The Consumer Price Index (CPI) measures the changes in the price level of goods and services that most people buy for their day-to-day consumption. It is most widely used in the calculation of the inflation rate and purchasing power of the peso. The CPI series, among others, is being used for economic analysis, collective bargaining agreements, wage adjustments, and monitoring the effects of government economic policy.
The November 2019 issue presents the Price Situation in the province based on the
results of the 2012-based CPI, which comprises eleven (11) major commodity groups.

The CPI of Rizal for all items on November 2019 was 118.9 increased by 1.7 points from last year’s index of 117.2.
Alcoholic Beverages & Tobacco registered the highest index point change of 65.0, from 221.9 of the previous year’s month of November to 286.9 of this year’s same month. Second in rank was “Clothing and Footwear” which picked up from 117.7 to 124.1 index level. Moreover, index gains were also observed in “Furnishings, Household Equipment and Routine Maintenance of the House” and “Education” with 4.1 and 3.3 index point change, respectively.
Similarly, the annual hike in “Recreation and Culture” was registered at 3.2 points; “Restaurants
& Miscellaneous Goods & Services” at 2.5 points; “Food & Non-alcoholic Beverages” at 2.2 points; “Housing, Water, Electricity, Gas and Other Fuels” at 0.6 points; and “Health” at 0.2 point.
Among the commodity groups, “Communication” posted the lowest increase of 0.1 index point.
Declining trend was noticed in “Transport” with -11.2 index change, respectively.

was measured
at 29.3 percent.
The price situation in Rizal on the month-on-month basis went
down by 0.2, from 119.1 to 118.9 index points.
For this month, “Clothing and Footwear” augmented by 1.3 points brought about by price hike in some wearing apparels. Likewise, price increase in water charges lifted the index of “Housing, Water, Electricity, Gas and Other Fuels” by 1.1 points.
“Food & Non-alcoholic Beverages” had a 0.5 downward index movement, from 126.5 to 126.0, while “Restaurants and Miscellaneous Goods and Services” was posted at 112.5 index level, which was lower by 0.2 point from last month’s CPI. “Transport” also declined by 0.1 point.
The rest of the commodity groups retained their last month’s
indices, thus recorded zero growth rates.

Figure 3 showed that the heavily weighted Food item shared the least portion among foodstuff categories with 125.9 index points.
Between the two types of beverages, Alcoholic shared bigger portion (18%) than the Non-alcoholic (17%). Both didn’t show any index movement.
Tobacco is also stable at 372.9 index level.

Index of corn had
4.7% month-on-
month deflation.
During this month (November 2019), index of corn decreased by 8.6 points and was posted at 174.8, brought about by its high supply in the market, while rice dropped by 0.3 and was posted at 121.0 index level.
Indices of “fish”, “milk, cheese and eggs”, and “food products n.e.c” correspondingly went up by 1.0, 0.6, and 1.1 index points due to higher prices of products belonging to said sub-groups during the month.
Agricultural products such as “fruits” and “vegetables” showed a decreasing trend with -3.6 and -7.0 index difference, respectively. Furthermore, index slowdown was also observed in “bread and cereals”, “meat”, and “oils and fats” with -0.3, -0.8 and -0.9 index change, respectively.
CPI of “sugar, jam, honey, chocolate and confectionery”
remained firm at 121.8.

The index for non-food items moved up from 108.6 to 108.7, posting a 0.1 index difference.
Clothing had an increase of 1.4 index points whereas footwear also gain 0.9 point.
“Electricity, Gas & Other Fuels” gain 0.8
index point, from 96.8 to 97.6. Likewise, “water supply & misc. services relating to the dwelling” augmented by 2.7 points.
Indices of “furniture and furnishings,
carpets & other floor coverings”, “household textiles”, “household appliances” and “glassware, tableware, and household utensils” scaled by 0.9, 0.5, 0.1, and 0.4 point, respectively. On the other hand, “tools & equipment for house” slipped by 0.1 point.
The closely monitored prices of gasoline
and diesel products went down, posting a decrease of 1.4 points to the “operation of personal transport equipment”.
“Audio-visual, photographic, etc” and “newspaper, books and stationery” had -0.2 and -0.5 index reduction, while “recreational & cultural services” had an upward movement of 1.3 points.
“Personal care” moved up by 0.5 point, while “personal effects n.e.c.” augmented by 0.6 index point. Catering services, on the other hand, decreased by 0.5 point.
The rest of the commodity groups remained stable during the month.

Inflation rate of the province was registered at 1.5 percent,
representing further decrease of 4.6 percentage points on the year-on-year and 1.1 percentage points on the month-on-month comparison.

Refers to goods and services that are commonly purchased by consumers in a particular area.
The market basket for Rizal has 558
items.
A market basket of goods and services worth 1.00 Php in November 2019 can be availed at 0.84Php only in 2012.
