The Corps awarded the approximately $615 million contract to construct Permanent Canal Closures & Pumps (PCCP) at the mouths of the 17th Street, Orleans Avenue and London Avenue outfall canals on April 17, 2013 to PCCP Constructors JV.   The PCCP will provide a permanent and more sustainable measure for reducing the risk of a 100-year level storm surge entering the outfall canals.   The PCCP will be composed of permanent gated storm surge barriers and brick façade pump stations at or near the lakefront. The notice to proceed was issued on May 6, 2013, and construction will be complete in 44 months (2017). Major construction will begin in November. ****All practical efforts have been made to ensure that the design of these structures is as aesthetically pleasing as possible and the exterior of these structures conforms to other stations of their kind in the New Orleans area.****

Presentation Notes
The enhanced architectural design of the pump station, generator building, and auxiliary building reflects historic drainage pump station designs and building materials, such as brick facades and green patina copper roofing. The reduced building heights, enhanced screening walls, modified site layouts and augmented landscaping materials greatly reduce facility visibility to adjacent residences. Minimal noise impact at the property lines is achieved from the strategic orientation of generator buildings as well as improved acoustic treatments such as double walls with noise reducing panels, low air velocity remote radiators, and extreme grade generator engine silencers. The pump stations will be constructed with a deeper sill so that no major structural retrofitting would be required for adapting the structures in the future. Pumping Capacity 17th – 12,600 cfs Orleans – 2,700 cfs London – 9,000 cfs

What to expect during construction ► Elevated noise levels from pile driving, generators, etc.

• Pile Driving Activities : 7:00 AM and 9:00 PM ► Increased truck traffic (trucks will utilize approved

haul routes) *plan reviewed and approved by State of LA DOTD, City of New Orleans, Jefferson Parish

► Temporary road closures ► Extended work hours (up to 24 hours per day)

Efforts to minimize impacts during construction

► Noise and vibration monitoring plan to ensure that construction stays within city ordinances

► Coordinating with City of New Orleans Department of Public Works on temporary road closures

► GPS tracking system to monitor contractor truck route ► Construction signage indicating work ongoing /

workers present; signage with construction impact hotline

Following Construction Operated during storm events Operated during routine maintenance

• Twice Monthly during Hurricane Season (June 1 - November 30) • One monthly (December 1 – May 31)

Presentation Notes
Temporary Road Closures - Any such closures will be communicated to the public in advance of the closure. Noise / Vibration Monitoring - Contractor will utilize Blast Mate Series III vibration monitors to measure and record vibration levels before and during construction  Five Cubits – Will ensure that trucks stay within the designated haul route for that day and operation. This will allow the contractor to track their location in real time so accurate monitoring will be possible.
