Oil Spill Response Toolkit
Aim of Presentation
to provide a brief overview and update on the development of the Oil Spill Response Toolkit
to date
Content
• aim of the Toolkit
• the Toolkit development plan
• progress to date
Oil Spill Response Toolkit
OSR Toolkit
Oil Spill Response Toolkit
Aim of Toolkit
• to provide the UK offshore Oil and Gas Industry response personnel with the necessary
operational guidance to plan and implement an approved response strategy or response
activity
referenced once a response strategy(ies) / activity(ies) have been identified - utilising the
OPEP & engaging the key stakeholders
OSR Toolkit
Objectives of Toolkit
• to re-affirm the responders awareness of the strategy and its potential outcome
• to describe the equipment required to implement the response
• to identify the response expectation of the Operator and response contractor
• to identify other considerations when implementing the strategy i.e. weather, logistical
• to road map other support documents / websites that would provide additional technical
information i.e. oil spill equipment.
Oil Spill Response Toolkit
Scope
• Toolkit is intended to sit outside of current UK regulatory framework = operational
guidance
o referenced within the OPEP and used as a planning tool to support current and
forthcoming operations
o support the implementation of the response strategy / activity
• aimed at Operator tactical response teams
o to be used jointly by Operator and response contractor(s)
• accessible to all companies / agencies.

OPEP = strategy development
Toolkit = planning / implementation of agreed strategy / activity

Contents
• a portfolio of “Response Implementation Guides”
containing the core strategies / activities
• the RIGs will contain the necessary information to allow
the response contractor and the Operator to discuss and
confirm the specific requirements and expectations prior
to implementation.

Post Incident Monitoring Post stand down guidance regarding the methods for monitoring the impact to environmental and
socio-economic receptors
Managing Claims Considerations for establishing a claim management system from a central location and localised
shoreline centres
Associated Response Activities
whilst not critical to the primary response, there are additional activities that could influence the
overall response

OSR Toolkit
Process:
• identify the key stakeholders
• acquire an understanding of their involvement and response expectation
• identify gaps which may hinder the implementation of a strategy & resolve
- through the OPEP workgroup & other stakeholders
• once complete - confirm veracity through the OPEP workgroup
• establish a host web site & upload
• establish access rights for the site
• compile additional Guides.
Toolkit Development Plan
OSR Toolkit
Development of a single Guide as a pilot: “Containment and Recovery”
Containment and Recovery Stakeholders:
• response contractors (OSRL, Briggs, Braemar Howells, MCA)
o equipment considerations, manpower
• vessel classification societies (DNV, Lloyds)
o OILREC
• vessel brokers (Stewart Group)
• VOO operators (Farstad, Vroon, Gulf, North Star)
• stevedores
• harbour masters (Aberdeen, Peterhead, Shetland, Orkney, Liverpool)
• external agencies and operators.
