This Community Meeting Report is being filed with the office of the City Clerk and the Charlotte

Mecklenburg Planning Commission pursuant to the provisions of the City of Charlotte Zoning Ordinance.

A representative from LandDesign mailed a written notice of the date, time, and location of the

Community Meeting to the individuals and organizations set out on Exhibit A attached hereto by

depositing such notice in the U.S mail on May 16, 2017. A copy of this notice is attached hereto as

Exhibit B.

The Community Meeting was attended by the individuals identified on the sign-in sheets attached

hereto as Exhibit C. The Mecklenburg County Parks and Recreation Department was represented at the

Community Meeting by LandDesign staff (Beth Poovey, Dan Melvin, Jeffrey Mis and Cameron Fox),

Neighboring Concepts staff (Darrel Williams, Lindsay Schmidt, Kimberly Mobley, Honorine Umekesha,

Dan McNamee, Eric Orozco, Tisha Hyman, Gordon Douglas), and Mecklenburg County staff (Alicia Rocco,

Jim Garges, James Williams, and Lee Jones).

SUMMARY OF PRESENTATION/ DISCUSSION:

Jim Garges, Mecklenburg County Park and Recreation Director, opened the meeting by welcoming all

the attendees to the meeting/celebration and introduced the project team. He stressed the importance

of public engagement and feedback on the planning and design process for Eastway Regional Recreation

Center. Mr. Garges described the general program planned for the regional recreation center., He

informed the attendees that the project has been funded and will proceed on schedule pending the

approval of the project rezoning.

Alicia Rocco, Mecklenburg County Asset and Facility Management Project Manager stated that

Mecklenburg County Park and Recreation proposed to rezone approximately 90 acres of Eastway Park,

located at 423 Eastway Drive, from B-1, R- 17MF, and I-1 to Institutional (CD).

Beth Poovey with LandDesign, explained the rezoning process in general and stated that the purpose of

the meeting was to discuss the rezoning request and the conditional site plan and respond to questions

and concerns from nearby residents and property owners. Beth Poovey provided background

information about the park site and its planned program as a regional recreation center. Ms. Poovey

explained the public meeting exhibits and stations setup for the meeting (character analysis, site

analysis, building programming and rezoning).

Specifically related to the rezoning, Ms. Poovey stated the following:

o Rezoning Petition #2017-086

o The +/-90 acre site is being rezoning from existing zoning of B-1, I-1, R-17MF – to a new

zoning classification of INST (CD) – Institutional Conditional Zoning. A conditional

rezoning indicates we are agreeing to specific site plan, access, and other guidelines

related to the project, above and beyond the base Institutional zoning requirements.

o This zoning allows us the uses associated with a recreation center including uses allowed

in the INST zoning district and up to 150,000sf of building area.

o Parking will be provided at a ratio of 1 space per every 300sf of building area (for

example that would provide a minimum 450 parking spaces if the entire 150k building

was constructed).

o A full movement access at Eastway is planned as the primary movement (presently right

in and right out). We are working with NCDOT and CDOT on this access scenario.

o There are 3 existing stub streets from the adjacent neighborhood, to meet City

connectivity requirements the rezoning proposes to extend Americana Avenue with a

street, and provide pedestrian connections from Highlake Drive and Lakecrest Drive

o A vegetated buffer is required along the park edge adjacent to the residential

properties.

o It is proposed that approximately 50% of the site will remain existing forest/vegetation,

wetland areas, low impact recreation or buffers. This could change with the potential

extension of General Industrial Drive and the Cross Charlotte Trail.

o The City plans to extend General Industrial Drive, and may ask that the right of way for

this extension be dedicated as part of this process.

o The Cross Charlotte Trail south loop is also planned to be extended through the park,

and the City and County are working together to determine where that would best be

located.

o The nearest light rail station is Old Concord, and there has been a lot of discussion about

the need for a pedestrian connection to the station into the park, but that is not funded.

o The rezoning schedule is determined by the City and we are anticipating a staff

requested deferral. The earliest schedule would be July 17th for a public hearing and

September 18th for a Council Decision (these meetings occur at 5:30pm in the

Government Center uptown). Please check the city website for any updates.

o All staff that were present to talk to attendees were pointed out and asked to raise their

hands, then attendees were requested to visit the rezoning station, ask questions, and

fill out comment cards specifically related to the rezoning. For attendee comments see

Exhibit D.

We are assisting Mecklenburg County Parks and Recreation in connection with a rezoning petition it has filed with the Charlotte Mecklenburg Planning Commission seeking to rezone an approximately 89.22 acre site located at Eastway Park in Charlotte, NC from B-1, RM-17 MF and I-1 to Institutional (CD). The purpose of this rezoning is to permit the development of a Regional Recreation Center. The Eastway Regional Recreation Center will be approximately 120,000 sf in size and it will include a variety of amenities that will serve the surrounding communities. In accordance with the requirements of the City of Charlotte Zoning Ordinance, the Petitioner will hold a Community Meeting prior to the Public Hearing on this Rezoning Petition for the purpose of discussing this rezoning proposal with nearby property owners and organizations. The Charlotte-Mecklenburg Planning Commission’s records indicate that you are a representative of a registered neighborhood organization or an owner of property that adjoins, is located across the street from, or is near the site.

Accordingly, on behalf of the Petitioner, we give you notice that representatives of the Petitioner will hold a Community Meeting regarding this Rezoning Petition on Saturday, June 3rd, 11 am at Eastway Park in Charlotte, NC. 1. Because the site is so immense and secluded, I worry or concerned about security. Will it be safe to bring around children or myself as a senior? Will the area be secured for safety?

seniors, for example.4. A farm to table type of food service, which is healthy and not expensive. Maybe some kind of

partnership with a farming enterprise.

One. Where I live this would cause traffic problems with people trying to park at dead end at Lakecrest Drive.
