In her address, Bromley explained when the electricity was switched off, the pumps stopped working resulting in sewerage stag- nating. She said a huge tidal wave from Glencairn beach resulted in seaweed being washed into the Elsje River. Bromley explained the seaweed was pre- venting the water from moving back into the sea. “There is now a pool of stagnating water which smells bad. It has been reported and we are really desperate,” she said. In response South Peninsula Subcouncil chairperson Felicity Purchase explained loadshedding was having an adverse effect on the Fish Hoek pump station as well. She explained when this happened the sewerage pumps do not work and the sewer- age affects the stormwater system and beaches. “We have called for an enquiry and remedial steps will be taken urgently,” Pur- chase said. Later that day there was another failure at the Glencairn pump station and workers were deployed to suck up sewerage in the system. Purchase explains this was done to prevent any overflow while the pumps were down. But it caused a stir in Glencairn Heights as residents complained about the noise throughout the night. Purchase expressed her dissatisfaction and explained as this was a result of load- shedding, officials had no other choice to work through the night. “They were harassed because of the noise. This was an emergency and to ensure that the sewerage doesn’t affect the rivers or sea we had to take action. Loadshedding is the cause of this problem ... [and] we took reme- dial steps and need the community to un- derstand and support this,” she says. A resident, who spoke on condition of ano- nymity, confirms the work generated noise but she was grateful for it. “I went to the workers to thank them because this needed to be done. You’ re pregnant. For many womenthese two words could send shockwaves throughout their bodies.

While somemay be happy and ready to be-come a mom, others may feel anxious andworried. With a flurry of emotions – wheth-er you are happy or sad, excited or anxious– all pregnant women will have to figure outa birth plan.But as medical costs continue to rise,

many women are exploring their options in-

cluding having their babies at home.Later this week a group of expecting

moms, coupledwithmidwives, birth expertsand partners will gather in Muizenberg todiscuss issues around home birthing. Theinformal eventwill be hosted byHomeBirthSouth Africa in Muizenberg.

Early beginningsIn 2010, while working as doulas Lana Pe-

tersen and Ruth Ehrhardt became frustrat-ed with not being able to provide informa-tion on home births to expecting moms.A doula is a woman who offers continual

emotional and physical support to a labou-ring woman (and her partner).Together they decided to start hosting

home birth gatherings where doulas, mid-wives and interested parties sat togetherand shared their stories. Home Birth SouthAfricawas formed and awebsite with every-thing expecting parents need to know creat-ed.Herewomen share their stories andphoto-

graphs of home birth.

MisconceptionsSafety, cleanliness and complications are

some of themain issues faced byHomeBirthSouth Africa.Petersen explains despite a long history of

home births across the world, with modern-day medical procedures, many still per-ceived giving birth to be a medical proce-dure.She says birth is a natural physiological

process and only requires medical interven-tion when there are complications.Petersen explains in preparation for a

home birth, the first step is for the motherto pick a caregiver.“Themidwife will then ensure themother

visits the hospital to ensure that a naturalhomebirth is safe and there areno complica-tions.”Throughout the pregnancy, the caregiver

conducts regular check-ups and helps pre-pare women accordingly. “Midwives arehighly skilled and trained. They also workwithback-uphospitals so in the case of emer-gency they are equipped to assist.”

ChoicePetersen says the gatherings are held to

help expecting parents explore their op-tions.She explainswhile theydonot try and con-

vince moms to take the home birth option,they aim to provide all the necessary infor-mation to ensure parents choose a birth planthat suits them.“The one advantage is that because it’s

your home, you are not bound by hospitalprotocols.“Here the mom can decide who she wants

to have around her and she is not surround-ed by strangers,” she adds.The gathering will take place on Sunday

1 March at 18 Axminster Road, Muizenbergfrom 14:00 to 16:00.The gathering is aimed at those who have

given birth at home, for those who havewanted home births, for those who are plan-ning a home birth or are thinking about itor are just curious.It is also for those whose home births did

not go as they had wished. Midwives anddoulas are also welcome.Entry is R60 per person or R100 for two

Three Ocean View police officers haveappeared in court following the com-pletion of the investigation into cor-

ruption allegations.According to a statement by provincial

police the officers, aged 33, 43 and 47 werearrested onTuesday 17 Februarywhen theyreported for duty.In January People’s Post reported on the

investigation into the conduct of officers atamurder scene in an area known as the ras-ta camp on Friday 16 January.According to Ocean View Police Station

commander Lieutenant-Colonel JakobusAugus, officers arrived to find a manstabbed to death.At the time, allegations surfaced that the

three officers stole the dead man’s daggaand tried to resell it in Ocean View.At the timepolice confirmed theywere in-

vestigating the officers for theft, corruptionand defeating the ends of justice.The officers have now been charged and

have appeared in the Simon’s Town Magis-trate’s Court.News of the investigation shocked the

Community Police Forum (CPF), sayingthey were disgusted. They launched a dedi-cated line for residents of Ocean View, Ma-siphumelele and Kommetjie.At the time,CPFchairpersonKathyCron-

je said the investigation illustrated the lack

of faith in police (“Cop conduct scruti-nised”, People’s Post, 27 January).The line was launched to help more resi-

dents raise their concerns.Cronje sayswhile they arehappywith the

arrests and suspensions they are concernedabout the additional workload for the re-maining officers.“There are now three less officers at an

already understaffed station so we are con-cerned. The CPF is here to workwith policebut we will not work with corrupt police,”she says.Cronje has appealed to officers to refrain

fromgetting caughtup in corruptionand in-stead comealongside theCPF to root out theissues facing the Ocean View precinctwhich includes Masiphumelele, OceanView and Kommetjie.Asked about the response to the dedicated

line for crime concerns, Cronje says it hasbeen “dismal”.She explains while enquiries were made

from residents in Fish Hoek, they fell out-side of the precinct.“This line is dedicated to assisting resi-

dents who have crime concerns or have is-sues with the police station. A call has been made for government tointervene in the ongoing housing sagaat the Amakhaya Ngoku development

in Masiphumelele.This follows the eviction of the board

from their offices and outstanding waterbills.

In 2014, angry residents stormed theSouth Peninsula subcouncil offices afterthe City of Cape Town turned off the waterdue to an unpaid bill (“Water bill sparksprotest, People’s Post, 21 October 2014).

Now the board has raised various issuesincluding thedevelopment of the remaining120 flats and has called on housing officialsto assist.

Chairperson Bheki Mvovo says prior tothe board being removedmany people wereencouraged not to pay their rent whichmeant they accumulated arrears.

He says they made payment arrange-ments with the municipality, but could nothonour this agreement because there is nomoney.

Mvovo further explains discrepancieswere highlighted where the board was in-correctly billed.

Subcouncil chairperson and ward coun-cillor Felicity Purchase confirms this.

Mvovo says the future of the developmenthangs in the balance as, due to the non-pay-ment, staff have been let go, the propertycannot be transferred and residents whohave paid cannot receive their title deeds.

He explains the housing development isa uniquemodelwhichmakes use of housingsubsidies and private donor funding.

According to their website, beneficiariesare responsible for paying R400 rent whichcovers electricity for public areas, insur-ance, administrative costs, maintenanceand sewerage.

Mvovo says residents pay this amount forfour years and then receive their title deeds.

He now advocates that the City take overmanagement of the development.

“If the City decides to absorb AmakhayaNgoku into their rental stock, that is thebest solution, but even this is difficult. Theresidents who have paid their rent over theyears are the rightful owners and if the de-velopment becomes rental stock what willhappen to them?”

Mvovo says the development has seen aspike in crime as the board had to let thesecurity guards go.

Purchase says while officials from boththe City and provincial government arewilling to assist, there are several issuesthat need to be dealt with.

“There are a whole host of issues includ-ing legal issues andwe are trying to unpackit all. It is not easy and we have to gothrough all the paperwork and address allthe legal issues to ensure the problems atAmakhaya Ngoku are addressed properly,”she says.

Purchase says officials have tried tomeetwith disgruntled residents and the boardbut this has proven difficult.

She confirms that incorrect billing on the

water bill was raised and says this is beingdealt with, but explains over the years sev-eral debts have beenwritten off because theMasiphumelele residents are considered in-digent.

“When this project started the premier[Helen Zille] bent over backwards andsteered through legislation to respond tothe needs of the community. We have goneout of our way to try and make it work andare still committed to doing so, but it willtake time,” Purchase adds.

In a letter to the board, fundraiser DoctorLutz van Dijk informs recipients that out ofthe remaining R4.2m private donor fund-ing, R3.2m will have to be paid back.

He says the R1m can be kept to build theremaining flats.

Van Dijk further explains the donation ofR3.2m could be kept by the board if they ob-tained a letter from provincial human set-tlements minister Bonginkosi Madikizelastating that provincial government is com-mitted to seeing the completion of theproject.

“All my efforts to get such a letter fromthe minister have failed so far. If such a let-ter is not provided [as at Sunday] 15 Februa-ry latest, the full donation of R3.2m willhave to be repaid (without interest earned)to the donor by [Saturday] 28 February,” hewrites.

Madikizela admits to not issuing a letterand says as he is not aware of the terms ofthe agreement between the donor and theboard.

“My question to Van Dijk was that I donot understand why I am now required togive a letter when [this has never been] myrole as the MEC since the project started.The City is the land owner and provincialgovernment has a different role,” he says.

Madikizela further explains a meetingwith the new mayoral committee memberforHumanSettlements, Benedicta vanMin-nen, was supposed to take place last weekbut was postponed.

“This meeting was to establish a [way]forwardwith this project and to seewhetherthe current way of developing there is via-ble and sustainable given a number of prob-lems we are facing there.”

He says there were a number of thingswhich were not done properly.

“In my view this development should beconsidered a social housing project andshould have Social Housing Regulatory Au-thority. The discussions are now focussedon whether we should retrofit this project.”

This will mean a different approach, heexplains.

Madikizela says while the project doesneed the funding from the private donors,a way forward needed to be decided uponfirst. “There is a misconception that wehave given the current board our blessing.It must be noted that there are due process-es which need to be followed in the electionof a board. gating a case of culpable homicide.According to a report from Fish Hoek

police spokespersonWarrant Officer Pe-ter Middleton, the accident occurredalong Main Road between Clovelly andKalk Bay on Friday 20 February.“It is reported that a truck transport-

ing bricks had passed the cyclist on anarrow section of roadway that is cur-rently being worked on and the cyclisthad ended up under the trailer attachedto the truck,” says Middleton.The identity of the cyclist has not been

released but he has been identified as aresident from Capricorn and between 26and 28 years old. He was on his way towork. He was pronounced dead on thesceneand the accident reportedly causedmajor delays with traffic backed up allthe way into Fish Hoek.

Proposed changes to the ward demarca-tions in the Far South could result ina shake-up.

Notices on the public participation havebeen issued and residents have until the endof March to have their say.

While most of the South Peninsula Sub-council – which stretches from Cape Point toStrandfontein – will remain unchanged, aproposal to move Kommetjie has beenmade.

According to themaps provided by theMu-nicipal Demarcation Board, the proposedchanges include removing Kommetjie fromWard 69 which includes Capri, Noordhoek,Sunnydale, Sun Valley and parts of FishHoek to Ward 61 which covers, among other,Simon’s Town, Misty Cliffs and Ocean View.

Subcouncil chairperson Felicity Purchaseis responsible for Ward 69 while Simon Liell-Cock is the councillor for Ward 61.

According to the notice for the 2016 elec-tions there will be 231 wards in the City ofCape Town. This is an increase of 20 wards.

It indicates that since 2011, there are nowjust under two million more registered vot-ers, bringing the total to 1 911 429.

Nature lover Salterhonoured at vleiGlencairn Education and EnvironmentSupport Enthusiasts (Geese) honouredPeter Salter recently with the naming ofa dell at Glencairn Vlei.

As a young boy, he showed a deep loveof nature in all its forms. This led to Salt-er’s active involvement in conservationin later years.

He was passionate about preservingthe diversity of the peninsula for the gen-erations whowould follow him. For Salt-er, his retirement in 1987 was a blessingas he could then focus on his passion forconservation.

Hewas an enthusiastic hacker of alienvegetation inmanyparts of the SouthernSouth Peninsula. As chairperson of theSimon’s Town Flora ConservationGroup, he was involved in clearingaliens from, among others, Elsie’s Peakand the Glencairn Vlei.

Salter not only contributed to two Ar-bor Day tree plantings in the GlencairnVlei, but he also worked at the vlei onhis own, planting trees that he had culti-vated at home. He also loved spending

quiet time there and regularly took hisgrandchildren Reuben, Gabriel, Tatianaand Catalina on expeditions to feed theducks and have picnics.

When Geese was established by Ru-pert and Cilla Bromley, Salter was de-lighted. He admired their hard work anddedication to conserving the vlei.

He often remarked: “Thank God forthe Bromleys!” He knew it was theirdrive that had made Geese a successfuland beneficial organisation.

As Salter’s health declined, the Glenc-airn Vlei remained the most accessibleplace for him to spend time in naturewith his family.

It was therefore much appreciated bythe Salter family that, after his passinglast year, Geese decided to honour hismemory.

They arranged for Mark Wiley, mem-ber of the Parliamentary Standing Com-mittee on Cultural Affairs and Sport, tounveil a plaque in his memory, therebynaming a glade of trees at the GlencairnVlei The Peter Salter Dell.

As complaints around traffic congestionalong Kommetjie Road continue to rollin, engineers are hard at work trying

to find a solution.Opening the monthly meeting, South Pen-

insula Subcouncil chairperson Felicity Pur-chase said they were inundated with com-plaints.Councillorsmetwith the Far South Penin-

sula Community Forum and City of CapeTown engineers to see what could be done.“A pointsman was appointed to the inter-

section at Capri robots and it worked verywell.”Officials are nowassessing the results and

Last week a Cape Townmusician had his sax-ophone stolen.But in just a few days, the beloved instru-

ment was safely returned.After discovering that his sax had been stolen

from his car, Nick Becker took to Facebook.He urged people to be on the lookout for the

instrument which had quite literally taken himacross the world.His post, along with his offer of a substantial

reward, went viral andwithin four days anothermusician called him to say he’d found it.Despite Nick’s insistence, he wasn’t prepared

to take the reward.Jai Reddy came across someone trying to sell

the saxophone in theCBDand recognised it fromNick’s Facebook post.He bought it, and then gave Nick a call.Theft is in some sense a part of life for many

South Africans.But what makes this story so heartwarming

is the fact that the Cape Town music fraternity,along with non-musical folk, pulled together toget this man’s sax back.Everybody involved in the search simply had

to click “share”.Just one click made the world of difference in

making sure someone would recognise the sto-len instrument.Apart from the lesson around the power of Fa-

cebook, the bigger lesson here is the power ofcommunity andwhat we can do if we all contrib-ute just a little bit.As American historian and social activist

HowardZinn once said: “Small acts,whenmulti-plied by millions of people, can transform theworld.”

Every drop mattersIt is difficult to imagine anything morevulnerable than a baby born premature-ly.Sometimes [they are] so tiny that they

can lie inside the palm of your handoutstretched.Where nature would have it cradled

against the warmth of a mother’s breast,this child must seek comfort, nourish-ment and company from tubes andmonitors. As it draws its first breath it isalready in the midst of the fiercest battlefor its existence it is likely to ever know.When it comes to nutrition for babies,

quite simply nothing compares to breast-milk. The scientific evidence underpin-ning this fact is undisputed, and unfortu-nately we have not been able replicatethis wonder food in our laboratories.While formula milk is at best an ade-quate replacement for healthy babiesborn at full term, the range of complica-tions and development challenges facedby premature babies renders “laborato-ry” nutrition ineffective at increasing

their survival rate and future healthpotential. To complicate matters further,many of these vulnerable infants in theWestern Cape do not have access tobreastmilk from their mothers.It is at this point that Milk Matters

Stone thrower: thanks for the alertI’ve read your two articles about thestone thrower with interest (“Callmade to report stone throwers”,People’s Post, 21 October 2014;“Stone thrower at it again”, People’sPost, 17 February).I live in Simon’s Town. About two

years ago I was driving home pastthe Simon’s Town station, headingsouth. Out of nowhere, somethingflashed across my right peripheralvision and landed on my bonnet. Igot quite a shock and pulled over toinvestigate. I found a rock half thesize of a fist had “somehow” madeits way from the tall embankmenton the right of the road onto mybonnet.I was a bit shocked and confused

as the rock narrowly missed mydriver window – and me! – by ametre or so. Thankfully, withhindsight, as this incident couldhave caused major hurt and damage

to me/my vehicle; I “only” ended uppaying a few thousand for panel-beating repairs.I looked around but could not see

anyone on the embankment, gotback into my car and drove homewondering what on earth had justhappened. I now strongly suspectthe woman in your article has beenlobbing stones at people and carsalong the stretch of road for quite awhile. It really is time she is lockedup, otherwise something moreserious than a dented bonnet costinga few thousand will happen. I notethe pile of stones around northbattery and am very cautiouswhenever I drive by.Thank you for bringing this to my

Great lineup awaitsThe Chaeli Campaign is set to present

a lineup of great South African musicand theatre at the Ability Festival

from Wednesday 4 to Saturday 7 March atthe Masque Theatre in Muizenburg.

The program includes acclaimed produc-tionsWarrior on Wheels, directed by JayneBatzofin and In TheWings, directed by Phi-lip Rademeyer of the multi-award-winningRust Cooperative. There will also be an ex-citing first-time collaboration between theChaeli Dancers and musician NatashaMeister.

ProgrammeThe Chaeli Dancers comprise of students

that take part in The Chaeli Campaign’s re-gular dance classes.

In addition, submissions to the organisa-tion’s Arts and Poetry Call will be exhibitedin the foyer of the theatre and open to thepublic daily.

In partnership with ASSITEJ South Afri-ca (the InternationalAssociationofTheatrefor Children andYoungPeople), the festivalwill also offer a schools’ program, withworkshops and discussions after the thea-tre performances.
