78.04.17 APPROVAL OF THE MINUTES The minutes of the regular meeting of March 8th, 2017 were given to Council members, by means of the electronic assembly file folder. It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council adopt the minutes of the regular meeting of March 8th, 2017 with a corrections to resolutions 58.03.17 and 63.03.17. 79.04.17 DIRECTOR GENERAL’S REPORT REGARDING CURRENT DOSSIERS The Director general presents Council who acknowledge receipt of the follow-up dossier regarding projects dated April 7th, 2017.

80.04.17 EXPENSE STATEMENT The list of accounts payable and accounts paid during the month of March 2017 was given to Council members by means of the electronic assembly as well as the list of authorized expenses as per the delegation of competency by-law 351. It is proposed by Councillor Jean-Pierre Dorais who has studied the lists and answered questions from council members. And unanimously resolved by all councillors: That Council approve the accounts as detailed on the lists presented.

The Mayor and the Director general are authorized to make the payments.

Mayor Timothy Watchorn has denounced his employment with the company 9129-6558 Québec Inc. – known as David Riddell Excavation / Transport and has left the deliberations area and has not taken part in the discussions regarding discussions regarding the dossier pertaining to the company.

81.04.17 STATEMENT OF FINANCIAL ACTIVITIES TO MARCH 31ST, 2017 The Director general presents Council, who acknowledge receipt of the statement of financial activities to March 31st, 2017. 82.04.17 PRESENTATION OF THE 2016 FINANCIAL STATEMENTS AND AUDITOR’S REPORT The Director general presents Council, who acknowledge receipt of the 2016 financial statement and of the auditor’s report as well as a summary report.

CORRESPONDENCE The Director general reviews the correspondence for the month of March 2017. Council acknowledge receipt of the letters presented to its members. The Director General will take action and follow up if necessary.

Considérant que cette personne pourra faire la promotion de la concertation du milieu, aider à dégager des enjeux et proposer des stratégies, coordonner des rencontres de concertation et des comités de travail, planifier des activités de mobilisation et des événements de toutes sortes avec les différents partenaires du territoire de la MRC des Pays-d'en-Haut afin d'encourager une vision commune du développement social en rapport aux enjeux concernant les aînés; Il est proposé par monsieur le conseiller Jean Dutil Et unanimement résolu par tous les conseillers : Que ce Conseil exprime son appui à la Table des Aînés pour la réalisation du projet afin que la qualité de vie des aînés reste une priorité dans notre communauté. 85.04.17 SUPPORT FOR THE COORDINATION TO SET-UP AN ACTION PLAN FOR THE SIMON RIVER WATERWAY Considering the Municipality has received a request from Abrinord for the coordination of a Plan d’action de cours d’eau for the Simon river within a request for the MRC des Pays-d’en-Haut’s Fonds de développement des territoires (FDT); Considering Simon river, with its surface area of 165,7 km², its basin spreads throughout seven municipalities, specifically six on the MRC des Pays-d’en-Haut territory (Morin-Heights, Piedmont, Saint-Adolphe-d’Howard, Saint-Sauveur, Sainte-Adèle and Wentworth-Nord); Considering a plan d’action de cours d’eau is a tool for strategic territorial planning which regroups the necessary information elements for the understanding of hydric environmental or territorial problems which pertain to the basin of a particular waterway. Considering that a workgroup which would include municipal, economical and community players regarding the Simon river basin, participated in the preparation of a waterway action plan which allowed for the identification a prioritized action plan; It is proposed by Councillor Jean-Pierre Dorais And unanimously resolved by all councillors: That Council support the setting-up of the plan d’action de cours d’eau for the Simon river as presented by Abrinord. 86.04.17 ADJUDICATION OF THE ISSUANCEOF BANKNOTES Considering the Municipality proceeded with a public tender for the financing of by-laws 352 – repairs to Christieville dam, 462 – regarding infrastructure work and paving of Dwight road, 476 – paving work in Domaine Balmoral – Doral area and 475 – Lac Alpino dam; Considering the Municipality has received the following offers: Banque Royale du Canada : 2,22000 % Financière Banque Nationale : 2,31899 % Caisse Desjardins de la Vallée des Pays d’en Haut : 2,61000 % It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors:

That the municipality accept the offer made by the Royal bank of canada for its loan by banknotes dated April 19th, 2017 in the amount of $ 675,400 as per by-laws 352, 462, 476 and 475. This banknote is issued at the price of 100,0000..CAN for each $ 100 value of the banknote, issued in a five (5) year series as follows: 46,400 $ 2,22000 % April 19th, 2018 47,600 $ 2,22000 % April 19th, 2019 48,800 $ 2,22000 % April 19th, 2020 50,300 $ 2,22000 % April 19th, 2021 482,300 $ 2,22000 % April 19th, 2022 That the bank notes, capital and interest are payable by cheque to the order of the registered holder or by pre-authorized bank withdrawal. 87.04.17 MODIFICATION PURSUANT TO THE FINANCING OF BORROWING BY-LAWS 352, 462, 476 AND 475 Whereas in accordance to the following borrowing by-laws and the amounts indicated for each, the Municipality of Morin-Heights intends to borrow by banknotes, a total amount of $ 675,400 ;

Whereas the Municipality of Morin-Heights would like to take advantage of the provisions of Article 2 of the Loi sur les dettes et les emprunts municipaux (L.R.Q. c. D-7) which stipulates that the original term of the loan may be extended for up to twelve (12) months at the time of financing; Whereas on April 18th, 2017, the Municipality of Morin-Heights had an amount of $ 699,100 to be renewed on an original loan of $ 910,000 for periods of 5 years, 10 years and 15 years as per by-laws number 352, 462, 476 and 475; Whereas an amount of $ 23,700 was paid in cash therefore leaving a net balance to be renewed of $ 675,400;

Whereas for this purpose, it becomes necessary to modify the borrowing by-laws for which these banknotes are issued; It is proposed by Councillor Jean-Pierre Dorais And unanimously resolved by all councillors: That the preamble to this resolution becomes an integral part as if it were reproduced in its entirety. That a loan by banknote in the amount of $ 675,400 provided for in borrowing by-laws number 352, 462, 476 and 475 be done. That the banknotes be signed by the Mayor and the Secretary-treasurer. That the banknotes be dated April 19th, 2017. That the interest on the banknotes be payable semi-annually. That the banknotes, with regards to the capital, be reimbursed as follows:

That to realize this loan, the Municipality of Morin-Heights must issue a shorter term than the term provided for in the borrowing by-laws, specifically a term of five (5) years (as of April 19th, 2017) with regards to the annual amortizations in capital scheduled for years 2023 and following, instead of the term provided for said amortizations for borrowing by-laws number 462, 476 and 475, each subsequent loan must be for the balance or part of the balance owed on the by-law. That the Municipality of Morin-Heights borrow $ 674,400 by banknotes in renewal of the issuance of banknotes for an additional term of 1 day to the original term for the above-mentioned by-laws.

88.04.17 REQUEST FOR ROAD CLOSURE – SOUPE ET COMPAGNIE Considering that Council has received a request from the Soupe populaire de la Vallée de Saint-Sauveur regarding the organization of a roadblock within the “Semaine de Partage” theme to be held on Saturday, May 20th, 2017; Considering the Soupe Populaire is responsible for obtaining the proper authorization from the Minister of transport and the Sûreté du Québec; It is proposed by Councillor Mona Wood And unanimously resolved by all councillors: That Council authorize the the Soupe populaire de la Vallée de Saint-Sauveur to erect a roadblock at the intersection of Village and Watchorn / Lac Écho roads, on May 20th between 10:00 a.m. and 2:00 p.m. That Council notify the Soupe populaire de la Vallée de Saint-Sauveur that they are responsible for gathering volunteers and the necessary personnel for these activities at no cost to the Municipality. 89.04.17 SUPPORT FOR THE FTD PERSONNEL FOR THE TABLE DES AÎNÉS DES PAYS-D’EN-HAUT PRÉVENT’OR PROJECT Considering the Municipality has received a request to support the Table des aînés des Pays-d’en-Haut with regards to their Prévent’or project within the MRC des Pays-d’en-Haut’s Fonds de développement des territoires (FDT); Considering this prevention plan promotes a healthy and safe lifestyle for seniors living home alone; It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council support the request presented by the Table des aînés des Pays-d’en-Haut regarding their project for the Fonds de développement des territoires for Prévent’or prevention kits.

90.04.17 TRANSFER OF LOTS FOR PARK PURPOSES Considering that, in 2011, lots 3735061 (zone 7), 3735061 (flood zone), 3735068 (zone 7), 3735068 (flood zone), 3735073 (zone 7), 3735073 (flood zone) on Village road were adjudicated to the Municipality at the time of the sale for taxes; Considering the lots are mostly located within wetlands; It is proposed by Councillor Jean-Pierre Dorais And unanimously resolved by all Councillors: That Council authorize the transfer of lots for them to be integrated into the Municipality’s parks heritage. That the mayor and director general be authorized to sign for and in the Municipality’s name. That the director general be authorized to do whatever is necessary in this dossier.

91.04.17 CONGRATULATIONS TO STUDENTS AND TEACHERS OF MORIN-HEIGHTS ELEMENTARY SCHOOL Considering that the students of Morin Heights Elementary School have won a 25,000 $ price within the Staples program; Considering the project was to make students environmentally literate and environmental champions by the time they graduate. Shown through their Wild Project, they make students environmentally literate by connecting them with nature on a regular basis to learn about their immediate envi-ronment (forests, animals, streams, lakes, etc.) and their daily impact on this environment. Students are learning about their environment through weekly educational activities on Wild Wednesdays while local community experts, like gardeners, environmentalists, biologists, birders, geologists, etc., assist the school in learning about local environmental issues; It is unanimously resolved: That Council congratulate the students and the teachers of Morin-Heights Elementary School that have realized this educational project regarding the environment.

92.04.17 MONTHLY REPORT FROM THE DIRECTOR The Director general presents council who acknowledge receipt of the monthly report for the month of March from the Director, Fire department, the list of authorized expenses for the month as per competency delegation by-law 351. The follow up of the request for union accreditation for the Morin-Heights firefighters was also presented. 93.04.17 SQ ACTIVITY REPORT The Director general presents council, who acknowledge receipt, of the Sûreté du Québec's report to April 7th, 2017.

94.04.17 HIRING – FIREFIGHTER – OLIVIER DESROCHERS Considering that the Morin-Heights Fire Safety Department has 26 firefighters and that the credit pertaining to the remuneration are consequently provided for in the budget; Considering that the Director, Fire Safety Department recommends to Council, the hiring of Mr. Olivier Desrochers as a firefighter in order to complete the team;

It is proposed by Councillor Mona Wood

And unanimously resolved by all councillors: That Council authorize the hiring of Mr. Olivier Desrochers as a firefighter at the conditions applicable to the personnel of the Fire Safety Department. That this individual be submitted to a trial period of three months and to a probation period of twelve months. 95.04.17 PURCHASE OF 2017 TRUCK

Considering Council proceeded with a request for tenders by invitation for the purchase of a new 2017 4X4 pick-up truck; Considering the Municipality has received the following offers:

It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council grant the contract for the purchase of a new 2017 truck as described in the tender to the lowest bidder in conformity, Boisvert Pontiac for an amount of $ 39,966.30, including taxes. That Council allocate the necessary amount for the purchase from the working capital fund which will be reimbursed with five equal instalments beginning 2018. That the customizing of the vehicle be paid for by the current budget. That Council authorize the Director general to sign the pertinent documents for the purchase.

96.04.17 MONTHLY REPORT FROM THE DIRECTOR, SERVICE DES TRAVAUX PUBLICS

The Director general presents Council who acknowledge receipt of the monthly reports for the month of March, the list of daily calls as well as the list of expenses authorized during the month as per the delegation of competency, by-law 351.

97.04.17 HIRING – SUMMER 2017 PERSONNEL Considering there is a need to hire temporary personnel in order to complete teams during the summer; Considering the Director, public works department’s recommendation; Considering the letter of intent signed by the Union, local 3950; It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council authorize the hiring of the following people as labourers at the conditions established in the collective agreement:

98.04.17 CONTRACT – SWEEPING OF ROADS - 2017 Considering the administration has asked the company for an offer for services for the sweeping of roads throughout the municipality’s territory on the basis of 160 hours; Considering the Municipality has received the following offers:

Considering the credits are provided for in the current budget; It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council grant the contract to Groupe Villeneuve Inc., for the sweeping of roads throughout the Municipality for a total of $ 16,844.99, including taxes. That the Director general be authorized to sign the contract and make the payments as per the price per unit of $ 91 per hour and the conditions of the tender. 99.04.17 ANNUAL DECLARATION OF WATER SAMPLES FROM THE MUNICIPALITY’S DRINKING WATER NETWORKS The Director general presents Council who acknowledge receipt of the annual report regarding samples taken from the Municipality’s drinking water networks. 100.04.17 MONTHLY REPORT FROM THE URBANISM, ENVIRONMENT AND LAND DEVELOPMENT PLANNING The Director general presents Council who acknowledge receipt of monthly report for March 2017 from the Director of the Urbanism, environment and land development department.

101.04.17 END OF EMPLOYMENT – JOSÉE POIRIER Considering Mrs. Josée Poirier was hired as administrative assistant, urbanism and public works department by resolution number 134.05.16; Considering Mrs. Poirier’s probation period was extended by resolution 8.01.17; It is proposed by Councillor Jean-Pierre Dorais And unanimously resolved by all councillors: That Council ratify the Administration’s decision to terminate Mrs. Josée Poirier’s employment as of March 17th, 2017. That the Director general be authorized to do whatever is necessary in this dossier. 102.04.17 AGREEMENT REGARDING THE MAINTENANCE OF FLOWERBEDS AND FLOWERS Considering an agreement was entered into with Vaux VERT / Bordelac, Mr. Gilles Saulnier, to undertake work pertaining to the maintenance of flowerbeds for the 2017; Considering the credits are available in the current budget; It is proposed by Councillor Mona Wood And unanimously resolved by all councillors: That Council approve the terms of the agreement for which the amount is established at 24 778 $, including net taxes, attached herewith forming an integral part hereof and authorizes the Director general to sign the agreement with Mr. Gilles Saulnier for and in the Municipality's name. 105.04.17 REMUNERATION POLICY FOR RECREATION, PARKS AND OUTDOOR NETWORK EMPLOYEES The Director general presents council with the 2017 version of the ‘ Politique de rémuneration des préposés au Service des loisirs, des parcs et du réseau plein air’; It is proposed by Councillor Jean-Pierre Dorais And unanimousy resolved by all Councillors: That Council approve said Policy by its version dated April 12th, 2017. 106.04.17 HALTE CYCLISTE PROJECT Considering the Administration presented a project for a ‘Halte cycliste’ on Village road bordering Simon river as per the MRC des Pays-d’en-Haut’s Politique de soutien aux projets structurants program; It is proposed by Councillor Jean Dutil And unanimously resolved by all councillors: That Council authorize the presentation of a ‘Halte cycliste’ project on Village road and authorize the Director general to do whatever is necessary in this dossier. That Council authorize financing of the project from the parks and playground fund to the tune of 50% of costs, should financial assistance be confirmed by the MRC des Pays-d’en-Haut. 107.04.17 TOUR DU SILENCE Considering that once again this year, the MRC des Pays-d’en-Haut is organizing the Tour du silence, a 20 km bicycle ride throughout the roads of Saint-Sauveur and Morin-Heights; Considering this event is part of the promotional objectives for the sharing of roads as per the VÉLOCITÉ route; It is proposed by Councillor Jean-Pierre Dorais That Council does not have any objections to the holding of the event on Wednesday, May 17th, 2017 between 18h30 and 20h30 p.m. as per the proposed itinerary.
