Uniting the kids of 7764LIEZL BENJAMIN
Mahatma Ghandi once said that in or-der for society to change “one mustbe the change you want to see in the
world”. This is exactly what the CommunityPolice Forum (CPF) of Athlone has in mindwith “Athlone unite – Project 7764”.
The name of the project refers to the postcode of Athlone. Its aim is to “transform oursociety and change people’s mindsets aboutthemselves and the area they live in”.
The long-term project will kick off onYouth Day (16 June) when the well-knownEOAN Group, Bridgetown Theatre Compa-ny and Noel 4 Jazz will perform.
The event will take place at The Nantesfrom 10:00 to 14:30.
Nicole Williams, project coordinator ofthe Athlone CPF, says several schools in thearea, including Bokmakierie PrimarySchool,GarlandaleHighSchool andSpesBo-na Senior Secondary School, as well as the“raw talent” in the community, will be givenan opportunity to showcase their skills andlive out the motto of “being the change youwant to see in your community”.
The highlight of the day will come in theform of an “Athlone’s got talent” competi-tion.
“We are a group of individuals who arecommitted to adding value to transformingour society and changing people’s mindsetsabout themselves and the area they live in.We volunteer our time to try and bring posi-tive change to the communities of the broad-er Athlone area through our neighbourhoodwatches,” says Williams.
The CPF also helps the provincial depart-ment of education with its school holidayprogramme, lends a hand at school func-tions and liaiseswith theAthlonepolice, lawenforcement and metro police to combatcrime.
“We also work on projects which aim toassist the vulnerable, the youth at risk andthe elderly,” says Williams.
She invites residents in the greater Ath-lone area to becomepartners in this venture.“For far too long we, the residents of Ath-lone, had been divided in our plight to fightcrime and it has become evident that we lostour focus on the one aspect that truly mat-ters – our youth; our future.”
The Youth Day event is hosted by the Ath-lone CPF in collaboration with variousstakeholders, including the department ofsocial development (early childhood devel-opment), department of cultural affairs andsports, provincial education department(safe schools initiative), GCIS, the AthloneJoint Neighbourhood Watch and the City ofCape Town.
Williams says that while great amounts ofmoney and valuable resources are spent oncombatting crime, not enough is spent on ed-ucating the children of Athlone in the artsof drama, culture and dance.
She says the focus of the Youth Day eventand that of the Athlone CPF is not only onthe children of the area, but also on the par-ents of the next generation.
“We want to educate our parents as towhere in Athlone our children can connectto be a part of the change in our society.”
In a bid to highlight alternatives to becom-ing involved in gangsterism and drugs, theYouth Day event will include old-school ac-tivities for children, like indigenous gamessuch as kennetjie, drie blikkies, tug-of-war,dominoes, kerrim and three-legged races.

A section of the Firearms Control ActAmendment Bill is in the firing line.
The amendment proposes a new trackingsystem for guns by rolling out the use of mi-crodots and ballistic sampling.Ballistic sampling and microdots will be
used on all guns held by official institutions,including the police.Within a year of the date of the bill, police
will have to have all firearms logged. Theballistic loggingwill then be rolled out to thesecurity industry and lastly to private gunowners during their relicensing.
StriationsBut firearm owner and dealer Alan Mar-
theze says ballistic sampling is a measurethat only works faultlessly on TV shows, asstriations on a cartridge do not remain thesame indefinitely.Ben Coetzee, arms management project
manager of the Institute for Security Stud-ies, says the striations on a cartridge willchange with use over time.“They can also be altered because of rust
from a lack of maintenance and care or evenby cleaning the weapon with brushes andscrapers that are harder than the surfacesthey are used on,” he explains.Traceability Solutions’ Kyle Parker, who
specialises in the marking, managementand reporting of weapons, says it is not diffi-cult to purposely alter these striations.“Even firing pins can be swapped, filed
and altered as the criminal wishes,” he says.Cartridges are also often refilled by industryprofessionals and used again, which makesregistering a specific striation to one ownerimpossible, Martheze says.Parker says: “Part of the amendment also
mentions so much about microdoting,
which I am sure gun owners will not like ei-ther. Thesemicrodots can be removed easilyby criminals by putting the weapon intosome pool acid for a bit and then they aregone.”Using microdots to trace firearms is just
as impractical, Martheze believes, as stan-dard gun cleaning will easily removemicro-dots over time.
ImplementationThe implementation of the amendment
bill poses challenges too, Coetzee believes.Testing firearms will require them to be
brought to a specific testing location.“The most serious concern is the number
of firearms that will be congregated at a spe-cific point for the test to be performed. Secu-rity during these tests will be a nightmare,and every person that is on his way to thetest site will be at risk,” he says.The manpower to carry out tests is also
lacking. With an estimated 2.5m privatelyowned firearms, it would take years to carryout the process, Coetzee estimates.This year, a similar law in the United
States was repealed after attempts to imple-ment an imaging database for 15 years. Thelaw was described as “simply not working”.
AlternativesParker believes there are other solutions
that will be easier to implement if manage-ment issues are ironed out.“All the weapons (over 99%) in the police
aremarkedwith our technology. A legal bat-tle with the company that did the softwarethat uses our marking systems means theyare not able to use the solution as it was in-tended. Get a new provider of the platform,use what is marked now and get a tightergrip on the police as well as private securityand civilian weapons,” he suggests.The proposed sampling will have signifi-
cant impact on legal firearm owners, saysJohn Welch of the South African Gun Own-ers’ Association. “The firearm owner is sup-posed to supply at least five rounds of ammu-nition for ballistic sampling. Some ammuni-tion is priced up to R2000 per cartridge.Collectors’ pieces are to be kept in pristinecondition and are not to be fired,” he says.“The discharging by the policewill almost
certainly deteriorate the value of the fire-arm and inmany instances the ammunitionis extremely scarce and the ownermight on-ly have a few rounds of original ammunitionfor his collection.”If the firearm is lost or stolen and then
used in a crime, the owner may be linked tothat crime, Welch says.
Ballistics still neededAlthough the processwill have significant
costs “with little return on investment”,there is still a place for ballistic sampling.“There are many different uses for fire-
arms and taking ballistic samples may helpto recover these firearms or at least contri-bute to the process of linking the firearm toa crime. As prevention, state-owned fire-arms should be sampled because they are ru-moured to be rented to criminals. There areseveral good reasons to start such a pro-gramme and the possible benefitsmight out-weigh the drawbacks,” Coetzee says.The process may also be a deterrent to
criminals but there is not likely to be a sig-nificant decrease in firearm-related crime,he says. “I cannot reconcile the idea of a le-gal firearm owner lurking about in the darkshooting people and then going home to locktheir registered firearm safely in the SABS-approved safe inhishome. I alsodonot thinkthe criminal will care if the firearm that heobtained illegally was ballistically sampledand I do not think that will deter him fromusing the weapon in any crime.”
Concerns have been raisedabout the effectiveness ofamendments to theFirearms Control Act, whichcalls for ballistic sampling ofprivately owned guns.

In an effort to “take back their community”the Athlone Community Police Forum(CPF) is establishing a safer schools commit-tee to create an action plan to address issuesfor high schools in the area.According to Edward Doe, member of the
Athlone CPF tasked with education-relatedissues, it came to light in several communitymeetings that issues such as drug abuse, tru-ancy and gangsterism were rife at schoolsin the Athlone area.“These were concerns raised by the com-
munity, parents with children at theseschool, during our meetings. The idea to es-tablish a safer schools committee was bornof a need to provide a solution for these is-sues,” says Doe.The schools that have been identified as
high-risk and who will be part of the pilotphase of the safer schools project are SpesBona High, Athlone High, Ned DomanHigh,Bridgetown High, Garlandale High andPeak View High School.Doe is of the opinion that in order for this
committee to work, it must be “all-inclu-sive”.
“We need the buy-in of all involved – thismeans there should be representation by pu-pils, parents, teachers, government bodiesand the police. We need to take back ourschools, but we need the input of everybodyfor it to succeed.”Doe says the hands of school principals
and that of the police are tied when it comesto police access to the schools.“This is why we need the cooperation of
the provincial government.Wewant to drawup a policy that principals can refer to whenaddressing issues relating to crime.”Another issue pupils are grapplingwith is
the lack of alternatives to a life of crime organgsterism. “They told us it is easy to say‘Don’t smoke or use drugs or belong to agang’, but what is the alternative to this?There should be a choice for our children.”Doe says the next meeting is likely to take
place in the June school holidays in orderfor pupils to attend.“We don’t want a long drawn-out process,

Police arrestalmost 60Almost 60 suspects have been arrested inone week in the Athlone area.Eleven suspects were arrested for drug-
related crimes and nine houses weresearched for drugs after being identified bythe community.Over 250 stop-and-searches were carried
out at four control points in the area andin one search a personwas arrested for pos-session of house-breaking implements.Five shebeenoperationswere carriedout
which resulted in one arrest with liquorconfiscated from the shebeen.Second-hand shops were also targeted –
five dealers were visited in an effort to lookfor counterfeit goods.Ninewanted peoplewere arrested as a re-
sult of two tracking operations in the area.Another personwas arrested for possess-
ing a firearm, which was also confiscated.The Athlone police station saw almost 40

dance crew and start putting to-gether those hip-hop moves thatwill get you noticed – it’s time forthe Interschool Hip-hop Dancecompetition!
The 021 BDC (Best Dance Crew)competition is aimed at keepingyouths active and will be happen-ing on Saturday 8 August. Pupilsfrom both primary and highschools are invited to take part.
According to David Cornelson ofProject 021, the benefits of eventslike these have been amazing.
“The pupils develop creativeskills as well as confidence to pur-sue their dreams. The strategy isfor groups to work together, espe-cially during the school holidays,in order to prepare for the event.In thisway young peoplewill be oc-cupiedwith constructive activitieswhich keeps them focused.”
Project 021 is a non-profit organi-sation, which seeks to create socialchange and provide skills develop-ment through performing arts.
“Project 021 was established todevelop young people through cre-ative arts in public schools. We un-derstand the importance of devel-oping pupils’ creative abilities,and therefore we create opportuni-ties to unearth, develop and show-case their talents,” saysCornelson.
He adds that Project 021 offersdance and drama classes to schoolsand community organisations, togive individuals the opportunity tobe trained to express themselvesthrough the arts.
“To this end we create events,such as 021 BDC, which creates aplatform for young people to exhib-it their talents.”
Workshops will be held duringthe school holidays to help groups
to get their respective pieces readyfor the competition.
Cornelson says about 90 youngpeople participated in the eventlast year and it is estimated that atleast 150 pupils will take part thisyear.

‘Gangs hold ourhealth hostage’Gang violence in Manenberg has dis-
rupted services at the local clinic andat the recently launched substanceabuse treatment site. City staff therehave been forced to work under extreme-ly volatile conditions.
Siyabulela Mamkeli, mayoral commit-tee member for health, says the City ofCape Town’s health directorate has no-ticed a marked impact on its ability toprovide services in Manenberg in recentweeks as a result of ongoing gang vio-lence.
Fear for safetyStaff have reported a drop in group at-tendance and the assessment numbers atthe new substance abuse treatment site.Feedback received from clients is thatthey are unable to come to their appoint-ments as they fear for their safety. Thishas affected the continuity of the pro-gramme as well as clients’ treatmentprogress.
Some new clients, when enquiringabout the service, have also expressedconcerns about their safety.
“The gangs are effectively holding ushostage. It is very difficult to providehealthcare under these circumstancesand I would appeal to those involved inthe conflict to bear in mind that they areeffectively denying their neighbours andmore than likely their own families theopportunity of a better quality of life. Iappeal to the police to step up their pa-trols around our facilities in a bid to en-sure safe passage for our clients as well
as our staff,” he says.Mamkeli says he will continue to en-
gage with the City’s law enforcementagencies about their assistance. He asksresidents to help by reporting criminaland gang activity.
Inadequate staffHe added that the City health depart-ment has received several requests forstaff transfers to other sites. This couldpotentially result in the clinic being leftwithout adequate staff. Stock deliveriesto the facilities are also affected, as wellas transport routes to and from the clinicfor service providers, staff and clients.
“Manenberg Clinic as well as the sub-stance abuse treatment site have had tobe closed early every time there is aneruption of violence, because we cannotcompromise the safety of our staff andclients. Every time we are forced to closeour doors, we are denying the communi-ty access to critical health services.
Failing targets“All of the planned outreach pro-grammes, including tracking defaultingpatients for various programmes, havebeen cancelled due to the violence. Sta-tistics indicate that the clinic is failingto meet its targets on HIV testing, cervi-cal cancer screening and immunisationsbecause clients are simply not willing torisk their safety to visit the clinic. Thesituation is also impacting on oversightvisits by management and other supportservices,” adds Mamkeli.

Shameeg van Schalkwyk is a young artistwho wants to share the view of the world
through his eyes.The 25-year-old from Heideveld may have
had no formal training but his love for artsince primary school has led him to followhis dream of becoming an artist.
“I was in Grade 4 at Dagbreek Primarywhen I first fell in love with drawing,” hesays.
“At first it was just my love for cars thatI wanted to share with the world and it hasevolved from there. There was no trainingavailable at our school so it was all aboutfinding my feet on my own, looking at otherwork and teaching myself, but I alwayswanted to grow.”
That love for art kept on growing through-out his high school years. It was only afterleaving school that a stint at an art supplyshop gave him some more insight into hispassion.
“This was another experience for me be-cause I got the chance to learn about morematerials toworkwith, I spoke to artists anddiscovered so many new techniques that Icould apply in my own work,” he says.
“This experience really motivated me, butit is still a journey that I feel needs moregrowth with some help in formal trainingand a bit of guidance.”
While Shameeg feels he needs to developmore there are people in his neighbourhoodwho want his work in their homes.
“So far it’s just by word of mouth that Iget commissions,” he laughs. “People willcome up to me and give me an idea of whatthey want. Sometimes it’s a portrait with adifference, their cars (I still love them) and
even landscapes, but my problem is that I re-ally don’t know their worth but I am work-ing on that side of things.”
Recently Shameeg’s work got noticed onsocial media when some of his 3D drawingswere shared.
“This is one of the forms of drawing thathas interested me for some time and now Ihave started experimenting with it,” hesays.
“People have been asking me for more ofthis so Iwant to concentrate on it for awhile.The problem is sometimes that I like whatI do somuch that the idea of selling it eventu-ally scares me,” he laughs.
Shameeg also wants to use his talent as ameans of empowering youth to get awayfrom the many negative elements that sur-round them.
“My art played a big role in keeping meaway from the many negative elements thatcould have led me astray in my youth. I feelthat if I had the opportunity to work withyoungsters I could give them that motiva-tion to stay away from the gang activitiesand drug abuse and to discover what theycan really be if they follow their dreams.
“This iswhy Iwant to get someprofession-al guidance to enhance what I know andhave the opportunity to share it as a teach-er.”V For more information about his artwork call062 243 5843.

NGO Sport Against Crime and theMitchell’s Plain police cluster held a sev-en-a-side netball and soccer tournamenton Saturday in which about 300 childrenparticipated.

The initiative is aimed at channellingyoungsters’ energy into healthy activi-ties to keep them away from gang influ-ences, officials say.
The Steenberg, Grassy Park, Mitch-ell’s Plain, Lentegeur, Lansdowne, Ath-lone and Philippi police stations wereeach responsible for two u.14 soccerteams and two u.14 netball teams thatcompeted in matches lasting 10 minuteseach.
Vincent Daniels, president of SportAgainst Crime, says he hopes to take theproject to many more areas affected by
crime and will continue to work with theteams made up of primary school chil-dren from the respective policing areas.
Saturday’s tournament was consid-ered a success as parents and siblings al-so came out to support the children intheir matches.
