EXECUTIVE SUMMARY

1.1 Background

Essar Group is a multinational conglomerate and a leading player in the sectors of Steel,

Energy, Power, Communications, Shipping, Ports & Logistics, Construction and Minerals.

Today, the Group continues to expand its global footprint, focusing on markets in Asia,

Africa, Europe, the Americas and Australia. Essar invests significantly in the latest

technology to drive forward and backward integration in its businesses, and on leveraging

synergies between these businesses.

Essar Ports Ltd (EPL) is one of the largest private sector port companies in India

offering a range of port and terminal services for liquid, dry bulk, break bulk and general

cargo. EPL holds various port assets of Essar housed in separate SPVs, EPL currently

has operational capacity of 104 MMTPA across its terminals in Vadinar and Hazira in

Gujarat and Paradip in Orissa. The company is in the process of increasing its aggregate

port capacity to about 200 MMTPA with an expansion project at Hazira, a new bulk

terminal at Salaya in Gujarat, a new coal terminal at Paradip, Odisha and iron ore

terminals at Vizag, Andhra Pradesh.

Essar Oil Limited (EOL) started commercial operation of 10.5 MMTPA refineries in April

2008 at Vadinar on the West Coast of India in the state of Gujarat. In subsequent years,

the Refinery was expanded to 20 MMTPA and upgraded considerably by addition of

equipment allowing operation with heavy, sour crudes. This expansion and upgrading was

accomplished through several projects, reaching completion in early 2012. The rated

capacity of Train 1 on above basis is 20 MMTPA. The Nelson Complexity factor for Train 1

is calculated to be 11.8.

Vadinar Oil Terminal Limited (VOTL) and Vadinar Ports and Terminal Limited(VPTL), are providing the Port and terminal facilities to the 20 MMTPA petroleum refinery

of Essar Oil Limited. VOTL and VPTL are Essar group companies and associate of Essar

Oil Limited (EOL).

Essar’s Marine and offsite facility created to support EOL Refinery consists of one SPM,

one product jetty having two Berths, a rail gantry, six road gantries, cross country pipeline

and around 3 million KL storage tanks for crude oil and petroleum products.

India is deficit in LPG, as against the demand of approx. 16 MMTPA domestic production

is approx. 10 MMTPA. The excess demand is met by import of LPG through various

terminals.

VPTL through a new SPV ‘Petro Tankage India Limited’ plans to develop LPG import

terminal. Facilities of VOTL and VPTL will be utilized for import of LPG and Petro Tankage

India Limited (PTIL) will develop the facilities for storage and transportation of LPG.

1.2 Proposed LPG Storage

It is proposed to store LPG in refrigerated tanks. The proposed location for storage is

near to the evacuation system for LPG produced by EOL refinery. The proposed storage

facility will be connected to the existing evacuation system. Total storage capacity

planned to have is 32000 Tons in Refrigerated condition, 16000 Tons each of Propane

and Butane.

The storage will be connected to Essar Jetty in Vadinar through the existing cross country

pipeline corridor for import of LPG and coastal dispatch in case required. Similarly the

storage will be connected to existing GAIL pipeline for despatch of LPG to North India

and to existing Truck Loading Gantry for despatch in this region.

1.3 Site Description

The site for the storage is located within Essar Refinery Complex in COT (Crude Oil

Tank) area; however it will be barricaded and isolated. The Refinery is located on the

state highway no. 25A (Jamnagar to Okha), which eventually connects to NH- 8A. The

nearest rail junction is at Modhpur, which is on the broad gauge line connecting Jamnagar

and Okha. The nearest airport is at Jamnagar, which is 50 km. (approx) from the proposed

location.

Some of the key location advantages of Essar Jetty are listed below:

Nearest point from Middle East to India and Industries in north and north-western states

are dependent on ports on the western coast.

Vadinar is strategically located in the Gulf of Kutch between two Islands namely Kalubhar

and Narara thereby a sheltered terminal and safe for navigation and berthing. This is an

all-weather deep draft terminal having no interruption in operation. The Natural creek helps

for very low siltation and hence dredging is not required.

1.4 Site Conditions

Essar had appointed different agencies to carry out studies and surveys of the refinery,

COT, pipeline corridor and marine facilities. Detail Geo-investigation works for the design

and construction of various foundation systems of tanks and other equipments, buildings

were carried out at site. The entire geotechnical investigation works consisting of several

drill holes, cyclic plate load tests, excavation of trial pits, field permeability tests, field CBR

test and electrical resistivity tests were carried out. Based on the results of all the field and

laboratory test results, the report was prepared to facilitate the designer in their design

work.

Similarly, for the entire refinery premises (i.e. refinery, COT, Pipe line corridor)

topographical survey was conducted to determine the levels of the ground and a report

containing survey maps showing grid wise levels for the entire area was prepared.

Since the proposed storage project is being executed within the existing area, the above

reports prepared during the construction of existing refinery area are being utilized.

1.5 Rehabilitation and Resettlement Issues

The storage will be on the existing available land block, there are no R&R issues.

1.6 Pollution Control Measures:

Being LPG storage, the proposed facility is not expected to have any Air, Water and Solid

pollution. For the refrigerated storage a flare will be installed to avoid any direct release of

LPG in atmosphere. PTIL is getting an Environment Impact study conducted by an

accredited consultant, recommendation of which will be strictly followed.

1.7 Project Schedule and Cost Estimates

The Project is scheduled to be completed in 24 months after getting all statutory

permissions and clearances.

The total preliminary costing of the project is estimated at Rs. 430 Cr. This cost includes

the cost for storage tanks of 32,000 Tons of LPG/ Propane / Butane and the associated

facilities.

2. INTRODUCTION OF THE PROJECT

India is a net importer of petroleum products; it requires to import LPG as domestic

production is much lower than the demand. LPG import has increased from 2.3 MMT in

2004-05 to 6.6 MMT in 2013 -14. As against the demand of 16.3 MMT in FY 2013-14,

domestic production was only 10.1 MMT necessitating import of 6.6 MMT of LPG.

During the last eight years LPG consumption has increased at a Compounded Annual

Growth Rate (CAGR) of 5.8 % from 10.4 MMT in 2005-06 to 16.3 MMT in 2013-14. On

the other hand, domestic production has increased at a CAGR of 3.4 % only from 7.7

MMT in 2005-06 to 10.1 MMT in 2013-14. Lower production growth rate compared to

consumption growth rate has caused very high increase in LPG import. LPG import has

increased at a CAGR of 11.3 % from 2.8 MMT in 2005-06 to 6.6 MMT in 2013-14. If

current growth rate of Consumption and production of LPG is continued for next 6 years,

by 2020 LPG consumption will be 22.8 MMT while domestic production will by only 12.3

MMT, requiring LPG import of 10.5 MMT. Hence LPG import is expected to increase from

6.6 MMT in 2013-14 to 10.5 MMT in 2019-20, an increase of approx. 4 MMTPA. To

address this increased import requirement, development of new LPG import terminal is a

necessity.

Moreover, land locked North India is deficit in LPG, hence there is a need for a LPG

import terminal in Gujarat which is closest to North India to cater to the growing demand

of LPG in North India. PTIL proposes to develop a new 2.5 MMTPA of LPG import

terminal at Vadinar in Devbhoomi Dwarka district of Gujarat. LPG will be imported

through existing petroleum handling jetties of ESSAR Marine Terminal. The terminal has

a very good draft and good marine condition hence fully loaded largest LPG ship (Very

Large Gas Carrier) can be berthed at the Jetty safely. Further it will reduce the freight

cost of LPG and will benefit the LPG consumers.

North India is deficit in the LPG and there are limited LPG import terminal in the state of

Gujarat and Maharashtra. Hence demand of North India is not being effectively met in the

current set up. It is partly taken care by the supply from the petroleum refineries and

fractionators in west India and partly by the imports through Haldia port.

LPG import facility in the coast of Gujarat is required to supply LPG to North India and

Vadinar is the ideal location due to the connectivity of the location to the North India

through a dedicated LPG pipeline up to Loni.

LPG consumption is increasing at high rate and this growth is expected to be continued in

future due to increase in rural penetration, use of LPG in automobile and industrial sector

and promotion of clean fuel by the Government. LPG is a clean fuel and as society

become more responsive to environmental issues consumption of clean fuels like LPG will

increase.

3. SITE INFORMATION

3.1. Site Location

The refrigerated storage tanks will be installed within Essar Refinery Complex, located on

state highway no. 25A (Jamnagar to Okha), which eventually connects to NH- 8A. The

nearest rail junction is at Modhpur, which is on the broad gauge line connecting Jamnagar

and Okha. The nearest airport is at Jamnagar, which is 50 km. (approx) from Vadinar. The

location is shown on the map below:

Existing Essar jetty for POL handling at Vadinar will be used for LPG import hence new

jetty dedicated for the LPG is not required, however in future new Berths to cater Refinery

expansion are planned to be developed and the same can be used for increasing quantity

of import of LPG.

LPG will be evacuated through Jamnagar - Loni GAIL pipeline which is around 7 Km from

the storage facility. LPG will also be evacuated through two existing road gantries in the

Essar Oil refinery. Storage facility will be connected to the existing road gantry through

pipeline.

A new road gantry will be constructed in the COT area as indicated in the layout for

movement of propane and butane. In case required based on Market condition Essar may

construct a new rail gantry in future, which can also be connected to the proposed storage

facility.

3.2 Site Conditions:

A brief description of the conditions existing at the site has been summarized below:

3.2.1 Meteorological

Climate: The climate is humid and coastal for most part of the year

Temperature: During the year, the temperature ranges between 5 Deg C (winter) to 46

Deg C (summer).

Rainfall: The average rainfall of the area is around 535 mm per year

Humidity: The humidity ranges from 96% in summer to 27% in winter

Earthquake: The area is classified under class IV of IS 1893.

Cyclone: Extreme wind speed occur in cyclone storms (average hourly wind exceeding

about 60 KMPH) approximately once every 5 years but extreme (average hourly) wind

speed of 100KMPH are rare.

3.2.2 Transport Linkages

The company transports its products from Dispatch area of the company through rail and

road systems. A brief description of the transport linkage of the Dispatch is given under:

(a) Road link: Vadinar is connected with state highway which eventually connects to

NH-8A near Rajkot in one direction and SH-28 on the other side. The road

connectivity of the area is shown below:

(b) Rail link: Essar rail gantry is connected to the main rail line between Jamnagar to

Okha through a siding from Modhpur station to the gantry. The rail connectivity is

shown in the map below:

3.2.3 Site Analysis

The general site analysis including connectivity, nature of land, topography, land use,

infrastructure etc are listed in the following table.

hard rock soil below the top layer. The study

of drill holes carried out at nearby areas

reveals existence of a thin overburden layer

consisting of loose brownish expansive soil

which is an

Admixture of clay silt mixed with sand, gravel,

and rock fragments at the top surface,

extending up to an average depth of about

0.4 - 1.0 m. This is followed by highly

weathered disintegrated basalt having a

thickness of about 3.0 - 4.0 m. The rock mass

beyond 4.0 to 5.0 m depth is weathered to

moderately hard basalt and fractured in

formation.

4. Existing Facilities of Essar

Essar’s offsite and Marine facilities for handling crude & product of the Refinery are as

follows:

Crude Facilities:

One Single Point Mooring (SPM) for transfer of crude oil from crude oil tankers to the

crude oil tank farm through offshore/onshore pipeline.

There are 12 tanks in Crude Oil Tankage (COT) area with combined capacity of 1.12

million KL for storage of crude oil of various types. The function of the crude oil tank farm

is to receive crude oil which is delivered by VLCCs from the SPM, provide storage

capacity & transfer the design crude oil mix, as per, the specifications to the Refinery for

the processing. A number of pumps have been installed at the tank farm for this purpose.

Apart from this the unit also comprises of supporting installations such as oil/water

separation facilities & firefighting system.

Product Facilities:

Product and Intermediate Tankages (PIT) for storage of products and intermediate

products

Dispatch Tankages for receiving of products from PIT and dispatch.

Rail & Road Loading Facilities for dispatch of products domestically to the rest of the

country

Product dispatch Jetty for dispatch of products by sea for coastal movement to other parts

of the country and for exports

Products & Intermediate (PIT) Tank Farm:

56 tank product storage facility with capacity of around 1.2 Million KL with inter-connecting

pipelines, associated pumps and other facilities.

41 tank intermediate product storage facility with capacity of around 0.7 Million KL with

inter-connecting pipelines, associated pumps and other facilities.

Intermediate storage facilities are installed for products from the units and transfers back

to other units for further processing. Once the final products are processed in the units, the

same are stored in the product tanks. From these Tanks Products are either dispatched to

Jetty through cross country pipelines for export and domestic coastal movement and are

transferred to the Dispatch area for delivery through Road / Rail loading facilities for

domestic use.

Dispatch Facilities:

27 product dispatch tankages with inter-connecting pipelines and cross-connecting

pipelines with capacity of around 0.08 Million KL.

Rail loading facilities with capacity of approx. 5 MMTPA including a platform that has spurs

on both sides for loading black as well as white oil and will be capable of simultaneously

loading two rakes. The rail gantry is fully automated.

Separate tank lorry filling facilities for White Oil (HSD, MS, SKO, ATF), LPG, Black Oil

(FO, Bitumen) with approx. capacity of 5 MMTPA. There are six road-loading gantries,

two for LPG (with 8 bays each), three for white oil (8 bays each) and one for black oil (10

bay). These Gantries are fully automated truck loading facilities and include loading arms

and flow meters for delivering preset product quantities at each bay.

Access to the terminal is controlled through an automated gate using card identification

sensors. Each entrance and exit from the terminal will be logged and will be integrated to

the filling system and documentation system.

Product Jetty:

Two Berths have been constructed to handle Petroleum Products in KPT waters at

Vadinar. These are situated in a natural creek ‘Pathfinder inlet’ with water depth of 15 – 17

meters and are capable of handling ships from 25000 DWT to 100,000 DWT and can

handle VLGC (Very Large Gas Carier) also. Central platform, breasting dolphins and four

mooring dolphins are provided in each Berth. These are equipped with fenders, bollards

and other equipment like Marine Loading / unloading Arms, pipelines, fire fighting,

Electrical and Instrumentation etc.

The jetty has the facility to load / unload petroleum products, which are transported

through cross country pipelines between Refinery and Jetty.

5. PROPOSED LPG STORAGE PROJECT DESCRIPTION

32,000 MT of refrigerated storage is planned to be developed for the proposed project.

There will be two tanks of 16,000 MT capacities each, one for storage of propane and one

for butane. Propane and Butane will be unloaded through the Product Jetty in refrigerated

condition (approx. - 40Deg C for Propane and approx -5 Deg C for butane) and

transported through insulated pipelines to the proposed Storage facility.

Propane and Butane will be stored at subzero temperature under atmospheric pressure in

Double Wall Double Integrity Tanks. This double integrity cap-in provides extra vapor

space of 15-20% depending on tank dimensions which is very useful for maintaining tank

pressure within operating limits especially under emergency condition. The presence of

vapor in the annular space between the cup and shell acts as an insulating media and

helps in reducing the heat ingress from outside.

The tank is designed as per the API 620, Appendix R. The outer tank is insulated with

polyurethane that is formed in-situ. The bottom insulation is foam glass and Perlite

Concrete which is a load bearing insulation. The top of the cup is insulated by mineral

wool (Fiber glass wool insulation) which is spread on a suspended deck. Insulation

thickness is determined to limit the tank boil off within 0.04 wt. % per day.

The tanks will be equipped with two pressure relief valves to safeguard against

overpressure. Isolation valves are provided with suitable mechanical interlock. Also the

tank is equipped with two vacuum relief valves to safeguard the tank against isolation

valves which are provided with suitable mechanical interlock.

The tank rests on elevated foundation for a free passage of air from below, so as to avoid

freezing of foundation. A staircase tower with platform landing up to tank top is provided to

access tank’s top nozzles.

As propane and Butane are stored in refrigerated condition in the atmospheric tank, it is

important to keep heat ingress into the tank to the minimum possible. Insulation plays key

role in this aspect. The commonly used insulation for the tanks is Polyurethane foam

(PUF) which is cast in-situ, on the outside tank shell and covered with aluminum cladding.

Following considerations in design are made to ensure safety of storage tank and

connected operations:

Remote shut-off valves on tanks main inlet and outlet line.

Dual measurement for tank level/pressure and interlocking with

refrigeration compressors, ammonia receipt and pumping, emergency vent

to flare.

Dual level measurement for the annulus portion of the tank annulus

draining facility

Refrigeration system based on reliable screw compressors

Stand-by equipment for critical duties and utilities.

Closed vent drain system.

Redundancy in critical instrumentation & control.

Adequate fire water grid and water curtain around pumps and road tanker

loading stations.

The refrigerated Propane and Butane storage system comprises of the following:

Atmospheric Storage Tank (Double Valve Double Integrity)

Refrigeration System (includes Screw compressors, Condensers, Receiver

etc.)

Transfer pumps

Flare system

Road Gantry

All utility equipment (cooling tower with Side stream filters, Instrument air

compressor system, DG System etc.)

Two nos. of packaged boilers for steam generation required for heating

Electrical & Instrumentation system.

Propane and Butane will be heated and mixed in required ratio to make domestic LPG and

transported to GAIL pumping station within Essar Refinery complex through pressurized

line. The line will also be connected to existing Road Gantry and Rail Gantry (in future)

through pressurized storage of Refinery. A four bay Gantry will also be developed within

the COT area as indicated in the drawing for dispatch of special Product like Propane,

Butane & Auto LPG and some quantity of domestic LPG if required. Ratio controller as

well as static mixer will be provided for blending of Propane and Butane properly.

Evacuation Facilities:

It is proposed to provide the following evacuation mode for dispatch of LPG, which

already exists in Essar Refinery Complex:

Through Truck loading Gantry – two truck loading gantry with 8 bays

are installed in the Essar Refinery complex, these gantries will be

used for dispatch of LPG from the proposed project as well.

Through Pipe line: There is a LPG pipeline connecting Essar Refinery to

the North India for transportation of LPG. Capacity of the main pipeline is

2.5 MMTPA and it is planned to be further expanded by GAIL.

Electrical:

Power requirement for the storage will be approx 5 MW, which will be taken from

ESSAR Power Gujarat Limited , Salaya (EPGL).

Instrumentaion:

Suitable DCS, ESD and FGS system will be provided for monitoring and control of

the storage facility.

Utilities

Steam:

Two nos. of packaged boiler will be installed within the storage facility to meet the

steam requirement. These boilers will run on LPG taken from the storage, however,

initial startup will be done through HSD. Suitable size of Chimney will be constructed

for flue gas discharge from the Boilers.

Other Utilities:

Nitrogen and potable water will be taken from the existing refinery.

A cooling water system will be developed to cater to the need of the Storage

facilities, to be mainly used in compressors, condensers and Pumps.

Flare:

A flare stack will be provided within the LPG storage area for burning off gas released by

relief valves during unplanned over-pressuring of plant equipment for safety of the Plant

and Personnel. During plant or partial plant startups and shutdowns, flare stacks are also

used for the planned combustion of gases over relatively short periods.

Fire Water:

Fire water network and the facility will be connected to existing network of the Refinery. A

firewater reservoir already exists in the COT area.

6. ENVIRONMENT CONTROL MEASURES

Integrated Management System incorporating OHSAS, Environment Management Plan

and ISO will be adapted for the storage area, in line of the Refinery Integrated

Management System. All the recommendation of EIA will be suitably incorporated in the

system.

6.1 Green Belt:

Refinery is already having green belt around as per the statutory requirement. Additional

green belt if required for this storage facility will be developed.

7. PROJECT SCHEDULE AND COST

7.1 Project Schedule

The Project is scheduled to be completed in 24 months after getting all the statutory

permissions and clearances for the project. Essar Project India Ltd an Essar group

company will be engaged for execution of the Project as they are capable and have large

experience in executing such Projects on EPC basis, however, Reputed and experience

Engineering/ EPC Consultants can be engaged for some specialised Engineering and

construction works such as refrigerated storage.
