PG&E Hunters Point Site Project Advisory Committee Update December 5, 2014 This is the latest update from PG&E’s Hunters Point Site Team to the Project Advisory Committee (PAC) and members of the Bayview-Hunters Point community. This update provides an overview of current and upcoming activities related to the PG&E Hunters Point Site. Shoreline Area Cleanup Plan: Public Comment Period Opens; Public Meeting Next Week On November 20, DTSC announced the beginning of a public comment period to gather input on a Draft Feasibility Study/Remedial Action Plan (known as a draft Cleanup Plan) to address impacts in the Shoreline Area of the Hunters Point Site. The draft Cleanup Plan examines the cleanup options for the Shoreline Area and identifies a recommended option. The comment period will run until January 7, 2015, and we encourage the community to participate. DTSC has mailed community members a Fact Sheet summarizing the draft Cleanup Plan. A copy of the DTSC Fact Sheet is attached to this email. For those interested in reviewing the draft Cleanup Plan, it has been posted online at the Envirostor website (http://www.envirostor.dtsc.ca.gov/public; click on site facility search tool at the bottom of the page and enter 38490002), and a hardcopy is available at the A. Philip Randolph Institute (APRI), San Francisco Chapter, located at 1301 Evans Avenue. On Tuesday, December 9, at 6 p.m., DTSC will be holding a public meeting to gather input on the draft Cleanup Plan. The meeting will be held at the Our Lady of Lourdes Catholic Church at 410 Hawes Street in San Francisco. A final decision on the plan will not be made until all public comments have been reviewed and considered by DTSC. Fuel Oil Pipeline Closure Work Nears Completion Next week, we will complete work to close the final segment of a fuel oil pipeline that runs along Cargo Way. The pipeline segment is about 1,500 feet long and was used to deliver fuel oil to the former power plant from 1971-1986. Similar to our other pipeline closure projects, we are closing the pipeline segment by filling it with a concrete mix. While work is in progress you may see various trucks and backhoes in the area. Work will occur Monday through Saturday between 7 a.m. and 6 p.m. and on Sunday between 9 a.m. and 5 p.m. Due to the pipeline’s close proximity to Cargo Way, we anticipate there will be additional days of lane closures and traffic controls along Cargo Way. We have a traffic control plan in place to minimize any impacts to traffic. This work is being performed under the oversight of the City and County of San Francisco Department of Public Health Environmental Health and in coordination with the Port of San Francisco. Off-Site Groundwater Treatment Next week, we will complete a round of groundwater treatment in the off-site area (Jennings Street and the White Cap Property). We will be using truck-mounted equipment to inject a treatment agent into the groundwater (through previously-installed wells). The active treatment effort will be followed by weekly monitoring to confirm its effectiveness.

PG&E Hunters Point Site Shoreline Area Draft Remedial Action Plan Available for Comment

The Department of Toxic Substances Control (DTSC) announces a public comment period on a Draft Feasibility Study/Remedial Action Plan (FS/RAP) for the Shoreline Area of the Hunters Point Power Plant Site (the HPPP Site). The Draft FS/RAP reviews cleanup options and chooses one of the options as the proposed Cleanup Plan for the Shoreline Area.

The HPPP Site is located at 1000 Evans Avenue in San Francisco, California, 94124. The Shoreline Area is about 4.18 acres and includes land inside and outside the property fence line. The Shoreline Area includes a trail with public access that connects India Basin Shoreline Park and Heron’s Head Park.

The area is contaminated with materials from the former power plant operations including petroleum hydrocarbons, polycyclic aromatic hydrocarbons, arsenic and lead. Metals (chromium, cobalt, copper and nickel) were found in groundwater which is not used for drinking water. The soil also contains naturally occurring asbestos (NOA) and metals that are part of fill material and serpentine rock

The public comment period for the Draft FS/RAP is from November 20, 2014, to January 7, 2015. DTSC will host a public meeting on Tuesday, December 9 at 6:00 P.M. to present the Draft FS/RAP, answer questions and receive public comments. DTSC invites you to review and comment on the Draft FS/RAP, which is available at the information repositories listed on the back page of this Fact Sheet.

HPPP and Shoreline Area History The HPPP Site is about 34 acres, and is located in southeast San Francisco near the San Francisco Bay. In the 1900s the Site was used for ship and barge building. Much of the Site consists of fill material brought in from local areas. The first power plant structure was built in the 1920s, and in the decades that followed, additions and upgrades were made to the power plant. Power plant operations stopped in 2006, and the plant was completly taken down by 2008.

Investigations and planning for the cleanup of the former Power Plant portion of the Site were completed by 2010, and 95 percent of the soil removal and cleanup activities were completed by 2013. The remaining cleanup activities for the former Power Plant portion of the Site should be complete by 2015.

Shoreline Area Investigations and FindingsFour phases of environmental investigations of the Shoreline Area were conducted between 1997 and 2013. The investigations found soil and groundwater contamination in the Shoreline Area. The contamination is related to former power plant operations, land uses before construction of the power plant, and materials in the fill used to construct portions of the Shoreline Area.

Contamination related to the former power plant operations included petroleum hydrocarbons, polycyclic aromatic hydrocarbons, arsenic and lead. Metals (chromium, cobalt, copper and nickel) were found in groundwater, but groundwater is not used for drinking water, and the contaminants appear to be related to natural conditions or pre-power plant land uses. The soil also contains naturally occurring asbestos (NOA) and metals that are part of fill material and serpentine rock.

There is public access on a portion of the Shoreline Area outside of the HPPP Site fence line. A Human Health Risk Assessment determined that the current use of this trail is safe for area residents. A Shoreline Remedial Investigation Report (RI) recommends that any cleanup maintains safe conditions into the future when improvements in the area may lead to changes in how it is used.

What Can Be Done to Clean It Up?The objective of a draft FS/RAP is to evaluate cleanup alternatives and to identify a preferred cleanup plan which prevents or reduces risks to public health and the environment. Before DTSC makes a final decision to approve or modify a cleanup plan the draft FS/RAP is made available to the public for review during a public comment period. All comments are reviewed and considered before the FS/RAP is approved.

Proposed Cleanup PlanThe Draft FS/RAP identified and assessed three options – (1) No Action; (2) Soil Removal and Backfill and Institutional Controls; and (3) Soil Containment, Removal and Backfill and Institutional Controls. Cleanup options were assessed according to several criteria, including overall protection of human health and the environment, estimated time for completion, long-term effectiveness, ease of implementation, and sustainability.

Based on the above criteria, the Proposed Cleanup Plan is option (2), Soil Removal and Backfill and Institutional Controls. Under the Proposed Cleanup Plan, soil in six areas within the Shoreline Area will be removed and transported to a permitted disposal facility. Clean soil or rock will then be used to backfill the work areas, except where the current surface is primarily rock.

After soil removal and backfill efforts are completed, the surface area will be restored. The surface restoration will protect future users of the area against possible exposure to NOA and metals in the historical fill. Restoration measures will also comply with planning guidelines.

Institutional controls, in the form of a land use covenant, will then be put in place by DTSC and PG&E to protect against exposure to NOA and other fill-related contaminants located deeper in the soil. The land use covenant will: (1) prohibit uses of the Shoreline Area that are not consistent with the remedy, (2) require maintenance of the site restoration features, and (3) require a Soil Management Plan.

California Environmental Quality ActTo comply with the California Environmental Quality Act (CEQA), DTSC prepared an Initial Study to evaluate environmental impacts from the proposed cleanup actions. DTSC concluded that the cleanup will not have a significant impact on the environment and intends to issue a CEQA Negative Declaration. The draft Negative Declaration is available for public review at the information repositories listed in this Fact Sheet.

Next StepsA public meeting for the Draft FS/RAP has been scheduled for Tuesday, December 9, at 6:00 PM at Our Lady of Lourdes Catholic Church, 410 Hawes Street, San Francisco, California. This public meeting is an opportunity for members of the community to ask questions, learn more about the project, and submit comments on the Draft FS/RAP. DTSC will not make a final decision on the Draft FS/RAP until all public comments have been reviewed and considered. Following review of the public comments, DTSC will prepare a Response to Comments document that will be sent to all those who comment. The Response to Comments is DTSC’s formal written response to all comments received and becomes part of the official administrative record.
