Soon Rocklands, Westridge and Port-lands residents could be pioneering anew system to combat crime.
Following a call from the community tosee an end to the escalating gang and drugscourge, residents filled the Rocklands Mi-nor Hall for a public safety meeting.At the meeting, the 100 residents raised
key issues with ward councillors and otherofficials.“We as the community have nomore faith
in the police and it is time we take actionand do something about the problem,” saysRocklands Neighbourhood Watch memberIsmail James.Pensioner Clarence Trouncell adds that
most residents are afraid.“We have waited for hours on end for [the
police] to respond to our complaints. Somedays we have suspects [under citizens’s ar-rest] and we have no powers to arrest them.We need a system thatwill help us guard ourresidents and businesses,” he says.Ward councillor Daniel Christians says
residents in the area have valid concerns.“The majority of the residents are pen-
sioners and it is the second generation thatis committing these crimes. We are lookingfor suggestions outside of the police [juris-diction] because the residents want to takeback the streets,” he says.But Christians believes he has the answer
to their concerns and hopes to make Ward81 the first Special Rating Area (SRA) inMitchell’s Plain.The programme has already been imple-
mented in Tygervalley.According to the City of Cape Town, an
SRA adds a monthly percentage to the ratesand taxes that will then be deducted and putinto a joint fund to pay for security costs.This will include establishing committees
and a close link with the City’s Safety andSecurity directorate.The proposed sum is R2 monthly and
Rocklands residents at the meeting were allin favour.
Elizabeth Gabriels says the suggestedamount is within reason.“Somepeople don’t pay rates and soweun-
derstand that theywon’t have the additionalfee, but at every meeting we can bring a R2and put it into a collection,” she says.The SRA project will include safety train-
ing for members of a community-driven se-curity agency and so ensure sustainable jobcreation.“This project will be for the benefit of all
our residents on different levels. With highburglar bars and fences their homes becomeprisons. With this system in place the older
generationswill feel safer,” addsChristians.He says a little over 31 000 residents need
to agree to the proposal. “If we get the sup-portweneed the rest of the residentswill nothave a choice,” he says.After City approval, Christians sees the
process taking about six months to com-plete.“Oncewe get the ball rolling residentswill
see a difference in the crime and that is im-portant.”Themeeting,which took place onWednes-
day 15October, wasmeant to be for the threeareas which make up Ward 81 (Rocklands,
Westridge andPortlands) but due to circum-stances primarily included Rocklands resi-dents.Christians plans to hold two more meet-
ings in Westridge and Portlands to ensureall residents have an opportunity for theirsuggestions to be heard. “If this works inWard 81 we hope that it will be a model forthe other ninewards in the area. A 24-year battle for a healthy life maycome to an end if a kidney transplantrecipient is not put back on the donor
waiting list.This is the belief of Irma Titus (28), who
was being treated for kidney failure atGroote Schuur Hospital.
But after four transplants, she has beeninformed that she is no longer a viable can-didate to receive a new organ due to tissuedamage. “The worst case scenario is that Imight die next week,” she says.
The Hanover Park resident has been bat-tling kidney failure since the age of four.
In desperate need of treatment, the bestcase scenario is that Titus would be receiv-ing dialysis treatment next week.
However, this seems less likely as she isalso no longer a candidate.
This treatment is only offered to thoseconsidered as viable transplant patients.
Provincial health department spokesper-son Sithembiso Magubane says the publicsector is taking a strain with the increaseof patients requiring dialysis and trans-plants.
“We are facing an exponential increase inpatients due to the rising tide of diabetes,hypertension and HIV. We are very limitedin terms of dialysis facilities and, unfortu-nately, transplant rates have fallen consid-erably due to the shortage of organs.
“Our unit alone has over 100 people wait-ing for a transplant and over 30 people onthe waiting list for life-saving dialysis. Mostpatients wait over two to three years to re-ceive a transplant,” he says.
As a result of this major problem, the de-partment has developed criteria for accept-
ance to the Renal Re-placement Programme,Magubane explains.
“The overriding crite-rium for acceptance issuitability for transplan-tation. Unfortunatelymany patients are notsuitable for a transplantfor a variety of reasonsand we are unable to ac-commodate them.”.
Titus has been leftshell-shocked by thenews.“When you’vecome to see the nursesand doctors as your fam-ily, being told they areno longer able to helpyou is devastating.”
Only able to affordpublic healthcare, Titusnow needs help to foot aR50 000 bill to receive di-alysis through privatemedical care. Receivingthis treatment will not only prolong her life,but also make it possible for her to receiveanother transplant, Titus believes.
On obtaining a second opinion, Titus wastold despite the tissue damage there is a50/50 chance that another transplant wouldbe successful, making her a high risk candi-date.
Added to this, she says, if she was able toreceive dialysis her condition may stabi-lise, thereby reducing her risk as a trans-plant candidate. “I’ve been fortunate that Idon’t suffer from many symptoms like wa-ter retention, but I do have anaemia whichmeans I often have shortness of breath dueto low oxygen in my blood,” she says.
Her condition means she had to drop outof her studies and can only manage part-time work to pay the bills.
She has since managed to join a medicalaid, but funds will only be available in 2015.
“But I’ll be dead by next year,” she says.Her friends and loved ones are not giving
up yet. They have established Kidney for aKadre, a fundraising campaign which aimsto raise funds to cover the cost of dialysis.
Through donations and events, fundshave been trickling in. However, the in-come is a far cry of the thousands neededto keep Titus alive.V To donate, like Kidney for a Kadre on Facebook andinbox the page administrator.
Aid for studentsDisadvantaged potential students have twoweeks to apply for financial support of-fered by UCT.
UCT spokesperson Riana Geldenhuyssays financial support worth over R440mwas distributed this year.
UCT assists financially disadvantagedstudents by providing access to financialsupport and GAP funding.
Geldenhuys says families with a grossannual income of less than R550 000 will beeligible to receive financial assistance.
Applications for financial support haveto be submitted by Friday 31 October. Ap-plicants must be citizens or permanent res-idents of SA; must hold no other tertiaryqualification except when they are apply-ing for financial support to study a post-graduate certificate in education or a post-graduate diploma in music; and must alsohave applied for an approved full-time un-dergraduate degree at UCT.

A liquor outlet may have to pay a heftyfine or close its doors if an applicationfor rezoning is denied.
Ann’s Liquors in Rocklands first openedits doors four years agowhen the owner Lo-rianne Maarman’s liquor licence was ap-proved.Trading from her home in Marauder
Street, Maarman says she always wants todo the right thing.“When I applied for my liquor licence in
2011 all of my neighbours were asked andno one objected. I was also allowed to tradefrom my home because of my licence, butnow that the new bylaw has come into playI wanted to do things the right way,” Maar-man says.City officials said that as long as it re-
mains an outlet there should be no reasonwhy the application couldn’t go forward.And the owner agrees.“We do not allow any of our customers to
drink here at the shop. You can buy it andthen leave to drink elsewhere,” she says.But residents in the next street sayMaar-
man’s customers are a concern to them.“We live in the close andmany of the cus-
tomers are residents in the area so theywillbuy it there after work and sit in the grasspatch to drink their beers. This isn’t alwaysthe best thing in a residential area and I amnot sure we should have it, but we were notasked for our opinions,” he says.The application was first filed on 24 Feb-
ruary but had to be sent to the subcouncilfor approval due to an objection from oneof Maarman’s neighbours.In her letter, the resident says she is un-
happy about the noise, foul language andnumber of cars parking along the road.ButMaarman says she ismistaken. “I on-
ly allow four customers at once and all thecars are parking in front of my house.”In a letter of response to her neighbour,
Maarman wrote that mentioning the foullanguage was unfair as it was not directlylinked to the outlet. “Foul language can be
found anywhere in any street in CapeTown,” wrote Maarman.But others say there are some truths in
the objection. “Some days the number ofcars parked in the road are ridiculous andthe roads are already so narrow,” says an-other neighbour.But the resident says she still would not
object to the application.And many others agree.MelvinArendse says it is convenienthav-
ing a legal outlet nearby.“I always send formybeers fromher shop
because I know it is within walking dis-tance and safe. The only suggestion is stay-ing open a bit later,” Arendse says.Ann’s Liquors trades from Monday to
Saturday 09:00 to 18:00.Since the replies have been submitted the
application will appear on Subcouncil 12’sagenda for the next meeting.At the time of going to print, Subcouncil
12 chairperson Eddie Andrews could not bereached for comment.But councillors responsible for Rock-
lands say it is too soon to pre-empt whatthe outcome will be.Maarman was given the opportunity to
respond to all objections and is currentlyawaiting a response from officials.Maarman says the reason for the applica-

Don’t be engaged by‘Telkom technicians’Telkom customers: be warned.
The telecommunications gianthas confirmed social media reports
of criminals posing as employees hittinghomes and pilfering valuables.
Telkom spokesperson Jacqui O’Sulli-van says businesses are also being tar-geted.
The crooks pose as technicians to gainentry into the premises, she confirms.
“The evolving modus operandi of thesuspected criminals is of great concern,”she says.
Upon entry to someone’s property, thesuspects apparently steal laptops, cell-phones, cash and other valuables.
“The perpetrators arrive unan-nounced and claim that they need to up-grade telephone or internet lines,” shesays.
This spate of thefts by bogus techni-cians have also been reported in otherprovinces.
“The Telkom Assets and Revenue Pro-tection Services division is workingclosely with the police in investigatingthese crimes,” O’Sullivan says.
She advises customers to demand tosee the identity cards of Telkom techni-cians before allowing them access to theproperty.
“Residents must also ask techniciansto quote the relevant reference numberthat has been assigned to the customerfor a fault repair or new installation be-fore allowing them onto their premises.”
People who have not requested anyservice from Telkom should be particu-larly wary. “These basic precautionsmust be communicated to every personwho is likely to be at home during theday, including domestic employees.”
At the same time, she says the compa-ny does not want the work of their legiti-mate technicians to be unnecessarilyhampered.
However, should customers be suspi-cious, they are advised to call Telkom on0800 47 47 47 for verification of the IDcard and to confirm employment of tech-nicians.

speaking on behalf of thefamily, saysall theywant isthe truth.“At themoment the last person to see him
alive has been telling three or four differentstories about what had happened the nightTashreeq was killed,” he says.Williams and a friend took a train home
from the city on Friday 3 October.According to one account from the wit-
ness, Williams stayed at the station whilehe (the witness) left in a taxi.“Just after 19:30 [Tashreeq’s] wife phoned
him to ask where he was and he told herthat he was at the station on his way home.That was the last time anyone had contactwith him,” he says.Williams was found two hours later on a
field behind Home Affairs with a stabwound to the heart. He was robbed of hiscellphone, laptop, hoodie and cap.Williams was returning home after the
fishing trawler he worked for could not re-turn to sea as scheduled.“We want the anonymous source to come
forward and help us if theyhave any other informa-tion on the incident. Whenfamily visited the site, thelack of blood leads us to be-lieve he was not stabbedthere. We could also seecrawl marks and whatlooked to be tears. Thedeath certificate also indi-cates the cause of deathwas suffocation and notthe stab wound,” he says.Mitchell’s Plain Police
Station is investigating theincident but did not com-ment at the time of going toprint.“We need answers and
we are not getting thatfrom the police at thisstage,” says Oliver.The family has also con-
sidered taking the case to other detectivesto ensure they get the answers they need.“This was a shock to everyone as he was
a family man. He was the youngest grand-child and the first in the family to die so sud-denly,” says Oliver.“At this time I amrepresenting the family
as his wife and two-month-old baby are cur-rently in their 40 days of mourning. We areall so shocked and we will not get closureuntil the person responsible is found,” hesays.The family hopes to see a break in the in-
vestigation soon as another detective islooking into the case.“There is a CCTV camera near the scene
and we hope the new detective will be ableto obtain the footage and analyse it soon.”Anyone with information on the incident

Doctors had given up hope that ShaneWilliams would survive the night, letalone walk again.
At the age of two, Shane was diagnosedwith a rare diseasewhich caused him to loseboth his legs. But he has risen above his cir-cumstances and nowhaswalked for the firsttime in 20 years.Now, thanks to prosthetic legs donated by
Sasol, the Tafelsig youngster can look hisparents in the eye again as he stands confi-
dently in his new “legs”.His father, Peter, explains their traumatic
journey. “He was diagnosed with a C6 defi-ciency when he was one year and 11 monthsold. The doctors told us that the blood flowbelow his knees were affected and causedblood poisoning. We were then informedthat both legs needed to be amputated if wewanted to save his life. Even then doctorsgave us little hope,” Peter says.But Shane, a national wheelchair basket-
ball player, has overcome these odds.He has been playing competitively since
the age of 15.His proud mother, Janice, displays his
many medals in their home.“We thoughtwewould lose him.Never did
I imagine hewould be able towalk again andnow he stands side-by-side with me. Seeinghim walk through the airport terminal forthe first time brought tears to my eyes,” shesays.Shane has been in Johannesburg for phys-
iotherapy to ensure his muscles are strongenough to hold his body weight when he re-ceives his prosthesis.“The hardest part of learning to walk is
doing the exercises to strengthenmy thighs.Because I never used them they have nostrength and to be able to keep up my bodyweight I need to constantly work on them,”says Shane.It has been an uphill battle for the family
and Shane often doubted himself.“Never did I think I would be part of the
team because I didn’t think I was goodenough to play for a national side. Now thatI see I am good enough, it has changed mylife for the better. I can walk now and it hasshown me nothing is impossible,” he says.His dream was made a reality when his
team sponsors, Sasol, saw it fit to donate theblades as a training aid to help him get
strong enough towear prosthesis.“The springs in
the blades helpwith the balanceand strengthwhile trying towalk. But I amprogressing well.The therapiststold me it wouldtake a fewmonths before Iwould be ready,but doctors areamazed as I did in10 days what oth-ers achieved inthree weeks,” hesays proudly.Because hewas
feeling homesick,doctors allowedhim to go homefor a two-weekvisit.Janice says: “I need to give my utmost
gratitude to Sasol because I would not haveseen him stand orwalk. They gave himwhatI never could because there was no way wewould ever be able to afford to give him hiswish.”Shane and his family now jokingly speak
of going shopping for shoes.“They gave him his first pair of takkies
and he thinks they are too big. But becausehe hasn’t ever worn shoes he doesn’t knowwhere to look and a size seven is a commonsize for a man,” Janice says.The family looks forward to the day when
he can wear shoes for the first time, butShane says hewon’t give up on his first love:basketball.
“Even though I will be able to walk whenI get my prosthesis, I will still play for theteam because I love basketball and it is be-cause of the game that I have been given thisopportunity. I am thankful for all God hasgranted us. They said I wouldn’t make itthrough the night and look where I am to-day,” Shane says.He has travelled to Turkey, Angola and
Morocco while playing on the junior andsenior national teams. “If I can make some-thing of myself above my circumstancesthen anyone can achieve their dreams. Itdoesn’t matter where you come from, nevergive up on yourself because miracles canhappen.You just need to persevere andworktowards what you want to achieve in life.”

The trauma of constant gunfire has Len-tegeur residents on edge.And for the past two years the per-
sistent gang violence has homeowners ter-rified as they fear a flare-up will follow.A resident, who asked not to be named,
says she lives in fear for her children’s safe-ty.“It has been quiet for a while but lately
we are hearing more and more shots beingfired. Innocent children are being killed forjust walking down the street and I fear mychildren could be next,” she says.At the time of going to print, police could
not confirm that a flare-up was occurring.But residents say it can only be the gang-
sters.Another resident, who also wishes to re-
main anonymous, says he has too manyquestions.“This gang fightingmust stop. They shoot
day in and day out – for what?What do theyachieve by killing innocents?And why do they fight? Too many inno-
cent people are getting killed at the handsof cold, ruthless gangsters. When will wefeel safe again?” he asks.Being held captive in his own home, the
man says, Lentegeur is not the place it oncewas.“I grewup here and have lived in the area
for 43 years. Before children could play inthe streets with no fear.“Now the drugs have taken over our chil-
dren’s lives and all they feel they are goodat is robbing, stealing and killing people,”
he points out.In acknowledgement of the drug scourge,
the police in the cluster have embarked onan area clampdown, says Mitchell’s Plainpolice spokesperson Constable ZandileMarashule.The clampdown has already seen close to
400 arrests.In the two most recent incidents, the spo-
radic shootings have resulted in one personbeing killed and another injured.On Friday 10 October about 14:00, two
men were reportedly seen arguing in SalieStreet in Lentegeur, confirmed Captain No-mathembaMgwebile. The incident resultedin a shooting.The Lentegeur man sustained two bullet
wounds to his right foot and was taken tothe clinic for treatment.A 15-year-old boy was arrested for the
shooting.Ina separate incident onWednesday, a 31-
year-old Lentegeurmanwas shot and killedin Morgenster Road and AZ Berman Drive.Officers found the man lying on the
ground with a bullet wound to the head.They also found seven cartridges next to

Fired up over safetyLight up responsibly.This is the appeal issued by the City of
Cape Town, which warns that safety is keyin preventing tragedies in the build-up tofireworks season.With Diwali and Guy Fawkes around the
corner, council’s enforcement agencies areonce more preparing for a flood of com-plaints about the illegal discharge of fire-works and related incidents.Last November, Law Enforcement confis-
cated 12 865 fireworks from illegal traders.In addition, Law Enforcement and Metro
Police officers responded to a total of 385complaints on Guy Fawkes and issued doz-ens of fines totalling more than R10 000 forthe illegal discharge of fireworks.Mayoral Committee member for Safety
andSecurity JPSmith says purchasing fromvendors who do not have the required per-mits for the sale of fireworks is against the
law.“It is illegal to discharge fireworks outside
specific designated areas. It is also illegal tobuy fireworks fromtraderswithout validpo-lice-issued permits,” he says.“Sadly,manyCapetonians continue to dis-
regard the law and end up terrorising theirneighbours who have to put up with noise.The law alsomatters very little to someuntilthere is an incident where someone getshurt, or worse. But this too doesn’t seem tobe much of a deterrent.”On Guy Fawkes last year, the City re-
sponded tonearly 400 fireworks-related com-plaints and confiscated nearly 13 000 fire-
works.“Do the right thing and either take your
neighbours to task if they’re breaking thelaw or report the matter to the City or po-lice,” he urges.“To make matters worse, we also have to
police the growing mob culture associatedwith Guy Fawkes. Gangs of children runaround with paint and other paraphernalia,terrorising their communities and usingthis ‘celebration’ to rob and hurt innocentpeople. This really is utter nonsense andneeds to stop.”Eight designated areas have been as-
signed for the discharging of fireworks.

in Eastridge, Lentegeur, Rocklands andBeacon Valley.The suspects, aged between 15 and 57,

Final exams kick off for matricsOver 60 000 matriculants will write theirGrade 12 examinations this year.On Monday, matric pupils across the
country officially started their 2014 Na-tional Senior Certificate (NSC) Examina-tions.The Western Cape Education Depart-
ment has appointed 1 200 invigilators tomonitor and assist in the examinationprocess, says provincial educationminis-ter Debbie Schafer.“This year 61 065 candidates will be
writing theNSC, ofwhich 49 271 are regis-tered as full-time candidates and 11 794part-time,” she confirms.A training programme across the prov-
incewasprovided inSeptember to ensurethat all principals, examcentremanagersand chief invigilators received the appro-priate training, especially in the imple-mentation of new exam proceduresadopted to enhance the security and in-tegrity of the examination system, a de-partment spokesperson says.Candidates writing Computer Appli-
cant Technology and Information Tech-nology began their examson theMonday,with the majority of candidates writingtheir first paper – English – on Monday27 October.The examinations will be written until
Friday 28 November at 438 examinationcentres across the province.“Candidates are, however, required to
be available up to Thursday 4 Decemberfor any eventuality – such as the need torewrite a paper. A total of 118 examina-tion papers are to be written and over800 000 examination scripts distributed,”
Schafer says.The marking of the scripts will take
place from Friday 5 to Sunday 14 Decem-ber.The department has appointed 3 099
markers to mark the papers.“In the Western Cape, we continue to
take positive steps to improve on thequality of marking in the NSC. This in-cludes competency testing for markers.We want to ensure there is the highestpossible standard of marking in these ex-aminations and that all our markers areboth competent and experienced in theirsubject fields,” Schafer says.This year we conducted competency
testing for markers in 10 subjects, shesays.“To ensure that the mark calculations
of ourmarkers are correct, theWCEDhasappointed 520 mark checkers.”The much anticipated results are ex-
pected to be announced onMonday 5 Jan-uary by Minister Angie Motsheka.Schools and candidates will receive
their results on Tuesday 6 January.“We encourage all our candidates to
stay focused and to put in the hard workrequired to prepare for the upcoming ex-aminations.“Matric candidates can view a wide
range of matric revision videos on ourYouTube channel.”According to Shafer the channel pro-

could come from Mitch-ell’s Plain if a small busi-
ness owner has her way.Founder of the Little Mer-
maid Swim School, RushanaCharles, says she hopes to runthe biggest aquatic centre inthe area by 2020.“When I started in 2011 we
had only 35 students. Todaywehave 443 swimmers, two in-structors and an assistant onour books,” she says.Charles is one of 19 candi-
dates from Mitchell’s PlainandKhayelitsha taking part inthe development programmeof the Small Business Acade-my (SBA), which is an initia-tive of the University of Stel-lenbosch Business School.And the further growth of her business
looks to be in reach as she intends to put hernewfound skills to good use.The nine-month programme was estab-
lished to promote the sustainability of effec-tive small businesses operating in town-ships.Charles says she has learnt good practices
that have helped her manage her businessbetter.“Currently, when the kids attain a certain
level, we have to pass them on to other in-structors for coaching in competitive swim-ming. As we expand, that will change andwe will be able to accommodate aqua aero-bics as well,” she says.
The idea for the school came to Charleswhile teaching children in the southern sub-urbs.“I realised Mitchell’s Plain had a need for
a swimming pool,” she says, adding she per-suaded her mother to build a pool on herproperty.She came up with a small sum of money
after winning a swimming competition in2011.The Little Mermaid Swim School is still

Mitchell’s Plain Community PolicingForum (CPF) elections resulted inupset residents calling for the vote to
continue without the relevant officials.On Wednesday 15 October, 100 residents
and community organisation representa-tives filled the Mitchell’s Plain Police Sta-tion boardroom for the annual electivemeeting.
After a validation and cross-referenceprocess by the current CPF, the Independ-ent Electoral Commission and the provin-cial Department of Safety and Security, thedecision was taken that the election couldnot proceed.
Mitchell’s Plain Safety and Security de-partmentheadEtienneSwain says proceed-ing with the elections would have been un-fair.
Swain says only four applications werereceived of which only one was valid.
“For a big area with nine other sub areasto consider, four applications were notenough. Also only one could be accepted,”he says.
“It is also common knowledge that all themember organisations need to re-registerevery year. And so we are giving these or-ganisations the opportunity to register.”
The decisionwas then taken to extend thevoting period for 14 days which was thenreplaced with a 21-day period effective im-mediately.
This information was much to the angerof those present.
“This is nonsense. All the protocol wasfollowed and we came here to vote. Weshould not have allowed these officials theopportunity to get involved with the vot-ing,” one resident told People’s Post.
Current CPF chairperson Abie Isaacssays the meeting was well advertised.
“We will remain the executive until thenext election takes place and have madesure that all the relative informationgot outto the public ahead of the meeting. We willabide by the ruling handed downby the offi-cials and reconvene in 21 days’ time,”Isaacs says.
All organisations and institutions in thearea of a police station can apply to becomemembers of that police station’s forum.
This includes youth groups, socialgroups, welfare organisations, schools,churches and businesses.
However to qualify to vote, membersmust have been active as per the forum’sconstitution.
The elections have been postponed toWednesday 12 November at 19:00 at theMitchell’s Plain Police Station boardroom.All registrations must be completed andfiled by Sunday 9 November to ensure veri-fication takes place ahead of the meeting.

Heritage Kite Competition.Part of the Cape Town International Kite
Festival, the competition sees kite-makersfrom across the peninsula compete for theHeritage Kite Award.Hosted by Cape Mental Health, the festi-

best Swaeltjie kites.These are traditional swallow- or bat-
shaped kites, hand-crafted and locallymadeusing bamboo, paper or material.The design originated in South-East Asia
and came to Africa hundreds of years ago.The age-old techniques of making and fly-ing the kites are being shared with a wideraudience thanks to a collaboration betweenCape Mental Health and master kite-makerEbrahim Sambo from Athlone.Sambo has been making Swaeltjie kites
since childhood.“My great-grandfather was a slave from
Indonesia. He taught my grandfather, whotaught my father, who taught me,” he says.Sambo is passionate about keeping this
historic kiting tradition alive.For the past two years he has voluntarily
run daily Swaeltjie kite-making workshopsat the festival.He’s also made sure the skills are passed
on in his own family – two years ago his sonRifead won the Heritage Kite Award.“The Swaeltjie could be the oldest kite in
Africa,” says kiter Greg Mountjoy.“It was thought that Africa is the only
continent without a history of kiting, butthese swallow kites have been made andflown here for centuries.”There are great prizes up for grabs in the
competition, as well as the opportunity forlocal kiters to rub shoulders with the bestkiters from across the globe.Prizes include the People’s Post Heritage
Kite Award floating trophy and cash prizesranging from R200 to R1000.All entrants will receive a certificate.Entry to the festival, which is held at

‘Enormoustask’ awaitsThe first woman to
head up the provin-cial health depart-
ment has been appointed.Provincial health min-
ister Theuns Botha lastweek introduced the newHead of Health for theWestern Cape, Dr BethEngelbrecht.Engelbrecht’s appoint-
ment comes in the wakeof a rigorous process tofind the right calibre can-didate to head the biggestdepartment in provincialgovernment, Botha says.Currently, the depart-
ment is under the leader-ship of Professor CraigHouseham.During the remaining
months of his tenure,Househam will workalongside Engelbrecht inhanding over the hugetask of managing the de-partment.This handover period is aimedat ensuring
maximum stability, continuity and a seam-less change in leadership, Botha explains.“Dr Engelbrecht knows the systems and
understands the challenges that lie ahead. Ilook forward to leading our departmentwithher,” he says.
Engelbrecht is a quali-fied medical doctor.She started her public
health career in 1981 as amedical officer for theGreater Bloemfontein ar-ea in theFree StateHealthDepartment and pro-gressed through thehealth system to becomethe director of DistrictHealth Services for theFree State provincial gov-ernment.She joined the Western
Cape team in 2001 and hasbeen with the departmentfor the last 13 years in thepost of deputy directorgeneral, effectively re-sponsible as chief of oper-ations.Her responsibilities in-
cluded specialist, emer-gency, district and prima-ry health services.Engelbrecht says: “I am
very fortunate to have an excellent seniormanagement team at the helm of things,many of whom have been my colleagues fora number of years. I am humbled by theenormity of the task, but confident that theteam and I will be able to carry forward theexcellent legacy left by Professor House-ham.”

Cop conduct under scrutinyMitchell’s Plain and Cape Town Central po-lice stations have received the most com-plaints regarding service delivery.This as more than 70% of cases referred
by the public to the provincial Departmentof Community Safety’s complaints centrethis year have been resolved.Provincial minister of Community Safety
Dan Plato says the department’s Report-a-Cop, Reward-a-Cop campaign, policing com-plaints centre and hotline logged 516 com-plaints between January and September.“Of these, 33 were resolved immediately,
while 68%of the remaining complaints havebeen closed or finalised within a period ofone to two weeks.This represents a 70.7% success rate in re-
solving policing service delivery com-plaints,” he says.The centre deals with service delivery
complaints lodged by the public against po-lice agencies. The complaints vary in severi-ty, Plato says.
More thanhalf of the cases related to unac-ceptable behaviour, 17% to poor responsesand 15% to communication.“It is fantastic to see people are using the
opportunity to improve policing service de-livery in their areas. More than 55% of com-plaints are received directly from the publicby means of email or telephone,” he ex-plains.Plato says he intends to raise the quality
of services received at theworst affected sta-tionswith theprovincial police commission-er.“Keep holding the police at your local sta-
tion accountable through the complaintsline, but also compliment themongood serv-ice delivery when appropriate. Council reins in pests running wildIt’s pest season in the Mother City.The City of Cape Town reports it has re-
fined its rodent management strategy to ac-commodate the increase in rodents betweenSeptember and October and then again inMarch and April.Mayoral Committee member for Health
Benedicta van Minnen says council is pre-pared for baiting to begin.“Cape Town is no different from otherma-
jor cities around the world which all haveto deal with pests, especially in the contextof waste generated by an overgrowing popu-lation. Rats and other pests thrive in areaswhere theyhave a steady food supply, storm-water drainage systems and no predators,”she says.Environmental Health staff, assisted by
workers employed by the Expanded PublicWorks Programme, do rodent baiting acrossthe city and in the last year set up 83 247 suchrodent baiting stations.“Our staff spend time going door-to-door
to educate residents about effective wastemanagement and how to rodent-proof theirhomes,” Van Minnen says.Where applicable, council institutes legal
action against people responsible for creat-ing conditions that encourage rodent breed-ing.Other measures include the appointment

Being a police officer is a thankless job.In South Africa our men in blue are hardly the much-
touted comparative to those cops in other parts of theworld, like “New York’s finest”, the NYPD.And much of this assumed glamour is gleaned from
what people see on TV anyway.The realities are far harsher than most ordinary citi-
zens believe. Cops draw the short end of the safety stick:they get shot at, are lied to, are hoodwinked, outmanoeu-vred and bear the brunt of finger pointing – even whenthey’re doing their job, universally understood as to pro-tect and serve.Theirs is a never-ending job.Yes, there are bad apples as everywhere else.But would you like to volunteer your child for this job?
People who sign up to be cops have likely tried a myriadother avenues for employment and sheer desperationsteers them in the direction of the police service.The only other service industry that is quite as danger-
ous is that of private security.They drive through residential areas on the alert for
prowlers; dressed in multiple layers of uniforms, theystand on guard at business and private premises havingto brave the elements to also protect and serve.Depending on their grading, the pay is perhaps that sin-
gle motivator to keep the wolf from the door.And the unsafest of all these jobs are the souls who
transport cash.The callousmanner inwhich officers of peace are treat-
ed with such utter disdain makes one wonder at the hu-manity of perpetrators.In recent memory, some cash van security staff were
burnt to death in a heist.Is it any way to treat another human being?No crime is committed in isolation. Somewhere out
there someone always knows or suspects someone elseof having done something. The indifference will change,depending on which side of the law you’re on.

. I lost mymother at Mitchell’s Plain DayHospital 18 years ago. She had an appoint-ment. After being teased by the nursingstaff, she suffered a severe heart attack andwe lost her.
. We had a similar experience last yearwhen my 75-year-old mother was rushed tohospital with a very high fever. She was ad-mitted at 20:45, but the doctor just walkedpass her. The ambulance only fetched her at03:30 – by then she has had a fit. She passedaway a week after they fought for her life inGroote Schuur Hospital.

Women and children remain victimsof abuse. This, a study has found, isirrespective of their HIV or Aids sta-
tus.The study was conducted by Aids Legal
Network in Mitchell’s Plain and Khayelit-sha in 2012, when the results were first an-nounced.Meanwhile, the NGO, which offers free le-
gal advice to people affected by Aids, hasbeen working among women in these twotownships.But women and children from Hyde Park
and Tafelsig have raised their voices sayingsaying “enough is enough”. They took to thestreets and marched to the Mitchell’s Plain
Magistrate’s Court in solidarity againstabuse.Aids Legal Network director Johanna
Kehler says the march was a necessity.“We are in our 20th year of democracy and
despite the many laws protecting women’srights, women continue to be violated,abused and raped daily. Our constitutionand laws demand equal treatment for all, yetwomen remain the ones who are least re-spected and treated with dignity by theirpartners, families, communities and serviceproviders alike. Thewomen from these com-munities decided to get together to marchandweweremore thanwilling to play a sup-porting role,” she says.Kehler adds that women’s rights are vio-
lated in all aspects of their lives, even moreso for women living with HIV.
“Nowmore thanever, preventingviolenceand HIV is everyone’s responsibility. Nowis the time for all of us to stand together fornon-violence and to protect women’srights,” Kehler says.Hyde Park resident Juanita Scott says all
residents need to stand together to make adifference.“Thismarch is forwomenwho go through
strife and hardships. We want residents toalso take responsibility so we are tellingthem, ‘if you are against abuse, stand withus andmake a difference’ –men, women andeven children. We want everyone to say‘enough is enough’,” she says.Rowan Douglas, a Grade 10 pupil at Bea-
con Hill High School, says raising a respon-sible generation will see less crime on thestreets.
“We are joining the cause to show our sup-port against women abuse but we also wantall crimes to end – nomoremurders and rob-beries. We want peaceful streets to be ableto move freely while feeling safe,” he says.Themarchwas joined by pupils fromOval
North and Tafelsig high schools.Starting in Hyde Park many residents
came out of their homes and joined in alongthe way.Nomdumiso Mzukwua says the show of
force will send a message. “We are glad tosee the support for the women of Tafelsig.We are here to make a difference and thiswill,” she says.The 200-strong group armed with banners
head bands and placards chanted “no morerape, no more violence and no more abuse”as they marched to the court.
