Attendance

Did you know that the biggest predictor of student success is attendance? If a student must be absent from school, the student must present an absence note to the Main Office within 3 days after returning to school. The note must include the student's name, grade level, date of absence, the reason for the absence and must be signed by a parent or guardian. If a student is absent for more than three consecutive days, a doctor/physician's note must also be presented. Emails about attendance should be directed to Ms. Patton ([email protected]) or to the student’s administrator. NOTE: In accordance with BCPS Rule 5120, teachers are not required to provide students absent for unlawful reasons with make-up work but may do so at their discretion and in accordance with their school’s established procedures. Class cuts are considered unexcused absences.

Extended Absence: The assistant principal may permit absences during a school year for unusual and/or imperative circumstances. This request must be made in writing to the appropriate administrator at least two weeks in advance of the expected absence.

The notes must be signed by a parent/guardian with the time and date to be excused, a parent contact number, and the reason for the early dismissal.

• Unplanned early dismissals must be arranged by the nurse or the Main Office. Students must sign out in the Main Office before leaving school property.

• Anyone who signs the student out must have a valid ID and be on our list of those who have approval to pick up the student. Therefore, we must have correct contact information on file yearly

Lateness

To maximize instructional time, it is important that students arrive on time to school each day. For a student to be counted as present for a full day, the student must be in attendance four hours or more of the school day. All students who arrive after 7:45 AM must sign in at the late check-in desk in the main lobby to pick up a late pass before being admitted to class. A signed note from a parent or guardian explaining the reason for the lateness is required at the time of arrival in order for the lateness to be excused. Lateness that results in a student missing significant time from any given class can be reflected as an absence from that class. Unexcused lateness to school or any class will begin progressive discipline at the classroom and/or administrative level. Personal transportation problems and traffic in the area are not acceptable excuses for lateness. If a student’s bus does not arrive at the scheduled time, the student should wait for the late bus. When the late bus arrives at school, students will be given an excuse note to enter their first period class. NOTE: Students who are tardy/late without a valid excuse note may not be able to participate in extracurricular activities that school day. This includes athletic events, clubs, etc. Entrance to the Building: Students may enter the building at 7:15 AM at the main lobby or fine arts lobby. The building is not open prior to 7:15 AM in order to ensure adequate supervision. During inclement weather, students may enter the main lobby at 7:00 AM. Students will need to remain in the main lobby area until 7:15 AM. Drop-Off and Parking: Student parking is available in the student lot (closest to Ebenezer Rd). Students may not park in any other lot. Parents are encouraged to drop their students off near the fine arts lobby entrance between 7:15 AM and 7:45 AM. There is no student drop-off in the bus loop or on the side of the building closest to the trailers. Students dropped off between 7:40 – 7:45 AM are very likely to be late to first period and thus marked late to school for the day. After 7:45 AM and all buses are gone, parents are encouraged to drop students off near the main entrance in order for the student to get a late pass at the late check-in desk in the main lobby. Drivers are encouraged to keep a slow speed in school parking lots/drives and stop for pedestrians.

AM/PM Procedures

MORNING PROCEDURES FOR STUDENTS

• Students may enter the building at 7:15 AM at the Main Lobby or Fine Arts Lobby. The building is not open prior to 7:15 AM. 

• During inclement weather, students may enter the main lobby at 7:00 AM. Students will need to remain in the main lobby area until 7:15 AM. 

• Students who have not reported to their first period class by 7:45AM will be counted as late.

• Breakfast is available from 7:15 AM to 7:40 AM near the cafeteria. • Student parking is available in the student lot (closest to Ebenezer). Parking is not

reserved. Students may not park in the Faculty Lot. • Students may be dropped off near the fine arts lobby entrance between at 7:15 AM and

7:45 AM. Prior to 7:15 AM, we do not have staff on duty to supervise students. After 7:45 AM, students should be dropped off at the Main Entrance so they can quickly get a late pass and report to class.

AFTERNOON PROCEDURES FOR STUDENTS

• When the school day ends at 2:30 PM, all students, both bus riders and walkers, must begin exiting the building. No students should be in the building, unsupervised, after 2:35PM. 

• The school does not have staff available to supervise students after they exit the building at the end of the school day, so students should not plan to wait in the building for rides. In the rare occasion that a student needs to wait for a ride, they must wait in the Main Entrance Lobby outside of the Main Office. 

• Students staying after school for sports, clubs, activities, coach class, driving school, etc. should report to the appropriate staff member immediately after school.  

• Students may not wait in the building to attend evening events or later practices. Students must leave school at 2:30 PM and return prior to the start of the event or practice. 

• When evening events conclude, students and their guardians are expected to leave the building in a timely manner. All must plan in advance to have transportation the conclusion of any evening event. 

• Early Release: Students who have partial-day schedules must leave the building after their last class ends. They may not wander the halls. Students may eat lunch prior to leaving in the cafeteria during A lunch and then board their bus or exit to the student parking lot. If waiting for a ride, they must remain in the main lobby entrance area.

Student Expectations

STUDENT RESPONSIBILITIES

We are preparing students to function in the adult world after high school. Students are expected to be in class on time ready to work. They must bring a note from home when they are late or if they have been absent. Students are expected to be responsible by checking their grades regularly, and to ask for assistance from their teacher or guardian when needed. Students are expected to be respectful, and they should know that our staff are expected to be respectful in kind.

STUDENT DRESS CODE

Students attending Perry Hall High School are expected to dress appropriately for an educational setting.

Perry Hall High School considers the following to be inappropriate dress for an educational setting. • Dress apparel must not cause disruptions, be a safety or health hazard, or hinder the

educational process. • Clothing or accessories with inappropriate slogans or pictures (which includes but not

limited to alcohol, tobacco, sexually explicit, drug related, gang affiliation, illicit activities, or hate speech.)

• Students must not wear chains (including wallet or belt chains) or spikes on clothing. • Appropriate dress must be worn in PE classes and within special programs such as

Technology Education. • Inappropriate accessories may be confiscated and held for parent pick-up. Parents should

also know that students found in violation must have clothing brought to them or risk being excluded from classes. Class exclusion due to inappropriate clothing will be considered an unexcused absence from class.

• In order to ensure a safe learning environment, the student’s identity must be easily and clearly confirmed to ensure that only BCPS students are on school property.

All BCPS students must gain one credit in “Fitness Foundations/Mastery” or Physical Education. All PE students can purchase a PE uniform and padlock by going to the following link by August 18th: https://perryhallhighschool2021.itemorder.com/sale After August 18, students

Devices

ELECTRONIC DEVICES

It is important to teach our students how to use technology responsibly and appropriately. An electronic device is a cell phone, mp3 player, tablet, e-reader, or any other device that has access to music or the internet. Students may use the text or music features (with headphones or earbuds) during their change of classes and lunch period. Please do not expect students to respond to text messages during class time! In case of an emergency, call the school! We will relay the message.

Electronic devices may be used in class upon approval by the classroom teacher. Cell phones may not be used for phone calls at any time or for any reason during the school day (7:45 AM - 2:30 PM); however, students may make a phone call using the student phone in the Main Office during the school day.

• The use of electronic devices during drills and emergency situations can put students and staff safety at risk. We ask students to refrain from using their cell phones at these times.

• Student cell phones should not be left unsupervised. Students are required to charge their electronic devices at home, not at school. Staff will not conduct searches for lost electronics or other personal items.

• Students will be held responsible for the use and content on their electronic device if their activity impacts the educational program.

STUDENT DEVICES Students are responsible for their BCPS devices. If the device has a problem and requires service, the student should complete a service ticket which are found in the Main Office. Students should not install non-BCPS approved software on their devices. The Technology Help Desk can also be reached from 7:00 AM – 4:15 PM during normal school hours at 443-809-4672. Transportation

DRIVING TO SCHOOL Bus transportation is provided for all students in alignment with BCPS policy. Students who choose to drive have access to street parking on a first come, first served basis. Students are reminded to be mindful of permitted parking in the surrounding neighborhood. For example, do not park on Perryvale Rd; you will be towed. Students who park on the streets in the community are expected to obey all traffic regulations and behave as good neighbors. No cars should be parked in front of mailboxes or driveways.

STUDENT PARKING LOT The student parking lot (closest to Ebenezer Rd) will be available for student parking on a first come, first served basis. Students are not to park in the teacher lot or visitor spaces.

Students that park in the student parking lot must observe the following regulations:

• Students should not be in the parking lot or in any vehicle during school hours without specific permission from an administrator. Students should not loiter in their cars and are expected to enter the building immediately upon arrival. All cars should be locked. The school cannot assume responsibility for theft or damage.

• Student cars parked in the school parking lot may be subject to a police search if there is probable cause to suspect that the car contains alcohol, drugs, or weapons.

• Speeding or any other type of reckless driving is prohibited.

Dance Eligibility

ADMISSION TO DANCES In order to attend school dances at Perry Hall or other BCPS schools, students must be in good standing. This includes, but is not limited to, meeting the following requirements:

• academic (not failing more than 2 courses)

• attendance (no more than 10% unexcused absence/lateness rate)

• behavioral (no suspensions in current quarter or previous four weeks) and

• all financial obligations paid before purchasing a ticket. SENIOR PROM To attend senior prom, seniors must:

• have completed all 75 service-learning hours • be on the path to pass all classes needed for graduation

• have met all testing requirements

GUESTS Non-Perry Hall High School students must meet the following criteria to attend a dance as a guest:

• Must be under 21 years old and show photo identification

• Must be currently enrolled and in good standing in a high school OR must have successfully graduated from high school

• Must submit a fully completed guest form before the purchase of a ticket. Guest forms must include signatures of the Perry Hall High School student and his/her parent or guardian, the guest and the guest's parent or guardian, and a signature from the high school the guest is currently enrolled in stating that he/she is in good standing at that school OR documentation showing successful completion of high school

NOTE: Students must be in attendance until 10:50 AM for Friday functions or the full day prior (for Saturday functions). Ticketed students wishing to have early dismissal at 10:50 AM for a Friday evening dance must present a signed parent note at the beginning of the day to the main office. Entry doors will close to students 60 minutes after the scheduled start time of the event; students arriving more than 60 minutes late to the event must be accompanied by their parent/guardian to be admitted. There will be no re-entry to any events once a student/guest leaves the event. There will be no refunds on tickets for any reason, including if the student is excluded from the event after purchasing a ticket due to suspension.

Handbook are in effect at all events, regardless of

the event location.

Athletics

ADMISSION TO ATHLETIC EVENTS • High school students must present a student ID in order to purchase a ticket to the event. • Middle and elementary age students are welcome to attend when they are accompanied by a parent or guardian. • Guests 18 and older should be able to produce an ID when purchasing their ticket. • No tickets will be sold after the facility reaches the attendance capacity. • No tickets will be sold when the event is 75% completed. • All athletic events are “Pay and Stay;” once a spectator leaves the facility, readmittance is prohibited. • Perry Hall High School reserves the right to refuse entry to anyone we believe is under the influence of alcohol or drugs.

SAFETY PROCEDURES

• No backpacks, outside food, or outside drinks (including alcohol) are allowed inside our athletics facilities. • Smoking and vaping are strictly prohibited on all BCPS property. • Loitering in areas not designated for spectating or concession sales is prohibited. • Perry Hall High School wishes to have a family-friendly environment for all our guests, so foul or abusive language is strictly prohibited. • All guests are expected to conduct themselves in such a way that they do not inhibit the ability of other guests to enjoy the competition. • School staff reserve the right to remove any individual who fails to comply with any of these rules.

NOTE: All Perry Hall High School students will have to produce a pre-paid ticket for identified events. All policies contained in the BCPS Student Handbook shall be in effect for all after-school/evening events. ELIGIBILITY Students who receive more than one E in any marking period are ineligible for interscholastic sports and for all extra-curricular activities. Be involved and sign up for their newsletter, The Gator Gazette! https://phhsptsa.org/ The BCPS Parent University, an interactive hub that includes resources, videos, workshops, and system updates. Be sure to sign up for the FACETime newsletter that includes timely supports! After the ransomware attack, they are rebuilding their website. Look to BCPS.org or go to https://cos.bcps.org/departments/communications/family_and_community_engagement/parent_university until they return. Below is a brief description of some of the resources available on Parent University. Links to the most current Meal Distribution sites/times will be included on the website. For example:

• Academics – family learning tip of the day, resources to support students at home with virtual instruction, homework help and tutoring; for the BCPS Grading and Reporting procedures.

• Google Meets Support – includes a Google Meet guide!

• Growing up Digital – resources to help students with online security, digital citizenship, etc.

• Health and Wellness – virtual workshops to support social-emotional wellness, Baltimore County community resources, active parenting videos, nutrition, and fitness resources

• Internet access – find out if your family is eligible for free Internet service through Comcast; check out the list/map of free Baltimore County Wi-Fi locations and free Xfinity hotspot locations

• Schoology Support – tips and resources to help navigate through Schoology, the learning management system that gives parents/students 24/7 access to student courses, grades, assignments; use the Featured Tips archive to learn how to switch from parent to student view, receive grade and missing assignment notifications, switch between multiple student accounts, and email teachers

SCHOOL COUNSELING Students can request appointments to see a counselor before/after school and during lunch by filling out a request form found in the lobby of the Counseling office. Students may contact their counselor by using Schoology. Counselors are assigned by student last names:

LOCKERS A “Locker Request Form” will be available on the school website for students who want a locker. Lockers will be subject to inspection by authorized personnel of the Board of Education at any time and without notice. The school does not assume responsibility for loss of personal possessions, including cell phones. Perry Hall High School encourages students not to bring valuables to school; however, if valuables are brought to school they should be secured in a school or gym locker. Lockers may not be shared. Athletes and those in clubs are highly encouraged to get a locker for their equipment!

SMOKING, VAPING, AND USE OF TOBACCO PRODUCTS Smoking and use of tobacco in the school building or on school grounds are prohibited by state law and the Board of Education of Baltimore County. The use of e-cigarettes and vaping devices are also prohibited, regardless of their contents. This applies to students, staff, and visitors regardless of age.

SCHOOL LUNCH AND DELIVERIES In order to maintain an uninterrupted and healthy learning environment, please be advised that we will not allow the delivery of commercially-prepared food or drink to students at Perry Hall High School, including items brought for celebrations such as birthdays. This includes deliveries from local fast-food restaurants and those made from curbside delivery services, such as Grub Hub, etc. Students are not allowed to leave school property for lunch and must remain in the cafeteria during their assigned lunch period. Any celebratory items, such as birthday balloons, will be held in the main office for pick-up at the end of the day. Students may bring their home-packed lunch.

DISRUPTIVE BEHAVIOR

Behavior which interferes with the normal function of the school or disrupts or interferes with the academic process constitutes a violation of the rights of others. Students who are responsible for disruptive behavior are subject to disciplinary action in accordance with BCPS Policy 5550. The BCPS Student Handbook is reviewed annually with students, and they are expected to be familiar with its contents.

FIRE DRILLS AND EMERGENCY EVACUATION Emergency drills at regular intervals are required by law and are an important safety precaution. The type of emergency will determine the plan followed by the school. Detailed plans are

In partnership with the Baltimore County Police Department, all staff and students will be trained in ALICE (alert, lockdown, inform, counter, evacuate) protocols for an active assailant. For the safety of all, we ask students to not use cell phones during our drills.

CLUBS AND ORGANIZATIONS Perry Hall has numerous clubs and organizations to interest and involve students. More information will be provided and will also be posted on the school website. SCHOOL MEALS Both lunch and breakfast are offered to students. Free lunch and other specifics regarding our cafeteria program can be found on the BCPS.org website. Our cafeteria manager is Chris Terry and she welcomes questions via email at [email protected] SCHOOL READINESS Information regarding summer reading can be found on the school website. Due to the variety of classes, supplies needed will be given by individual teachers. Any student who struggles with the ability to get supplies or attend an event due to financial difficulties should speak to his/her school counselor.

NINTH GRADE AND NEW STUDENT ORIENTATION Orientation for 9th grade and new, upper-class students will occur on Friday, August 27. Buses will pick up and return students to their pre-assigned bus stop. The orientation program begins at 7:45AM. Students will meet each of their teachers and practice their A day and B day schedules. Lunch will be provided in the cafeteria prior to dismissal. Opening day for all students is Monday, August 30th. Parents and guardians are invited to Back-to-School Night on Thursday, September 2nd from 6 to 8 PM.
