When Emilio Aguinaldo proclaimed the independence of the Philippines in 1898, he appointed Apolinario Mabini as Secretary of Foreign Affairs.

After Spanish-American war, Aguinaldo dissolved the revolutionary government had established the first republic.

a. Philippines Security and the ASEAN

The Philippine government has firmly linked its national security efforts with those of its neighbors.

The organizations has addressed sensitive issues such as territorial disputes in the South China Sea.

The Philippine initiative to include “building a community of peace” as one of the pillars of the comprehensive development agenda of ASEAN is a manifestation of a country’s desire to enhance the generally stable inter-state relations within the regions.

The Philippines attaches great value to the ARF as the only multilateral forum where the countries in the Asia Pacific Region and other international players can exchange views on political and security issues.
