According to a notice by the City of Cape Town, residents have until Tuesday 7 October to have their say. The application was made by Warren Petterson Planning and the proposed base station will con- sist of 12 antennae mounted on top of a 30m high pole, micro-wave dishes and four equipment con- tainers. It is envisioned that the station will be used to receive and trans- mit data to cellphone users. Following complaints, ward councillor Jan Burger has suggest- ed the station be based in an indus- trial area just a few kilometres away. “It would be more suitable in the industrial area, rather than a resi- dential area,” Burger explains. He adds the applicants have now applied for the pole to be 30m as op- posed to the initial 25m. Burger is not in favour of this and says the pole is too high. “Having a pole rise that high will not fit in the area. Even the initial 25m they wanted, cannot fit there,” Burger adds. Lakeview Community Church spokesperson Pastor Gerald No- vember says the church was ap- proached by the company who will be doing the installation. After weighing up all the op- tions, he explains, they agreed to house the base station. “I was given all the information about what will happen when the mast will go up. We will charge them a rental fee for hosting the station,” he says. November further explains the church has limited funding and can do with the extra income. “We live in a very poor commu- nity. These proceeds will go to- wards feeding schemes which will be run in the area,” he adds. However, Mark Solomon chair- person of the Retreat Steenberg Civic Association says since the news broke about the application, they have been “inundated” with complaints. “There has been a huge reaction to this plan. Residents are also, jus- tifiably, concerned that it is practi- cally next door to a school,” Solo- mons says. He further questioned the size of the notices erected, saying they are not visible. The association will now hold a public meeting to gath- er the concerns of residents and prepare their comments to the City. “As a civic association we need to remain neutral, therefore we want the community to be in- formed. There will be a discussion on how residents can participate,” he says. Solomons supports Burger’s suggestion to have the base station situated in an industrial area. “If it will make it safer for the community, then it is definitely a more viable option.” According to the City’s notice, residents can view the application at the City’s planning office in Plumstead. The City of Cape Town has undertaken toinvolve all stakeholders in future plansfor the natural haven that is Princess

Vlei.Concerns that the City may “bamboozle”

stakeholders came to the fore at the PrincessVlei Forum’s (PVF) annual meeting earlierthis month.

The Princess Vlei saga has been well docu-mented over recent years.

Intersite Property Developers had applied topurchase the City-owned land in 1996. The de-veloper aimed to build a shopping mall and taxirank at the wetlands. But strong oppositionfrom residents and greenies, as well as rezon-ing restrictions and lapses over the years ledto the application eventually running aground.

In March, the City announced it had decidedagainst selling the land and that it will be work-ing with PVF to ensure the preservation of theland.

At the meeting, PVF chairperson Philip Bamsaid efforts to preserve the land are still inprogress. He further emphasised the organisa-tion’s main task in the next few months wouldbe to find a balance between it being a cam-paign organisation and a stewardship organi-sation.

“We want a firm [undertaking] from the Citywith regard to their plan of action. The landis still zoned for commercial use until 2017,”he explained.

The PVF also wants the land to be recognisedas a heritage site, Bam added.

Mayoral Committee member for Finance IanNeilson says the current plan is to wait for thecurrent zoning to lapse, so that the land can re-vert to its original zoning.

“By the time a rezoning application is proc-

essed and authorised, the current zoning willhave lapsed. The section of the vlei in questionwill be planned and managed as part of the larg-er public open space,” Neilson explained, add-ing the City is committed to involving stake-holders in developing future plans for the site.

Another of the PVF’s objectives is to con-vince the City to complete the walkway aroundPrincess Vlei, Bam said.

Mayoral Committee member for CommunityServices and Special Projects Belinda Walkertold People’s Post the completion of the walk-way forms part of the area’s development plan.

“It form part of the precinct plan for this ar-ea, which will include a public engagementprocess,” Walker confirmed.

After meeting with the forum in the past,Walker said the City shares many of the organi-sation’s visions for the wetlands.

“We expect that input from the PVF and oth-er stakeholders will be a significant informantto City departments’ thinking around a futurespatial development and conservation frame-work for Princess Vlei,” Walker said.

“We would like the involvement of thesestakeholders to include discussion on opera-tional and management issues, the explorationof possible quick wins for the area which in-volve changes in the current use of the operat-ing budget and also the sourcing of externalfunding for interventions at the vlei,” Walkersays.

The PVF also suggested the City avail a budg-et for the management of the land, but Neilsonsaid this will be only be awarded on merit.

Let us start saving our childrenProvincial government is funnelling

over R2.3m towards an awarenesscampaign about Fetal Alcohol Spec-

trum Disorder (FASD).These disorders develop in an unborn

baby if the mother consumes alcohol dur-ing pregnancy.

The alcohol is absorbed into the blood-stream and poisons the foetus, affecting itsorgans.

Babies are usually born with physicaland mental disabilities.

South Africa has one of the highest inci-dences of FASD in the world, and the West-ern Cape is particularly affected by themost serious FASD: Foetal Alcohol Syn-drome (FAS).

Albert Fritz, the provincial social devel-opment minister says the Department ofSocial Development is working closelywith non-profit organisations such as theFoundation for Alcohol Related Research,FAS Facts and Early Years to help reduceand prevent the harm caused by FAS.

Just over R2.3m has been allocated tothese three organisations.

“Key to our efforts in tackling thescourge is adopting a whole-of-society ap-proach, which involves building partner-ships with the private sector, NPOs and in-dividuals in our communities,” he says.

“Our efforts include a multi-pronged ap-proach to addressing the challenge whichinvolves the provincial departments of So-cial Development, Health, Education, anda number of NPOs.”

The provincial health department con-ducts research in conjunction with UCTto look at the impact of interventions.

The education department has em-barked on a comprehensive training pro-gramme to help teachers identify specialeducationneeds, including children suffer-ing from FAS. Pupils with FAS may re-ceive support from their class teacher ora learning support teacher in a main-stream school or full-service, inclusiveschool, Fritz says.

er police says: “Wehave to look out for thesepeople as the goods they try to sell may bestolen and usually if they do not get to sellit at one place they move on to the next.”One dealer explained a situation where a

familymemberwill, for example, sell a bicy-cle and later on in the day another familymember will claim the bike was stolen andreport it to the police.The bike is then taken from the second-

hand goods dealer and they lose out finan-cially.Brown says incidents like these are a reg-

ular occurrence.He says that in such a case,the bike is supposed to remain in police cus-tody until it is presented for evidence in acourt case, but if the family member with-

draws the case the dealers canhave the bikeback.“There are many people who try and

scam secondhand dealers, but it is their du-ty to ensure they have the proper documen-tation at hand when making a deal.Dealers are advised to insist onasking the

seller to provide them with their ID, a copycan then bemade and kept on record in casethe item is reported stolen.In this way, police will have the person’s

personal details to follow up on.“We strongly advise all secondhand deal-

ers to ensure that they adhere to the law ofthe Secondhand Goods Act to avoid gettingthe short end of the stick,” he says.

Acting station commander Major SandraJonathan says it is important for second-hand goods dealers to share information be-tween each other and with police, as in thisway crimes can be solved by establishinglinks between events.“We have to keep on communicatingwith

one another and I call on secondhand goodsdealers to attend this meeting where weshare vital information and knowledge ofour experiences.And also to find solutions to the problems

from your smartphone.The City has launched a mobile app to al-

low residents to send services requests onthe go, via the C3 notification system.

The City’s call centre fields roughly 1.2million calls every year, says Mayco mem-ber for Corporate Services Xanthea Lim-berg.

“In an effort to reduce call waiting timesand save our residents valuable time andmoney, the City’s information systems de-partment has developed a service requestmobile application for smart phones.

“Residents can use the mobile app to re-port service delivery faults such as potholes,water leaks and electricity failures, amongothers,” she says.

Because every fault is captured in a re-porting system, it allows for the better allo-cation of resources and the identification ofpotential problem areas that could benefitfrom pro-active maintenance.

Although it is currently possible to logcomplaints via SMS, themobile app incorpo-rates the useful features of a website whichincludes amap, thereby allowing the user topinpoint the precise location of the problemand upload a picture.V The mobile app can be accessed at www.cape-town.gov.za/mobi. School teams battle for coveted trophyTASMIN CUPIDO

A total of 32 high school football teams willdo battle for the fifth annual Ryan RasoolMemorial Cup in Mitchell’s Plain this week-end.

The tournament, sponsored by the MRPFoundation, will be played on Saturday 20and 27 September.

It will feature under-19 teams from acrossthe Cape Peninsula and Cape Winelands.

The 32 teams have already been drawn in-

to eight groups – Group A to Group H. Allmatches will be played at Westridge HighSchool.

Group A will feature MRP High SchoolsLeague champions Tafelsig, Bonteheuwel,Rocklands and New Eisleben.

In Group B, Oval North, Sibelius,Westridge and Ocean View will do battle,while MRP High Schools League runners-up Cloetesville, Harold Cressy, Portlandand Bloekombos will fight it out in GroupC.

Beacon Hill, Woodlands, Belgravia and

Robinvale make up Group D, while GroupE comprises Spine Road, Trafalgar, Strand-fontein and Zola.

Group F will see Princeton, Mountview,Lentegeur and Groote Schuur do battle,while defending champions Mondale willstrut their stuff against Stellenzicht, Aloeand Silverstream.

The final group, Group H, will sees Cedar,Muizenberg, Glendale and Groenvlei com-pete for a place in the play-offs.

The matches kick off at 09:00 and will beplayed throughout the day.

Cricket meetsacademics atNewlandsCome January, one of the most famous

and picturesque cricket grounds in theworld will become home to a high

school.The Western Province Cricket Associa-

tion (WPCA), in partnership with Stone-fountain Colleges, announced the opening ofNewlands Cricket High School last week.

Stonefountain Colleges founder and direc-tor Shaheed Shaik says the school willbroaden the platform for talented cricketplayers so that more players of value canproceed through the local cricketing system.

“There are currently four very prominentcricket schools in town, but disadvantagedplayers cannot afford to attend theseschools,” he says.

“Therefore, the objective of the NewlandsCricket High School management team is toarrange scholarships for nine players froma disadvantaged background, thus ensuringmoney is not the most important criteriawhen deciding which players will be accept-ed at the top cricket institutions.”

The school, which will be following theprovincial education department’s curricu-lum, will be accepting Grade 8 and Grade 9pupils for next year. The school will growwith a grade every year.

“After five years, the school should haveat least 45 well-developed disadvantagedplayers vying for provincial selection onmerit, rather than opting for the very unpop-ular quota system,” Shaik, the school’s di-rector, explains.

“The school will have a fully-fledged aca-demic programme, but will fit the develop-ment of cricket skills into the daily pro-gramme.”

According to the WPCA website, theschool will be housed in the Century Clubon the third floor of the southern end of thefield. It will also use the facilities of Western

Province Cricket Club, which is a merestone’s throw away from the stadium.

“Applicants will be assessed by coaches onthe school’s staff in terms of their cricketability and only those players with an aboveaverage ability to play cricket will be accept-ed. Players who show real potential but whohave fully not developed will also be consid-ered,” a statement reads.

“Teaching staff will be registered with theSouth African Council of Educators, whilecricket coaches will be at least Level Twocompliant coaches. The school’s core activi-ty will be cricket development and playerswill be exposed to the best possible pro-grammes, workshops and practice ses-sions.”

The pupils will also be exposed to manyforms of cricket and will play matches in theWPCA schools and clubs competition. Theywill also tour the country and host touringteams from around the world.

“Players will not lose out on school workas teachers will be touring with the players,ensuring that the academic programme con-tinues,” Shaik says.

WPCA general manager Nabeal Dienpraises Shaik for his “forward thinking” interms of cricket development and education.

“He is passionate about education andmore passionate about the game of cricket,”Dien says.
