Waterside. Irvine. Ayrshire, was at Grata Bridge Magistrates' Court on Wed- nesday fined a total of £10 and ordered to pay £5 5s. costs. He was represented by Air T. (J. Arnotit. who pleaded "Guilty" on his behalf. It was revealed that the offences came to light as a lesult of clever detection o n t h e part of 17-years-old Alan Butler, of Gayles. who was em- ployed as an apprentice fitter at Greta Bridge Garage, a n d w h o observed that the serial numbers on the petrol coupons tendered by defendant on February 2nd last were not consecutive., and that the index letters showed that the coupons had not been taken from the same standard petrol ration nook. The Chairman o f t h e Alagis- tra'es (Mr Norman Field), com- mended Butler for his presence of mind in reporting the matter and his observation which led to defend- ant being traced. Rroseciiting on behalf o f t h e Ministry of Fuel and Power. Air V. 15. Bee/.loy said that Stewart stopped at Greta Bridge Garage on Febru- ary 2nd last for petrol, and pro- duced to Butler four conioons. three of which appeared to have been punched. Stewart was supplied with the pe'ro! but tilie apprentice wrote the number o f t h e ear on the back o f t h e coupons. CAR OWNER TRACED. 'J'he authorities were informed and the ownership of the ear was eventually traced. W,hen inter- viewed at liis home at lrv.ine. Stewart, without hesitation, said, '• 1 a m t h e culprit," and added that he had received the coupons from a friend, iihe name of whom h e r e - fused to disclose. Further enquiries levealed that the coupons had been handed i n a t a garage at Troon. Scotland. He looked into his driving mirror a t a time when the motor cyclist w a s o n t h e l>omt of overtaking a n d w a s i n a blind spot i n t h e centre of the road. At Richmond Rural Council meet- ing "on Saturday, the Housing Com- mittee reported receipt of a letter from Headquarters, Catterick Dis- trict, slating that further evictions from War Department quarters would take iplace in the near future. They requested that consideration be given to the allotment of suitable accommodation for the families con- cerned. The Housing Committee recommended that a meeting be arranged at Headquarters,. Catter- ick. between ithe representatives of the Ministry of Health, t h e W a r Department, a n d t h e Council, with a view to having the position clari- fied. The Council appointed the Chairman., Coun. W. Hutchinson, and Conns. C. Smith. R . V . S. d'Arcy Hildyatd. F. AI. Hill, and R. C. Rickaby. to attend the meet- ing. Coun. P. AI. Hill expressed dis- ainpoiutnient on receipt o f a letter stating it was not possible to arrange for a bus 'to take Alarske and district people to Richmond market o n a Saturday. He described Marske as being a "Cinderella." and said people h a d t o walk miles "to catch a tegular bus at Alarske Bridge a n d t h e hardship w a s i n - creased. Coun. A. Pickersgill said if a bus was required for trippers and including a Saturday. Messrs Percival were always'able to supply one, so that the statement of there not being enough buses d i d n o t apply. The Council agreed t o a s k the Traffic Commissioner" to meet Conn. Hill i n t h e first instance and also Alarske Parish Council. The tender of Air Walter Thomp- son. Northallerton, at £1.805 for the erection of a public convenience at Catterick Village was adopted. The danger attached t o a b i g hole in the road at Catterick Village was emphasised by Conn. \ . R . Dossor. He mentioned (that a lorry with a big tank attached had recently fell into the hole, a n d h o thought it was going to fall on some houses with serious consequences. Some foreign visitors staying with Kim thought it was a hole left over from bombing attacks of the last war. A long controversy ensued as to ihe ownership of that portion of the road, and it was agreed that Conn. R. Lawson should contact Mr T. W. Aletcalfe. Area Surveyor. Coun. G. Smith said he was dis- turbed at the number of infectious eases. 20. mentioned i n t h e report of the Medical Officer. Coun. W. Hutchinson. Chairman. said they were all concerned with, drawn up. Catterick Camp, and the Medical Officer w a s n o t present to give the Iroasott for the cabas. Members said it was mostly due to die mov- ing population o n t h e Camp. The eases included scarlet fever 17. Ger- man measles 1, measles 1. cerebro- spinal fever 1. Replying t o a n inquiry by Coun. G. Smith. A i r V . Xeedhaiu. Sur- veyor and Sanitary Inspector said he was inadequately staffed. The whole o f t h e work o f t h e district was left to h i m a n d h e w a s " run- ning his c a r t o death." It was go- ing i n f o r repairs, and he did not know what was going to happen. It would be better i f h i s staff was " mobile." Coun. Sedgwick (Colburn) moved that they consider the appointment of a Cleik of Works to work under the Surveyor during the construc- tion o f t h e Council houses. Rev. V. V. le Brun Crankshaw aml County Conn. ft. V . S. d'Ar.y Hildyard urged the need o f a Clerk of Works or ait assistant to the Sur- veyor. The former suggested hav- ing a v a n f o r t h e Surveyor's staff, and Coun. R. Lawson replied that the Council had some previous experience o f a van. (I.atisrhter.) The Chairman said the whole thing needed discussion for they had to safeguard ratepayers. Ou a proposal by Conn. A,. Is. Boanas. the matter will come before the next meeting o l ' t h e Housing Committee. Reporting on his attendance a t a conference of the Rural District Councils' Association at Bourne- mouth. Coun. G. Smith said Rural Councils were complimented o n t h e i r •initiative. He saw houses built ot local stone and expressed a hope that Richmond Rural Council would be able to do it. Conn. F . M . Hil'l. who accom- panied poun. Smith, said the Coun- cil should never hesitate to send delegates to such conferences, for they were instructive and interest- ing. The Medical Officer in his report stressed the need o f a proper sew- age disposal system at Hudswell. He said i t w a s a danger to public, health to have an open sewer run- ning through the main street where 20 t o 9 0 children were i n t h e habit of playing. Conditions such as those were always liable to give rise to outbreaks of infectious diseases.
