Fol- lowing the recent murder of a traffic officer two weeks ago, the area has been under heavy police presence (“Bloodbath in Re- treat”, People’s Post, 9 April). Residents are welcoming the presence, saying they are fed-up with the violence. In a joint operation on Wednesday law en- forcement authorities descended on Laven- der Hill in numbers to launch the City of Cape Town’s Operation Choke. The operation saw dog and foot patrols, po- licing of alcohol and drugs, policing of smash-and-grab hotspots, as well as random stop and searches. The home of Shirley Pearce, a resident for 44 years, was one of many premises police raided. The senior citizen was shocked when au- thorities barged into her home, but was co- operative. She said she doesn’t mind the police invad- ing her space, because she is tired of fighting her drug addicted sons. “My sons don’t want to listen. If they don’t want to hear, they must feel. My grandson is in Valkenberg because of the tik,” says Pearce. Other residents, who gathered on the streets to watch police stop and search taxis and pedestrians, echoed Pearce’s sentiment. A resident, who asked to remain un- named, says he is tired of being trapped in- doors. “It is a relief having the police in the area, because we are living like prisoners in our own neighbourhood. It is not fair. Our children are being robbed of their childhood and innocence because it is too dangerous to play outside or walk to school!” he says. But the lull was short-lived. On Wednes- day, after the officers left Lavender Hill, Monray Rhoda (21) was fatally shot in Tam- borine Street, Steenberg, at 18:25. Steenberg police spokesperson Warrant Officer Hermanus van Dyk would not specu- late on a motive of the killing. “The victim was walking with his friend when they were approached by two un- known men, who started to shoot at them,” Van Dyk says. “Rhoda was shot twice in the head and died on the scene. ILLEGAL PARKING: A DANGER TO OTHERS

MOTORISTS are toying with the safetyof fellow road users, say residentsfrom Retreat and Southfield.

They have spoken out against motoristswhopark illegally on spacesmarked fornon-motorised transport (NMT).

The NMT lanes have been allocated by theCity of Cape Town for people to walk, runor cycle.

Residents using the NMT lanes say theyfeel much safer since the lanes have been al-located. One such person is cyclist StevenFagodien.

He uses it is a relief to use the NMT lane,rather than cycle on the road, on ConcertBoulevard.

When stopped by a reporter while cyclingown Concert Boulevard, Steven Fagodien,says it has been a big relief since the imple-mentation of the NMT.

“The way cars and taxis drive these days,I will much rather be on the pavement than

the road,” says Fagodien.He lauds the NMT system, but saysmotor-

ists who park on these pavements illegally“take away the joy” of others who want touse the NMT lanes.

Fagodien says: “When people visit themosque or go to the doctor in Concert Boule-vard, they park wherever they feel. Whenthey park on the pavement it forces us backonto the road.”

A resident, who is blind, says he, too,“feels much safer” using the NMT lanes.

Speaking on condition that he not benamed, theman says he is alone when usingthe NMT lane, but adds it is stressful whenhe bumps into a car parked on the lane.

“I don’t walk with a dog,” he says. “I usemystick, sowhen I’mwalkingdown the roadI am not alert to an object in the road untilit is too late. I am forced to move into theroadwhich is very stressful anddangerous.”

Ward councillor Jan Burger has received“many complaints from residents who areupset” about the illegal parking.

He says it occurs mostly at churches,schools, mosques and businesses where lim-ited parking is available. “I appeal to motor-ists to be respectful of those using the NMTsystem and to park only where space hasbeen allocated,” says Burger.

Southfield resident Margret Jansen saysthe illegal parking is mostly as a result oflimited parking space available. “Parking isvery limited in these areas and people are

forced to park on the pavement. I’m not say-ing I approve of it, but I understandwhy theydo it,” says Jansen.

But another Southfield resident, whowants to be unnamed, says safety comes be-fore convenience. “Children, cyclists andpe-destrians use this system to remain safefrom the hell drivers. People park on thepavement so they don’t have to walk a littlefurther,” she says.

UPSET: Cyclists and commuters who use the allocated lanes for non­motorised traffic say theirsafety is put at risk by motorists who park on the pavements.

MOVING FORWARD: The building onthe corner of Sixth Avenue andRetreat Road in Retreat has beenpartly demolished, after bulldozersmoved onto the sight last Thursday.People’s Post previously reported onthe state and criminal activities atthe former hardware store, afterRetreat residents complained aboutalleged vagrancy, squatting, drugdealing, gambling and prostitution atthe property. In August last year thesquatters were forcibly removed andthe property was cordoned off bydevelopers. It was later reported thatconstruction equipment was beingstolen (“Thieves hit building site”,People’s Post, 26 March). Theproperty is now being redeveloped byGood Hope Construction.

‘DON’T WANT TO’: PREFERS TO STAY

THEY fear they will not be able to pro-vide an adequate service to the com-munity.

And possible overcrowding in the officesof the City of Cape Town’s Shawco buildinghas facilitators of the Homeless People’sSanctuary (Hopes) apprehensive of thepending move.

The organisation offers free computerclasses to unemployed matriculants.

The organisation boasts with more than400 graduates since sits inception.

It has also now commenced with door-to-door HIV/Aids and TB counselling and edu-cation in Retreat, Steenberg and LavenderHill.

Hopes has been housed in the SteenbergCommunity Centre, on the corner of Con-cert Boulevard and Cradock Road, since itsestablishment.

Organisation secretary Charlton An-drews says they are concerned the movewould restrict their work.

“We have a lot of equipment, such as com-puters and printers, and we operate everyday,” he says.

“If a schedule will determine when wehave to operate we will not be able to offerthe community a good service. We are quitehappy to operate from the facility we arecurrently using.”

However, the NGO has not been in opera-tion since maintenance work started at theSteenberg Community Centre. “At our an-nual meeting in March the acting chairper-son bemoaned the fact that the upgradeswere hampering our progress because ofthe Council’s tardiness in completing therenovations,” Andrews says.

“We will be meeting to discuss the way

forward this week. We will certainly tryhard to continue to have our presence feltin the community, especially at the Steen-berg Community Centre. Hopes is not in fa-vour of a move to the Shawco building.”

However, there is confusion over wheth-er Hopes will be one of the 15 NGOs andcommunity organisations to set up shop atthe Shawco building, situated on the cornerof Retreat Road and Second Avenue.People’s Post previously reported on the

building which had been vacant and dere-lict since 1997. The building received aR178 000 upgrade and plans for possible us-age were proposed.

It was decided that the building, ownedby the City’s Department of Social Develop-ment, would become a base for registeredcommunity organisations.

In November a number of organisationspresented their plans to the Protea Sub-council. The 15 selected NGOs were due tomove into the facility last month, but thiswas brought to a halt pending the City’s de-cision of the tariff structures.

Ward 72 councillor Jan Burger, who initi-ator the proposed plan to house NGOs in thebuilding, could not confirm whether Hopeswould benefit.

“In the past we have received numerouscomplaints from the community and otherorganisations, after they were not able touse the Steenberg Community Centre forprojects or activities.”

He adds: “This was largely due to the factthat Hopes uses the facility daily. That isa community facility and should be openfor communal use. A new information roadshow and com-petition is aimed at teaching Retreatresidents finance-savvy when it

comes to bond and rent payments.The roadshow, as part of the City of Cape

Town’sLet’s Pay toStay campaign, is aimedat preventing bond holders or tenants fromlosing their houses throughnon-payment ofbonds.The campaign is run by TraceOnline,

which has been subcontracted to operatethe roadshows. These are held each Satur-day in different areas.About 100 Retreat residents recently par-

ticipated in a roadshow at Foodprop Centrein Steenberg.Some participants walked off with more

than a smile. ShirleyWilliams, of LavenderHill, won a fridge, while Anne Groenewaldwon a microwave oven and Sylvia Walterswon an iron.The roadshow teaches bond holders and

tenants how to pay off their bonds,make ar-rangements to service arrears, and how toaccess an indigent grant.Marius du Plooy, of TraceOnline, says

“Residents will also be taught about the le-gal implications if they are not able to paytheir bonds.”Du Plooy says all residents who have ad-

hered to the criteria of the roadshow cantake part in the competition.To qualify to enter the competition, bond

holders and tenants of City rental stockhave to produce their ID on the day of theroadshow.DuPlooy said that fact ismany people are

without homes, but they are prepared topay for a home.“People who do not pay or who fail to

make arrangements to do so will lose theirhomes,” Du Plooy warns.“Those who do nothing or have a see-

what-happens attitude and have legal stepstaken against them, will not only have topay their arrears but also be responsible forlegal costs and they will lose their homes.”He says the City and TraceOnline wants

The City of Cape Town is reviewing certain aspects of the Liquor Trading Days and HoursBy-law, relating specifically to the implementation of trading hours as well as a Sundayprohibition for the sale of liquor from licensed premises for consumption off-site (e.g. shopsand bottle stores) in respect of location categories 3 to 7 only.

All interested stakeholders who would like to make submissions in this regard areencouraged to please do so. It is important to note that there is NO intention to considerrevising or extending trading hours and trading days for consumption off-site in respect oflocation categories 1 and 2.

The public comment period comprises two rounds. The first round commences on19 April 2013 and all comments must be submitted by 16:00 on 20 May 2013.

From 19 April 2013, the Liquor Trading Days and Hours By-law, 2010 (as amended in 2012)will be available for viewing at all City libraries and Subcouncil offices. Alternatively, it isavailable online at www.capetown.gov.za/draftbylaws.

Interested parties are requested to use the template provided at the libraries and Subcounciloffices and then submit their comments in writing via one of the following channels:

Division Two last year, after finishing sec-ond on the table, behind league winners At-lantis RFC, and started their 2013 campaignwith a narrow 17-16 loss at Lagunya RFClast week.But Saturday’s victory places Violets in

third place on the table and has given headcoach Gamien Ajam the confidence to setpromotion and possible league victory ashis team’s goal this season.“Our youngsters can do the job. We beat

ourselves against Lagunya last week. Wehad four missed penalties – that’s 12points,” says Ajam.“We got a penalty close to the end of the

match, but the captain chose to go for touchandwe lost the ball. I don’t think this leaguemuch tougher than Division Two.”Violets, however, did not make the same

mistake against Rocklands and succeededwith four out of five attempts at goal, scor-ing 14 points from the reliable boot of flyhalfDenver Scheepers.Ajam’s side, playing on their home turf

Skaters speed skate to successLIAM MOSES

IT’S THE pure speed that keeps the mem-bers of the Mitchell’s Plain Speed SkatingClub returning week after week.

The sport, which does not have many par-ticipants, has seen steady growth in the ar-ea in recent years.

The Mitchell’s Plain Speed Skating Clubnow has 25 members, who regularly claimmedals at the South African Champion-ships.

Shakeel Abrahams (17) joined the club in2008 after witnessing the speed at whichsome members skated.

“I like speed, so I (immediately attractedto the sport). I saw them skating one dayand saw them going really fast,” he says.

“I was skating by myself at the time, butI decided to give (the sport) a try. Since thenI have been skating and improving everyyear.”

The sports sees participants race on asmooth oval track, around seven metreswide. Junior races usually run for around10km, while seniors race over 20km.

The Oude Molen Technical High Schoolpupil has gone on to attend several annualnational championships, including 2009where won six gold medals and one silvermedal.

Shakeel and five of his teammates againWestern Province at the annual South Afri-can Speed Skating Championships on Fri-day 22 and Saturday 23 March.

Although his performance did not meethis usual standards, and he did not win anymedals at the event, several of his youngerteammates left Johannesburg with bronze,silver or gold medals or certificates.

Nabuweya Abrahams, Shakeel’s motherand chairperson of the club, says there isstill room for growth and improvement atthe club.

“The Western Cape is the second bestprovince (in the sport) and I think Mitch-ell’s Plain is at the top of the list locally,”she says.

“(The club) has the most skaters in theprovince. We would like to grow the sport,so we need more people join. Roller SportSA provides us with the skates; all the skat-ers need is a helmet and to pay their mem-berships fees of R30 month. (The fees) areused it to pay for wheels and other necessi-ties.”

Nabuweya, who is also the an interna-tional judge and an executive board mem-ber at WP and SA Speed Skating, tookcharge of the club in 2009.

Her youngest son, Tashreeq (11), recentlywon three silver medals in the under-13 agegroup, while all of the skaters in the begin-ner’s category received certificates.

A WYNBERG soccer club took to thestreets in protest at the club’s suspen-sion.

Bluebells AFC and the Cape District LocalFootball Association (CDLFA) have beenlocked in a court battle for two years.

And Bluebells has vowed to continue witha lawsuit against the LFA, despite being sus-pended from all competition.

Bluebells sued the CDLFA in April 2011, af-ter failing to win a tender to run the tearoomand cafe at William Herbert Sports Groundin Wynberg in 2010.

The Wynberg Magistrate’s Court ruled inthe club’s favour, instructing the CDFLA topay R81 000 to Bluebells in December 2012and served a warrant of execution against theCDFLA’s property.

Bluebells was suspended at the CDLFA an-nual meeting on Wednesday 24 March, fourdays after the warrant of execution wasserved and over 20 months after the lawsuitwas filed.

In objection to the suspension, members ofthe club and their families held a protest atthe sports grounds on Saturday morning.

Bluebells chairperson Rashied Cloete saysthe lawsuit should not affect the club’s rightto play football. “The players can’t play. Theycome to our club to play league soccer. Nowthey can go for other clubs. It hasn’t hap-pened, but it can because this is the first weekof soccer,” he contends.

“What do we tell the youngsters everyweek? They (CDLFA) don’t want to registerany of our players.”

The CDLFA intends to appeal the court’sdecision, but Cloete says the LFA will notwithdraw the suspension until the court casehas run its course. He alleges the LFA is us-ing the suspension to pressure the club intowithdrawing the case.

However, CDLFA senior vice-presidentIvan Williams says the organisation actedwithin its framework, as Bluebells “violatedthe constitution of Fifa, Safa and Cape Dis-trict LFA” when they took the matter tocourt.

“Safa and Fifa have a rule stating, if youbelong to a football structure, you cannottake the structure to court,” he says.

“In our constitution there are processes toresolve any (disputes). If you are unhappy,the constitution allows you to deal with it. Sa-fa and Fifa say that no club can take its moth-

er body to court – that is illegal.”The tender was first offered to all clubs af-

filiated to the CDLFA in January 2010. Cloeteclaims Bluebells were the only club to apply.

Cloete alleges the tender had been awardedto the CDLFA’s treasurer wife, who had beenrunning the cafe and tearoom in 2009.

He says: “The tender was awarded to MrsParker, the wife of the treasurer. We then im-mediately appealed against that because wecited irregularities as far as the tender proc-ess was concerned.”

Bluebells first appealed the decision viaemail to the Cape District Municipal Facili-ties Management Committee (MFMC), a jointbody of all the codes using the City of CapeTown Wynberg facility in April 2010, after thetender was awarded to another party on Mon-day 12 April. The MFMC confirmed its re-ceipt of the letter on Thursday 14 April. Arbi-trators were subsequently appointed to in-vestigate the appeal.

Bluebells providedPeople’s Postwith a doc-ument, which they claim details the findingsof the investigation.

The document states the appeal against thetender was upheld and “recommends that theprocess be redone by an independent panelof persons”. Despite the findings, the sameperson was allowed to continue running thetearoom in 2011.

Cloete says his club attempted to keep theircase within the football structures and onlystarted legal action thereafter, but Williamsinsists this is not the case.

The warrant of execution, which People’sPost has a copy of, confirms the judgementwas awarded in Bluebells’ favour on Monday24 December. The warrant of executionmeans that CDLFA property can be confis-cated and sold to pay the money awarded toBluebells.
