1. Project Requirement The mitigation/enhancement measure written is

essential -for implementation-It forms part of the

project. The mitigation /enhancement measure may

continue during entire project life.

contract document to be signed between UPPWD and

contractor for the implementation of project. The

1 INTRODUCTION

The Public Works Department. Uttar Pradesh, is carrying out the Uttar Pradesh StateRoads Project under World Bank Loan 4114-IN. The project preparation activitiesincluding the project planning and design is being carried out by the UPPWD throughProject Co-coordinating Consultants (PCC). The project envisages the majoraugmentation of capacity as well as structural upgradation of important highwaynetwork in the state of UP. As part of the project preparation activities, the PCn ;iascorried out the feasibility study for 18 conidors (slightly modified from 15 corridorsidentified by the SOS). based on various criteria including internal rates of return,environmental attributes of the area of influence, the likely social impacts of theproposed improvements, etc. The feasibility study identified 11 corridors (4 corridorscomprising 374 km in phase I and 7 conidors comprising 590.74 km of roads exclusive ofbypass lengths in Phase II) for upgradation to SH standards and 22 corridors for majormaintenance works wherein 808 km of road is in Phase I and 1736 km in Phase II

The UPPWD is the executing agency for this project and will be responsible for theoverall preparation, implementation and operation of the project. The routes taken upfor upgradation under the project are given in Table 1.1.

The UPPWD, the executing agency for this project, is responsible for the overallpreparation, implementation and operation of the project. International contractorsselected through International Competitive Bidding shall carry out the implementation.The PWD shall be assisted in the supervision of the construction activities by internationalconsultants. The construction duration of the project will be 2 years.

This report details the Environmental Management Plan for Ahiroula bypass planned onroute 1 OA i.e,Gorakhpur - Shahganj. The proposed cross section of bypass is W3. In thiscross section two lanes of 3.5m width, hard shoulders of 1 .5m width and soft shoulders ofl.Om width on either side of the centreline are planned. The links and description ofGorkhpour-Shahganj route with reference to Ahiroula bypass are presented in Table 1.2

2 MAJOR FINDINGS OF THE EA

Before presenting major impacts on the environment of the study region, a briefdescription of the project corridor and bypass is presented below.

21 Project Corridor

The project corridor, from Gorakhpur to Shahganj, has a route length of 109.656 km. Therood traverses in south-west direction starting from Haraiya Chungi and terminating atShahganj. Major settlements along the corridor are Gorakhpur, Khejuri, MahadevaBazar, Sikariganj, Belghat, Budhanpur, Ahiraula, Mahul, Ambari and Shahganj. There areno archaeological/historical monuments along the project route. The corridor mainlytraverses alluvial plains. The soil type varies from sandy clay and silt to heavy clay. Themost commonly found tree species along the corridor are eucalyptus, sisam, jamun,babool, mango, pakari, peepol, banyan, arjun, neem etc. The average tree densityalong the road is 164 per km. The road crosses Ghaghara river, Aami river, Kuanwarriver, Majhai river, Kuano river, Sonawa nalla, Jamura nalla and Tarana nalla. There aretotal 145 culverts (1 for city drains, 33 for irrigation channels and 111 for naturaldrainages) and 10 bridges (2 for irrigation channel and 8 for natural drainages). Apartfrom this, a major bridge over river Ghaghara at Kumariya Ghat has been proposed.The two new bypasses will cross Tonse river, Chhoti Saryu and Pikia nalla where also newbridges have been proposed. The south-west monsoon contributes major portion ofrainfall ir this region. The average annual rainfall in the area is around 1000 mm, whilethe annual average temperature lies between 25°C to 27.5°C. The general altitude ofthe area varies from 200 m to 250 m. The project road lies in seismic zone IlIl and IV. Thehorizontal coefficients (cc) for these zones are 0.04 and 0.02 respectively, as against thehighest value of 0.08 and thus can be termed as moderate zone.

The proposed Ahiraula bypass starts at chainage 13.600 of MDR-97 and terminates atchainage 17.560 after crossing Tonse river. The design chainages of start and end pointof bypasses are 84.482 and 87.872 respectively. The bypass mainly traverses throughagriculture fields. The bypass crosses Tonse river at design chainage 87.525 where a40m wide new bridge is proposed. The bypass will affect two mango plantations atdesign chainages 84.925 and 86.800 respectively. There Is restricted width available atAhiraula town. If desired widening Is to be done In this town then magniude of RLR will

be enormus. In order to help reduce congestion In future years and to reduce pollutionlevels bypass has been planned.

The project route and Ahiraula bypass alignment does not pass through anyenvironmentally sensitive areas such as protected forests, bird sanctuary or wild lifesanctuary.

2.2 Environmental Impacts

3 CLEARANCE

The contractor requires the following clearances to be obtained after mobilisation butbefore construction works start

* Clearance of Engineer for location and layout of Worker's Camp, Equipment yardand Storage yard.

* Clearance of Engineer for Traffic Management Plan for each section of the routeafter it has been handed over for construction.

* Consent of the Uttar Pradesh Pollution Control Board for each hot mix plant used bythe Contractor.

* Any other clearance which UPPWD or Supervision Consultants deem fit to obtain.

In addition, the Contractor will submit an assurance to comply with the EMP provisionsto the Engineer.

4 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of theproject is provided in the following sections.

4.1 Pre-construcfion Stage

During the pre-construction stage, the management measures required will include.clearance of the Col, tree plantation for compensating the lost trees and affoi-estationfor increasing tree cover, measures for protecting/replacing/restoring utilities likely to beimpacted before the start of construction activities.

4.2 Construction Stage

This will be the most crucial and active stage for the Environmental Management Plan.The monitoring of the construction activity to ensure the pollution levels to be within thepermissible limits, will also go on simultaneously as the construction progresses. Theapplicable MoRTH clauses to be followed have been compiled and are given inAppendix 1. In addition, the need for a balanced evaluation and planning for risksassociated with construction activities related to roads such as accidental spillages andconsequent damage to the surrounding environment in terms of loss of flora and fauna,agricultural crop or worse fertile land, continues to grow in importance. Other possiblelocations where a risk assessment' will be useful include the locations of Hot Mix plants(spillage of fuel, bitumen. etc) and labour-camp sites. The site selection procedure forconstruction camp workers has been given in Appendix 11

4.3 Operation Stage

The operation stage will essentially entail monitoring activity along the corridor.Monitoring for pollutants specified in the Monitoring Plan will serve the two purposes. Inaddition to checking the efficacy of the protection/mitigation/enhancement measuresimplemented, this will help to verify or refute the predictions made as a part of theimqpact assessment 2 . Thus, it wiil complete a very important feedback loop for theUPPWD.

The measures adopted and/or to be adopted during different stages of the projecthave been detailed in Table 4.1.

5 IMPLEMENTATION ARRANGEMENTS

The responsibility of implementing the mitigation measures lies with the UPPWD. Allconstruction activities being taken up by the contractor under the SupervisionConsultant (SC) will be scrutinised by the PIU. The responsibility of implementing themitigation measures lies with the UPPWD. All construction activities being taken up bythe contractor under the supervision consultant (SC) will be scrutinised by the PWD.Reporting system has been given in Appendix V. The UPPWD will appoint NGO for theimplementation of RAP. The same NGO will help the contactor and supervisionconsultants in getting the equitable agreement signed for borrow pit development /post use restoration between owner of the land and contractors. The NGO shall alsohelp PWD in supplementary plantation / compensatory plantation mainly to supervisesurvival rate and for involvement of farmers whose land is adjacent to RoW. NGO'sterms of reference will include these responsibilities in addition to RAP implementationresponsibilities. Specifications for environmental management works and given inAppendix VI. Implementation schedule is worked for phase wise implementation of themitigation measures as discussed below. Assuming that the clearance for the project isreceived from all the concerned authorities by the end of November 2003. pre-qualified contractors will be finalised by November 2003 and tender document will beready by January 2004 for issue to pre-qualified contractors and actual constructioncan commence in October 2004. In the pre-construction phase of the project thesupervision consultants shall review the EMP and RAP to identify environmental andsocial issues and arrive at a suitable strategy for implementation. The activities to becarried out and the target dates are presented in the Table 5.1. It may be mentionedthat the Ahiraula bypass will be implemented as a part of Gorakhpur - Shahgonj route.It will not be an independent construction package. Because of the above reason theconstruction schedule of bypass is same as for the routes/bypasses of UPSRP Phase 11.

6 INSTITUTIONAL STRENGTHENING AND TRAINING

6.1 Institutional Strengthening

The current management status of UPPWD is found to be inadequate to scrutinizeimplementation of the mitigation measures. The present organizational setup ismodified with an objective of strengthening the current management capabilities forimplementing the environmental measures and to make enviionmental managementregular, efficient and sustainable in the long-term.

The environmental management plan envisages on-site monitoring of constructionactivities and analysis of the samples collected. For this purpose two chemists would berequired. While they will be based in Lucknow, the collection of samples will involvetravelling to the sites where construction is in progress, as well as where specified in themonitoring programme. Other support staff will be procured from the UPPWD's ownmanpower as required.

Thus an induction of 4 more people is envisoged into the PWD environmental cell. Theengineers and chemists are available from the UPPWD staff itself. While the former areexpected to be from the filed staff, the latter will be deputed from the ResearchLaboratory of the PWD, which is a designated Test House, as notified in the Gazette. Theabove strengthening was planned before start of phase I implementation. It is assumedthat this strengthening will take place.

6.2 Training

The training before start of construction works is important as a part of UPSRP II trainingcomponent the contractors. Personnel will be recipients of two modules of training.These modules of training will focus on the following aspects

7 ENVIRONMENTAL MONITORING

7.1 Introduction

The environmental monitoring programme provides such information on whichmanagement decision may be taken during construction and operational phases. Itprovides basis for evaluating the efficiency of mitigation and enhancement measuresand suggest further actions that need to be taken to achieve the desired effect.The monitoring includes:

(i) Visual observations;(ii) Selection of environmental parameters at specific locations;(iii) Sampling and regular testing of these parameters.

7.2 Objectives

The objectives of the environmental monitoring programme are:

* Evaluation of the efficiency of mitigation and enhancement measures:* Updating of the actions and impacts of baseline data;Adoption of additional mitigation measures if the present measures are insufficient;* Generating the data, which may be incorporated in environmental managementplan in future projects.

7.3 Methodology

Monitoring methodology covers the following key aspects:

8 REPORTING SYSTEM

Reporting system provides the necessary feedback for project management to ensurequality of the works and that the program is on schedule. The rationale for a reportingsystem is based on accountability to ensure that the measures proposed as part of theEnvironmental Management Plan get implemented in the project.

The reporting system will operate linearly with the contractor who is at the lowest rungof the implementation system reporting to the Supervision Consultant, who in turn shallreport to the PIU. All reporting by the contractor and Supervision Consultant shall be ona quarterly basis. The PIU shall be responsible for preparing targets for each of theidentified EMAP activities. All subsequent reporting by the contractor shall be monitoredas per these targets set by the PIU before the contractors move on to the site. Thereporting by the Contractor will be a monthly report like report of progress onconstruction and wiH form the basis for monitoring by the PIU, either by its own Manager(Environment) or the Environmental Specialist hired by the Supervision Consultant.

PROCEDURE FOR SELECTION OF SITES FOR CONSTRUCTION CAMPSThe Contractor will identify potential sites based on requirement of land area, accessibility,distance from stretch under construction, surface water sources, settlements, etc. Consultationfadlitated by local NGO will be held on site and the perceptions/aspirations of local villagers andother stakeholders will be recorded. The Contractor will then select one site based on anaggregation of all these factors and conditions imposed upon him by the EMP (induding minimumdistance criteria) and forward the same for approval by the Supervision Consultant. TheContractor will confirm the registration of the land in the revenue records and provide evidence ofthe same to the SC for the selected site. The SC will approve the site after ascertaining that theContractor has considered the views of the local people as well as satisfied all conditions of theEMP. A conoeptual layout for the Construction Camp has been prepared and attached to eachEMP. Further details regarding these camps are available from Chapter 17 of the RAP. As part ofthe EMP, monitoring of the construction camp sites has also been devised and formalised.

MOU for the plantation Scheme-Between-the

Public Works Department & Forests Department

1. This Memorandum of Understanding is being signed by the Public Works Department,Govemrnment, Govemment of Uttar Pradesh (hereinafter referred to as PWD) and the ForestsDepartmnent (hereinafter referred to as FD), Govemrnment of --- for the cutting oftrees and subsequent compensatory plantation stipulated in the Indian Forests Act, 1980 andthe rules formulated under as part of the ------ -(Name of the Project) being undertakenwith World Bank assistance. It covers the entire process of cutting and removal of existingtrees and the plantation of new saplings at a ratio of ---: 1 as decided separately by the PWDand the FD.

2. The identification of the trees to be cut has already verified during the joint inspection of theofficials of the PWD and FD on-----. The trees been required to be cut have been mnarkedc'_arty with a distinctive 'X' on them. Only such trees which have been marked as mentionedabove shall be cut for facilitating the proposed project.

3. The trees cutting shall be carried out by the Forest Department (or its authorizedrepresentative) as per TIME SCHEDULE annexed to this MOU as Attachment 1 and signedby appropriate officials of both departments signifying agreement of both parties followingdetailed discussions regarding the timing of project activities of the PWD's implementationschedule and the availability of resources with the FD.

4. The compensatory afforestation shall be carried out at the locations shown in the MAPannexed to this MOU as Attachment 2 duly signed by appropriate officials of bothdepartments signifying agreement of both parties following detailed discussions regarding thesuitability of these areas for the proposed afforestation as proposed by the FD. Both partieshave satisfied themselves, before selecting areas outside the RoW, that all reasonable efforthas been made to accommodate the samplings to be planted for compensatory plantationwithin the PWD's RoW.

5. It is further agreed that:a. The PWD shall pay the cost of compensatory afforestation at the rate of cost of 10saplings induding the post-plantation maintenance actvites for a period of 3 years,for each tree felled 1000/% in advance to the FD.

b. The dates agreed for afforestation as per Attachment 1 referred to in item no. 3 ofthis MOU have been agreed upon taking into consideration all the resourceconstraints and possible delays except force majure. The FD shall inform the PWDregarding the progress of the work regularly and in case of any anticipatedlag from the proposed schedule immediately upon discovering the likelihood ofsuch an event. In case of such an unanticipated delay, the PWD shall retain theright top get the work done by an external contractor, chosen jointly by theFD and the PWD. However, The payment to the contractor for the reminder ofthe agreed works shall be made by the FD at suich rates as may be agreed uponat the time, subject to a maximum of the prevailing rate of the FD for the works. Incase the lowest quoted rate for the plantabon exceeds the base rate of the FD forthe works, the PWD will bear the remainder of the cost

Ambient Air Quality (AAQ) Monitoring

Ambient air quality parameters recDmmended for road transportation developments are

Respirable Particulate Matter (RPM), Suspended Partculate Matter (SPM), Carbon Monoxide

(CO), Oxides of Nibtogen (NOx), Hydro-Carbons (HC), Sulphur-dioxide (SO2) and Lead (Pb).

These are to be monitored at designated locations starting from the commencement of

construction activity. Data should be generated over three days at all identified locations in

acoordance to the National Ambient Air Quality Standards (Table 1 National Ambient Air Quality

Standards). The location, duration and the pollution parameters to be monitored and the

responsible institutional arrangements are detailed out in the Environmental Monitoring Plan.

Water Quality Monitoring

The physical and chemical parameters recommended for analysis of water quality relevant to

road development projects are pH, total solids, total dissolved solids, total suspended solids, oil

and grease, COD, chloride, lead, zinc and cadmium. The location, duration and the pollution

parameters to be monitored and the responsible institutional arrangements are detailed in the

Environmental Monitoring Plan. The monitoring of the water quality is to be carried out at all

identified locations in accordance to the Indian Standard Drinking Water Specification - IS

Noise levels Monitoring

The measurements for monitoring noise levels would be carried out at all designated locationsin aordance to the Ambient Noise Standards formulated by Central Pollution Control Board(CPCB) in 1989 (refer Table-3) Sound pressure levels would be monitored on twenty-four hourbasis. Noise should be recordedat a- -wAeighted-frequency using a ' slow time responsemode' of the measuring instrument. The location, duration and the noise pollution parametersto be monitored and the responsible instti.htional arrangements are detailed in theEnvironmental Monitoring Plan (Table-3 Noise level standards (CPCB).

(a) Scope

Contractor to fumish all materials, labour and related items necesary to complete thework indicated on drawing and spedfied herein.

b) Materials

Plant Materials shall be well formed and shaped true to type, and free from disease,insects and defects such as knots, sun-saled, windbum, injuries, abrasion ordisfigurementAll plant materials shall be healthy, sound, vigorous, free from plant diseases, insect'spests, of their eggs, and shall have healthy, well-developed root systems. All plants shallbe hardy under dimatic oonditions similar to those in the locally of the project. Plantssupplied shall to confirm to the names listed on both the plan and the plant list. No plantmaterial will be accepted if branches are damaged or broken. All material must beprotected from the sun and weather until planted.Any nursery stock shall have been inspected and approved by the EnvironmentalSpecialist of the Engineer.

All plants shall conform to the requirements specified in the plant list. Except that plantslarger then specified may be used if approved, but use of such plants shall not increasethe contract price. If the use of the larger plant is approved, the spread of roots or ball ofearth shall be increased in proportion to the size of plant.Deliver plants with legible identification labels.

Top Soil (Good Earth)

Topsoil or good earth shall be a friable loam, typical of cultivated top soils of the localitycontaining at least 2% of decayed organic matter (humus). It shall be taken from a well-drained arable site. It shall be free of subsoil, stones, earth skids, sticks, roots or anyother objectionable exbtaneous matter or debris. It shall contain no toxic material. Notopsoil shall be delivered in a muddy condition. It shall have pH value ranging between 6and 8.5.

Fertiliser

Measurement of sludge shall be in stacks, with 8% reduction for payment. It shall be freefrom extraneous matter, harmful bacteria insects or chemicals. (Subjected to safetynorns).

RootSystem

The root system shall be condudve to successful transplantation. While necessary, theroot-ball shall be preserved by support with Hessian or other suitable material. On soilswhere retention of a good ball is not possible, the roots should be suitably protected insuch a way that the roots are not damaged.

Condition

Trees and shrubs shall be substantially frM from pests and diseases, and shall bematerially undamaged. Torn or lacerated roots shall be pruned before dispatch. No rootsshall be subjected to adverse conditions such as prolonged exposure to drying winds orsubjecion to water logging between lifting and delivery.

(c) Supply and Substituton

Upon submission of evidence that certn materials induding plant mnaterials are notavailable at timne of contract, the contracr shall be permitted to substitute with anequitable adjustment of price. All substitddons shall be of the nearest equivalent speciesand variety to the original specified and shall be subjected to the approval of theLandscape Architect.

(d) Packaging

Packaging shall be adequate for the protection of the plants and such as to avoid heatingor drying out.

(e) Marking

Each spedcmen of tree and shrub, or each bundle, shall be legibly labelled with thefollowing particulars:o3 Its name.O The name of the supplier, unless otherwise agreed.O The date of dispatch from the nursery.

(f) Tree Planting

Plants and Shnibs

Trees should be supplied with adequate protection as approved. After delivery, if plantingis not to be canied out imrnediately, balled plants should be placed back to back and theball covered with sand to prevent drying out. Bare rooted plants can be heeled in byplacing the roots in prepared trench and covering them with earth, which should bewatered into, avoid air pockets round the roots. Trees and shrubs shall be planted asshown in architectural drawings and with approval of site supervision engineer.

Digging of PitsTree pits shall be dug a minimum of three weeks prior to baddilling. The pits shall be120 an in diameter and 120 cm deep. While digging the pits, the topsoil up to a depth of30 cm may be kept aside, if found good (depending upon site conditions), and mixedwith the rest of the soil.If top soil is not suitable, it shall be replaced with the soil mixture as specified furtherherein. If the soil Is normal it shall be mixed with manure; river sand shall be added tothe soil if it is heavy.The bottom of the pit shall be forked to break up the subsoil.

Bac* Filling

The soil back filled watered through and gently pressed down, a day previous to planting,to make sure that it may not further settle down after planting. The soil shall be presseddown firmly by treading it down, leaving a shallow depression all round for watering.

Planting

No tree pits shall be dug until final tree position has been pegged out for approval.Care shall be taken that the plant sapling when planted is not be buried deeper than inthe nursery, or in the pot.

The balance earth shall be filled in a mixture of 1:3 (1 part siudge to 3 part earth byvolume) with 50 gm potash, (Mop) 50gms of Super Phosphate and 1Kg. Neem oil cake.Aldrin or equivalent shall be applied every 15 days In a mixture of 5mI in 5 litres of water.

Staking

Newly planted trees must be held firmly although not rigidly by staking to prevent apocket forming around the stem and newly formed fibrous roots being broken bymechanical pulling as the tree rocks.

Methods:

The main methods of staking shall be:(a) A single vertical shake, 900mm longer than the dear stem of the tree, driven

600mm to 900mm into the soil.(b) Two stakes as above driven firmly on either side of the tree with a cross bar to

which the stem is attached. Suitable for bare- rooted or Ball material.(c) A single stake driven in at an angle at 45 degrees and leaning towards the

prevailing wind, the stem just below the lowest branch being attadced to thestake. Suitable for small bare- rooted or Ball material

(d) For plant material 3m to 4.5m high with a single stem a three- wire adjustable guysystem may be used in exposed situabons.

The end of stake should be pointed and the lower lm to,1.2m should be coated with anon-injurious wood preservative allowing at least 150mm above ground level.

Tying

Each tree snould be firmty secured to JUc taike :s o to prevent excessive movement.Abrasion must be avoided by using a buffer, rubber or Hessian, between the tree andstake. The tree should be secured at a point just below its lowest branch, and also justabove ground level; normally two ties should be used for tree. These should be adjustedor replaced to allow for growth.

Watering

The Landscape Contractor should allow for the adequate watering in of all newly plantedtrees and shrubs immediately after planting and he shall during the following growingseason, keep the plant material well watered.

Feft lising

Fertilising shall be carried out by applicabton in rotation of the following fertilisers, every15 days from the beginning of the monsoon till the end of winter:(1) Sludge or organic well-rotted dry farm yard manure: 0.05 cum or tussle.(2) Urea 25 gm.(3) Ammonium sulphate 25 gm.(4) Potassium sulphate 25 gm.

All shrubs, which are supplied pot grown, shall be well soaked prior to planting.Watering in and subsequent frequent watering of summer planted container- grownplants Is essential.

(g) Shrub Planting In Planter Beds

All areas to be planted with shrubs shall be excavated, trenched to a depth of 750 mm,refilling fthe excavated earth after breaking dods and mixing with sludge in ratio 8:1 (8parts of stacked vlume of earth after reducbon by 20%: 1 part of stacked vlume ofsludge after reduction by 8%.)

Tall shrubs may need staldng, which shall be provided if approved by the contractingconsulting engineer, depending upon the conditions of individual plant specimen.

For planting shrubs and ground cover shrubs in planters, good earth shall be mixed withsludge in the proportion as above and filled in planters.

Positions of planters shall be planted should be marked out in accordance with thearchitectural drawing. When shrubs are set out, precautions should be taken to preventroots drying. Planting holes 40 cm in diameter, and 40 cm deep should be excavated forlonger shrubs. Polythene and other non-perishable containers should be removed andany badly damaged roots carefully pruned. The shrubs should then be set in holes sothat the soil level, after settlement, will be original soil mark on the stem of the shrub.The holes should be back filled to half of its depth and firmed by treading. The remainderof the soil can then be returned and again firmed by treading.

(h) Grassing

Preparation

During period prior to planting the ground shall be maintained free from weeds. Gradingand final weeding of the area shall be completed at least three weeks prior to the actualsowing. Regular watering shall be continued until sowing by dividing the area intoportions of approximately Sm squares by construcbtng small bunds to retain water. bunds shall be leveled just prior to sowing of grass plants; it shall be ensured that thesoil has completely settled.

Soil

The soil itself shall be ensured to the satisaction of Landscape Achitect to be a goodfibrous loam, rich in humus.

Sowing the grass rootsGrass roots (cynodon, dectylon or a local genus approved by the Landscape Architect)shall be obtained from a grass patch, seen and approved before hand.The grass roots stock received at site shall be manually deared of all weeds and watersprayed over the same after keeping the stock in place protected from sun and drywinds.

Grass stoc received at site may be stored for a maximum of three days. In case grassingfor some areas is scheduled for a later date fresh stock of grass roots shall be orderedand obtained.

Execxton

Small roots shall be dibbled about 5 cm apart into the prepared grounds. Grass will onlybe accepted as reaching practcal completion when germination has proved satisfactoryand all weeds have been removed.

Maintenance

As soon as the grass is approximately a 3cn high It shall be rolled with a light woodenroller - In fine, dry weather - and when it has grown to 5 to 8 cm, above to groundweeds must be removed and regular cutting with the scythe and roiling must be begun.A top-dressing of an ounce of guano to the square yard or well decomposed well brokensludge manure shall be applied when the grass Is sufficiently secure in the ground tobear the mowing machine, the blades must be raised an inch above the normnal level forthe first two or three cuttings. That Is to say, the grass should be cut so that it is from 4to 5 cm in length, instead of the 3 cm necessary for mature grass.In the absence of rain, in the monsoon, the lawn shall be watered every ten days heavily,soaking the soil through to a depth of at least 20 cm.Damage failure or dying back of grass due to neglect of watering especially for seedingout of normal season shall be the responsibility of the contactor. Any shrinkage belowthe specified levels during the contract or defect liability period shall be rectified at thecontractoes expense. The Contractor is to exercise care in the use of rotary cultivator andmowing machines to reduce to a minimum the hazards of flying stones and brikkbats. Allrotary mowing machines are to be fitted with safety guards.

Rolling

A light roller shall be used periodically, taking care that the area is not too wet andsodden.

Edging

These shall be kept neat and must be cut regularly with the edging shears.

Fertilising

The area shall be fed once in a month with liquid manure prepared by dissolving 45gmsof ammonium sulphate in 5 litres of water.

WatringWater shall be applied at least once in three days during dry weather. Wateringwhenever done should be thorough and should wet the soil at least up to a depth of20 cm.

WeedingPrior to regular mowing the contractor shall carefully remove rank and unsightuy weeds.

(i) Maintenance

Cultivating

The Landscape Contractor shall maintain all planted areas within Landscape contractboundaries for one year until the area is handed over in whole or in phases. Maintenanceshall indude replacement of dead plants, watering, weeding, cultivating, control ofinsects, fungus and other diseases by means of spraying with an approved insectfcide orfungidde, pruning, and other horticulture operations necessary for proper growth of theplants and for keeping the landscape sub-contract area neat in appearance.

Pruning and Repairs

Upon completion of planting work of the landscape sub-contract all trees should bepruned and all injuries repaired where necessary. The amount r' pruning shall be limitedto the necessary to remove dead or injured twigs and branches and to compensate forthe loss of roots and the result of the transplanting operations. Pruning shall be done insuch a manner as not to change the natural habit or special shape of trees.

Tree Guards

Where the tree guards are necessary, care should be taken to ensure that they do notimpede natural movement or restrict growth. arcular iron tree guards shall be providedfor the trees at enhancement locations. The specifications for which one given below:Circular Iron Tree Guard with Bars.

The tree guard shall be 50 cmn. in diameter.

The tree guards shall be formed of (i) 3 Nos. 25x25x3mm angle iron verticals 2.00m longexduding splyed outward at lower end up to an extent of 10 cns. (ii) 3 Nos. 25x25mmMS fiat rings fixed as per design (iii) 15 Nos. 1.55 metres long 6mm dia bars. Eadc ringshall be in two parts in the ratio of 1:2 and their ends shall be tumed in radialty for aleng of 4 cm at which they are bolted together with 8mm dia and 30mm ong MS bdtsand nuts.

The .txtical angle irons shall be welded to rings along the circumference with electricplant 15 Nos. bars shall be welded to rings at equal spacing along the circumference ofring. The lower end of the angle iron verticals shall be splayed outwards up to an extentof 10cm. The lower end of the flat of lower ring shall be at a height of 45cm. and upperend of the flat of top ring shall be at the height of 2.00 metres. The middle ring shall bein the centre of top and lower ring. The bars shall be welded to rings as shown in thedrawing. The entire tree guard shall be given two coats of paint of approved brand andof required shade over a priming coat of ready mixed primer of approved brand.

(j) Nursery Stack

Planting should be carried out as soon as possible after reaching the site. Where plantingmust be a necessity and/or be delayed, care should be taken to protect the plants frompilfering or damage from people animals. Plants with bare-roots should be heeled- in assoon as received or otherwise protected from drying out, and others set dosely togetherand protected from the wind. If planting is to be delayed for more than a week,

packaged plants should be unpacked, the bundles opened up and each group of plantsheeled in separately and deadiy labelied. If for any reason the surface of the rootsbecomes dry the roots should be thoroughly soaked before planting.

(k) Protective Fenang

According to local environment, shrubs shall be protected adequately from vandalismuntil established.

(I) Completion

On completion, the ground shall be formed over and left tidy.

13 SPECIAL CONDMONS AND PARTICULAR SPEaCFICATIONS

1. Landscape Architect mentioned herein shall meanand/or any person nominated by him.

2. Wherever applicable, work shall be done according to CP.W.D. specifications, in vogue, at thetime of invitation of tender.

3. Water shall be made available, near the tube well at one point. Contractor- shall make theirown arrangement for drawing water from there. Water charges at of value ofwork done shall be deducted from the contractors Bills.

4. If electricity is required for the works, the same shall be made available at one point wvthin thesite of works, for which recovery @ Rs. per Kwh. Shall be made fromthe contractors bill.

5. The works induded in the schedule of Quantities indude grassing as well as planting of treesand shrubs. 'Contractors quoted rates shall indude execution of these works at different levelsand nothing extra shall be paid for any item, for working at these levels.

6. The Contractor (s) shaNl not be entitled to any comnpensation for any losses suffered by himand/or revision in the rates originally quoted by him.

(a) On account unforeseen delay in commendng the work, whatever the cause of suchdelays be.(b) On acount of reducbon in the scope of work.(c) On account of suspension of work, or abandon after award of work.

7. The Contractor shall provide all facilities to Landscape Architect ] Project Engineer and / or hisauthorized representatves to make frequent inspection of their Nursery and ascertain theprocess / quality of various categories of trees/plants etc., grown by them.

8. Contractors5 quote rate shall indude the cost of transportation of tools and plants to and fromthe site, sales tax, exdse duty, octroi, etc. It shall be deariy understood that no daim for anyextra payment on account of sales tax, exdsed duty, octroi etc., shall be entertained alter theopening of the tender.

9. The safe custody and up-keep of various categories of plants brought to site is the soleresponsibility of the contractor and he shall employ sufficient supervisory personnel to enrsurethe safety of these items.

10. The site of work mnay be handed over to the contractors for shall work in phases, as soon as thesame are available and the contractor in tum shall work in these areas forthwith. Nothing extrashall be payable for such phased execution of work.

11. While excavating / executing the work the contractors shall ensure that the existing cables /pipe lines / structures / fittings are not damaged and if due to his negligence, these aredam-aged, the same shall be set right with no extra cost to the dients.

12. The Contractor shall co-o,-dir.ate h;s work vw,T;h -ether igendes emp!oyed by the Clients andensure that the work of other agendes are not hampered in any way during the duration ofcontract

13. The Contractor shall keep the site of works neat and dean during the execution of the work.Any debris found at or near the site of work shall be morved immediately as and when sorequired by the landscape Architect / Project Engineer.

14. On completion of the work, the site of work shall be thoroughly deaned and all debris removedbefore the work is handed over satisfactorily.

15. The Conbtactors shall, without any additional charge to the dients, renew or replace any deador defective plants/grass and shall fully maintain the whole landscape for a period of 12 monthsafter the certified date of completion.

17. Trees shall be of minimum length as specified in the schedule of quantities and shall be straightand symmebica with a aown and having a persistent main stem. The size of acown shall be ingood over all proportion to the height of the tree.

18. Small trees and shrubs shell be well formed with the acown typical of the species or variety.19. GENERAL REQUIREMENTS OF PLANTS:

(1) Plants shall be typical of their species and variety, well-developed branches, and wellfoliated with fibrous root system. Plants shall be free from defects and injuries. Plantsshall not be pruned before planting.(2) Plants shall be free from defects and injuries.(3) Plants shall not be freshly dug and nursery grown.(4) Nursery grown plants shall have been at least once transplanted.(5) Bark shall be free from abrasion.

All trees, soon aftber planting, shall be properiy supported with bamboo stocks to ensure theirsafety against winds or any other factor, which may affect it adversely.

20. PROTECTION OF 'TREE TO BE PRESERVED"The contractor shall be responsible for the protection of tops, trunks and roots of existing treeson site. Existing trees subject to the construction damage shall be boxed, fenced or otherwiseprotected before any work is started.

21. GENERAL REQUIREMENTS OF EARTH MANURE AND FERTIUSERSEARTH: Good earth shall be agricultural soil of loamy texture, free from kankar, morrum,shingles, rocks, stones, building rubbish and any other foreign matter. The earth shall be freefrom dods or lumps of sizes bigger than 50mm in any direction. It shall have pH1 rangingbetween 6.5 and 7.5.
