2017 Phelps 4‐H Project List 

4H Youth/Parent/Guardian Code of Conduct

The primary goal of the 4-H Program is to help youth develop competency in their projects, confidence in themselves and others, connec ons to their community and sound character. Ac ons by persons (Parents, and 4-Her’s) involved with the 4-H Program will be consistent with the six core ethical values

comprising good character: trustworthiness, respect, responsibility, caring, fairness and ci zenship. As a 4-H Participant/Parent/Guardian I will: Treat all people and property with respect, courtesy, considera on and compassion. Avoid and prevent

put-downs, insults, name calling, swearing and other language or nonverbal conduct likely to offend, hurt or set a bad example.

Keep informed about 4-H program policies and projects and read materials pertaining to the county 4-H program.

Teach and model kindness and compassion for others. Recognize that all people have skills and talents which can be used to help others and improve the community. Teach and foster teamwork and discour-age selfishness.

Prac ce fair-mindedness by being open to ideas, sugges ons and opinions of others. I will make all rea-sonable efforts to assure equal access to par cipa on for all youth and adults regardless of race, creed, color, sex, na onal origin or disability. Decisions will be made fairly and treat all individuals and families with impar ality.

Obey laws and rules as an obliga on of being a good ci zen. I accept responsibility for the proper treat-ment and care for other youth and adults, the program facili es and/or equipment.

Demonstrate the responsible treatment of animals and stewardship of the environment.

Not use alcohol or illegal substances (or be under the influence) while working with or par cipa ng in any part of the 4-H Program.

Provide a safe environment for all par es involved in 4-H. I will protect those involved from sexual har-assment, physical force, verbal or mental abuse, neglect, or other harmful behaviors.

4-H Parents, Guardian and/or Youth who do not abide by the above code of conduct, may receive the following consequences: Be asked to explain ac ons to the 4-H Council. Be dismissed from an event at own expense. Further disciplinary ac on determined by the 4-H Council, which may include: restric on from contac ng 4-H families, volunteers, donors, and/or sponsors pertaining to any 4-H

ma er becoming ineligible to a end any further 4-H ac vi es family may become ineligible to par cipate in the County 4-H Program Reimburse the proper en ty for any property damage or for liability resul ng from inappropriate ac-

ons. In the case of vandalism, guilty party may be required to reimburse 4-H and/or the facility.  

Disciplinary Action: The ac vity directors of University-sponsored ac vi es, clinics and conferences reserve the right to im-

mediately dismiss any youth from the ac vity, clinic or conference who is found to have violated behavioral expecta ons. Dismissed youth will be sent home at their expense and will be responsible for all other ex-penses associated with their dismissal. Parent(s)/guardian(s) will be immediately no fied of the youth’s dismissal.

Combined County Fair Events in 2017

The Phelps and Gosper county 4-H Councils have met over the years as a joint group and have decid-ed to hold some county fair events jointly between the two coun es. The Fair Boards in each county have also agreed to this arrangement. Below is a summary of the rules and regula ons of combined county fair compe ve events. Official minutes of the combined 4-H Council mee ngs with more de-tails are available at the Extension Office for your review. In 2017, there will be two events held together. They are the 4-H Horse Show and the 4-H Speech Contest. Both 4-H Councils felt that the educa onal experiences of the 4-H mem-ber would be enhanced by combining these 4-H events. 4-H’ers form both coun es are encouraged to par cipate in these events, in whatever county they are held, each year. The loca on of these events will rotate every other year.  In 2017, Gosper County will host the Speech Contest, and Phelps County will host the 4‐H Horse Show.  In 2018, the 4‐H Horse Show will be in Gosper County, and the 4‐H Speech Contest in Phelps County.  All expenses for the events will be the responsibility of the host county.  All 4-H’ers in an event will be eligible to receive the same awards and will be expected to follow the same rules and regula ons. Par cipants in a combined county fair compe ve event will follow the rules and regula ons of the host county. This includes all show rules, general rules of the county and guidelines surrounding recogni on policies. When an event is hosted by Phelps County, all par cipants in that contest, whether from Phelps or Gosper county, will follow the rules of Phelps County and will be eligible to win those con-test awards that Phelps County awards. When an event is held in Gosper County, all par c-ipants, will follow the Gosper County rules and will be eligible to win those contest awards that Gosper County awards. All a empts will be made to include both Phelps and Gosper County regula ons in the Fair Premium Book. It is ul mately the responsibility of the 4-H member to be aware of the rules under which he or she is compe ng. It is hoped that 4-H’ers and their families will ask ques ons and will make an a empt to be informed of the rules and regula ons sur-rounding their events. 4-H Council members and Extension Staff are eager to assist when there are ques ons. The 4-H Councils in Phelps and Gosper County will meet as a group annually each fall to discuss these combined events. The Councils would encourage comments concerning these events and will address them at these combined mee ngs. The next mee ng of both 4-H Councils will be held November 2017.

Phelps County President Jesse Landin at the Betrand Village Hall mee ng room called the mee ng to order. The minutes from the 2015 joint mee ng were approved with a mo on by Christy Pelton and a second by Pokey Green.

New Business:  Discussion was help on the combined contest rules from the 2016 premium books.

The Horse Show will be July 22, 2017 in Phelps County. There was discussion on adding English class to the fair. Trish Grabenstein made the mo on to add English class with a second by Christy Pelton. Mo on carried with the horse commi ee to meet to decide classes and rules.

The Speech contest will by held April 4, 2017 in Gosper County in Elwood. A mo on was made to confirm the dates of the horse show and the speech contest by Christy Pelton with a sec-ond by Sandy Dannehl. Mo on passes.

A review of the presenta on contest with the date to be June 29, 2017. The Fashion Show was discussed. Discussion was held to have each county represented at the state fair, or if no pur-ple from one of the two coun es, the other county could send two representa ves.

The teen leader project was discussed.

The 4-H newsle er will con nue to be both mailed and emailed. Two hundred mailings are needed to receive bulk mail rate. The Educa onal program 4-H Grows Here will be discussed at the January mee ngs.

The combined mee ng will be held November 20, 2017 in Bertrand.

Mike Scholz made the mo on to adjourn the mee ng. Terry Hofaker seconded the mo on. The mo on was approved.

Enrollment is now open for 2017! Don’t forget that 4-H youth and adult vol-unteers must re-enroll. To enroll in 4-H, go to ne.4honline.com.

4-H Enrollment Instructions: � Log on at ne.4honline.com � If you are a new 4-H family or new volunteer, set up a profile and Continue to Family � if you are a returning 4-H family or returning volunteer, log into your account and Continue to Family � Each family should have one profile that lists all family members involved in 4-H. � Choose “Edit” to start the 2016-17 enrollment process for a family member. � Profile Information: Double check your address, email, phone numbers, birthdates, and years in 4- H for accuracy. This is very important. Continue.

� Please consider selecting your phone carrier to allow us to text occasional information, such as, dead-line or cancellation information, to your family. � Additional Information page: It is Required that you have read these policies!

*IF you are enrolling in shooting sports, the “Shooting Sports Participation Code Of Conduct is re- quired, Continue. *Optional Health Enrollment Form. You may skip this if you are not planning to attend camp. You can enter the health information at any time, Continue. � Club: The club you listed in 2016 will appear at the bottom of the page. You may edit your primary club or add a new club. Continue. � Projects: You must select at least one project. Edit years in project as needed. You can change this information up until our enrollment deadline of June 15, 2017. Continue. � Invoice Page: Gosper County 4-H has free enrollment. Continue. � The final step is to click “Submit Enrollment” Your enrollment is sent to our office for approval. � You will receive an email confirming your enrollment.

QUALITY ASSURANCE QUALITY ASSURANCE: NEW CHANGES COMING IN MARCH What is Quality Assurance (QA) & Who is required to complete Quality Assurance? Livestock Quality Assurance is a course designed for youth ages 8-18. Participants learn about good production practices and producing quality food products that come from livestock. 4-H and FFA youth ages 8-18, who are enrolled in any of the live-stock projects listed below are required to complete three (3) modules in the NE Livestock Quality Assurance Online Course annually, complete the appropriate lesson in the new National Quality Assurance program (YQCA), attend an in-person training or test out. Any youth who enrolled in any of the livestock projects listed below are required to complete Livestock Quality As-surance annually for County Fair, State Fair and/or Aksarben.

Beef Sheep Swine Rabbit Goats Poultry Dairy The Nebraska online course has been divided into three age levels: Junior - 4-H youth ages 8-10 Intermediate - 4-H

youth ages 11-14 Senior - 4-H youth ages 15-18. Again, each year, youth are required to complete three modules within their age level. If you started in the Nebraska online course this year prior to the transition to the National pro-gram, you are eligible to complete your levels. Nebraska Online Quality Assurance To access the Nebraska Livestock Quality Assurance Online Course and complete (3) modules, follow the instructions listed on our website at: http://extension.unl.edu/statewide/phelps-gosper/4-h-quality-assurance/

In-Person Training In-person Livestock Quality Assurance Training is offered. Starting in 2018, we will use the new in-person YQCA curriculum. There will be fee in 2018 for the YQCA program.

Testing Out Intermediate and Senior age levels still have the option to test out of the current NE Livestock Quality Assurance Program. Youth may stop by the Extension Office to take the test. Test must be completed in the office, and must be passed with an 80 percent or higher score. To study for this test, youth may practice online through the Livestock Quality As-surance course at: campus.extension.org. Youth will need to have or create an account to be able to access the practice tests.

NE Livestock Quality Assurance Transition Plan to National QA Program (YQCA) Nebraska Extension will be transitioning to a new national online Quality Assurance program starting March 1, 2017. Nebraska Extension is part of a national team introducing a new Quality Assurance Curriculum called Youth for the Quality Care of Animals (YQCA). The YQCA course will be available online 24/7 and we anticipate that the new course will be available on or about March 1. The new national YQCA online program will replace the current Nebraska online Livestock Quality Assurance program. We will send more information to you about how to access the YQCA online course as its released.

Please carefully review the following Livestock Identification notes for 2017. � All beef, sheep, hogs, goats, bucket calves, dairy, and horses will need to be identified on a complete ID sheet and turned in by the appropriate deadlines. DNA samples are $6.00/each. � Bucket Calves will be tagged with regular 4-H tags or EID tags. � Breeding beef do NOT need a 4-H tag. They may use a “ranch tag” for county fair. � Breeding sheep and goats must have a scrapie tag. This will be their official form of identi-fication. � All breeding beef, sheep, and goats that will be shown at the State Fair or Aksarben must have a completed Breeding Nomination Card turned in by the appropriate deadline. Breed-ing Nomination Cards are $2.00/each. � The signatures of ALL youth that may be showing an animal at the State Fair or Aksarben must have their printed names AND signatures on the DNA envelopes.
