U.S. TROOPS ISSUED
TRANQUILIZERS
QUOTE:

that some serious morale problems
are beginning to take their toll on
U.S. troops stationed with the
Bush administration’s Operation
Desert Shield in the desert waste-
lands of Saudi Arabia.
Sources have told ( ) that U.S.
soldiers in remote desert outposts,
some there since last August, are
beginning to show severe signs of
boredom and anxiety, with many
starting to question why they are
stationed so far from home.
The sources said that a lack of
trained personnel to deal with psy-
chological problems has led to soldiers being issued doses of

One medical officer attached to a
U.S. division, which has sent
some of its support units, includ-
ing medical detachments, to Saudi

be logical if the troops are not ro-
tated for rest and relaxation else-
where from time to time that they
would “become antsy”.
“For them”, he said, “this is a to-
tally new atmosphere; and al-
though they have had desert war-
fare training, nothing can really
prepare them for the boredom and strict regimentation that they are
facing in Saudi Arabia. ’
The Bush administration has can-
celed plans to rotate the troops, as
it continues to pour tens of thou-
sands of additional young Ameri-
can servicemen into Saudi Arabia
and the Persian Gulf region. Al-
though Pentagon brass will not ac-
knowledge it to be true, there is a
particular problem created by the
presence of female troops.
Given the fact that American
troops are strictly forbidden to
fraternize with Saudi women, the
old saw that, “Boys will be boys,
and girls will be girls,” is be-
coming apparent, particularly now
that some of the U.S. troops have
been in the Arab nations since last
August.
( ) has learned that 36 U.S. fe-
male troops were recently sent
home from Saudi Arabia, 34 who
were pregnant and two who have
been charged with prostitution. In
addition, there have been previous
instances of pregnant female
troops being returned to the U.S.
( ) has obtained statistics which
indicate that during regular duty,
prior to Operation Desert Shield,
one in ten women in the Army
was pregnant at any given time
and that 17 percent were pregnant
over the course of a year.
Retired Army Brig. Gen. Eliza-
beth P. Hoisington of Arlington,
Virginia, America’s first woman general, has warned that women
could be the “weak link in the
line”, as far as women placed in
combat situations is concerned.
Gen. Hoisington said she fears
that male troops would “step
back” to aid women troops during
combat and thus “lose the battle”.
“I do not think that across the
board women have the stamina to
be in the infantry,” Gen. Hois-
ington said.

Being in a foxhole day after day, she said, can be “pretty tough”.
Gen. Hoisington said that the
matter of single parents in the
military is “one of the problems
that the Army has to face. . . a
hard problem to come to grips
with. *
During President George Bush’s much-heralded trip to Saudi Ara-
bia to have Thanksgiving dinner
with the American troops, U.S.
Army brass, for the benefit of
television reports, had to carefully
screen the troops that would be al-
lowed to be greeted by Bush.
Many--AND
MANY--who are beginning to
question the reasons why they
have been sent to the desert wastelands, were not allowed near
the president’s party to avoid em-
barrassing situations. U.S.
Troops stationed in Saudi Arabia are beginning to bitterly complain
about the restrictions placed upon
them. Their commanders are even
discouraging them from displaying
the American flag, fearful that it
will offend the Saudis., As a re-
sult, tiny U.S. flags held in place
by rubber suction cups have ap-
peared on the dashboards of vari-
ous military vehicles, among other
places.
It has been months since many of
the soldiers have enjoyed a cold
beer, all alcoholic beverages being
banned as a violation of Saudi
law.
Military chaplains are under or-
ders to be very low profile in their
activities, and all religious ser-
vices for the troops are held as in-
conspicuously as possible.
“Naturally, all of this increases the
anxiety of American troops, who
are already homesick and fearful
of what the future has in store for
them,” one Army medical officer
said.

the “Big Banks” in serious trouble and

strange this day that Wilson (of the
Iraqi U.S. Embassy), says that the
U.S. ambassador, who has now
dropped completely of sight, “Left
right after she was assured Saddam
would not move into Kuwait.” Where
are your memories? This woman told
Hussein personally, as representative
of your administration, that it was per-
fectly fine to invade Kuwait as far as
the Americans were concerned! THE
SANCTIONS AGAINST

ORDER THE INCIDENT.
Look what you have done--now watch
the banks go “belly-up”. This is to
capture all Middle East funds into the Cartel. The coalition of the ruling

for protection against the country-citi-
zens in question as they find out the
elite have stolen their nations. The
military presence in such massive
manner is for the sole intent of fore-
closing on the collateral which are the
refineries and oil fields and other min-

President Bush seems to be dragging a sleepy and ambivalent American public into a war in the Arabian sands. But a war for what?
He has offered no clear rationale for the largest military deployment since Viet Nam. He is ignoring the provisions of the Constitution and the clear requirements of the War Powers Resolution, which is still the law of the land.
From the very beginning, I spoke out for peace and the rule of law. In September, after the initial deployment of U.S. troops, I introduced a bill requiring President Bush to obtain
formal congressional approval for the deployment. My bill was
buried by the leadership in Congress. In its place, the House voted on a resolution endorsing the President's actions in the Persian Gulf. I was the onlv representative to stand up and speak against it; I was one of only 29 members to vote against it.
Before Congress adjourned, I organized an effort to convince the Speaker of the House to give Congress the power to call
itself back into session, a power the Constitution ordinarily reserves for the President. My letter to the Speaker was signed by 54 other House members, including the Chairman of the Foreign
Affairs Committee.
I was successful. The adjournment resolution for the 1Olst Congress contains a nearly unique provision giving the Speaker of
the House and President pro tempore of the Senate the power to
convene a special session of Congress if they judge it to be in
the national interest. Now, at least, we won't have to wait for President Bush to come to Congress.
Rep. Ron Dellums recently brought suit in federal court, asking the judge to prevent the President from going to war
without congressional authorization. I joined the Dellums action as a co-plaintiff,

In 1987, during the Iran-Iraq war, I organized a lawsuit
against President Reagan over his use of the U.S. Navy to escort Kuwaiti oil tankers in the Persian Gulf. We had a very strong case, arguing that the President had failed to comply with the
War Powers Resolution as it applied to the escort operation. But the court ruled that our suit“was a "political question" and

Legal scholars I've consulted agree that the same fate will likely befall the suit brought by Rep. Dellums. It's unfortunate, but that's how the courts have handled every war powers dispute between Congress and the President since the end of the Viet Nam War.
If the courts won't do their job, then Congress should act. I'm preparing legislation that will reuuire the President to obtain congressional authorization for the deployment of our forces in Saudi Arabia and prevent him from launching any offensive military operations without formal approval from Congress.
Mr. President, why not wait and let the sanctions and the blockade take their toll? Why not pursue a diplomatic solution? And why, in God's name, should the U.S. continue to be the world's policeman? Let's put a truly multinational force, under U.N. auspices, in place. Then let's wait.
It is not worth a single American - or Arab - life to put the billionaire oil sheiks of Kuwait back%to power. Rather than shedding American blood for oil - or jobs - or whatever it is we're supposed to be protecting - let's consider every other alternative.
We owe that much, at least, to the young men and women whose lives are on the line in Middle' East.
