INTERNATIONAL EXPERIENCE:

From September 2001 until February 2004, Stéfan Ethan de Kock joined An Bord Pleanála (Directorate of the Irish National Department of Environment, Heritage and Local Government). Here he gains extensive knowledge on particularly high- and medium density urban residential projects, urban conservation, rural- and agricultural related projects. Tasks included investigation, reporting and making of recommendations on appeals arising from planning decisions made by planning authorities. Responsibilities also include the conduct of oral hearings of appeals and inspection of sites. Typical projects involved with included

• High- and medium density urban residential projects;

• Rural- and agricultural projects;

• Urban conservation (Re-use, refurbishment of protected structures);

• Retail projects (various types);

• Commercial warehousing;

• Land-based wind turbine farms;

• Communication- and infrastructure related projects. OUR STORY:

Established by Stefan de Kock in 2004, Perception focuses on providing professional services of the highest standard within the fields of Urban & Regional Planning and Heritage Impact Assessment. Prior to starting independent practice, Stefan gained local and international experience in both public and private sectors with the facilitation and implementation of various high- and medium density urban residential projects, urban conservation, projects, renewable energy developments as well as eco-orientated, rural- and agricultural related projects. Holding an Honours in Urban and Regional Planning (Cape Town, 1997) and Post Graduate Diploma in Environmental Impact Assessment Management (Dublin, 2001), he worked within South African local government until moving to the Republic of Ireland between 2001 - 2004 where he joined An Bord Pleanála (Directorate of the Irish National Department of Environment, Heritage and Local Government). He attended the 2002 Planning Summer School, held at the University of Wales, held under the auspices of the Royal Town Planning Institute. In February 2004, he returns to South Africa and founds Perception Planning. Subsequently he has completed courses in Architectural & Urban Conservation and Urban Design at the University of Cape Town during 2007 and 2009 respectively. From 2006 to 2008 Guillaume Narainne worked as junior designer for the Mauritian firm Why Not Ltd, where he was directly involved with several built- environment related projects. While the design work was led by the senior partners, Guillaume was involved in the design resolution, modelling, drawing production and site management of individual projects. He completed the Bachelor of Architecture Studies at the University of Cape Town in 2010 and immediately thereafter started working as a designer for Greenspace Architects where he was involved in all stages of the project including conceptualization and design, draughting, presentation and council submission. During this period he also intermittently works as sub-consultant to Henry Paine Conservation Architects. Guillaume subsequently joined Perception Planning in 2012 and worked as a Candidate Heritage Practitioner and Planning assistant. In 2015, Guillaume completed his Masters of City and Regional Planning degree at the University of Cape Town and in January 2016, rejoins Perception Planning as design associate as well as Candidate Planner/ Heritage Practitioner.
