Ground Rules

• We are glad that you could attend this morning to familiarize yourselves with the process, costs, and timelines associated with NEM-Paired Storage configurations and Net Generation Output Metering (NGOMs)

• With so much content, a fixed time to get through it all, and many participants, please take note of the following ground rules:

1. Be fully engaged! Try your best not to multi-task.

2. Your phones will automatically be muted. Please keep them muted unless otherwise

directed.

3. Please hold your questions until after the presenter finishes their presentation

4. Please keep the questions general and not project-specific. That way, the response

will benefit all the participants.

5. The slide deck will be sent out after the presentation

Green Book Section 2 –Clearances from Sources of Ignition

1. The regulator vent must not terminate near any sources of ignition or openings into the building. • The regulator vent must be a minimum distance of 36 inches from sources of ignition and openings into

the building. This area extends 10 feet above the highest regulator vent and 36 inches below the lowest regulator vent and 12 inches beyond the farthest PG&E meter-set equipment.

2. Electrical devices or equipment including wires, cables, metering equipment must not be installed within the clearance area.

3. All new electric panel locations are subject to utility approval and must comply with the applicable code requirements.

• Greenbook Section 5.4.4 provides working space requirements in front of the electric meter panel. The working space permits access to the equipment and provides a safe working environment for personnel.

If accurate, add following statement to SLD:

“Producers storage device(s) will not cause the Host Load to exceed its normal peak demand. Normal peak demand is defined as the highest amount of power required from the Distribution System by Producers complete facilities without the influence or use of the energy storage device(s).”

Single Line Diagram – Storage <= 10 KW

NOTE: The above statement comes from Appendix I of forms 79-1069 and 79-1069-02, respectively, which is applicable only for all NEM-Paired storage > 10kW. Although Appendix I should not be submitted when the storage is <= 10 kW, the information from Appendix I is still required and must be submitted directly on the SLD.

• Applicants should supply the following in their interconnection request:1. A meter socket* or panel spec sheet that will house the NGOM2. An SLD that shows the location of NGOM meter socket that measures the output

of the generating system

• It takes approximately 10 BD for an EGI Rep to send a deficiency notice letting you know what else is needed

• If all the documentation is received, EGI will send your project to Metering Engineering to review your meter socket within 10 BD

• Upon passing Metering Engineering, EGI will issue a Special Facilities Agreement (SFA) for the cost of the meter, which have an average cost range of $405.10 to $1,407.10 (ITCC and Special Facility costs not included)– Note: Two SFA forms will be provided: Form 79-280 and Form 79-702

• For self-contained meters, the meter set will occur during the final inspection of the generating system

• Transformer-rated meter sets with CTs will be discussed in the Greenfield (NEMA) portion

• The Engineers will review and approve the tap location, all the associated documentation, and meter cabinet specs and will provide meter cost estimates and will identify whether there are CT requirements

• Upon passing Metering Engineering, the project will be sent to Engineering Review. Upon completion of Engineering Review, EGI will issue a Special Facilities Agreement (SFA) for the cost of the meter, which have an average cost range of $405.10 to $1,407.10 (ITCC and Special Facility costs not included)– Note: Two SFA forms will be provided: Form 79-280 and Form 79-702

• Once the SFA is paid and contract is received, the EGI rep will create a new service point, which takes 1-3 BD– Note: The “generation-only” tap itself is usually done prior to the meter set

as local jurisdictions may not issue “green tags” until the tap is complete • EGI waits for the “green tag” from the local jurisdiction after the new

meter panel is inspected. A photo of the local jurisdiction’s sticker tag on the meter panel will suffice in lieu of a final building permit.

• EGI will work internally to issue a Field Order to inspect and install the new NGOM meter (CT installations follow a different path)

• Once the NGOM is installed, EGI will work internally to have the new service agreement (SA ID) started

• Upon creation of the SA ID, the interconnection project will be updated with all the new account information

• With all documents provided, the project will then proceed to Field Inspection and, upon approval, PTO will be issued

• If CTs are required, two field orders are issued prior to installing the NGOM

1. To inspect the panel to ensure Green Book standards are met and the meter panel is ready for CT installation

2. For the CT installation itself (a temporary shutdown may be required)• The timeline is dependent on meter tech availability and scheduling. It is

historically 5-10 BD for inspection and another 5 BD for the actual meter set.

1. The CT installation usually requires a temporary shutdown and additional time may need to be allotted for coordination

2. If meter tech finds issues with the CT compartment, correction may be required and a new set of field orders may be issued for a second inspection followed by the meter set

the main service panel, how the conduits and wires run, the location and height of both the VNEM meter socket and also the AC disconnect

2. Confirmation that all Gas and working space clearances will be met according to the Green book Standard

3. A VNEM meter cabinet spec sheet• It takes approximately 10 BD before an EGI Rep will send a notice letting

• Once the SFA is paid by the Customer, the following will occur based on meter type:

A. Self-Contained Meter• EGI will work internally to have the service point created and will schedule a field

order to have the meter installed. Based on availability, it is possible for the field inspection to occur the same day as the meter install.

• Upon approval, PTO will be issued within 5 BD

B. CT Meter• EGI will work internally to have the service point created if the customer installed

an AC disconnect ahead of the VNEM meter• If an AC disconnect is not present ahead of the VNEM meter, a temporary

shutdown will need to scheduled, which is at least 10 BD. Note: the CT meter will be scheduled the same day as the shutdown and takes approximately 4 hours to complete.

• Once the service is established and all documentation has been received, another field order will be scheduled to inspect the solar system.

• Upon approval, PTO will be issued within 5 BD

Guidelines for NEM and Storage Paired SystemAlthough current as of 3/29/19, recent CPUC decisions will change this layout

Directly Connected(storage device not exclusively charged by NEM generator)

Small NEM Paired Storage

Solar NEM (PV CEC-AC <= 30kW) Paired with Storage Devices Sized

10 KW or Smaller (based on storage inverter nameplate)

• Option to either install metering (defined under “Large NEM Paired Storage”) or use the estimation methodology.

• These projects are referred to as “SNEM-Paired Storage”.

Large NEM Paired StorageAll other NEM Paired except Small NEM-Paired Storage have the requirements that the storage be sized no larger than 150% of the NEM-eligible generator’s max output capacity and that it has one of the following metering conditions:1. installed a non-export relay on the storage device(s);2. installed an interval meter for the NEM-eligible

generation, meter the load, and meter total energyflows at the point of common coupling; OR

3. installed a Net Generation Output Meter (NGOM)directly to the NEM-eligible generator(s)

NEMMT

NEM paired with Storage Devices sized larger than

150% of the NEM-eligible generator’s

max output capacity.

NEM Paired Storage Interconnection Cost ResponsibilityThe storage will have the same interconnection cost responsibility as the NEM generator that it is paired with.In the event the storage is added at a later date after the permission to operate of the NEM generator it issubsequently paired with, the storage applicant will be required to pay the same interconnection fees andcosts that the NEM generator would be required to pay, as provided for in Electric Rule 21 (Table E-1).

Example: Adding 10kW of storage to an existing solar-only NEM 2 system would qualify as “Small NEM PairedStorage” and would therefore have an application fee of only $145 as opposed to $800 that would be requiredfor all Non-Net Energy Metering Generating Facility Types.
