Duties & Responsibilities:   

The Vice President for Financial and Administrative Services is the college’s chief financial and administrative officer, responsible for managing the college’s human, financial and physical resources. The Vice President for Financial and Administrative Services manages budget and fiscal operations; facilities planning and capital outlay programs; the establishment, maintenance, execution and control of accounting records and procedures including accounts payable and accounts receivable; accounting and fiscal management of federal, state and private grants; financial records and other administrative services for student organizations; fixed assets inventory; risk management; real property management; buildings, grounds and equipment maintenance, improvement and operation; housekeeping; safety and security; campus police department;  trip pool fleet; auxiliary enterprise services including bookstore, dining hall, vending and parking; procurement of college goods and services; contractual services; human resources services for all employees including recruitment, selection, evaluation, training, payroll and benefits.   Reporting to the President, the Vice President for Financial and Administrative Services is responsible for the following:   Supervises and evaluates the Business Office Manager, Director of Human Resources, Police Chief, Budget & Facilities Manager and Administrative Assistant.   Serves as Fiscal Officer for Commonwealth of Virginia financial reporting and approvals.   Meets management standards prescribed by the Commonwealth and the State Comptroller.   Establishes and maintains a college chart of accounts for revenues and expenditures.   Manages receipts and disbursements through the Commonwealth Accounting and Reporting System (CARS).   Prepares and manages budgets including the Education & General (E&G) Budget, aka Operation & Maintenance (O&M) Budget, the Local Fund Budget, the Auxiliary Enterprise Budget, College Activities Budget, and the biennium Capital Outlay and Maintenance Reserve Budgets.  Advises the President, vice presidents, deans and department heads in the preparation of all budgets. Submits new and revised budgets to the President, Local College Board and VCCS.

Duties & Responsibilities:   

70%:  Serves as Chief Development Officer. Works directly with the Local College Board, the Foundation Board, the College President, and the President's Staff to determine resource needs for the institution and implements a plan to secure resources for need not satisfied by state and local funding. Manages activities designed to cultivate and solicit donors and prospects. Directs, plans, and executes capital campaigns. Maintains comprehensive donor/prospect records. Serves as the Executive Director and Chief Executive Officer of the Patrick Henry Community College Foundation with management responsibilities for the thirty‐member Board of Directors. Represents the college in leadership positions in such professional organizations as the Virginia Organization for Resource Development (VORD), the Council for Resource Development (CRD), and the Council for the Advancement and Support of Education (CASE). 

 Directs external funding activities in the form of federal, state, corporate, and foundation grants as well as any other revenue producing initiatives. Serves as project director for major college grant projects including responsibilities for budget management; personnel supervision; internal and external reporting; and relations with local, state, and national officials. Manages all institutional applications for external funding. Supervises and collaborates with grant proposers to develop appropriate projects for potential funding.  Manages and supervises special events that advance the college.
