Editor’s Note

Greetings dear readers,

This issue marks a new fiscal year for the PCTA, a new set of officers, new challenges, new goals and a new editor in chief!

Former Editor-in-chief Bing Ledesma set the bar very, very high, hopefully I can do half as well as she did! This year, aside from providing the usual informative articles, we aim to better communicate with our subscriber base, expect a social media campaign from us very soon! In line with this, Cable Line would like to ask you all to update your email addresses, please send all your info to ([email protected], [email protected], [email protected]) as we aim to better engage our subscriber base!

Under the leadership of President Cedric Sazon, we hope to bring to you, our readers, and more ways to navigate the ever changing currents that our fast paced industry is enduring and together, we get even stronger than before! We aim this year to give an updated curriculum to the technical seminars to help keep us current with the industry and to further disseminate short learning bites via Cable Line and hopefully on the internet as well! We also aim to publish different business model modifications that will help improve our bottom lines especially for smaller operators!

PCTA BOARD HOLDS INDUCTION CEREMONYby Anne B. Manalansan

The officers and directors of the Philippine Cable Television Association (PCTA) were recently sworn into office by Presidential Communications Operations Office (PCOO) Secretary Herminio “Sonny” Coloma. The induction ceremony took place last July 2, 2013 at the Board Room of the National Telecommunications Commission (NTC) in Quezon City.

With NTC Commissioner Gamaliel A. Cordoba, and Deputy Commissioners Delilah Deles and Carlo Jose Martinez as witnesses, the PCTA Board members recited their Oath of Office, promising to work for the attainment of the association’s objectives, to serve its members, and to contribute to the economic development of the country through the cable television industry.

The 15-man board, from which eight officers were elected by the

directors themselves, received their mandate during the General Membership Assembly held last March 20, 2013 as part of the annual PCTA Convention.

As I mark my 3rd month as President of the PCTA, I have been reminded once again of how challenging my term is, both for me and for the rest of the Board, especially since our thrust this year is to position the cable TV industry in long term stability and profitability. For most of us, our cable TV business is at a crossroad (whether to provide internet; to roll out digital box, either digital SD or HD; or go directly to IP platform?) We need to pick the right choice for us to direct it in the right direction, which at this point, all seem complicated. One thing is certain though – we need to choose and decide on the right technology this year or sooner, that will enable us to deliver the best service to our subscribers and ultimately ensure our long term survival.

We are aware that presently, several of our competitors like Telcos and DTH have similar services and are already capitalizing on the technology. The PCTA is also focusing on this industry concern and our association is going to do a study and evaluation of the Philippine cable industry in the hope of providing us with new perspectives and insights.

We are also exploring and learning from our neighbor countries through their existing cable TV association. Let me give you some background of their present status and income model capitalizing on the present capability of technology. In our recent exposure during the Asia Pacific Operators Summit (APOS), we found out from cable operators of some nearby Asian countries that their digital platform is already mature and evolving into another business

model. For example, while we are paying the content providers for the programs being shown on our cable system, the same content providers are paying our counterparts in India to carry their programs over their cable systems. This is possible because of their volume as well as their manageable and interconnected network.

We can achieve the same thing if we will go digital and interconnect. The question is HOW and WHEN to do it.

For us to understand digital, let us not go into the complicated details anymore. Let me illustrate this using layman’s term and using the act of buying a car as an example since we are all familiar with this practice. Technology is like a car’s features such as ABS, digital air conditioning system, CRDI engine, and the like. As cable operators, we own cars and we know how to drive one but we don’t know how to repair the computer box or the ABS brake system. I’m certain that we don’t want to engage in those technical matters. What we do want is to drive a good

car having the best feature in the market. The same is true with our cable business when we go digital. What we need is to upgrade our human assets, from the basic RF technician to data technician. We need to employ the right people to support our cable business.

This is the reason why another major focus of the PCTA is to implement an upgrade of its technical training module in order to equip our technical people. We urgently need to add skills to our human assets so that they will maximize the value of our investment.

After our PCTA Board meeting and planning session last month, the Board has decided that our major direction is to introduce our members to our project, which is to interconnect all cable TV operators. This may sound like a grand plan but we believe that this business model will grow and support our cable industry, and could be an important part of our industry’s survival. Now that cable TV is evolving, we cannot prevent its advancement

The PCTA Technical Committee held a Planning Session last July 18-19, 2013 to plan their activities for the fiscal year. The following are the highlights of the said activity:

NEW SET OF TECHNICAL SEMINAR MODULESThere will be a new set of training module/s for the upcoming technical seminars as well as a new programme of activity. The first technical seminar for the fiscal year 2013-2014 is set on September 26-27, 2013 and will be conducted in Davao City for cable operators and their technical staff in the Mindanao Region. The rest of the year’s schedule is as follows:

In connection, the technical seminars are being applied for CPE credit units thru IECEP. Participating PECEs, ECEs and ECTs can therefore earn CPE points from attending the technical seminar, an activity which the Committee will refer to now as “Empowering the Cable TV Industry”.

NEW ACTIVITIESAside from conducting technical seminars in the country’s major regions, the Technical Committee intends to provide and/or conduct:1. E-Learning. The Technical Committee will produce and upload technical video materials on the PCTA website (www.pcta.org.ph)

which the members can view once they logged in.

2. Specialized Training Program. Under this program and/or activity, PCTA members should nominate or volunteer a cable system in their region as the venue for a seminar/training (lecture/hands-on), one (1) specialized topic from four (4) topics (but not limited to mentioned topics) which members can select from thru vote.

Fresh from its recent successful staging, the PCTA Convention returns on its 22nd edition with its new Chairperson, Ms. Lorlyn Garcia-Velarde at the helm. The PCTA Board

unanimously approved the appointment of Ms. Velarde during its first regular meeting last June 3, 2013. Ms. Velarde is currently the General Manager of First United Broadcasting Corporation (FUBC).

As head of the Convention Organizing Committee, Ms. Velarde was given the task of coming up with another exciting and engaging event for the cable TV industry. PCTA Convention, the country’s longest-running industry event, is scheduled to be held on April 1-4, 2014 at the SMX Convention Center in Pasay City, Metro Manila. The prestigious event features an impressive Exhibit showcasing break-through technology, innovative products, exciting programs, and the latest equipment and services available on pay television. Simultaneous with the Exhibit is a comprehensive Conference where important legislative, technical, and business matters are discussed by industry leaders and executives.

With the theme, Interconnect! the 2014 PCTA Convention pushes the boundary of cooperation to achieve synergy and ensure the long-term stability of the cable industry.

“Next year’s Convention will have the theme, Interconnect! This is to support President Cedric Sazon’s initiative for the association and its members to work together and be able to go digital. We shall have suppliers and discussions that will support and give us more knowledge on how to do interconnection. Hopefully, with next year’s Convention, we shall all see its advantages and eventually accept that it is the only way to survive digitalization”, explains Ms. Velarde.

Ms Velarde is inviting all PCTA members to mark their calendars and get ready for the biggest cable TV event in the country. The PCTA Convention 2014 Committee also includes Dr. Venancio Lo (Romblon Cable Corporation) as Vice-Chairman, and Mr. Efren ‘Jon’ Arayata (Sky Cable Corporation) and Mr. Armando Merilleno (Cablelink Holdings Corporation) as members.

Featuring the presentation of Engr. Ronald G. Tuzon of Sky Cable during the last PCTA Convention entitled “Digital Demystified”.First, let us illustrate an analog headend and digital headend.

As you can notice from the illustrations above, the setup for digital headend is much different from that of an analog headend. The processing of the programs and/or RF signals are relatively different and much more “complex”. Following are some of the “misconceptions” on digital cable tv system that were presented during the Technical Session of PCTA Convention 2013.  HEADEND DIGITIZATION REQUIRES BIGGER SPACETransition from analog to digital offers at least times four (4) times the capacity of your existing channel capacity, e.g. a 750 MHz system can have at least 300 additional channels. With this in mind, one might think that a bigger headend is necessary. Ironically, a digital headend equipment requires minimal space (see Figure 3).Unlike in the case of an analog headend setup wherein you need one (1) modulator for every channel and/or program, in a digital setup an encoder can accommodate and/or process as much as four (4) programs, i.e. four (4) program contents can be placed on channel 2 using QAM. In this context, seven (7) standard equipment racks can hold digital headend equipment that can already offer more than 200 channels.

THERE ARE SOME CHANNELS/FREQUENCIES THAT MUST BE AVOIDED WHEN TRANSMITTING DIGITAL SIGNALIn selecting a channel plan, especially in an analog platform, we often avoid assigning the same channel to the off-air programs that we received and broadcast thru cable tv infrastructure in order to prevent interference. We also avoid some frequencies

that are being used by commercial services and/or that are affected by interferences. This is not the case with digital transmission. Any channel/frequency in the CATV spectra can be used in transmitting digital signals.

Business as usualMr. Jose D. Pimentel, Jr. started his foray into his own business by way of a small grocery store in their home town of Kidapawan City, North Cotabato, which soon expanded into a “mini” mall in the nearby municipality.

In 2005, Mr. Pimentel ventured into the cable television business when he bought Skyline Cable TV in Bayugan City, Agusan Del Sur. In less than a decade, he was able to put up two more cable television systems, Trento Z5 Cable TV in 2009 and Mardonque Cable TV in 2011. These days, he usually spends his time traveling between Davao City, Bukidnon, Agusan de Sur, and North Cotabato to oversee his businesses.

His business strategy seems simple enough - he invested in properties in those cities where his businesses are located, even though they are far from his hometown, in order to locate his headend and office there. He also put up an internet café in each cable TV workplace.

According to Mr. Pimentel, he chose to put up a cable TV business to be globally competitive while at the same time cater to the needs of his subscriber. Though located in small municipalities, he believes that his subscribers deserve the best cable service, with the same advanced technology being offered by big players elsewhere. Presently, Skyline Cable TV offers 48 channels for a monthly subscription fee of only Php350, and each system has two to four employees to serve their subscribers.

Like any other business, Mr. Pimentel said that they also encounter difficulties such as illegal tapping of cable connection,

as well as the physical distance between his cable systems and the suppliers, majority of which are located in Manila. He remains upbeat though about the future prospects of his business, saying that he plans to go digital in 2015.

About Mr. PimentelMr. Pimentel, Jr. is a Certified Public Accountant (CPA) from Kidapawan City, North Cotabato, which is two and a half hours away from Davao City. His early occupation includes being a bookkeeper, a banker, and an accounting teacher before he eventually ventured into growing his own business. An accomplished businessman, Mr. Pimentel is constantly invited as a keynote speaker where he inspires people of his achievement in business. He is currently the Chief Executive Officer and President of Skyline Cable TV.

Mr. Pimentel is married to the former Dorie Hernandez and they have five children named: Zharina, Zrian, Zandro, Zoril, & Zhayanara. He said that he named his cable system Z5 because of his children.

Being a PCTA MemberSkyline Cable TV is a loyal member of PCTA for the past twenty years. ”Being a member of PCTA is (like) being a working part of a big, happy cable TV family, which means helping them (PCTA) becoming a solid partner, makes my cable business solid too, updated and working fashionably with ease in the cable industry”, he said. Clearly, Mr. Pimentel’s passion and love for the cable industry remains as strong as ever.

Home to some of the warmest people in the country and the epicenter of the Pay-TV Operations in Northern Mindanao, Cagayan De Oro, a.k.a The City of Golden Friendship, is indeed a perfect place to launch Cable BOSS’ roadshow, the 2013 Cable Service Marketing Workshop (CSMW). The eagerly anticipated event happened in Mallberry Suites Business Hotel on May 31, 2013 and was attended by over 100 delegates representing 35 Cable Systems.

Aimed at bringing the best out of the personnel of our affiliate partners, Cable BOSS offered a seminar on The Leadership Edge: Creating One’s Advantage Through Personal and Influential Leadership. The young and vibrant Francis “Kiko” Loseo, a member of the Philippine Society for Training and Development, Inc. and a professor in De La Salle University, facilitated the seminar and an interactive workshop. The event was also graced by prominent personalities in the industry, namely Engr. Elpidio Paras of the Philippine Cable TV Industry (PCTA) and Dir. Teodoro Buenavista Jr. of the National Telecommunications Commission (NTC) Region X. Furthermore, HBO Asia’s Danny Ang & Cheese Lim and DIVA Universal’s Krizzia Aniñon attended the event. Program Trainings of HBO Asia, DIVA Universal, CNN, Cartoon Network, RED, Warner TV and Baby First were also conducted during the event as well as a product presentation by Ricklee Enterprises.

To culminate the event, a DIVA Universal Fellowship Night was held. In line with the theme of the event, The Cable BOSS team and many of the attendees went to the party dressed up as famous characters of DIVA Universal shows like SMASH, Downton Abbey, The Good Wife and Guys with Kids. The night became even more colorful as the delegates belted their vocal prowess in the singing contest and a duo from Parasat Cable TV performed a special ballroom dance number and of course, the attendees got the chance to win exclusive premium items and cash prizes during the raffle portions.

The first leg of the 2013 CSMW has been filled with priceless learnings and information and has become a venue for our affiliates, program partners and suppliers to build an unbreakable camaraderie. Additional personnel is not necessary in headend digitization. Nevertheless, giving appropriate training for current personnel is very essential and important.

PLANT UPGRADE IS A PRE-REQUISITE IN DIGITIZATIONBasically, digital transmission will work on the same CATV infrastructure as with the case of analog transmission. Digital signals can still be send thru the existing coaxial cable, splitters, amplifiers, taps, etc. Of course, the CATV infrastructure must still be subjected to digital transmission test. Some preparations are necessary to do this. You need to conduct some plant correction and maintenance to improve the network’s service reliability.Generally, when cable TV operators start offering digital cable tv service, digital signals are just placed onto the unused channel frequency/frequencies and send thru the existing cable TV network.

TRANSITION TO DIGITAL REQUIRES A TWO-WAY SYSTEMIt is also a common mistake that one thinks that a two-way system is a pre-requisite in digitization. Let us remember that in digital cable tv system, the only thing that change is the platform as well as the type of transmission. The delivery of the programs is still the same, from source (headend) to destination (subscriber/s), which is the forward path or downstream.

TROUBLESHOOTING DIGITAL IS MORE DIFFICULT THAN ANALOGTroubleshooting digital signal problem as compared to analog is just the same. Same method, procedure, and approach. anymore. From being seen in bigger screen with High Definition (HD) quality picture, to providing internet TV, and presently, TV everywhere allows us to watch the same program in different devices via wireless.

Aside from providing content, we can also provide our subscribers with internet connectivity using a cable modem. By giving them access to real-time information, we empower them and help enrich their lives. Surely, this is the kind of service that subscribers are willing to pay for. There is no doubt that internet is our next revenue source as cable operators. Our cable network is a ready platform and as such, offers a lot of opportunities for growth and expansion to our cable business.

As business owners or managers, we always ask this question at the end of the day – Will this give me the expected returns of investment? If you have already proven that you can make money with your analog service, then how much more would it be with a digital

service since it is more efficient – from lesser power consumption and less complicated maintenance after set-up, to its stability and ability to generate more value-added income.

Our recommendation therefore to our fellow cable operators is first, upgrade your network. You can do this by making your trunk FIBER and install NODE 2, and eventually convert to two-way. With this, your cable business is already future-proof. Second, provide the immediate needs of your subscribers, whether it is internet or digital TV with HD.

The PCTA is now doing an information drive to promote this two-steps approach. The association will also spearhead the interconnection project that will provide cable operators with the opportunity to share content and consolidate bandwidth. This is our vision which cannot be realized without alliances. Technologies are fast evolving and are now encroaching on our traditional turf. For the sake of our cable business, let us consider the possibilities and take action before it is too late.

The inductees were led by President Cedric M. Sazon (Kalibo Cable TV Network Inc.) and Chairman of the Board Allan P. Dungao (Satellite Cable Network Inc.). The other officers who took their oath were Vice Chairman Ralph B. Casiño (Southern Cablevision Inc.), Vice President-Luzon Venancio C. Lo (Romblon Cable Corp.), Vice President-Visayas Goering G. A. Paderanga Jr. (Misamis CATV Network, Inc.), Vice President-Mindanao Victoriano T. Sy Sr. (Marbel Services & TV System, Inc.), Treasurer Joseph M. Arguelles (Asian Vision Cable Holdings), and Corporate Secretary Efren T. Arayata (Sky Cable Inc.).

The rest of the Board is composed of Lorlyn G. Velarde (First United Broadcasting Corp.), Armando M. Merilleno (Cablelink and Holdings Corp.), Amelita G. Ledesma (Sky Cable, Inc.), Pompeyo R. Abergas (Talavera Cable System), Jose Luis Dabao (Kabankalan Community Antenna Television Inc.), Alexander G. Paras (Parasat Cable TV Inc.), and Romeo L. Zerrudo (Z-Energy CATV Network inc.).

In his dialogue with the PCTA leaders, Sec. Coloma, stressed the importance of using the mass media for the benefit of the citizens of the country. The government, he said, believes that there should not be any prior restraint to the exercise of freedom of speech and freedom of expression which is the essence of the cable TV business.

For their part, Chairman Allan Dungao assured Sec. Coloma of the cable TV industry’s support towards the country’s development, as evidenced by its many activities in the past 26 years of its existence and recently, with the association’s signing of a Memorandum of Agreement with the Department of Science and Technology (DOST).

The next day, July 3, the PCTA Board had its meeting and planning session at Marzon Resort in Boracay Island, Aklan. During the session, President Cedric Sazon appointed the following directors to lead the different committees and to implement the goals and projects of the association:
