1. IntroductionAll major emergencies will be dealt with by the emergency services, local authorities, utilities and voluntary agencies in a combined response. This Emergency Plan is not intended to be a substitute for these services and, in an emergency situation arising, the first action should always be to contact the emergency services by dialing 999. The purpose of the plan is to cater for extreme circumstances (for example heavy snowfall) that might prevent the emergency services from reaching the scene immediately. In such cases the initial response may rely entirely on Bishops Clyst residents; this plan describes how such an initial response will be coordinated.

2. AimDue to the unknown nature of emergencies, the emergency services, local authorities and Councils may be overwhelmed resulting in a delayed response. The aim of this plan is to increase resilience within the local community to flooding and other possible emergencies through developing a robust, pro-active and co-ordinated approach that compliments the plans of responding agencies. It is designed to help the Parish to consider the immediate actions required during and in the immediate aftermath of an emergency in order to mitigate negative impacts on the community in the interim period before further assistance arrives.

3. Objectives Identify the risks most likely to impact the community Identify relevant steps to mitigate and respond to emergency situations Identify vulnerable locations and residents in the community Provide key contact details for the Emergency Services Document resources available for use in an emergency

4. Initial Actions – Community Emergency Response TeamIf an emergency arises and it is not possible to contact the emergency services straight away (or if their response may be delayed), the Bishops Clyst Emergency Plan should be initiated as follows by the Emergency Co-ordinator. Each response member must reside in Clyst St Mary or Sowton and have good local knowledge.• Provide assurance to the vulnerable in the community• Communicate with the community and relevant agencies in times of emergency• Maintain confidentiality where necessary3• Keep a ‘grab bag’ containing the plan, appropriate clothing and equipment

In addition to the above listed, the role of the CERT Co-ordinator is to, Activate the CEP Report annually to the Community detailing if the plan has been activated and

highlighting any changes to the CERT members Act as the main focal point for District and County Council and the emergency services,

to ensure two-way communication is maintained Ensure that the appropriate authorities and individuals are notified

6. Evacuation Assembly Points

Primary Assembly Point - All villagers who are willing to help in the emergency should gather at the Primary Assembly Points:

Clyst St Mary Village Hall, Clyst St Mary, Clyst St Mary Primary School, Cat & Fiddle Pub.Sowton Village Hall, Sowton

or, if the Village Halls or School are inaccessible, they should gather at:Clyst St Mary Church; Sowton Church

The aim of the EAP is to provide a facility for the public to use as a short-term refuge. The EAP will be activated if the Persons Responsible decides that it is necessary to evacuate residents to a place of safety. Later in an emergency where people are required to leave their homes Devon County Council may set up a Rest Centre to provide temporary shelter. The Rest Centre will have facilities for sleeping, hot food/drinks and information.

7. Activation Procedures and EscalationA guideline activation procedure is shown below showing details of the procedure that should be followed following an emergency or serious incident. This plan will be activated when an emergency has occurred and when it is clear that normal response times of the emergency services is expected to be of extended duration. No person should put themselves at risk to fulfil these tasks.

6. Make sure you take notes and record actions from the meeting. If a decision is reached to activate an Emergency Plan remember to follow the appropriate check sheet.

8. Incident handlingDuring the emergency, anyone involved in coordinating a response should keep a log of all requests for assistance and action taken. See the form below. A supply of suitable forms is held by the Emergency Coordinator.

10. Vulnerable GroupsIf appropriate (for example, if the emergency occurs during the day in term time), the assembled villagers will make contact with the following vulnerable groups:

11. Vulnerable individualsIf appropriate, and using local knowledge, the assembled villagers will make contact with vulnerable individuals in the village (for example the disabled, elderly, housebound and parents with young children). Vulnerable areas to consider are Cat & Fiddle Retirement Village with many elderly and disabled residents. Lists cannot be made public but should an incident occur it would be recommended that any anyone with any knowledge of vulnerable people please advise either the emergency services or a member of this group.

Heavy snow Occasional heavy snowfall may cause a disruption of traffic movement through the Parish and be the cause of minor and / or major vehicle accidents. It could also cause physical injury to pedestrians on foot.In addition to this, there will be a larger impact on the more isolated areas of Clyst St Mary which would be cut off from local services. Care provider agencies operating in Clyst St Mary have their own contingency plans to get their staff to those for whom they care.

Severe Weather

Strong and destructive winds may cause damage to buildings, loss of electricity and fallen trees blocking roads or the River Clyst (potential flood consequence), risk of death or injury may result. Falling trees also pose a threat to both vehicles and pedestrians. Direct impact to households may include loss of power and structural exterior damage. Overhead power lines throughout Bishops Clyst are extremely vulnerable to strong weather and damage to these lines of communications and to private property are likely to occur.

Drought A likely impact might be potential major disruption involving restrictions/ introduction of standpipes.

Electrical Failure/Gas explosion

The loss of electricity or water to homes could result in the requirement to provide shelter and facilities to those affected, particularly during inclement weather.

Major road traffic incident

An event on the A3052, A376 or M5 resulting in the need to provide immediate shelter for casualties and survivors.

Disease/pandemic

The community should be prepared to react to the outbreak of a pandemic disease. Any response will be under the guidance of the Local Health Authority.

Gas explosion and adjacent gas main supply pipe.

Aviation incident

Training aircraft crash; fuel leak; plane crash by aircraft taking off or landing at Exeter Airport.

Gas main South West of England gas mains run through Oil Mill Lane.

Road closures

Road closures in Sowton village.

Terrorism An incident, possibly related to terrorism, violence or armed criminality, could require an area of Clyst St Mary to be evacuated and the evacuees requiring shelter.

Unexploded device

This would require the immediate area to be evacuated and those evacuees requiring shelter.

6. Grindle Brook Rainfall Rising flood water.

The major risk to the community comes from flooding as indicated in the table above. In recognition of this risk there exists a Clyst St Mary Flood Action Group under the Chairmanship of Lee Davidson – 07710 288914. This group under the auspices of the Bishops Clyst Parish Council produced a Community Flood Plan in 2011 which was updated in 2018.

Emergencies in the form of flooding will follow the procedures set out in this plan – attached at Appendix 1.

15. Health and SafetyConsideration must be given to the health and safety of all those involved in an emergency –including people that are being helped as well as those people that are helping. Safety Officers: The provision of safety officers to remain vigilant and to ensure safe accessand egress in an out of any building providing shelter; Dangerous Materials: Lock away anything within the building that may be dangerous such as cleaning fluids, tools etc; Spills and Trip Hazards: Clear up any spills immediately, to prevent falls and place a warning sign at the site of the spill. Ensure that any trip hazards are clearly visible and that trip signs are erected; reporting: Ask people take responsibility for themselves and the reporting of anything hazardous; Activities: Ensure careful lifting and handling of equipment in line with the HSE5; Signs: Erect signage to direct people to facilities e.g. toilets; Registration: Registration of anyone using a EAP/Parish Shelter including those that are helping; Vulnerable people: Particularly take care of the young, unaccompanied children, vulnerable and frail or disabled, or sensory impaired parishioners. Ensure there is always one than one person overseeing their care; Information: the provision of information will ensure that people become less stressed; Allergies: Consideration of allergies; Smoking: No smoking on the premises; Cleanliness: Ensure as far as possible that public health issues are considered e.g. cleaning of toilet facilities and food handling; Log: keep a log of events and actions; Risk assessments: risk assessments will be carried in all premises and on all equipment used at regular intervals throughout an incident to ensure the safety of everyone involved.

16. FinancesDuring an emergency, Local Authority Financial Services invoke special financial arrangements. Before spending money in response to an emergency, Bishops Clyst Parish Council must seek authority from its District Council. Where saving life is involved the District Council is unlikely to prohibit spending. However, it is essential throughout the course of the emergency the BEPG and its volunteers keep an accurate record of anything that they spend. There is no specific emergency fund in the reserves account. The Finance Chairman, Responsible Financial Officer and Chairman will pull emergency monies from general reserves following their authorisation.

17. RecoveryOnce the immediate emergency is closed, the BCEPG will initial the following procedures

Stand Down Procedure Confirm with the emergency services that the emergency is closed; If the Parish Shelter has been activated, authorise the closing of the Shelter and the

return home of evacuees; Stand down Shelter staff; Arrange for return of any equipment / resources; Carry out debrief on incident

The recovery phase is the process of restoring and rebuilding the community in the aftermath of an incident. Depending on the scale of the emergency this could range from a short debrief, to a prolonged period of reconstruction and ongoing support to those affected by the emergency. After an emergency event Devon County Council, who will engage key community members when and where appropriate, will facilitate the recovery process along with partner organisations. BCPC will base their recovery actions on guidance from key agencies. In general the following five key aspects will be covered:-

5 After a flood – future planning, details of what can be learnt in each area

The Coordinator will convene a meeting of all Wardens within one month of any flood incident to identify improvements to procedures and practices and lessons learnt. This could include representatives from the Environment Agency, Devon County Council and others depending on the severity of the event.

Residents should be invited to discuss any proposals they have for individual property flood protection.

Personal Flood Plan

What to do if flooding is expected Watch water levels and stay tuned to the local radio or TV. You can also get updates by

phoning the Floodline on 0345 988 1188 Alert your neighbours, particularly the elderly Move food, valuables, pets, livestock other items to safety Put sandbags or flood boards in place Prepare to turn off gas and electricity Be prepared to evacuate your home Protect yourself, your family and others that need your help Try to keep calm, and to reassure others, especially children Co-operate with emergency services and local authorities Prepare for evacuation

What to do after a flood – consider first Do not enter your house until all floodwater has been removed. Devon and Somerset Fire

and Rescue Service may be able to help you with pumping floodwater out of your house. Remember others may also need this help so you may have to wait your turn.

If nearby traffic is causing further flooding to your property contact the Police. Alternatively, if flooding is being caused by a public sewer contact the water company.

Always wear rubber gloves to move objects or clean surfaces that have been in contact with the floodwater, as the water will have been contaminated with sewage and other pollution.

Don't dispose of damaged goods until your insurers have had a chance to inspect them Get a qualified plumber and electrician to reconnect appliances. Look in the Yellow

Pages or on www.yell.com under 'flood damage'. Don't use electrical equipment that has been exposed to flood water until checked by a

qualified electrician. Avoid young children playing directly on timber floorboards or damaged tiled floors

until the floors have been fully repaired, as injury could arise due to sharp edges of tiles or raised nails in the floorboards.

Do not let young children play on affected areas until they have been cleaned down and restored to their normal condition. Children should always wash their hands after playing outdoors, especially before eating or preparing food.

Regularly vacuum up any loose material and dust. Contact your doctor if you become ill. You may have swallowed contaminated

floodwater. We can help the elderly and vulnerable return to their homes.

Ventilate your house after flooding - less damp is less damage. Put on protective clothing before starting any clean-up. Remove all soft furnishings and fittings that are damaged beyond repair. Remove dirty water and silt from the property including the space under the ground floor

if you have wooden floors. This space may need pumping out. Wash down all hard surfaces with hot soapy water and a domestic disinfectant

(following manufacturer's directions as to concentrations) to wash over all hard surfaces after cleaning.

Clothing, bedding and other soft/fabric articles including children's toys etc should be laundered at the highest temperature as indicated on manufacturer's instructions. If this is less than 82 degrees centigrade the articles may still contain bacteria.

Other soft furnishings that have been contaminated and cannot be put in a washing machine on a hot wash (as above) will have to be professionally cleaned or if this is not possible may have to be disposed of.

Contact our Environmental Protection Team for any advice on clearing up if you have any doubts about it.

Seek professional advice (structural engineer) if your property is damaged.

Food preparation and storage

Don't eat any food that has been covered by or come into contact with sewage or floodwater.

Wash your hands before and after preparing food. Ensure all surfaces that food will come into contact with are sound and disinfected. If

work tops and other areas show signs of damage, avoid food contact with these areas. Particularly make sure that the shelves including those in your refrigerator where food is stored are cleaned and disinfected.

Food preparation surfaces should be wiped down using hot tap water containing washing-up-liquid, and dishes and other utensils should also be washed in hot tap water containing washing-up-liquid. You could also use food safe disinfectant to sanitise the surfaces, dishes and other utensils.

All crockery, pots and pans should be thoroughly washed and rinsed with hot soapy water before using. If any of these are badly chipped or damaged do not use. You could use a food safe disinfectant to sanitise them after cleaning.

Frozen food that has been at ambient temperature for a few hours should be discarded in an appropriate manner. Check with insurers before disposal.

Don't eat garden or allotment vegetables that have been covered by sewerage or floodwater.

Don't be tempted to try and salvage damaged food -- including tins as they may be contaminated with sewage and chemicals left from the floodwater.

Insurance Check your insurance policy and contact your insurance company immediately. The majority of household policies provide insurance cover for flooding. If you are a

tenant and have taken out contents insurance, household contents, fixtures and fittings should be covered; it is normally the responsibility of your landlord to provide building insurance.

If you are uninsured you will most likely be responsible for covering all costs of flood damage. Remember to keep records of flood damage (photos etc).

Even if you listen to other stations, know how to tune into your local radio station for

public information in an emergency. Check your insurance cover is up to date.
