding will flow to the LEA for the sole

purpose of supporting the semester residency for the selected candidate(s).

An application must be submitted for each resident from an LEA/university partnership seeking funding for a semester residency. The application may be downloaded from this WebEx and is also available at http://www.alex.state.al.us/leadership

Number of residencies to be funded/use of funding

A residency is a one-semester leadership experience specifically designed for a resident under the tutelage of a veteran, successful Instructional Leader.

Each residency will be funded at $25,000 Funding must be used to pay the

certified teacher who will take the resident’s classes during the residency.

Funding for a mentor stipend is the responsibility of the partnership.

Number of residencies to be funded/use of funding

Based on the quality of the application, residencies will be funded beginning with one per redesigned preparation program for the 13 approved university Instructional Leadership programs.

Additional residencies will be funded based on the strength of each application from the LEA/university partnership and availability of funding.

LEA/university partnership assurances

Candidates for a residency have been supported by a Memorandum of Agreement between the LEA and the university during their preparation program.

Candidate has successfully completed all requirements of the redesigned program leading to the residency requirement second semester of 2012-2013.

LEA is willing to release the candidate for a full semester (fulltime) residency.

LEA/university partnership can place the resident with a successful Instructional Leader who has completed mentor training.

LEA/university partnership responsibilities

LEA/university partnership should be able to fully describe specific Instructional Leadership experiences that will be part of the semester residency. (reflecting the Alabama Standards for Instructional Leaders)

LEA/university partnership must be able to fully evaluate the residency experience and provide meaningful data to the State Department of Education as part of an evaluation process.

Narrative No more than five, double-spaced pages Describing and providing the following:

1. Fully describe the strength of the LEA/university partnership(s) applying for the semester residency grant. Include a current copy of the signed Memorandum of Agreement for each partnership sponsoring a residency.

2. Describe how the LEA/university partnership will use the funds from this grant, as well as any in-kind support, and any additional LEA/university funds to support the semester residency (to include responsible parties).

3. Describe the selection process the LEA/university partnership used to ensure the quality of the principal mentor(s), including, but not limited to the following criteria: credentials, experience, measure of leadership effectiveness, training and commitment of the mentor.

4. Provide a well-developed description of what will be expected of the mentor.

5. Define specific learning experiences that will occur during the residency related to the Alabama Standards for Instructional Leadership

6. Explain how the LEA/university partnership will monitor, evaluate, and ensure that the resident will attain leadership knowledge and experience related to each of the Alabama Standards for Instructional Leaders.

7. Explain how data from the residency will be reported for use by the LEA/university partnership to inform the effectiveness of subsequent residencies.
