2013 PIONEER DISTRICT CAMPOREE

INTRODUCTION

Dear Pioneer District Scouters: Similar to last year, this year’s Camporee is at PGE Trojan Park (71760 Columbia River Hwy, Hwy 30, Rainier, Oregon). The Camporee 2013 theme is “Rising to Higher Ground”, which is a reflection of the good choices we make daily in difficult circumstances…at the same time, it reminds us of the muddy conditions we battled at last year’s event and how we can work to improve our circumstances.

Since this is our first year organizing Camporee, we kept much the same, but there are a few changes, most notably:

1) Friday night after camps are set up, the youth will have the opportunity to participate in a night Geocaching course. The activity is designed for a smart phone using a free geocaching app from Groundspeak.

2) Saturday morning skills competitions will also include a physical challenge (obstacle course) that is designed for youth 14 years and older.

3) Saturday afternoon is structured so that the Scouts can participate in all three scheduled activities (pioneer project, service project and learning/free time). To accommodate more afternoon activities, we’ve simplified the pioneer project requirements. Our goal is to have each patrol complete their service and pioneer projects in 1-hour each so that they can learn new skills the rest of the afternoon.

Camporee is an opportunity for your troop, crew, or other type of unit (referred to generally as “units”) to:

Demonstrate your unit’s skills.

Meet Scouts and Scouters from other units in the area to exchange ideas, share camping experiences, and enjoy the fellowship of Scouters in the Pioneer District.

Reach advancement goals with two nights of camping, meal preparation, and other Trail to First Class and merit badge activities.

Recruit new Scouts from Webelos dens. Both Webelos I and II Cub Scouts are invited to come and find out more about the Boy Scouting adventure. Unit Leaders, contact the Packs before they have to ask for an invitation.

Registration: Pre-registration for Camporee is REQUIRED. We request that all registrations be made on-line at the Pioneer District Webpage (see link on the cover page of this packet). There is no on-site registration. Campsite assignments are based on registration order and unit size. It is important that you list the names of the patrols that will be attending Camporee when filling out the on-line forms. This helps Camporee run smoothly. Recognition is by patrol. Knowing the patrol names allows a lot of the paperwork to be done in advance of Camporee and during the night at Camporee.

BASIC INFORMATION

In Advance of Camporee: 1) Registration: Preferably you will register online (http://cpcbsa.org/register - see the cover sheet

of this packet). Alternatively, there are forms attached hereto.

2) Fees: The Camporee fee is $15 per person (which covers your camping fee and awards). Pay via credit card on-line.

3) Pioneer Project: Since time is limited to 1-hour for this year’s pioneer project, we recommend the patrols rehearse building the structure in the weeks prior to our event.

4) Other Competitions: Check individual forms for information (including advanced registration).

5) Paperwork:

a) Tour Planning Worksheet: Follow the usual tour planning procedure. Campsite Inspection Points require a copy of the Tour Planning Worksheet to be made available at least at each troop campsite (separate Tour Planning Worksheets are NOT necessary at patrol campsites).

b) Medical Records: Each unit should bring the health and medical record forms for scouters and adults attending Camporee. If your unit will have trained medical professionals in attendance (doctors, nurses, paramedics, first responders, etc.), please provide their name and cell phone number at check-in.

Getting To Camporee: 1) Directions: The Park’s entrance road is located off of Hwy 30 just east of Rainier, Oregon. The

Park’s official address is: PGE Trojan Park, 71760 Columbia River Hwy 30, Rainier, Oregon.

2) Parking: Please carpool and take any creative steps to minimize the amount of vehicles that we have to manage. We appreciate all the help we can get!

3) Visitors/Guests: Visitors are not allowed to camp overnight unless they are officially registered (and youth protection trained) with the Cascade Pacific Council. All visitors must check-in at Camporee HQ and receive a guest pass. There are no exceptions.

Check-In and Arrival at Camporee: 1) Check-In: Plan to arrive on Friday, May 3rd during the hours of 4:00-7:00 pm. Units will be

camping in the day use areas B1, B2, C1, and C2. All vehicles must be parked in designated areas. There is a Friday Geocaching Event at 7:30 - see schedule.

2) Paperwork:

a. Registration Form (attached): Bring a copy of the attached registration form (or your electronic registration form) to HQ when you arrive.

b. Leadership & Roster Form (attached): Bring a copy of the attached leadership & roster form (or your electronic registration form) to HQ when you arrive.

c. Tour Planning Worksheet & Medical Records: See above. Retain the tour planning worksheet and medical records at your Camporee Unit Campsite. (These do not need to be turned in at HQ.)

3) Posting Menu and Duty Roster at the Campsite: Each patrol should have its menu and duty roster posted. Samples of a menu planner and duty roster are included in this packet. These should be readable and available for campsite inspection.

General Camp Information: 1) Uniforms: Unit standard uniforms should be a priority for every unit. Complete and proper

uniforms (“Class A” based on the unit’s own standards) will play a major role in inspections. Uniforms are to be worn at general assemblies, campfire, and religious services. In order for our Pioneer District to be considered a “Quality District,” our appearance must be exemplary.

2) Cooking: Compressed gas stoves may be used in accordance with B.S.A. policy. Scoutmasters are responsible for storage of fuel in the campsite area. Charcoal may also be used in a raised fire pit, barbeque, or appropriate metal container. SPLs are responsible for making sure that hot coals do not come into contact with the ground, plants, etc.

3) Water: There is potable water on site. Bring water jugs.

4) Fires: OPEN FLAME FIRES are permitted in raised fire pit dishes only. You must bring your own fire pits.

5) Tables: Limited picnic tables are available. Be prepared.

6) Garbage: ALL GARBAGE MUST BE CARRIED OUT! No dumpsters onsite.

7) Restrooms: Scouts must use the portable bathrooms located in the parking strip. Adults and Scouts with special needs may use Park bathrooms.

8) Lost and Found: All lost and found items should be brought to Camporee HQ.

Competition and Awards: Ribbons will be awarded to patrols for the patrol / team competitions listed below. Awards will be given based on points using the following breakdown:

70 – 79 points = Yellow Ribbon

80 – 89 points = Red Ribbon

90+ points = Blue Ribbon

Top Score = Presidential Ribbon

In the event of a tie for top score, a Presidential Ribbon will be given to each troop earning the top score. We will also award ribbons for total points earned in the skill competitions. We will determine the average total score for all of the patrols and then establish benchmarks at or above the average score for each ribbon level. All awards will be presented on Sunday morning during Closing Ceremonies. Sample instructions and/or scoring forms are included in this packet. Please refer to these samples for a list of the criteria used in each competition.

The Competitions

Troop/Unit Competition:

Pioneer District Troop Spirit Award: The troop or unit receiving the highest overall score will receive the Spirit Award. This award will be based on observations from the judges of the various competitions (e.g. Skill Demonstrations), as well as participation in activities like campfires, service project, and pioneer project. Each troop or unit is encouraged to demonstrate Scouting Spirit at all times because judges, who will remain anonymous, will be observing all weekend long. Additional information can be found in the score sheet form included in this packet.

Patrol/Team Competitions:

1) Baden-Powell Patrol Award: One troop will receive the coveted Baden-Powell ribbon.

2) Campsite Inspection: Additional information can be found on the score sheet form included in this packet.

3) Patrol Flag: Flag Competition is on Friday evening and the Patrol Flag Awards will be awarded at the Saturday morning Flag Ceremony. Additional information can be found on the score sheet form included in this packet.

4) Pioneer Project: May be a special team (not a regular patrol). Additional information can be found on the information sheet and score sheet form included in this packet.

5) Campfire Skit: Saturday night campfire will include a skit competition. Additional information can be found on the score sheet form included in this packet.

6) Skill Demonstration - Fire Building: Additional information can be found on the score sheet form included in this packet.

7) Skill Demonstration - Compass Course (Orienteering): Additional information can be found on the score sheet form included in this packet.

Event/Competition Rules:

Participants: As indicated, some competitions will be by unit, some will be by patrol, and some will be individual (or individuals). For patrol events, only a unit’s regularly organized patrols should participate. “Ringer” patrols made up for just the Camporee are not in keeping with good Scout Spirit. (The Pioneer Project may have a special patrol that is specially formed for the event.)

Skill Demonstrations: Each skill demonstration will be under the supervision of a Scout or an adult who will be known as the “Event Leader.” Scores will be kept by each Event Leader, as well as by each patrol. Patrol Score Tracking Cards must be turned into the Camporee HQ Shelter by 1:30 pm, Saturday afternoon.

Scoring: Scoring in the events may be based on how well the unit/patrol/individual(s) communicate(s), the time it takes to finish an event, patrol teamwork, and/or whether or not the mission was accomplished. Points for the Pioneer District Spirit Award will be compiled from other competitions (e.g. skill demonstrations) as well as independent observation. All unit/patrol/individual(s) participating will be recognized and awarded ribbons.

Other Events: 1) Service Projects: As part of the Camporee Baden-Powell Award requirements, patrols MUST

help with the Camporee service project. Additional information concerning the Camporee service project is included in this packet.

2) Order of the Arrow Tapout: The OA Chapter Arrowmen will conduct a tapout during the campfire on Saturday night. Candidates who are tapped-out will be leaving the campfire area for a brief ceremony and will return later directly to their campsites.

Camp Departure: Some units plan to leave on Saturday evening or at some other time before the official close of Camporee. Be sure that you inform HQ before you depart. Senior Patrol Leaders are expected to inspect the campsite prior to departure (leave no trace). The Camporee officially ends at 10:15 am on Sunday. All Scouts must be out of the Camporee site by Noon.

SENIOR PATROL LEADERS INFORMATION

Congratulations on being named Senior Patrol Leader for your unit at Camporee. You have been given an opportunity to practice your leadership skills. Have fun doing so and this will be a wonderful and rewarding experience. Camporee SPLs, as you know, have responsibilities. The following list of tasks is meant to assist you. Before Camporee

Verify that there is at least one person (preferably a scout) from your unit who is responsible for handling all the necessary unit paperwork for Camporee.

Verify that a Pioneer Project Competition team has been organized and verify that the project registration form has been submitted.

Verify that there is a scout (Camporee Service Project Manager) from your unit in charge of the service project who (1) is responsible for your unit’s service project participation, (2) is aware of and is handling the paperwork (e.g. any troop required permission forms for each scout and adult) for the service project, (3) is aware of and is handling the procurement of the appropriate tools and gloves that will be needed at Camporee.

Assist your patrols in preparing for the Scout skills demonstration and other competitions.

Invite Webelos I and II from your associated Packs to attend Camporee. This is a great opportunity for recruitment.

At Camporee

You (or a designated scout) should bring all appropriate paperwork to Camporee HQ upon arrival.

Verify that your patrols have brought their Patrol Flag to Camporee HQ Friday night at 7:00 pm for inspection.

You need to attend the Troop/Unit Leader/SPL meeting at Camporee HQ Friday night at 8:30 pm. (There will be food for you there!)

You need to designate two Scouts from your troop/unit as Campsite Inspectors (First Class or above). They need to attend training Friday night at 7:00 pm. They need to wear their uniform Saturday morning when inspecting.

You (or a designated scout) must submit the Baden Powell Patrol Award application (in this packet) to Camporee HQ and return them by 6:00 pm on Saturday night, signed by you.

Senior Patrol Leaders are expected to inspect the campsite prior to departure (leave no trace).

SPLs are always welcome at Camporee HQ and to check-out the snack supply. In addition, SPLs are invited to attend the Saturday night cracker barrel at Camporee HQ at 9:00 pm.

2013 PIONEER DISTRICT CAMPOREE PIONEER PROJECT

RISING TO HIGHER GROUND

The pioneer project is designed demonstrate teamwork and scout pioneering skills in constructing one of two devices to lift your Scouts. Option (1): design and build a structure that is capable of holding your entire patrol off the ground a minimum of 18 inches for a minimum of 60 seconds. You should imagine that a flow of hot lava is heading to your campsite and you need to lift everyone off the ground and keep them elevated for at least a minute. Be creative in your structure. Option (2): design and build a Scout elevator similar to the one shown below to lift a single scout 3 feet off the ground.

Awards: Awards will be given based on the following criteria: design, best lashings, most secure, Scout Spirit, etc. Incorporation of team costumes and flags is encouraged. See the included scoring sheet for additional clarification. NOTE: All units are expected to participate, so please notify the Camporee Committee at HQ if you believe you do not have enough scouts. We’ll be happy to coordinate a joint effort between patrols or troops.

SERVICE PROJECT INFORMATION

Purpose: To enhance the facilities that the Boy Scouts are using for Camporee.

Who: All scouts are expected to participate in the service project. Adults are welcome to assist the patrol leaders.

The service project is critical to the success of Camporee, in fulfilling the Scout Oath, Scout Law, and Outdoor Code.

Tools are a necessary item for service projects. Don’t leave home without them. This year’s service project is designed to be Scout led, as follows:

1. Each troop/unit should appoint its own Service Project Manager to take charge of participation in the service project for that troop/unit. The appointed Scout will need to:

a. Obtain troop permission (if the troop requires it) for Scouts and adults to participate, as well as arrange for and bring tools (see below) to Camporee;

b. Attend a service project leadership meeting on Saturday, May 4th at 1:30 pm at the Camporee HQ; and

c. Organize and lead his unit’s participation in the service project.

Tool List: Each unit should bring: 10 shovels; 10 rakes (5 gravel rakes, 5 leaf rakes); 6 branch loppers (large); 6 hand pruners (small); 1 wheel barrow; 1 old tarp; and any other tool thought appropriate for working in a large wooded garden.

We are always short on buckets. Bring Buckets. Remember: Each unit needs to bring tools and gloves to complete the service

project and is responsible for keeping track of their tools. It is a good idea to mark the tools with tape or paint to identify unit or personal ownership.

2. At the service project leadership meeting, the Camporee Service Project Manager will assign service project areas and assignments within those areas and make sure that each unit has adequate equipment.

3. The service project lasts 1 hour and may include: clearing bushes, downed branches, and invasive and nonnative species (including blackberry); and spreading gravel and bark dust 2-3 inches deep.

BADEN-POWELL AWARD

Every troop is eligible for the Camporee Baden-Powell Award and all are encouraged to try for this special designation. The award recognizes the troop that goes the extra mile in team building and knowledge of Scout skills.

Who applies? The Senior Patrol Leader of each troop is responsible for applying for the award. The Senior Patrol Leader must: (a) pick-up applications at Camporee HQ; and (b) sign each completed form.

Due date? Completed applications must be submitted by the Senior Patrol Leader to Wayne Cannon at Camporee HQ by 6:00 pm on Saturday evening.

The patrols in the troop do everything together. Each patrol has at least 4 members. Each patrol has an elected Patrol Leader. Each patrol has an appointed Assistant Patrol Leader. Each patrol has a Quartermaster. The troop has posted a full menu and duty roster for the weekend. The troop receives a campsite inspection score of 95+ points. The troop has demonstrated Patrol Spirit: Frequent practice of patrol songs/yells

that are positive and appropriate to Scouting. Each patrol displays a patrol flag or totem at all assemblies and during patrol

competition. All scouts wear uniforms at general assemblies, campfire, and religious services.

Activity uniforms are to be worn at all other activities. All patrols participate in patrol competition, with patrol final score >90 points. The troop participates in Saturday Campfire Skit. All patrol members know from memory the twelve points of the scout law, scout

motto, and scout slogan. Random testing will be done as part of campsite inspections.

The troop raises or lowers the flag at a unit or camp assembly, or takes an active role in the Sunday morning religious service if time allows (see camp Chaplain for assistance).

All patrols participate in the Camporee service project.

Fire Building Troop/Unit #________ Patrol ___________ General Information: Patrols may stack/build their wood 12" high and burn a string/rope at 18". The patrol will get three matches, a five second penalty for each additional match after the first three. Units are to provide their own wood. Patrols need to come to the event prepared to build and light their fire; no chopping or whittling at the competition site. Wood may not be prepared with a block plane or any other type of plane. Patrols need to use axes and/or knives (yes, we can tell the difference). Accelerant may not be used.

Compass Course (Orienteering) Troop/Unit #_______ Patrol ___________ General Information:

A compass course (orienteering) challenges patrols on skills such as following directions, using a compass, knowing how to pace (measuring distance), and setting bearings. To find your pace, you walk 100 ft (aka the length of the 20 stakes) and count your steps. You then divide 100 by the number of steps you took. This is your pace, and you will use it to walk the distance on the course.

For the compass course (orienteering), each patrol uses a list of numbered instructions, a compass (brought by the patrol), and numbered stakes (20). Each numbered instruction sets forth a direction (e.g. N, S, E, W) and distance that a patrol is to take from a predetermined starting point (a starting stake).

When a patrol is finished with their designated course, the patrol should end up at a different stake than the one at which they started. The patrol returns to the event leader and shows him the course that was followed and the ending stake. The event leader will then tell the patrol if the result (the ending stake) was accurate or not. If the result was accurate, then the patrol gets 10 points. If the result is not accurate, the patrol can choose to repeat the course or to settle for the inaccurate result.

1. If the patrol decides to repeat the course, 10 points are automatically taken off of their total score. In other words, the highest score they can now achieve is 90 points.

2. If the patrol settles for the inaccurate result, they lose 5 points for each stake they are off. The most they can get then is 95 points.

This is a gamble for the patrol: to either redo the course and get 10 points taken off (even if they were only one stake off), or settle for a very inaccurate result when they could have redone it for a better result.

There aren't any "style points" to be given out. The scoring is objectively based. It is recommended that the senior patrol leaders lead the younger scouts through the

process.

Lashing Troop/Unit #_______ Patrol ___________ General Information: There will be 100 total points: 10 for the Patrol Spirit/Yell, 45 for the lashings, and 45 for the carry exercises. When all participating teams have completed the lashings and carry exercises of their challenge, their times will be recorded and their lashings will be checked. One minute will be added for each incorrect lashing and/or 30 seconds will be added for each loose or sloppy lashing.
