The doctor would always ask me if I have moved into my own house, because our living condi- tions are affecting him in such a way that they cause the fits,” she says. Dreyer adds: “I got a letter from the council last month, telling me that I need to fill out forms for the houses that are going to be built on the field in Bruce Road. My mother on the streets looking for a place to stay,” she said. Malgas tells People’s Post about the conditions of the bungalow she lives in. “It’s smaller than the previ- ous one we stayed in, but that one burnt down. There are seven of us and only one bedroom. There is no toilet in the bungalow and we all have to use a bucket to do our busi- ness. “Sometimes I feel like giving up hope, but I can’t for the sake of my children. A GROUP of residents from Ot-tery are “sick and tired” of wait-ing for the City of Cape Town togive them houses.

The five residents, aged between50 and 60, have been living in roomsand bungalows in other people’sbackyards all their lives.

Mary-Ann Dreyer, who has beenon the City’s housingwaiting list for 20years, says she is“tired” of waiting to geta council home.

THE National Sea Rescue Institute(NSRI) has expressed its surprise

and frustration at not receiving fund-ing from the City of Cape Town.

TheNSRIhas eight baseswithin the city,dotting the coastline from Melkbos to Gor-don’s Bay, operating 24 hours a day and allyear round.

The organisation was recently awardeda civic honour by the City for its rescueand education efforts.

And according to Ian Wienburg, CEO ofthe NSRI, the award made the lack of fund-ing even more evident.

“The Cape Town council don’t give usanything, and it happens tobe thearea thathas more rescue bases than any other ar-ea,” says Wienburg.

“What is surprising is that they’ve justgiven us a medal and commendation attheir awards day. So they do know aboutus and recognise us, but they don’t give usfunding.”

The NSRI has received funding from theCity irregularly in the past and the last do-nation – R10 000 to the Strandfontein base– was received in May 2009.

The organisation has also had an ongo-ing claim for regular aid since 2006.

Merial Bartlett, NSRI marketing direc-tor, says that the City has still not decidedwhether to fund the organisation or not.

“The documentation for the claim wasdone in 2006, and it was supposed to be con-sidered by the council,” says Bartlett.

“And it just keeps getting knocked offevery year. Each year we renew the docu-mentation and do the claim again. The re-ply always just says ‘regrettably this wasnot addressed at this meeting’.”

Wienburg says that several other small-er municipalities, in the Western Cape andother provinces, fund NSRI bases in theirareas.

Station 6 in Port Elizabeth receivedR150 000, station 5 in Durban receivedR174 000, Station 15 and 34 in Mossel Bayand Yzerfontein respectively receivedR30 000 each, and station 17 in Hermanusreceived R100 000.

The NSRI is a non-profit organisationwhich was started in 1967, after the drown-ing of 17 fishermen the previous year high-lighted the need for a sea rescue service.

Currently, no other organisation, gov-ernment or private, has the capability todo the same work as the NSRI.

The South African Maritime Safety Au-thority (SAMSA)

is responsible for all safety at sea, both

in South African waters and further away,but does not have ability to perform itsown rescues.

Instead, SAMSA uses the NSRI, govern-ment organisations like the Navy or Air-force and private companies to conductrescues.

The NSRI’s running costs are in excessof R25 million a year, even though the 980skilled volunteers, who are on standby dayand night, do not get paid.

Wienburg says the major costs of theNSRI are equipment and fuel.

According to the NSRI’s annual finan-cial statements for the 2010 financial year,the organisation’s national spending in-cluded R18 million to suppliers; aroundR2,5 million on refurbishing buildings;R1,2 million on the up-keep of vehicles, andover R7,3 million on servicing boats.

Richard Bosman, the executive directorof Safety and Security for the City, saysthat funding the NSRI is not the responsi-bility of local government.

“Although praiseworthy, the function ofthe NSRI is not allocated to local govern-ment,” said Bosman.

“Furthermore, it is the responsibility ofnational government to detect, locate andrescue people in maritime distress situa-tions. The NSRI provides this particularassistance for national government.”

Bosman says the NSRI receives fundingfrom the national Department of Trans-port and the Western Cape Provincial Gov-ernment.

In 2010 the Department of Transportgranted 1,4 million to the NSRI andR300 000 was received from the WesternCape Department of Disaster Managementin August that year.

However, Wienburg says the nationaland provincial funding only makes up asmall percentage of the NSRI’s financialrequirements.

“Those grants are divided amongst allthe rescue bases in South Africa, includingthe inland ones. The government grantdoesn’t even cover 2,5 % of our operatingbudget.”

He says the NSRI relies largely on dona-tions from the private sector and generousindividuals.

When asked by People’s Post if the NSRIwould be able to function without dona-tions from the private sector, Wienburganswered: “not a chance”.

According to Bosman, the City is cur-rently considering an application for fund-ing by the NSRI.

Bosman says the full council needs tosupport the application in order for fund-ing to be granted.

A 17-YEAR-OLD Lotus High School pupilhaspaddledhisway into theWesternCaperowing team.

Edwin Delaney representedthe province at the South Afri-can National Rowing Champi-onships from Thursday 28April to Sunday 1 May atRoodeplaat Dam in Pretoriaand came sixth in the country.

Participating in this eventwas one of his proudestachievements, he says.

Delaney has been involvedin rowing at Lotus HighSchool for four years, andjoined the team after hisbrother, Shane Mulder (19),became interested in thesport, and introduced him toit.

The two brothers were notalways “into doing school-work” and dropped out ofschool. They then sparked aninterest in sport and becamemore involved.

“When Edwin and his brother droppedout of school, we encouraged them to re-turn. Sport has helped them to develop atschool, and their participation in sporthas encouraged them to stay, continuewith their schooling and to become moreinvolved in the school’s activities,” saysBenny Pietersen, the school’s deputy prin-

cipal.Lotus River High School has been offer-

ing rowing as a sport since 2007. There arecurrently about 20 pupils in the club.

Pietersen says the pupils initially tookpart in indoor rowing – whichinvolves a rowing machine,known as an ergometer, Row-ers use it to practice on andbuild strength.

“The Western Cape RowingAssociation visited theschool, looked at who the bestperformers were, and theywere taken to the water,” hesays.

Delaney takes part in bothsingle and doubles competi-tions. He received the “BestMale Rower” award twoyears in a row in the WesternCape.

Outside of rowing practiceat school, Delaney belongs tothe Alfred’s Rowing Club inZeekoevlei.

He tells People’s Post thathe would like to use his

knowledge of the sport and talent to teachother children some day.

“Rowing makes you disciplined and itteaches you commitment.

“I want to study to become a rowingcoach so that I can teach youngsters in dis-advantaged areas and show them thatthey, too, can achieve what they want,” hesays.

A DESIRE to make smallbusinesses aware of the op-portunities they are miss-ing is what drives businessadvisor, John Prinsloo,who specialises in the ten-dering process.

Having been involved withsmall, medium and micro en-terprises (SMMEs) for about30 years, Prinsloo has a keenappreciation of tender-relat-ed matters.

Prinsloo believes there is alot of expertise in marginal-ised communities.

He wants to show businesspeople the “tons of opportuni-ties right under their noses”.

Every Friday, the City ofCape Town advertises ten-ders in Die Burger, the CapeTimes and other major dailynewspapers.

According to Prinsloo,these tenders are a great wayfor people who offer goods

and services to land a big con-tract.

However, he says, around80% of tender submissionsare thrown out daily becausethey are incorrectly filled out.

“Tenders give everyone anequal chance to supply thegoods and services. The prob-lem is that many people don’tknow how to respond on ten-der documents and could losea potential contract becauseof a silly error,” he says.

Prinsloo was a tender ad-vice coordinator for the Cityof Cape Town for four years,and in that time learnt aboutthe great opportunities slip-ping past small businesses.

He then started his “Intro-duction to Tendering” work-shop – a 90-minute session –and the “Basic Tendering”workshop – a six-hour courseheld at Grassy Park Library.The cost is R50 for the 90-minute session and R380 forthe six-hour session.

Prinsloo has trained “liter-

ally thousands” of people.“People are welcome to

come and listen to me, and ifthey want to know more, theycan come to my six-hourworkshop – where I give amore in-depth look into ten-dering.”

He says the only complainthe has received from peoplewho have attended his work-shops is that they are tooshort, and the attendees werenot able to grasp everythingin the short space of time.

“People have said that myworkshops have really helpedthem understand tenders bet-ter.

“And if they want to take adeeper look, I also offer apractical workshop spreadacross two days, where I showthem how to fill out the tenderform correctly.”

Tee off for a good causeCHRISTEL HOUSE South Africa (CHSA),an independent school in Ottery that givesdisadvantaged children in some of CapeTown’s poorest communities free schoolingand the chance to change their lives, is call-ing on companies and individuals to sup-port its annual golf day.

Christel House will host its ninth annualRCI Christel House Open on Thursday 26May at De Zalze Golf Estate in Stellenboschfrom 11:00.

According to Sharon Williams, market-ing and development manager at the school,this forms part of a unique internationalcharity golfing tournament hosted on fivedifferent continents.

“Approximately 1 800 golfers are expectedto participate in events worldwide, and it isdefinitely the biggest and most anticipatedevent of the year for Christel House,” shesays. Williams adds that the primary goal

of the golf day is to increase the number of“friends of Christel House”. “This simplymeans that we want to appeal to more indi-viduals and corporate companies to supportthe school. It’s not only about money, butabout investing in education and the futureof our great learners through innovativeand exciting projects.”

The school is “mostly run on annuityfunding”.

IEC ready for electionsVERNA VAN DIEMEN

THEIndependentElectoralCom-mission says it is more thanready for the local governmentelections tomorrow.

The Western Province ProvincialResults and Operation Centre(PROC) is one of 10such centres, nineprovincial and onenational.

The commissionmade the announce-ment at the officiallaunch of the PROCon Wednesday.

The PROC will bethe nerve centre foroperations, where allof the votes from the 1570 voting stationsacross the WesternProvince will bebrought together.

More than 16 000staff members havebeen trained for the elections.

It is expected that the overall re-sults of the elections will be madeknown by Friday at noon.

Speaking at the event at the Pro-teaville Recreation Centre in Bel-lville South, IEC chief electoral of-ficer, Pansy Tlakula, said: “Thishas been a difficult journey. Neverhave we ever had to print and re-print ballot papers as many times,and this is the longest ballot papersever in the history of the elections.

“We have been in and out of courtalmost all the time. We were in theConstitutional Court up to yester-day to disqualify a party (theInkatha Freedom Party) from theelections because they had not met

the deadline.”The IEC successfully appealed

against a Constitutional Court deci-sion granted in favour of the IFP be-cause they were unable to deliverits candidate nomination docu-ments to the local office of the com-mission.

Tlakula wished all the partieswell.

“All the best, maythe best party win.We are here to ensurethat the party thatwins does so with dig-nity and the partythat loses does sowith dignity too,” shesaid.

Granville Abra-hams, IEC managerfor Electoral Matters,said that operationsat the centre will takeplace in full view ofparties, commenta-tors and the media,who will be able to

view scanned result slips, whichtally the number of votes from vot-ing stations, as they trickle into thecentre.

“The votes will not be counted atPROC, but at the voting stations. Asthe result slips arrive here, we willdo our own verification, it will bescanned and will then be availablefor all to see,” he said.

Various TV and radio stationswill broadcast live from the event.

Courtney Sampson, IEC provin-cial electoral officer, says staffingissues, voting stations and the un-certainty of how people will behaveon the day are only some of the con-cerns.

“How well the staff is trained, is

crucial. The biggest challenge isthat we will be handing the wholeprocess over to people we have nev-er met and do not know on electionsday.”

Sampson says the IEC is alwaysreminded of the economic challeng-es facing the country.

“Some of the staff have never hadbanking accounts, and by the timewe pay them the bank has alreadyclosed it.”

When preparing a venue for atemporary voting station, the IEChas to ensure that they have ade-quate security and temporary elec-trical fencing.

“Often after the ground has beenlevelled for a temporary station, wewill come back the next day to findthat people have settled on theland,” says Sampson.

“Sections of two roads in Khay-elitsha will be closed because thetemporary voting station is posi-tioned almost on the road and thereis a real possibility that someonecould get knocked down,” he said.

The centre will also have a groupof trained professionals who willhelp with conflict resolution issueson the day of the elections.

“We request that parties and themembers play fair. Let us not loseour humanity. The worse you makeanother politician look, the worseyou make politicians look in gener-al, and in the end the person you arebad-mouthing will get more sympa-thy from the people.”

THE smiling face you make your crossnext to tomorrow will be the person youwill be entrusting to represent you for thenext five years.

Ward councillors are responsible forrepresenting and serving people in a spe-cific ward and sit in council on behalf oftheir constituents.

This representative, who is elected bya specific geographically-defined wardwithin a municipality, is expected tomake sure that concerns related to his orher ward are represented at local govern-ment level.

According to the Institute for Democra-cy in Africa (Idasa), the ward councillorshould be in touch with the key issues inthe area, understand the problems anddifficulties facing the community andmonitor development and service deli-very. Ward councillors are expected tohold regular public meetings.

People can take their municipal prob-lems to the councillor, who should dealwith these in an appropriate way, such astaking it up with council officials.

Councillors are expected to be in closecontact with their constituencies on theground and to keep council informed ofthe real experiences and views of the resi-dents within the municipality, Idasa con-tinues. Citizens do not have a vote oncouncil, but are meant to influence theirward councillors to represent their viewson any topic that affects them.

The organisation says every councilwill be involved in various planning andpolicy-making processes, and specific

programmes or projects that are being im-plemented.

The council will also conduct informa-tion campaigns on issues affecting thecommunity. Ward councillors, in particu-lar, need to communicate these activitiesto the public in the interests of increasingtransparency and promoting public in-volvement in these activities.

In committees, caucuses and councilmeetings, the ward councillor should actas a spokesperson for the people in theward. The councillor makes sure that vot-ers are consultedandkept informedaboutcouncil decisions, development and bud-get plans that affect them.

During the last financial year, the ave-rage ward councillor earned R29 057 amonth. A councillor is also allowed tohold down a private job as the ward coun-cillor position is considered a part-timeone.

Dirk Smit, the Speaker for the City ofCape Town, explains that the politicalparties the councillors represent are re-sponsible for performance appraisals.

“However, a councillor faces dismissalif they miss three council meetings con-secutively, whether they are portfoliocommittee meetings, full council mee-tings or subcouncil meetings,” he says.

Councillors are also prohibited from in-volvement in tender processes, the distri-bution of council-related job opportuni-ties, and from standing in the way of theimplementation of instructions fromcouncil. Smit says councillors are giventraining in computer literacy, council po-licies and capacity building before theytake up their positions.

No further campaigning will be done, asMonday (yesterday) was also a special vo-ting day for people who registered for this,such as those who would be unable to voteat their voting station on election day orthose who are physically infirm or disa-bled.

EVERY year, on the last Friday ofMay, the League of the Friends

of the Blind (Lofob) hosts a “BlindBuddy Day” to create awareness ofblind and partially-sighted people.

This year “Blind Buddy Day” falls onFriday 27 May, and people are asked towear Lofob’s “Blind Buddy” sticker toexpress solidarity and support forblind people.

The Lofob centre in Klip Road,Grassy Park, was established in 1933,and strives towards giving blind indi-viduals a chance to live independently.

The first “Blind Buddy Day” washeld in 2008, when people from all overCape Town were encouraged to experi-ence what it is like to be blind for a day.

On the day, participants are encour-aged to wear dark glasses, or to weara blindfold at home or at the office.

“Blind Buddy” stickers can be ob-tained fromtheLofob centre atR10, andproceeds raised will go towards Lofob.

The centre asks that people encour-age their colleagues, family, friends,communities, and those “who dare towear cool shades all day long”.

Companies, schools, institutions andfaith congregations can raise furtherawareness of “Blind Buddy Day”, and

the value of sight, by participating inactivities such as working with darkglasses, hosting an awareness of blind-ness programme, arranging a cafeterialunch where everybody wears a blind-fold, or coming up with an excitingtheme depicting blindness, or by sim-ply wearing the sticker.

Dream becomesreality for claimantsVERNA VAN DIEMEN

LAND claimants fromthe Tramway Road

Community Trust (TRCR)are finally reaping the re-wards of their patience.

Tramway Road and its sur-rounds in Sea Point were verysimilar to District Six in the1950s, with about 150 familiesof colour in the neighbour-hood.

The families who livedthere suffereda similar fate tofamilies evicted from DistrictSix in Cape Town and Sophia-town in Johannesburg, whenthey were forcibly removedin terms of the Group AreasAct.

They were moved to otherparts of the city, such as Re-treat, Bonteheuwel, HanoverPark and Manenberg.

But Tramway Road resi-dents were not going to justlet go of their memories.

About 200 family andfriends of Tramway Roadheld a reunion in 1985 at theWoodstock Town Hall. Theycontinued meeting and in1996, when the governmentannounced that people couldapply for land restitution,Lopes rallied everyone to-gether to join in an application for restitution ofTramway Road land.

One hundred and three families collectively lodgeda land claim.

Seventy-nine of those families opted to take a pay-out of R17 500 in 2007.

The 34 who decided to claim the land formed theTramway Road Community Trust (TRCR).

Many of the 34 families were present on Thursdaywhen the City of Cape Town started moving some ofthe electrical cabling located directly under a site inTramway Road, Sea Point, which has been ear-marked as restitution land.

Ten years on, the families will soon see the con-struction of a multi-million rand, upmarket block ofapartments. The flats will be sold or rented, and therevenue will go to the trust.

Thursday was a bitter-sweet day for these claim-ants, because their long wait had finally started pay-ing off, but many of their parents haddied waiting.

The urban development is funded byInvestec Bank and the construction willbedonebyNovabuildDevelopers and theTRCR.

The building, which will be called Or-chards Development, will be built on thecorner of Tramway and Kings roads inSea Point, which used to be a park.

Construction on Orchards Develop-ment will start on Tuesday 31 May, withan announcement on the day of the pro-jected completion time and more detailsabout the profits of the project.

Fatima Allie, communications manag-er for Itheko Events Management, whoare managing the launch of the construction of theOrchards says: “We will be building flats and sellingit for between R3 million and R12 million rand each.The profits thereof will go to the trust.”

A part of the profits will be used to build a smallvillage for the 34 families, many of whom are pension-ers, while another portion will be used to set up aneducation trust, says Allie.

Leonard Lopes, chairperson of TRCR, was born inTramway Road 66 years ago.

His family was forced to move to Bridgetown whenhe was just 14 years old.

“I remember the day we moved, but at that stageI did not understand. Then parents kept things quiet.I only remember asking myself after the move whywe were moved, because I knew that Sea Point was100% better.

“We had all the shops, transport and the sea, andthe mountain was right there in our back yard,” hesaid.

Lopes remembers living in a big house with a long

passageway.“My parents, my sister, two uncles and their wives

all lived in one house,” he said.There were no white people living in Tramway

Road, says Lopes.“There were three Xhosa families and the rest were

coloureds. There were two Indians, one with a cornershop and another who was a shoemaker,” he said.

The 34 families decided not to move back to SeaPoint becauseof affordability and the character of thearea.

“We would not have been able to afford the rates,and the area has become very upmarket now,” hesays.

Ward councillor, JP Smith, said: “This is a perfectexample of how land restitution really benefits peo-ple. The beneficiaries of this project can either livein luxurious apartments or they can sell it, buy ahouse and have change to use for their retirement.

It makes for a handsome retirementpackage.”

Smith has worked with the group sincethe project started.

“It has been a complex process, and weare happy to be where we are,” he said.

Smith says he had been bombardedwith calls from residents expressing con-cerns that the project would not be inkeeping with the surrounding area.

“The wheels of this project have comeoff a few times, with proposals of low-costhomes and a duplex and a few cross-sub-sidisation deals with developers whichfell through the mat.

“I was unhappy about the low cost-housing proposals, and so was the com-

munity. We tried very hard to let the community un-derstand the value of allowing the claimants to moveback in a dignified way.

“If that project went up, then the land claimantswould have stuck out like a sore thumb in the com-munity,” he says.

In the latest move, Investec Bank and NovabuildDevelopers took over this concept, providing thefunding and developing the project.

The local residents’ association has welcomed thedevelopment.

Ari Vayanos, Sea Point, Fresnaye, Bantry BayRatepayers’ and Residents’ Association chairperson,says: “We have made sure throughout the processthat the relevant parties that will be affected by theproject would be happy, especially the previously dis-advantaged.”

Vayanos says that the state of the park was worry-ing to the residents.

“There are always problems with squatters anddirt. The place needs a development,” he says.

City to launchanti-gang projectANDRE BAKKES

THE war on gang violence will besteered in a new direction by theCity of Cape Town and the West-ern Cape Provincial Governmentwhen they implement the “Cease-fire Project” next month.

This project is based on a hugelysuccessful one first initiated 11years ago in Chicago in the UnitedStates, which has seen a dramaticreduction in gang-related shoot-ings.

The City’s Safety and SecurityPortfolio Committee Chairper-son, JP Smith, visited Chicago togain first-hand experience of thefight against gangsterism there.

“It is important to note that theCeasefire Project is not aboutfighting gang violence, which isthe job of the police. We will, in-stead, train ‘Violence Interrupt-ers’ who will try to stop the vio-lence from spiralling out of con-trol,” he explains.

Initially, eight youngsters fromwithin the communities they

serve will be recruited andtrained to do tasks such as picket-ing against gang violence and vis-iting schools to warn youthsagainst joining gangs.

They themselves might previ-ously have been involved withgangsterism, so many would beable to talk from personal experi-ence.

These Violence Interrupterswould also build relationshipswith youngsters who are suscepti-ble to violence.

In essence, the project calls forthe strengthening of communitiesto exercise informal social controland respond to issues that affectthem.

Smith says a handful of Chica-go-based Violence Interrupterswill fly to Cape Town next monthto educate local community lead-ers on how to go about achievingsuccess in the identified areas –Manenburg, Hanover Park andGugulethu. Once enough peopleare trained, the project will kickoff in September.

Warming the hearts of the poor

SOME of the roads in Grassy Park andLotus River are without street lights,endangering residents’ lives as it cre-ates the ideal environment for crimi-nals.

This is according to Phillip Bam, chair-person of the Lotus River, Ottery, GrassyPark Residents’ Association (Logra).

Bam says that lack of street lighting inthe area is a major problem for residents.

It was brought to the attention of thecouncillors at a recent Rondevlei Sub-council meeting, held on Tuesday 19April, that some roads within the GrassyPark precinct, do not have sufficientstreet lighting, and some have no lightingat all.

There are currently no street lights inFisherman’s Walk going towards BuckRoad, Zeekoevlei and between Klip Roadand Fifth Avenue, Lotus River.

Bam says that having no street lightson Fisherman’s Walk is definitely a prob-lem for residents. “Zeekoevlei was oncea semi-rural area back in the day. Peoplewho lived there didn’t want lights put upon the street because it disturbed the na-ture of the area.

“Since then, it has become more of aresidential area and more houses are be-ing built. Lighting is imperative as nothaving any is a safety risk,” he says.

Bam adds that the road does not haveproper concrete walkways or pavements,adding to the safety hazard. “The resi-dents have to walk on the side of the roadand at night, because there are no streetlights, it makes seeing those who arewalking harder to see or spot,” he says.

Ward councillor George March saysparts of the Grassy Park precinct do nothave sufficient lighting. “This issue hasbeen brought up in council because it isa serious matter that needs to be ad-dressed. People walk around at night andthere are no lights, making it dangerous,”he said.

The Rondevlei Subcouncil sent an ap-plication to the City of Cape Town’s Elec-tricity Department to request that streetlighting for these areas be added to thebudget.

“Logra is all about street lighting, sew-er systems and all other issues involvingthe community. We’ve been campaigningto have proper street lighting in the areassince the 1970s. We even held a rates boy-cott in those days,” says Bam.

“An agreement was signed and councilsorted out the problem.

The Station Commander at GrassyPark Police Station, Colonel Leroy Nolan,says that having no street lights com-pounds crime.

“People get robbed more when thereare no street lights, or if the lights are notworking. Perpetrators won’t rob youwhen there is sufficient lighting, becausethey can be seen,” he says..”

Another topic raised in the subcouncilmeeting was whether Victoria Road inGrassy Park, would receive undergroundcabling to help improve lighting infra-structure in the area.

“The underground cabling would en-sure better quality street lighting, espe-cially in streets where lighting is scarce.

“A representative from the City, whowas present at the meeting to provide uswith feedback, informed us that fundingfor the underground cabling projectalong Victoria Road received multi-yearfunding – 2010/2011, R400 000 and2011/2012, R200 000 – to enable its comple-tion,” says March.

He added that the City will be puttingup street lighting in areas where it isneeded.

Street lights will be erected betweenKlip Road and Fifth Avenue in Lotus Riv-er, between Fisherman’s Walk towardBuck Road in Zeekoevlei and between Ol-ieboom Road and Seventh Avenue, alongStrandfontein Road in Pelican Park.These street lights will be installed with-in the specific budget allocations – be-tween 2011/2012 and 2012/2013’s budgets.

Abolish bank charges on pensionsON 5 MAY, me and my outreach team visit-ed a lady in Retreat who has a food kitchenespecially for senior citizens of the area.

After our praise and worship I started aconversation, and this led to the issue ofbank charges the poor pensioners have topay when they draw their pensions.

Apparently the bank charges amount toabout R35. That may seem a small price tosalaried workers, but to the pensioners itis like cutting off a leg and both arms.

On Sunday 8 May, at about 06:00, I turnedon my radio to Cape Talk and, lo and be-hold, the topic was also about bank chargesfor pensioners and the bite it takes out ofthe low, but appreciated, pension.

Some listeners who phoned in stated that

the Post Bank and Capitec Bank do notcharge bank fees, and others stated that ifthey have a large amount in the bank thenthis exempts a pensioner from bank charg-es, but who in this day and age has thatamount?

This, and what I saw on TV one nightwhere a pensioner had to eat mielie mealand fish oil, prompted me to write to ourgovernment to obtain exemption frombank fees for pensioners.

Are they a political party or labour union? Tomy knowledge, Cosatu started off as a labourunion and should not be involved in politics atall. They should get out of politics and do whatthey are supposed to do, which is looking afterthe interests of the workers.

Cosatu should attack government on:1. Poor salaries for nurses, doctors, police-

men, teachers, etc. It is these workers who paytheir monthly subsidies.

2. Imports of cheap clothing from China.Clothing factories that were once the backboneof our economy are closed.

3. High electricity tariffs. Cosatu promised tofight the increases, but was quiet afterwards.

4. Creating job opportunities. Unemploymentis constantly rising.

5. Exorbitant salaries of directors and citymanagers. Some of these salaries are now statesecrets.

6. Corruption at all levels. Money stolen fraud-

ulently is never found and returned7.Complainabout thehigh salaries of coun-

cillors or parliamentarians. Many are therejust for the money.

Cosatu is doing none of the above, but sid-ing with government. Cosatu should com-plain about all provinces where there is poordelivery of services, and not concentrate onthe Western Cape. How can the subsidies thatthe workers pay to Cosatu help the workers?Cosatu must have their coffers full by now,and someof thatmoney canbeused in educat-ing the workers. What is Cosatu?Where are rights of the poor?HIGH COURT judge, Nathan Erasmus, mustbe complimented for restoring some sanity inthe mess the DA finds itself in, following therecent historic Makhaza “toilet judgment”.

The DA has a history of false promises, andat times appears to hold itself above the law.

How else does one explain the City’s failureto comply with a High Court Order fromJudge Deon Van Zyl in the Bonnytoun fiasco?

The City had illegally destroyed the shel-ters of numerous homeless families from theBonnytoun informal settlement in Wynberg.

Although Judge Van Zyl ordered the Cityto, inter alia, accommodate the homeless intotheir housing programme, the order has stillnot been complied with. More than six yearsafter this judgement, the Bonnytoun resi-dents continue to live in poverty and squalor.

Also, soon after Helen Zille became Mayorof Cape Town, a group of “backyard dwellers”invaded a piece of open land in Grassy Parkand refused to move. Zille enjoyed generousmedia coverage with photos showing herstanding barefoot on a tattered mattress asif she was championing the cause of the poor.

Zille moved the homeless people to a differ-ent piece of land in the sameareaand throughher office, promised to initiate a pilot projectfor backyard dwellers in Grassy Park.

She has since reneged on this promise, andthe people of Zilleraine Heights (ironicallynamed after her) are waiting to be evicted,most likely after the local elections.

Zille also promised the “backyard dwell-ers” of neighbouring Parkwood that theywould be moved to Pelican Park (source: IOL)– another empty promise.

As the DA lurches from one embarrassingfailure to the next, the plight of the poor inour city and province, like their counterpartselsewhere in the country, remains un-changed.COLIN ARENDSEGrassy Park

I FIND it strange that Mr Arendse believes

that Judge Erasmus needs to be compliment-ed on the judgement in the Makhaza toiletcase. A court ruling is based on an interpreta-tion of the law, and by interpreting the lawa judge is simply doing his job. Would youcompliment a dentist for filling your tooth?Probably not, because that is his job. Thesame would apply to a judge making a ruling.Mr Arendse would do the judge a disserviceif he implies that the ruling is more than justan interpretation of the law. The City’s aimhas always been to try and improve the cir-cumstances of the people who still need to beaccommodated in formal houses.

Some years ago there was an out-of-courtsettlement in terms of which council agreedto provide services to people living in an in-formal settlement in Bonnytoun. Council hasalways honoured the letter and spirit of thisagreement, including the undertaking thatthese people would be accommodated incouncil’s housing programme.

However, an agreement to be accommodat-ed in council’s housing programme does notimply that it would happen overnight: thepeople from Bonnytoun are not entitled topreferential treatment – there are 400 000 peo-ple on the waiting list and if those who invadeland are rewarded by being given preferen-tial treatment with housing opportunities itwould be patently unfair to those law-abidingcitizens who are patiently awaiting theirturn to be accommodated.

Fortunately I have personal knowledge ofthe premier’s interaction with the public inconnection with the Pelican Park develop-ment. She took great care to explain them,without ever making what can be interpretedas a blank promise to all those at the meeting.The Premier did not raise any expectations.The 32 people from Zilleraine Heights whocame forward when invited have been regis-tered and flagged for consideration in the Pel-ican Park project. On 10 May the Citylaunched the Happy Valley project, and peo-ple from Zilleraine Heights who qualifywould also be considered for this project.

Mr Arendse claims that the DA has a histo-ry of false promises, but any objective analy-sis of the facts will prove the opposite.

However, the lanky de-fender said that he willnot be lost to the Santoscause and is engaged intalks over his possibleinvolvement in technicalmatters for the pro team,as well as in youth pro-grammes.

“I have several suc-cesses to cherish duringmy 14-year spell withSantos. They were emo-tiona expriences for meand I will never forgetthem,” said Otieno.

A RECORD number of 90 clubs has enteredthe play-off phase of the 2011 Engen Knock-out Challenge that gets underway on Sunday22 May at the Stephan Reagon Sports Com-plex in Mitchell’s Plain.

The first series of matches will be followedby another round of play-offs on Sunday 29May at the Strandfontein Sports Complex todetermine which 12 clubs qualify for thechampionship over the weekend of 29 – 30July.

‘Tisno illusionbrought onby themind-bog-gling facts about whether the other title-as-pirants – Orlando Pirates or KaizerChiefs – will come into the reckoning for hon-ours – if Maritzburg pulls off another giant-killing act.

But remember how Maritzburg trouncedFoppe de Haan’s charges 3-0 in Pietermaritz-burg in January?

Maritzburg FC’s vindicative approach willbe best reflected by the core of its team – mostof whom do not carry fond memories of pur-suing a football career in Cape Town.

At least seven footballers – whose talentswere discarded and disregarded by the three

Cape Town clubs campaigning in the AbsaPremier Soccer League over the past coupleof seasons – are poised to lock horns with theUrban Warriors from 15:00 on Saturday.

Among them the ex-Ajax striker Diyo Sibi-si, who will indeed have a point to prove.

Sibisi was transferred to Maritzburg be-cause his direct-style of play and shoddy firsttouch did not compliment the swift inter-playbetween midfield and attack at Ajax.

Now 12 months later, the competitivenessof hard-running Sibisi poses the biggestthreat to Derek Decamps and Clayton Dan-iels – whose partnership is so vital for Ajaxto clinch the title for the first time in its 11-year history.

Recently, the central duo appeared suspectin a 2-1 win over AmaZulu FC at Athlone, aswell as a 4-0 thrashing by Kaizer Chiefs atPolokwane – with veteran goalkeeper HansVonk doing little to inspire his defenceagainst Chiefs. Daniels, tasked to track Sibi-si, is mindful that his prey has top-scored

with 10 goals thus far this season – with hisconsecutive braces against MpumulangaBlackAces andMamelodi Sundowns steeringMaritzburg away from relegation.

Daniels can ill-afford to lose sight of Sibisi,or the slow-moving, yet subtle Fadlu Dav-ids – overlooked by Engen Santos FC – whorelishes roving behind the strikers.

Equally effective is Namibian striker, Ru-dolf Bester, whose strong runs down theflanks has yielded him nine goals in his debutseason.

Maritzburg captain and goalkeeper, Shu-aib Walters believes the pressure will be onAjax from the start. “They’ll need the winmore than we do. If we score first they’ll bein trouble and unsure about their next move.If they push more players forward in searchof an equaliser we could hit them on the coun-ter-attack. “Yes, the heat will definitely be onAjax,” says Walters, whose anticipated re-turn to PSL debutants Vasco Da Gama wasdashed by Maritzburg bettering Vasco’s fi-

nancial package for his services this season.The other ex-Capetonians donning the Ma-

ritzburg blue are defenders Peter Petersen(ex-Hellenic, Moroka Swallows), Bevan Fran-sch and Byron Hendricks (both ex-SantosFC), as well as midfielders Kurt Lentjies (FCCape Town, Sundowns) and David Booysen(Ajax youth academy).

But neither of them have shown consisten-cy and lack the necessary pace to snuff outthe free-scoring Thulani Serero, Khama Billi-at, Brent Carelse and Sameehg Doutie.

Indeed victory will mean something spe-cial for Serero in his farewell match beforejoining Ajax Amsterdam in Holland.

And so too for Carelse – on the brink ofpalming a fourth league champions’ med-al – after doing so twice in the colours of Su-perSport United and once with Sundowns inrecent years.
