    LEG L M ND TEPursuant to Section 1 of P.D. 1144, the Fertilizer and

    PesticideAuthority (FPA) has the following mandate:

    To assure the people of adequate

    supply of quality fertilizer and pesticide(F/P) at reasonable prices, rationalize

    their production and marketing, and

    educate the public on the safe andjudicious use of these inputs.

    Legal BasisPursuant to Section 9 of PD 1144 and

    Article II, Sec. 1 of FPA Rules and

    Regulations No. 1, Series of 1977, allpesticides intended for commercial use

    in the Philippines shall be registered

    with the Fertilizer and PesticideAuthority.

    REGUL TORY M ND TES ON PESTICIDE To promulgate rules and regulations for theregistration and licensing of handlers of pesticide

    and other agricultural chemicals.

    To restrict or ban the use of any pesticide or the

    formulation of certain pesticide upon evidence ofits imminent hazard, has caused and is causingwidespread serious damage to crops, fish, andlivestock or to the public health and the

    environment.

    To determine scientific uses or manner of uses

    for each pesticide.

    To enter and inspectfarmers field to ensure thatthe recommended pesticide are used in specific

    crops in accordance with good agriculturalpractice (GAP).

    To establish and enforce tolerance levels and GAP

    for pesticide use in raw agriculturalcommodities.

    PESTICIDE REGISTR TIONSYSTEM Toensure that pesticide products meet the

    prescribed standards before they are imported,manufactured, formulated, distributed, sold andused in the Philippines.

    Products for registration shall be tested forefficacy under local conditions followingstandard protocols .

    Only FPA accredited researchers may conductfield tests and experiments.

    Types and Use of Required Datafor Pesticide Registration

    Bio eff icacy dataprovides a mechanism toensure that the pesticide product will performagainst the intended pests as indicated in the label.

    Toxicology datadata from this study as well asresults from skin, eye and dermal sensitization

    studies are used to identify relative acute toxicityfor classification and label precautionarystatements.

    Human safetyworkers exposure studies is

    required for new products with strong

    toxicological concern. Workers exposure and

    safety are generally arrived at by observation and

    judgment and monitoring or calculation.

    Environmental effectsinformation required to

    assess hazards to non-target organisms derived

    from tests to determine pesticidal effects on birds,

    mammals, fish, aquatic invertebrates and plants.

    Environmental fate and transport

    data generated are used to assess

    a) toxicity to man through exposure to pesticideresidues remaining on crops after application

    b) presence of widely distributed and persistent

    pesticide in the environment

    c) potential exposure of other non-target organisms

    like fish and wildlife.

    Residue in fooddata used to estimate exposure of

    the general public to pesticide residues in food.

    SEC. 2. PD 1144 IRRAny person may file an application for registration of a pesticide, which must be

    in the prescribed form addressed to the Authority and under oath, containing

    complete and detailed information required, which shall include:

    The proposed trade name of the pesticide and other agricultural

    chemicals;

    A statement of the composition, including all ingredients; and the

    chemical identities of its active ingredients, including their stability in

    storage;

    Adequate toxicological data (i.e. oral, dermal and inhalation) concerning

    the active ingredients;

    Instructions for use, precautionary measures, first aid, claims and other

    statements, which are proposed for the labeling;

    Reports of official or other accredited experimental stations on

    biological tests concerning the efficiency and safety of the pesticide,particularly under Philippine conditions;

    Methods of analysis of the formulated compound;

    Methods for determination of its residues; and

    Such samples or information relative to the efficiency or safety of the

    pesticide as may be required by the Authority.

    SEC. 2. PD 1144 IRR

    b.) The methods, facilities and controls used

    in and for the manufacture, processing,

    packing and storage of such pesticide are

    adequate to preserve its identity, strength,quality and purity.

    SEC. 4. PD 1144 IRRThe Authority shall, after such notice and hearing as

    may be deemed necessary by the Authority orrequested by the applicant, cause the registration

    of the pesticide subject of the application and the

    issuance to the applicant of a certificate thereof, it

    is adequately shown that:

    a.) Adequate tests by all methods reasonably

    applicable have shown that such pesticide is

    effective and safe for use under the conditionsprescribed, recommended, or suggested in the

    proposed label thereof; and

    Importance of SPRT

    To assist in the evaluation, during registration ofthe safety and efficacy of the products;

    Estimation of maximum residue levels on whichthe legal limits are based

    Adequate data from properly conducted trials involving agricultural plantsor farm animals intended for the production of food are needed to

    establish the parameters of:GOOD AGRICULTURAL PRACTICES

    in the use of pesticides

    Labeling RequirementsFPA Pesticide Rules and Regulations No. 1 s.

    1977 requires that every pesticide

    container offered for sale, distribution,

    storage and use shall bear a label printed,

    stenciled, marked, imposed or embossed on

    or attached to it.

    Product Stewardship ProgramThe pesticide industry and end-users are

    enjoined to adopt and implement a cradle-to-

    grave approach to pesticide managementthat include training of handlers and the

    public on the safe and judicious use of

    pesticides and the dissemination ofinformation materials through publications

    and mass media.
