PAPERS, bottles, empty tins of dog foodand human faeces litter a Grassy Parkproperty, which is covered in over-
grown vegetation.The vacant 8th Avenue property has be-
come a big concern to The Knights Neigh-bourhood Watch who says they “don’t knowwhat to do any longer”.
Lesley Juries, a member of the neighbour-hood watch, says the property has been va-cant for months and, after being vandalised,it has become a gathering spot for people tosmoke drugs and hide stolen goods.
“Every day you can find people sittingthere smoking their drugs and on many oc-casions we have found stolen items there, in-cluding a washing machine,” says Juries.
She adds: “The place is a mess and peoplejust dump here.”
Amirodien Ebrahim, another member ofthe neighbourhood watch, says “they mayjust as well throw in the towel” as their ef-forts at crime prevention at the house arenot being recognised.
Ebrahim says neighbours had notified thewatch that the vibracrete at the propertywas being stolen, “and we immediatelywentand caught seven men in the act”.
However, he says police were unwilling toassist unless the owner made a case.People’s Post attempted to gain comment
from the owner, who no longer lives at thehouse, but was unable to do so at the timeof going to print. The owner could not bereached on a cellphone number given to thisreporter.
“We took them down to the station, butthen the police told us they couldn’t do any-thing unless the owner of the house made acase.
“It makes us look like fools in front of thesethieves. What is the point of being a neigh-bourhood watch if we can’t do anything?”says a frustrated Ebrahim.
A resident, who did not want to be named,says she has given up on trying to “rescuethe property”.
She lives close to the property.“In the beginning I used to call the police
and report things that I saw, but now I justturn a blind eye like everyone else. No oneseems to care, so why should I?” says the res-ident.
“The state of the property as well as the(criminal) elements that hangout there are
a big concern to everyone living around theproperty. Our children can’t even play out-side. The language and drug dealing is notsomething I want to expose my children to.”
Ward councillor Shanen Rossouw saysshe is not aware of issues surrounding theproperty.
“This is the first time I’m hearing aboutthis property. However, if the communityhas a problem with what is going on therewe will have to act immediately,” says Ros-souw.
Besides criminal activity and the un-kempt state of the property, three peoplehave taken up residence in the outside toiletof the property.
Brian Hendricks (26) says he has been liv-ing on the property with his girlfriend andchild for four months.
“Before we moved here we lived in a shackin a bush and it was very dangerous there,but we are just living here while my girl-friend is waiting on a house in Eagle Park,”explains Hendricks.
An emotional Hendricks explains that ashelter has never been an option for them.He also says they feel safe where they arenow and don’t bother anyone.
Valerie Benjamin, also of the neighbour-hood watch, says: “It is not good to raise achild in such conditions. It is cold and an un-healthy environment.”

INTHE two years since the establishmentof the Diaz Neighbourhood Watch, crimein the patrolled area has reduced.The Watch – which operates and patrols
between Prince George Drive, Klip Road,Victoria Road and Fifth Avenue – currentlyhas 50 members, seven of whom are patrol-ling members.Chairperson Etienne Hooper says more
members are needed to “win the fightagainst crime” in the area. “There definite-ly is always a need for more members. Hav-
ing a neighbourhood watch in any area isalways beneficial,” he says.“This canonlybeachievedby the commu-
nity’s active participation and dedication.”Hooper says theWatch is often facedwith
issues such as house break-ins, muggingsand drug-related crimes. “Within the pa-trolling area there are eight known drughouses and shebeens, as well as 20 ‘lekkerhuisies’, where people abuse drugs and al-cohol. Together with the police, we are al-ways keeping an eye on these places.”Since inception, the Diaz Neighbourhood
Watch has built strong relationships withthe police, the City of Cape Town’s MetroPolice, as well as local ward councillorShanen Rossouw.These relationships have led to the estab-
lishment of a community gymandkick-box-ing arena, while outdoor gym equipment
has been installed at a local park. “Manyweapons, house break-in tools and drugshave been confiscated from perpetrators,”Hooper says. “The patrols have led to 12 ar-rests and four successful convictions. Webelieve in a reactive and knowledgeablemethod of operation.”Hooper adds the patrols are conducted

THE City of Cape Town will await theoutcome of the National ProsecutingAuthority (NPA) and Hawks investiga-
tions before making a decision on the futureof Princess Vlei.
The matter was discussed at the April Pro-tea Subcouncil meeting.
Garreth Bloor, Mayoral Committee mem-ber for Economic, Environmental and Spa-tial Planning, says there are currently nopending applications for the City-ownedland. “However, the developer is expectinghe will be given an opportunity to negotiateto purchase the land, now that the environ-mental and land use authorisations are inplace,” he says.
The two investigations, launched by theNPA and Hawks earlier this month, will in-vestigate possible irregularities surround-ing the appointment of the environmentalconsultants who prepared the first environ-mental impact assessment (EIA) applica-tion.
“It will determine the next step (in theprocess), if any, once the outcome of thisprocess is known,” Bloor says.
The two authorities were informed of thesuspected irregularities by Princess Vlei Fo-rum (PVF) member Kelvin Cochrane.
He alleges the acceptance of the bid by In-sight Property Developers was premised onan independent EIA, undertaken by Tshuku-do Environmental Services between 2002and 2004 (“Swooping in on Princess Vlei,”People’s Post, 12 March). At the time of theapplication, there were two board membersof Tshukudo who may have been in conflictof interest, as they were listed as board mem-
bers of Insight at the same time. A thirdboard member signed an oath in July 2002stating his company had no connection withor interest in Insight Property.Tshukudowas liquidated in 2005, with Insight listed asone of the creditors.
PVF claims there are further discrepan-cies in the names of the company applyingfor the development.
The wetlands surrounding Princess Vleiis set to be developed into a 9000m² shopping
mall and a 100m² taxi rank built, leaving a30m buffer strip of land for recreational pur-poses. But a tug-of-war ensued between de-velopers, authorities and those opposing thedevelopment since the development wasfirst proposed in 1996.
Bloor says the City could “negotiate withthe developer with a view to selling the land,or it could decline to do so”.
PVF spokesperson Philip Bam says he re-cently discussed the matter with deputy
mayor Ian Nielson. “There are questionssurrounding (who) the applicant (is),” hesays. “We will, however, continue planningtowards the bid submitted by the forum tothe City for Princess Vlei to form part of the2014 World Design Capital project.”

THE HEAD of the Philippi CommunityPolice Forum has been suspended.
This comes after chairperson Antho-ny Daniels appeared in the Athlone Magis-trate’s Court on Wednesday on a charge re-lating to the Firearms Control Act.
It is alleged that Daniels’ registered gunwas found in Khayelitsha two years ago.
He had apparently not reported it stolen.Colonel Frankes de Vis, the Philippi police
station commissioner, says the firearm wasrecently discovered to belong to Daniels dur-ing a random spot check.
“The case has been postponed for legalrepresentation,” he says.
Hanif Loonat, the chairperson of the West-ern Cape Community Policing Board, saysthe suspension is mandatory in compliancewith forum regulations.
“The suspension will be in place for the du-
ration of the court proceedings. Dependingon the outcome, he will either be reinstatedor requested to resign,” Loonat explains.
“We maintain that Mr Daniels will remaininnocent until proven guilty. We have fullfaith in the justice system and will be closelymonitoring the proceedings.”
Hanover Parkhas one of the high-est rates of illegalgun possession ac-cording to crimestatistics.
“In the last finan-cial year, morethan 100 firearmswere confiscated inthis policing pre-cinct alone,” De Visexplains.
“This remains acrime categorywhich we will con-tinue to focus on asguns in the wronghands is a big con-cern.”
Loonat says a board-level investigation bythe executive members of the forum will alsobe conducted. “We need to ensure that mem-bers affiliated to the forum are an exampleto the community. Anyone with criminal in-vestigations pending against them cannot bepermitted to serve on these committees.”

Pops comes to the ArtscapeTheatre on Saturday 4 and

scape and Midea Events, will show-case the talents of young musiciansaged 10 to 24.
“In keeping with our vision of ed-ucation through the arts, the stag-ing of the Brass Band Pops is partof a programme to promote the read-
ing of music among young peoplewho can play instruments, but whohave not necessarily had formaltraining,” says Artscape’s directorof audience development and educa-tion, Marlene le Roux.
The Delft Big Band, under theleadership of Ian Smith, will be per-forming, along with musos fromMitchell’s Plain, Hanover Park,Manenberg, Bonteheuwel and Bo-Kaap.

Putting our youth firstTHE arts will come alive at schoolsacross the Peninsula with the annu-al Artscape Youth Programme atthe Artscape from Monday 13 to Fri-day 24 April. The programme will,for the fourth consecutive year,showcase the Grade 12 isiXhosa set-work play Amaza. It will also formthe basis for the Artscape Mini HighSchool Festivals to be held at vari-ous schools from Monday 27 May toMonday 3 June.
Generously supported by thepronvincial department of educa-tion, Amaza forms part of the Art-scape educational youth develop-ment programme that aims to pro-mote social cohesion, goodcitizenship and empowermentthrough the arts.Amaza, written by ZS Qangule,
aims to give isiXhosa pupils the op-
portunity to experience the play intheir own language and furtherequip them with skills to becomeperformers.
Directed by Peggy Zinziswa Mon-goato, the 17-cast member thriller isset in a rural village in the Transkei.A police detective stationed in PortElizabeth investigates both a pri-vate and personal matter, takinghim back to the village where heand the woman he married camefrom. As he tries to solve the mys-tery, he stumbles across the evi-dence he was looking for.
The high school festival will givepupils an opportunity to create andpresent an original drama on a pro-fessional stage, while also learningthe discipline to being a performer.This year’s theme is Against AllOdds. Schools entering the competi-
tion will be required to prepare a 35minute original production basedon the theme. A 10 minute segmentof the play must be presented at themini festival. A total of 16 plays willbe selected to participate in themain festival at the Artscape fromMonday 12 to Thursday 15 August.An award ceremony will take placeon Saturday 17 August.

WHEN you notice an insect creepingaround your home, your natural in-stinct is usually to grab an insecti-
cide and spray it towards the insect. Butmany people do not realise the dangers of in-secticides. In a recent incident, a Johannes-burgwomandied,whileherpartnerwas tak-en to hospital in a serious condition, aftershe sprayed for cockroaches, closed the win-dows of her flat and went to bed. The causeof the woman’s death had been determinedas “chemical inhalation”.It is important to remember that pregnant
and breastfeeding women can pass pesti-cides onto their unborn or nursing children,so they should stay away sprayed or fumi-
gated areas. Infants are more susceptible tothe potentially harmful effects of some pesti-cides, as their organs are still developingand they spend time crawling around onfloors and lawns.When spraying or fumigating, ensure that
fresh fruit and vegetables are stored away.Rentokill’s Jeff Ellis says: “When you buy
insecticides, try and avoid those containingDichlorvos, a fumigant that aggravates asth-matic conditions, or Chlorpyrifos, an organ-ophosphate which has been banned by thedepartment of agriculture.”Organophosphates work by poisoning the
nervous system of pests. “These poisons canbe retained in the blood if ingested and can
build up, causing illness and even death.And always read the instructions thorough-ly before applying,” Ellis says.He alsowarns against the use of electronic
products which need to be plugged into awall socket. “There’s ongoing researchabout those products. If they do work, itwould be for a very limited period beforepests become accustomed to the sound andthen the problem would resume.”Ellis suggests identifying the pest and
finding a product designed to control thatparticular insect. It is also important to onlyapply the recommended dosage, while itmust always be stored and sealed in the orig-inal container.

THANK God it is not planes, trains and automobiles, butonly Golden Arrow bus drivers on strike.
Cape Town – and Capetonians in general – can ill affordgetting to work late, nor having to cough up for escalatingpublic transport costs.
With the bus strike, the congestion nightmare on CapeTown highways is fast turning into the horror that is Jo-hannesburg during peak hour traffic.
Not that there is such a thing in Jo’burg.Traffic is awful throughout the day for the citizens up
north.It is hardly a desired effect that is the legacy of one per-
son to a car.While the taxi industry – and probably the railway serv-
ices – is smiling at the sudden unexpected windfall, thecommuters have to be satisfiedwith anapology from Gold-en Arrow.
Thebus companysays there are “nowinners in this situ-ation as passengers are inconvenienced, staff membersare not receiving wages, the company is not operating andthe entire economy is suffering”.
One wonders how it is possible for drivers affiliated tothe SA Transport and Allied Workers’ Union and theTransport and Omnibus Workers’ Union to demand an18% wage increase.
That was the first wage hike demand.But parties holding talks facilitated by the Commission
for Conciliation, Mediation and Arbitration (CCMA)failed to reach an agreement last week.
John Dammert, the spokesperson for Golden Arrow BusServices, has said that unions have decreased their wageincrease demand to 13%.
And employers have upped their offer to 8%.The CCMA, however, has suggested parties settle at 9%.Meanwhile, the commuters are left hanging – or wait-
ing.

tures of the things we, the privileged, do notsee and tell their story.

The DA-led provincial governmenthas made great strides in respect of its blueblitz campaigns in the townships, and withthe 2014 local elections, hopes to capture 30%of the national vote. The Know your DA cam-paign depicting Nelson Mandela and DAfounder Helen Suzman has resulted in asour grapes attitude from the ANC. The elec-tion battle by the ANC to gain control andthe DA to retain Cape Town will be the mostfiercely contested.

Be warned on domestic worker conmanWHILE out walking in the Kendal Road ar-ea, I encountered an older woman who wasin tears, asking me the way to Wynberg. Shewas heading towards Muizenberg and wasclearly lost.
I redirected her and then she broke downcompletely and told me of her experience, inbroken English which I barely understood.I wished then that I were fluent in isiXhosa.
It seems sheadvertised forworkand some-one named “James” responded, offering herR200 for casual work – a sum she considereda fortune.
She left home at 04:30 and was picked up
by “James” in his car, presumably in Wyn-berg. On the way he made some lewd sugges-tions and then told her she was too old forhim.
He promptly dropped her at the side of theroad, telling her to walk home, all this with-out compensation.
I now wonder if this was a con and, if so,be warned. If not, then all I can say is that“James” is a nasty piece of work. May hisarmpits be infested with fleas.

GLENDENE UNITED are determined tokeep the pressure on Cape Town AllStars as both sides go in search of possi-
ble promotion to the National First Division(NFD).
United currently holds first place on thetable, following a comprehensive 3-1 winover Stellenbosch University on Fridaynight.
But All Stars have a game in hand and willlikely restore their two point lead, and re-take the summit when they face Ajax CapeTown at 19:00 tonight (Tuesday 30 April).
Glendene need All Stars to lose once ordraw twice if they are to permanently annexfirst place, take the Safa Second Division ti-tle and qualify for the NFD play-offs.
Glendene coach Duran Francis says theclub will not focus on their rivals and in-stead keep the pressure on the championselect by winning all five of their last games.
“For me it’s about what we do. If we weregoing to be worried about All Stars then wewould have been stressed all season, be-cause they have been playing really goodfootball,” says Francis.
“We have to be realistic and not disrespectto the other teams, but we want to pick upthe full points against everybody. It’s not go-ing to be easy because we are playing teamswho are fighting relegation.
“We know, as a club and squad, it’s not go-ing to be easy and that it’s up to us and howmuch we want it. That goes for FC Tygerberg
and All Stars as well. Whoever wants it, willhave to fight hard.”
All Stars and Glendene have lost the sameamount of games, but All Stars have won onemore, while Glendene have drawn one more.
The Lansdowne-based club have just fivegames left, with all five of their opponentsin the bottom or lower top half of the table.
Francis’ side will face Mitchell’s PlainUnited (A), Old Mutual (H), Jomo Powers(A), Peacemakers (H) and finish off againstIdas Valley (A).
Francis, the former Bay United captainand Santos player believes his team, andthird placed FC Tygerberg, can still win thetitle if the squad’s younger players can han-dle the pressure.
“It’s a matter of who can handle the pres-sure. You try to tell the players not to worryand that there’s no pressure, but there aresome young boys in the teams and none ofthem have really played in situations likethis,” he says.
“It’s difficult – as a coach, you have to un-derstand that some of the boys will feel thepressure.
“It’s good that they experience thesethings. Whether the team goes up or not, atleast they experienced that in an early stageof their careers.”
Francis adds even if Glendene do not winthe league this year, fighting for the title andplaying in high pressure situations willhave helped his players improve and buildcharacter.

High schools league: round one resultsLIAM MOSES
THE 2013 High Schools League kicked offwith several upsets in the first round ofgames on Saturday.
The annual tournament sees 16 sides,mostly from Mitchell’s Plain, participatefor the coveted title and bragging rights.
Since 2011, Oval North High and MondaleHigh have had a choke-hold on the leagueand the Ryan Rasool Memorial Challenge,an annual knockout tournament whichprecedes the start of the league.
Oval won both competitions in 2011,while Mondale did the same in 2012. Mon-dale again won the knockout in March.
However, both sides suffered shockdraws against less favoured opponents atWestridge High School on Saturday.
The defending champions drew 0-0against Spine Road High, while Oval Northplayed out the same score against TafelsigHigh. Two other draws were recorded inthe tournament’s eight fixtures, withCloetesville High and Glendale High scor-
ing one goal each, while 2013 Ryan Rasoollosing finalist, Beacon Hill High, also drew0-0 against Belgravia High.
Rocklands High and Cedar High were thebiggest winners on the day, claiming 2-0victories over Aloe High and PrincetonHigh, respectively. Portland High beatStrandfontein High 2-1 and Lentegeur Highbeat Westridge High 2-1.
The victories mean that Cedar, Rock-lands and Portland, three teams who havenever won either tournament, currentlyhold first, second and third places on thetable, respectively. Lentegeur is the onlyschool in the top four to have tasted successin the league or knockout, after they wonthe inaugural knockout in 2005.

HAMILTONS fired a warning shot attheir Super League A title rivals aftera crushing victory over City Bowl
neighbours SK Walmers on Saturday.Hammies scored six tries and conceded
just one, to beat the Green Point club 39-11.But despite the comprehensive victory headcoach Anton Moolman believes his side havestill not hit top gear.
“Durb-Bell, Stellenbosch and SK Walmershave all enjoyed the Varsity Cup and Commu-nity Cup, so they have had a number of tightgames under their belt,” he says.
“We have had friendlies here in Cape Town– the majority of which we won by 60 or 70points. Our first test was last week, againstStellenbosch, and besides two soft tries, wewere really competitive in the game. So ourseason will get better. We just have to makesure we continue the climb in terms of per-formance and execution.”
Moolman adds, although his side is cur-rently focused on short-term goals, they willbe challenging for the title if they improve asexpected. “If we do that, come of the end ofthe season we will be up there and challeng-ing. But for me, it’s game by game – and Durb-Bell next week.”
Hammies dominated the derby from thekickoff and scored just seconds into the game,when fullback Jonno van Zyl crossed over inthe corner.
The hosts increased their lead with a penal-ty from Wilko de Wet and a try by left wingDougal Robertson, but SK responded withtwo penalties from the boot of scrumhalfMorne Adams. This left the half-time scorereading 13-6.
Hammies again crossed soon after thebreak, with Van Zyl dotting down around thethird minute, but the visitors hit back witha try from right wing Layton Bezuidenhout.
Walmers struggled to defend against Ham-iltons’ power at the contact point, intelligentattacking around the fringes and skilful off-loading.
The game was then put to bed when Ham-mies scored three tries in the last 20 minutes,with Dustin Jinka, Nicholas Pearson andWaldo Prinsloo all claiming five-pointers.
Moolman chalked up the win as “one of themore resounding” victories over SKW dur-ing his tenure as coach.
“I enjoy trying to play a total brand of rug-by. In the off-season we have worked hard ontrying to take our game to a different level,”he says.
“Last year is in the past, but there weregames that we lost very narrowly. The guysare focused and they have set their seasongoals, and they work hard at training. Youcan only play as well as your opponents letyou and I thought we created good momen-tum today. When you have momentum youroff-loads start to work, allowing the guys toenjoy the game more than when on the backfoot.”
Hamiltons face another stern test this Sat-urday, when they travel to Durbanville-Bel-lville.
Durb-Bell, who finished second in theleague last year, claimed a narrow 20-18 winover UCT on Saturday.V Meanwhile, in Super League B, Primrose beat Handsand Heart 45-19 to record their fourth consecutive victo-ry. The win has cemented Primrose’s position at thetop of the log and further enhanced their title creden-tials.
