Executive Summary

The Berkeley City College Articulation Program is focused on student access, equity, and success by building transfer course agreements for students who apply to four-year institutions. Students intending to transfer to a public four-year institution in California are using “articulation agreements” for transfer purposes and are using those agreements to make them a competitive applicant for transfer.

In stating a plan for increasing articulation agreements, it should be noted that the BCC Articulation Officer position is half-time (0.5 FTE), which equates to 15 hours per week. The focus has been specifically on four-year public colleges and universities. However, in the most recent Berkeley City College Educational Master Plan the college noted and supported that the Articulation Officer position should be a 1.0 position.

This proposal for increasing human resource from .5 to 1 FTE will enable the College to begin to initiate articulation agreements with the surrounding private and other institutions of higher education. In addition, the program needs additional IT personnel to enhance the PCCD/BCC Articulation Website. With the enhanced information to be placed on the Web, faculty, students, and the current and potential transferring institutions will receive more upgraded and up-to-date information in a timely fashion.

Overall Description and Assessment of the Program

The self-study shall begin with the College’s Mission Statement and Institutional Goals and Priorities. This is followed with a short description of the Program, a general statement of the primary goals and objectives of the program, any unique characteristics, concerns or trends affecting the program, and any significant changes or needs anticipated in the next three years. Please include the number of students served. Remember that this is a broad, general assessment versus the more detailed responses and recommendations for both long term and short

building a college culture of collaboration in order to provide the best and most for students whose educational objective is to transfer to a four-year institution.

Articulation Program Review

[Refer to the Appendix section of this document for Title 5 Section 51022 and Peralta Board Policies 5.11; 5.12; 5.20; 5.22. After reading these documents please answer the following questions which constitute the program review.]

A. Briefly describe the Articulation program under review.

1. Does the college have a mission/philosophy statement, goals, and objectives for Articulation?

Articulation is the process of developing agreements that identify courses (or sequence of courses), from one educational institution, that are comparable to specific course requirements at another. Successful completion of an articulated course assures the student and the faculty that the student has taken the appropriate course, received the necessary instruction and preparation, and that similar outcomes can be assured, enabling progress to the next level of instruction. Transfer Articulation focuses on the development of course agreements and patterns with four-year transfer institutions (i.e., California State University, University of California, and private colleges and universities). This process allows community college students to maximize their opportunities and complete an efficient and appropriate lower division college/university program of study.

The mission of Articulation at Berkeley City College then is primarily intended to assist students transferring to public four-year colleges and universities by establishing agreements with four-year universities regarding those courses that will transfer, including specific courses that will meet general education and major preparation requirements. Additionally, articulation can also assist students coming to the community colleges from high schools by establishing 2+2 agreements in specific career technical education fields.

The goals and objectives for Articulation at Berkeley City College are the following:

Maintain the currency of the baccalaureate lists for the University of California System (UC TCA) and the California State University System;

Maintain the annual submission of courses for the Intersegment General Education Transfer Curriculum agreement with the University of California System and the California State University System (IGETC):

Maintain the annual submission of courses for General Education Breadth for the California State University System (CSU GE Breadth);

Maintain updates in the ASSIST database and in OSCAR, the official repository systems for all California articulation involving community colleges and public four-year colleges and universities;

Respond to four-year college and university requests for course-to-course articulation and major preparation articulation agreements, as well as submitting courses for the University of California, Letters and Science breadth pattern;

Review course-to-course major preparation articulation agreements with those schools which BCC students primarily apply to for transfer and consistently work to update those articulation agreements;

Keep IGETC, CSU GE, and UCB L&S advising sheets current; and Maintain active and involved participation on the Berkeley City College

Curriculum Committee; the district Council on Planning, Instruction, and Development (CIPD); the district CIPD General Education Subcommittee; and all session of the segments of the California Intersegment Council for Articulation (CIAC), including regional meetings and NCIAC meetings.

In terms of High School career technical education 2+2 articulation, the goal is to review current district practice and to bring that process into line with state guidelines. The district Council on Instruction, Planning, and Development has established a subcommittee that will meet to review this process. The BCC Articulation Officer is a member of this subcommittee.

While there is a goal to have a current and dynamic Web site for the BCC Articulation Program, there is limited time for follow-through and not sufficient expertise to fulfill such a goal.

In view of the Accrediting Commission for Community and Junior Colleges (ACCJC) 2002 Accreditation Standards and the focus on Student Learning Outcomes, and given the focus in the field on Student Services Programs addressing Service Area Outcomes, the above program goals and objectives are the Service Area Outcomes. These Service Area Outcomes can be annually assessed as to completion of the goal/objective or improvement in the goal/objective. By definition Service Area Outcomes – reflect major activities of program staff that contribute to overall student experience and are broad, measureable expectations of program staff or processes.

How is this information disseminated to faculty?

Communication of articulation information to faculty occurs on an individual basis and at curriculum committee meetings. The BCC Articulation Officer is a voting

member of the BCC curriculum committee. The BCC Articulation Officer provides monthly reports on the status of articulation actions. Those reports are documented in the curriculum committee minutes. Other forms of communication are the CSU GE Breadth, IGETC, and the UCB L&S advising sheets, which are distributed to counseling faculty, as well as instructional faculty. These documents are published in the catalog and the catalog supplement.

2. What criteria determine the priorities for articulation?

Articulation priorities are in fact set by statewide practice and articulation guidelines. The California Intersegment Articulation Council’s (CIAC) California Articulation Policies and Procedures Handbook (Spring 2009) should be referenced. http://ciac.csusb.edu/ciac/images/CIAC_Handbook_7-22-09.pdf

First priority each year is to update the UC Transfer Course Agreement (UC TCA). This means following established UC procedures to request that new courses be considered for addition to the UC TCA list for elective credit. Those courses added to the agreement are so recorded in the BCC catalog or the BCC catalog supplement. It should be noted that prior to submitting any courses for articulation review, courses must be entered into the Curriculum Database on ASSIST and that updating occurs quarterly.

Second priority each year is to update the CSU GE agreement by submitting proposed courses through the OSCAR system for review. Courses approved for the agreement are noted in the BCC catalog and the BCC catalog supplement.

Third priority each year is to update the IGETC agreement by submitting proposed courses through the OSCAR system for review. Courses approved for the agreement are noted in the BCC catalog and the BCC catalog supplement.

Fourth priority each year is to request that appropriate courses approved for the UC TCA be reviewed and added to the UC Berkeley Letters and Sciences agreement. The UC Berkeley Letters and Sciences advising sheet is updated annually.

Fifth priority each year is to respond to articulation requests from four-year colleges and universities for consideration for course-to-course and major preparation articulation.

Sixth priority each year is to initiate course-to-course articulation requests to update existing agreements with public four-year colleges and universities.

In keeping with these priorities, the Articulation Officer serves as a primary reviewer of new and revised course outlines which are presented to the BCC curriculum committee. This review is now strengthened through the use of the

CurricUNET system which requires articulation sign off for courses to move to the curriculum committee for action. Further, the Articulation Officer takes an active role in catalog production and college supplement production to ensure accuracy of articulation/transfer information which is published in those documents.

3. Within the past two years what aspect(s) of the goals have been accomplished?

The goals and priorities of articulation are very focused. As noted above, the BCC articulation officer follows statewide practice and guidelines for articulation. Those priorities listed above are primary and are addressed annually.

Clearly, if the articulation officer was a full-time position, then additional work could be done annually on the updating of course-to-course and major preparation articulation with four year colleges and universities.

4. What plan(s) and timeline(s) do you have to fulfill incomplete goals?

At this time there are no incomplete goals given the specificity statewide of the annual goals of an articulation program. The Articulation Officer will continue to review course-to-course and major preparation articulation agreements as time permits.

However, there is insufficient time and expertise to maintain a robust BCC Articulation Web site.

5. List colleges / universities with which you have articulation agreements; include major preparation, course–to-course, general education patterns, and transfer courses.

As noted above, Berkeley City College annually updates the UC TCA for elective course purposes; the CSU GE pattern; the IGETC pattern; and the UC Berkeley L&S pattern.

The following represents the list of major preparation/course-to-course agreements which are housed in the ASSIST database. The data was provided by Dale Leaman at ASSIST.

Appendix A of this review provides extensive and detailed data as to the specific major preparation agreements between Berkeley City College and the above listed four-year institutions.

It is hoped that agreements with UC Merced will be posted in ASSIST, since a detailed request was made in June 2009 (see Appendix B).

It is further hoped that agreements with CSU Fullerton in the Art majors will be posted in ASSIST, since a detailed request was made in early spring 2010 (see Appendix C). (This serves as a sample of work conducted to increase articulation agreements with individual four-year institutions.)

Independent schools do not enter into articulation agreements that involve preparation for a major or course-to-course articulation in a department.

6. What specific plans do you have to increase articulation agreements; which institutions will be targeted?

In stating a plan for increasing articulation agreements, it should be noted that the BCC Articulation Officer position is half-time (0.5 FTE), which equates to 15 hours per week. It is further important to note that the Articulation Officer devotes times to the curriculum committee; the district Council on Instruction, Planning, and Development; and serves as a reviewer of new and revised courses. The remainder of the time is devoted to actively working on increasing articulation agreements. The focus has been specifically on four-year public colleges and universities. Little to no attention has been given to private

institutions – articulation agreements with a private four-year institution would happen solely because a private institution has made an articulation request.

The plan this academic year for increasing articulation is to focus on four-year public institutions to which BCC students primarily tend to apply.At this point, review and requests for updating of agreements with UC Merced, UC Berkeley, UC Davis, CSU East Bay, and San Francisco State University have been completed.

The following chart shows the public institutions to which BCC students tend to apply. The data is from 2008-2009 and comes from the California Postsecondary Education Committee.

7. How is articulation integrated across both “the instructional side” and all of student services? Include an in-depth discussion of how services are marketed to both students and faculty.

Articulation is integrated with Instruction through the Articulation Officer serving on the curriculum committee. Lead instructional faculty serve on the curriculum committee; thus the curriculum committee provides a formal avenue for instructional faculty to interact with the Articulation Officer. Instructional faculty are told who the Articulation Officer is and are advised to call or e-mail the Articulation Officer. Marketing efforts are limited to the college catalog and transfer advising sheets, as well as reports given at curriculum committee meetings. The Career/Transfer Center advises students in the use of the ASSIST database. Counselors also market to students the ASSIST database,

which is the primary listing of all articulation agreements with public four-year institutions.

8. What is the accuracy of course outlines and syllabi for transfer courses? What is the process for obtaining and forwarding copies of these for four-year college review?

Instructional program review happens at the college every three years. As part of the program review process, each department/discipline is expected to review each of its course outlines and to correct and update those outlines, especially to update textbooks. This process now will use the new CurricUNET system which provides greater access of course outlines of record to department chairs.

The Office of Instruction on a semester-by-semester basis requests that all instructors submit a syllabus for each of their scheduled classes.

It must be acknowledged that at this time instructional faculty follow-through on reviewing and editing existing course outlines is inconsistent. Further, not all instructional faculty submit a syllabus as requested. It should be noted that it is becoming more of a common practices for four-year institutions to request a syllabus to accompany a course outline of record.

As noted above, all course outlines are housed in the CurricUNET system, which is a Web based program. While past practice had been to e-mail an electronic copy of requested course outlines to the articulation officers at four-year institutions, the new practice will be to e-mail the Web link for a given course outline. As noted above many four-year institutions are beginning to request a syllabus and even additional material to accompany the course outline. The goal would be to send those as electronic attachments.

B. Students served1. Do you attempt to quantify students served by articulation

(a) if yes, how?(b) if no, why?

There is no established means for quantifying students served by articulation. The college does receive yearly reports from the UC system and the CSU system reporting the names of Berkeley City College students accepted for transfer using parameters those systems set. In addition, local Bay Area schools (i.e., UC Berkeley, CSU Hayward, San Francisco State, and UC Davis) generate reports identifying and reporting the number of Berkeley City College transfer students accepted. The assumption is that articulation assists these transfer student applicants. The Postsecondary Education Commission – Transfer Pathway Charts also provided data regarding students who apply to transfer from

Berkeley City College to a public four-year institution (www.cpec.ca.gov/OnLineData/TransferPathwayChart.asp?Inst=015236)Program Reviews of the PACE program have consistently concluded that 90% of PACE students transfer; at a minimum these students use IGETC articulation or CSU GE Breadth articulation.

It also should be noted that counselors (general counselors and counselors in categorical programs) use IGETC, CSU GE Breadth, and the ASSIST database for major-preparation articulation when assisting students, who intend to transfer, in developing a Student Educational Plan (SEP).

2. Can the District research team help you in this area? If so how?

In the 2002 Program Review, it was acknowledged that more research in this area would be helpful or even ideas on how to collect additional pertinent data would be helpful. As noted in the 2002 Program Review, the bottom line is how to set up a mechanism that would track students who, in fact, are transferring to or have transferred to a four-year public institution in California and then try to determine the various types of articulation agreements that are assisting or assisted those students in transfer (i.e., general education, course-to-course, and major preparation). It might be helpful to research what other districts are doing to track students intending to transfer and their success in transferring because they made use of articulation agreements.

It even could be helpful to see if data could be collect through entries in the SARS grid.

3. State how your program is making a difference for students and how you know that?

Students intending to transfer to a public four-year institution in California are using “articulation agreements” for transfer purposes and are using those agreements to make them a competitive applicant for transfer. As note before, most students intending to transfer are meeting with counselors and are writing Student Educational Plans, which rely on articulation agreements posted through the state database, ASSIST.

C. Staffing, Equipment

1. Articulation is both an instructional and student service function. How is this addressed/handled at your college? What is the working relationship of the Articulation Officer to the Vice President of Instruction; to the Vice President of Student Services?

As was noted in the 2002 Program Review and continues to be true till this Program Review, Berkeley City College has never formally addressed the fact that articulation is an interface between instruction and student services. The administration and the faculty recognize the link between courses taught by instructional faculty, the articulation of those courses with four-year institutions, and the transfer plans and agreements counseling faculty develop for students. Because the function serves both segments of the college, some have thought that instruction and student services jointly should fund articulation functions.

It should be further noted that prior to academic year 2004-2005, there wasn’t an official Articulation Officer position at the college. Articulation was an assigned function and by custom was assigned to a counselor. In 2004-2005 a 0.5 Articulation Officer was officially hired with College of Alameda providing the other 0.5 in order to have a 1.0 position. This was the first time in the history of Berkeley City College that someone was officially hired as the Articulation Officer. This Articulation Officer moved to Laney in 2008-2009 and Berkeley City College did not have an official articulation officer for academic year 2008-2009. Berkeley City College posted the position in spring 2009 and hired a 0.5 articulation officer.

There are no problems for the current Articulation Officer in working with the current Vice President of Instruction and the current Vice President of Student Services.

2. What effect have recent technologies had on Articulation? What are the recommendations for the use of technology?

Articulation totally depends on the use of technology. The major database for articulation is the Web based ASISST database. Review of courses for the UC TCA, IGETC, and CSU GE Breadth happens through the OSCAR system (Online Services for Curriculum Articulation Review), which also is Web based. The request for review of course outlines for course-to-course articulation and major preparation articulation is typically done through e-mail and course outlines are either sent as attachments or a Web link for the outline in CurricUNET is sent. The fact that the Peralta Community College District has purchased an agreement with CurricUNET will assist articulation in many ways, including the quick uploading of course outlines into the OSCAR system

3. Does the current equipment at your college allow you to keep-up with technology demands?

(a) if not, what is needed

At this point in time, the major technology need is a computer with Web and e-mail access. This is generally all that is needed to complete the duties of an Articulation Officer.

(b) do students have on-line access to computers and printed materials?

Students have on-line access to computers through the Library, the Student Success Center, the Computer Commons, and through the Career/Transfer Center. At these locations, students can access the ASSIST Web site, the CSU Mentor Web page, and the Web site of any school. In addition, the Career/Transfer Center houses copies of catalogs from all public universities in California. General Education transfer requirement advising sheets are available to students from their counselor and in the Career/Transfer Center. Students can purchase a Berkeley City College catalog, which lists general education transfer patterns.

2. What is the staffing of the Articulation Officer position for 2009/2010? How is the assignment made? Are the reporting lines clearly identified; is there a written job description for this person? (If so, please include in the appendix).

The Articulation Officer is a 0.5 position at Berkeley City College. The position was posted in spring 2009 and through an internal hiring process the current Articulation Officer was hired into the position.

There is a written job description which is available for review (Appendix D). As consistent throughout the Peralta Community College District, the Articulation Officer reports to the Vice President of Student Services.

5. Is staffing adequate to meet the program’s goals and expectations? If not, detail what is needed.

As has been noted several times in this Program Review, the Berkeley City College Articulation Officer position is a 0.5 position (half time). In the most recent Berkeley City College Educational Master Plan the college noted and supported that the Articulation Officer position should be a 1.0 position, or at the least a .75 Articulation Officer - .25 Counselor position (see page 79-80 of the current Berkeley City College Educational Master Plan).

In 2006-2007 Berkeley City College moved into a permanent facility. With the move, the college experienced an unexpected growth in student numbers. Currently, Berkeley City College serves more students than College of Alameda or Merritt College. With the increase in students, there has been an increase in the number of students who intend to transfer to a four-year institution. The increase in students intending to transfer also increases the need to maintain currency of major preparation agreements with four-year institutions and to

initiate major preparation agreements with four-year institutions with which Berkeley City College currently has no agreements. To do the job well, and to provide the maximum of articulation opportunities, is in fact time-consuming. The college would be well served with a 1.0 Articulation Officer position. However, college administration needs to begin to value the role of articulation in the “new” Berkeley City College.

6. What effect does this assignment have on the services offered by that person’s department if the assignment is full-time or part-time?

As noted previously, the current Articulation Officer is a 0.5 position. Therefore, the current Articulation Officer works 15 hours per week, which includes attending BCC Curriculum Committee meetings, attending district CIPD meetings, attending Regional meetings for articulation officers, attending the Northern California Intersegment Articulation Council meetings each semester, and when permitted attend the California Intersegment Articulation Council Spring Conference. In addition, the Articulation Officer serves on the PCCD general education sub-committee of CIPD. All of these obligations are in addition to setting a pathway of maintaining and increasing articulation agreements with the nine (9) UC schools and the 23 CSU schools, as well as responding to private colleges and universities, such as St. Mary’s College of California, the University of Southern California, or Mills College (to name a few).

Further, an effective Articulation Officer needs to regularly meet with key instructional faculty to assist in the articulation process. In this regard, this academic year the Articulation Officer worked many hours with an instructional faculty member who is attempting to start an Honors Program at Berkeley City College and this has included attending several meetings off campus of the Bay Area Honors Consortium.

7. Does the college have plans to establish this as an official position; how, when?

The college has in fact established the Articulation Officer as an official position. As noted previously, the question becomes as to whether the college will continue to support the request in the current BCC Educational Master Plan to move this 0.5 position to a full 1.0 position.

8. When an Articulation Officer position is vacated how is the position filled? What orientation is available or planned for the person taking over?

Currently, the Berkeley City College Articulation Officer position is filled through an official hiring process as delineated in Board Policy 3.26. Fortunately, the current Articulation Officer previously had functioned as the appointed college

Articulation Officer and is most familiar with the duties and responsibilities of an Articulation Officer. However, it should be noted that the college does not have any plans for orientation of a new hire, if in fact the person were to be totally new to the position.

9. Does the Articulation Officer attend / participate in Department Chair meetings? In state/regional articulation meetings?

As noted above, the Articulation Officer is an official member of the BCC Curriculum Committee and the district CIPD. The Articulation Officer does not officially participate in Department Chair meetings and is not copied on Department Chair agendas. The current Articulation Officer attends Regional articulation meetings and NCIAC meetings (typically held in Sacramento). While there is $3,500 currently available in state Articulation Grant funding, the Articulation Officer has not been granted permission to attend the California Intersegment Articulation Council Conference this academic year (2009-2010). It should be noted, that it is invaluable for Articulation Officers to meet and interact with other Articulation Officers at regional meetings, Northern California meetings, and State-wide meeting – face-to-face meeting is invaluable for building connections and it is also invaluable to “stay on top” of current issues.

10. Is the Articulation Officer a voting member of the college’s curriculum committee?

Yes, the Articulation Officer is a voting member of the BCC Curriculum Committee.

11.How is the Articulation Officer kept informed of the college’s curriculum plans and issues?

The current Articulation Officer has a very good working relationship with the current BCC Curriculum Committee chair. That working relationship keeps the Articulation Officer most aware of curriculum plans and issues. Also, attending CIPD meetings is another method for keeping informed of the college’s curriculum plans and issues in relationship to the other three colleges in the Peralta Community College District.

12. Is there a budget item for articulation? How is it handled? Who oversees it?

The only budget item in the current fiscal year is the $3,500 carryover of Articulation Grant monies that were awarded by the State Chancellor’s Office specifically and solely for the purpose of the Articulation Program. However, the

current Articulation Officer has no oversight of these funds nor the expenditure of these funds.

13.The statewide goals are that each college will have an individual working 100% as the Articulation Officer. Where is your college in reaching this goal?

Just to restate it – the current Articulation Officer position is a 0.5 position; the BCC Educational Master Plan recommends that this position becomes a 1.0 position; there is no demonstration that this will happen in the current college culture.

D. Respond to the following:

1. On a scale of 1 – 5 (1 being lowest) how would you rank your ability and/or effectiveness in working with faculty and administrators, and in serving needs of transfer students? For each of the three named categories, explain why that particular ranking is chosen.

The current Articulation Officer has no difficulty working with current college administrators. The ranking in this area is a 3 since the key administrators are new to the college this academic year.

The working relationship with instructional faculty differs from department to department. While many departments are willing to work to update course outlines or provide a syllabus in response to articulation requests, some departments do little to nothing to support the articulation effort, or see it as unrealistic. In instances when four-year schools have returned outlines for added detail, some BCC instructional faculty have readily assisted in providing the requested information and others have disregarded the request or have taken an unreasonable amount of time to respond to the request. The ranking in this area is a 3.

The working relationship with counseling faculty is good. Some drawbacks include the failure to realize that articulation is a fluid system and that the rules and regulations are constantly changing. In addition, when making an articulation request of a four-year institution, the four-year institution sets the timeline for responding. The value of an Articulation Officer, who is full-time, is to have someone who is up-to-date on articulation policies, practices, and standards, as well as having someone to consult. The ranking in this area is a 4.

2. Do you provide in-service for faculty? (a) if yes, what topics were presented and when was/were program(s) held? (b) if no, why: do you plan to offer such, when?

The last in-service training for Berkeley City College faculty was conducted during the 2001-2002 academic year. A two-day training conducted district-wide

was provided during professional development days and was organized and led by the articulation officers at the four colleges – it was not led solely by the BCC Articulation Officer. At that time, more than 50% of the full-time Berkeley City College faculty attended. Since that time, there has been no official training. It should readily be acknowledge that such training takes a considerable amount of time and effort and is hard to accomplish with a 0.5 Articulation Officer.

Some faculty “training” occurs at BCC at curriculum committee meetings and on an individual basis.

4. Have you provided in-service for administrators?(a) if yes, top whom (titles only); what topics were presented;

when?(b) If no, why; do you plan to offer such, when?

During this academic year (2009-2010) there has been neither time nor opportunity to provide such in-service training. It is clear that such training might be best presented at a “Managers College” or at a district-wide VPs and Deans meeting.

E. List in priority order the major problems or challenges the program currently faces and your recommendations to resolve these.

Simply put, the Berkeley City College Articulation Program would be best served with a 1.0 Articulation Officer, which has been affirmed by the current Berkeley City College Educational Master Plan.

F. Review the college’s latest Accreditation Self-Study Report (or mid-term or focused report)1. individually list each item that relates to your program

Given the approach of the 2002 Accrediting Commission for Community and Junior Colleges (ACCJC) Self-Study Standards, there is little to no opportunity to comment on articulation and the articulation process. Likewise, there has been no need to comment on articulation in Progress Reports, Follow-Up Reports, or even the Focused Mid-term Report. However, as noted above, the current Berkeley City College Educational Master Plan briefly mentions the Articulation Program and specifically documents the need to increase the time allotted to the Articulation Officer position to a preferred 1.0 or at the least to a 0.75 position.

2. Indicate how your program is addressing each one of these items (attach appropriate sections of the recent accreditation self-study).

At this point in time, the Articulation Program is not a focused priority at the college. The assumption is that other “issues” are higher on the agenda given the current state fiscal crisis and the loss in funding for community colleges.

EXAMPLES OF DUTIES

The Articulation Officer is a vital, faculty role requiring an academic knowledge base, good communication skills, and the ability to facilitate and coordinate the various aspects of the detailed articulation process. In the Peralta Community College District the Articulation Officer is a member of the counseling faculty and holds the minimum qualifications for Counselor. This function requires the ability to quickly analyze, comprehend, and explain the nature of articulation issues to the respective parties, diffuse conflict and diplomatically negotiate and implement resolutions.

Specifically the Articulation Officer:

1. Oversees the articulation process as it applies to four-year colleges and universities; works with community agencies, industry, California State University system and University of California system, other private and public institutions, high schools, as well as target populations.

2. Initiates faculty-approved articulation agreements between institutions of higher education.

3. Serves as a consultant to the faculty and academic units, providing needed materials, and information about course articulation proposals and acceptances.

4. Serves as an advocate for the faculty and campus academic programs.

5. Serves as an advocate for the other articulating institution responsible for accurately communicating and conveying information and concerns about that institution's curriculum to the faculty.

6. Serves as the campus liaison to the segmental system-wide office, often responsible for disseminating policy changes and update information.

7. Serves on appropriate campus committees such as the Curriculum Committee, the General Education subcommittee, Academic Policies, Catalog, Council on Instruction, Planning and Development (CIPD), etc. to provide input and to receive information about proposed changes in campus policy and curriculum.

8. Monitors each stage of the articulation process and follows up with departments and/or faculty for timely responses to decisions.

9. Manages and updates campus articulation data and information.

10. Disseminates current, accurate, articulation data to appropriate departments, staff, students, and campuses.

11. Attends and participates in conferences and workshops on articulation issues.

12. Facilitates campus participation in intersegmental programs (i.e., CIAC, ASSIST, UC TCA, CSU GE Breadth, IGETC, counselor conferences, and segmental meetings).

13. Serves as a resource person for campus faculty, administration, counseling, and students on curriculum, articulation, and related matters.

14. Serves as a proactive agent for enhancing and improving existing articulation.

15. Advocates for the transfer student and seeks to ease the transfer process.

16. Performs other related duties as assigned by the College.

Schedule may include evening or weekend hours as part of contract assignment. Counselors are expected to use and keep abreast of advanced counseling methods, including the use of current and future technologies, to support student learning and career objectives.

The Articulation Officer is also responsible for providing service that may include, but is not limited to, the following:

Possession of a Master's Degree from an accredited college or university in Counseling, Rehabilitation Counseling, Clinical Psychology, Counseling Psychology, Guidance Counseling, Educational Counseling, Social Work, Marriage and Family Therapy and Marriage, Family and Child Counseling or Career Development;

2. Possession of a California license as a Marriage and Family Therapist (MFT);

3. May submit a fully satisfied lifetime California Community College Counselor Credential.

subsequently Articulation Agreements with UCs, CSUs, and CA Private/Independent Colleges & Universities, in addition to BCC’s primary feeder schools, i.e. CSUEB, SFSU, UCB and UCD. C. In order to facilitate the maintenance of Articulation Agreements, instructional faculty need to update BCC outlines (minimum of every 6 yrs w/Program Review) for Articulation Agreements to be maintained.D. The articulation officer is an active participant in the implementation of the CurricUNET system.

Plan for 2009-2010:(1) In summer, numerous outlines

were sent to UC Merced at their request. This process will eventually lead to articulation agreements with UC Merced.

(2) Outlines were sent to UC Berkeley for L&S review. Physics 3A and 3B were sent for inclusion in articulation agreements.

(3) The articulation officer has provided advice regarding the articulation of Teacher Pipeline Grant courses with CSU East Bay and worked with the CSU East Bay articulation officer to propose alternative approaches.

(4) Outlines have been forwarded to CSU East Bay to strengthen articulation agreements in the Art department in the area of electronic art and Web design. (6 courses)

(5) Physics 3A and 3B have been forwarded to CSU East Bay for articulation.

Honors Programs with an instructional faculty member who is trying to design a BCC Honors Program. The articulation research focuses on partnerships with four-year schools and possible needed articulation agreements. This will involve participation in the Bay Honors Consortium.

(7) Once approved by CIPD, ECON 1 and ECON 2, with the new pre-requisite of MATH 203 will be forwarded to all CSU schools who now require the mathematics pre-requisite.

(8) Per the request of UC Berkeley, the articulation officer is attempting to have the BCC Social Sciences department upgrade the course outline for POSCI 3, International Relations, so that it can be submitted for course-to-course articulation.

(9) The Summary of Curricular Changes for 2008-2009 was forwarded to the CIAC list serve on September 21, 2009.

(10) ANTHRO 55, PSYCH 30, SOC 3 were forwarded to UC Riverside for course-to-course articulation.

(11) ASAME 45B was forwarded to CSU Long Beach for course-to-course articulation.

(12) The articulation officer is working with the Social Sciences department to create two World History courses necessary for articulation agreements at a variety of four-year schools.

(13) Per UC Irvine’s request, the following outlines were sent: BIOL 1A and 1B; CHEM 1A and 1B; CIS 25, 26, 27, and 36A; MATH 3A, B, C, D, E, F; MATH 11 and 13.

A. BCC’s Articulation Officer is a resource for all faculty and administration.

1) The A.O. assists instructional faculty with the development of new courses and updating existing courses for transfer. As part of this assistance, the A.O. often does the research using resources, e.g. internet, catalogs, contacting Systems Office Personnel and 4-yr Articulation Officers.

2) The A.O. receives curricula changes from the System Offices and 4-yr Articulation Officers. These curricula changes must be communicated to BCC faculty and administration, so courses can be updated to meet specific transfer requirements. Consultation is through e-mail and individual meetings.

Summary: BCC’s A.O. is responsible for submitting transferable courses to the System Offices and 4-yr institutions for their faculty review and approval. If formal articulation agreements (as proposed by BCC’s Articulation Officer) are not established and maintained, it would be more difficult for BCC students to meet their transfer requirements.

for basic maintenance of BCC’s transferable courses as well as submitting BCC’s courses for UC-TCA, CSU-GE Breadth, IGETC, and CSU’s

LDTP review and approval. Summary: If ASSIST is not updated, then BCC courses will not be viewed as transferable and reviewed for articulation.

C. There is need for a BCC’s A.O. Articulation Program website for the campus community. The former articulation officer “wiped out” the Web site when she moved to Laney. The current articulation officer is not skilled in Web site development and has not had time to find a way to create a Web site. It would be helpful for the college to provide a student worker who could help create and update an articulation Web site. That student worker could assist in maintaining an articulation Web site in the following manner: 1) Articulation calendar with deadlines posted 2) Curriculum resources for downloading 3) Articulation agreements with CA Private/Independent Colleges/Universities, and Out-of-State College & Universities that are not located in the ASSIST website.

D. BCC’s Articulation Officer serves as an advocate for BCC students by resolving transfer issues for BCC students with Systems Offices, 4-yr institutions, and district office.Summary: Without BCC’s A.O. advocacy and resolution skills, BCC students would not be served effectively.

Identify strengths, weaknesses, opportunities, and limitations (from the Action Plans)Presently, Berkeley City College has a .5 A.O. The following challenges were identified by the previous articulation officer and those challenges continue at the time of the updating of this Unit Plan. This 0.5 articulation officer assignment creates unique challenges/limitations for BCC’s A.O. The first challenge/limitation is a lack of full accessibility for faculty and administration. The A.O. often gets requests to meet with faculty and administration individually and in groups. With a .5 assignment, it makes it extremely difficult to meet faculty/administration in a timely manner, let alone with part-time faculty. Another challenge/limitation is lack of full integration into the college. This makes it difficult for the .5 A.O. to participate fully in the college governance, i.e. to participate on committees other than Curriculum and Roundtable. The final and most important challenge/limitation is workload, in that a part-time articulation officer only can do part-time work. This provides a limitation on how robust the work could be if this were a full-time position at the college. BCC’s Articulation Officer needs to be available to meet with department chairs and faculty, so they can revise their course outlines for the purpose of articulating courses. The A.O. prioritizes the Articulation Program duties and responsibilities, as best as possible, giving priority to general education articulation and follow-up on requests from four-year schools. This academic year the articulation officer is involved with research for an Honors Program which then limits research in other areas.

Further, it must be noted that the articulation officer has been providing technical assistance to the DSPS program, which limits available time to do the work of a college articulation officer.

It should be noted that Laney and College of Alameda have a 1.0 articulation officer and transfer center counselor. Merritt has a .75 articulation officer, who is also .25 counselor during peak periods. What should be noted in making this statement is that Berkeley City College currently has a larger student body in comparison to Merritt and College of Alameda and yet not a comparable position as is available to them. Further, because of the lack of Career/Technical Education programs at Berkeley City College, the college always has prided itself as being a transfer college. As is known, articulation is key to establishing transfer pathways for students.

College Strategic Plan Relevance As was noted in previous unit plans, since hiring a 1.0 FTE Articulation Officer (or assignment of .75 Articulation Officer and .25 other assignment) is not in the immediate Integrated Strategic Planning, BCC’s Articulation Program cannot serve its faculty, administration, and students as effectively as possible with the transfer process.

As the previous articulation officer noted in the last unit plan, the lack of a 1.0 FTE A.O. does not meet BCC’s Vision Statement of a “premier, diverse student-centered learning community, dedicated to academic excellence, collaboration, innovation, and transformation.”

As reported in all previous unit plans, BCC’s Articulation Officer initiates and maintains general education and major articulation agreements, so students can transfer as seamlessly as possible. Without articulation agreements, there are no “roadmaps” for BCC students and faculty to navigate the transfer process. As a result, articulation is the foundation of the vital transfer function that eases students’ transition between segments of higher education. Without creating new or updating existing “roadmaps” or articulation agreements, BCC students would have a more difficult time transferring, not a seamless process. Student Retention and Success are, in part, based on the establishment and maintenance of articulation agreements as facilitated by BCC’s Articulation Officer.

Given the critical importance of articulation at Berkeley City College which prides itself on being a “transfer college” and which by physical limitations cannot have extensive Career/Technical Education Programs, and given the dramatic increase in student numbers which increases the amount of student who are transferring to four-year schools – there is critical need for a 1.0 articulation officer. Further, if an Honors Program is established at Berkeley City College, the Articulation Officer could play a critical student services role in that program.
