The Department of Planning, Transport and Infrastructure (DPTI) Functional Structure follows on from the previously released draft structure that did not specifically list all existing DPTI functions. This was purposely done as an invitation to staff to input as to how the structure should be built.
The Functional Structure has been developed and revised (10 October 2014) based upon feedback provided to date from across the Department.
We acknowledge that staff are seeking greater clarity regarding the alignment of functions. The Functional Structure outlines the overall responsibilities of the three Divisions and provides further detail about their overall objectives. This further detail will begin to assist staff to identify where the work they currently undertake aligns in the new structure.
The Functional Structure details draft Directorates that align to a number of functions within each Division. Further alignment of these functions may occur to harness greater opportunities. Therefore, the naming and grouping of these Directorates is subject to further feedback and discussion.
An interim organisational structure has also been developed and revised (10 October 2014) to enable staff to determine their current reporting arrangements within the new Divisions.
The Functional Structure will be used to inform the newly appointed Chief Officers who will be responsible for implementing the departmental rejuvenation.
Departmental RejuvenationFunctional Structure
People and Business DivisionWorking collaboratively with the Chief Executive and the Executive team the Chief Corporate Officer will lead the People and Business Division to identify ways to deliver exceptional service provision across the organisation, manage and direct all aspects of workforce development, financial management, strategic planning and ensure regulatory compliance. Building a values based culture through consultation and change will enhance the organisation’s successful way forward for the future.
The People and Business Division will take responsibility for ensuring that our financial resources are managed well and deliver the best investment outcomes for the state by bringing together all departmental finance, procurement and contract management functions. The procurement and contract management function will take up the
roles from the old divisions and be established based on the review once received in this area.
The Division will also be responsible for the delivery of new whole of department approaches to customer engagement and services, information technology and the management of people and performance. This includes the management of all business support functions previously delivered through the old divisions to ensure that we have the flexibility and capability to meet the needs of the new department.
There will be a single Ministerial/Cabinet area and a single legal services area to manage prosecutions and Crown advice. It is also proposed to draw together all internal audit, risk management and investigation resources (including safety) into the one area to ensure our expertise is shared more evenly and that a number of small disparate teams across the old structure are better supported. Same too with learning and development.

Customer Experience Establishes the service culture for the

Safety and Service DivisionUnder the lead of the Chief Operating Officer the Safety and Service Division will deliver the State's integrated transport and land use plan maximising the use of the State's infrastructure for the benefit of all South Australians. The Division is responsible for ensuring efficient, timely and safe public transport systems, ensuring businesses are connected to markets by freight, rail and road systems and that South Australia remains a competitive well connected state.
Operational Services Delivers safe and effective public transport
services, including:o Train, Tram and Ferry serviceso Management of service contracts
Manages the day-to-day effective and efficient transport movement, including:o Road traffic monitoring and management,
including signalso Public transport scheduling and planning,
including special eventso Rail operations control centreo Rail network access coordination
Safety and Policy Programs Develops and implements programs and
strategies for safer transport networks and vehicles
Leads and implements safety related reform processes
Provides operational administration of safety legislation across the transport network (road, rail, marine and aviation) including:o Legislative safety requirements
(e.g. Rail Safety Act)o Accreditation, registration and licensing
(e.g. Motor Vehicles Act, Passenger Transport Act, Road Traffic Act)
o Compliance, audit and investigations
Asset Management Develops and implements infrastructure
strategies and initiatives for the portfolio Develops asset management strategies,
including preparing, managing and maintaining asset registers and asset information systems
Provides a systematic and coordinated approach to optimally sustain portfolio infrastructure
Maximizes the value and delivery of infrastructure and assets over their whole of life
Provides governance review mechanisms including performance monitoring
Provides across government commercial and domestic accommodation and property management
Project Delivery and Asset Maintenance Focuses on creating, growing and enhancing
assets Project management of road, bridges, public
transport, rail, marine, buildings, sporting and recreation facilities
Incorporates project planning, design, concept development, procurement, contract management and asset handover
Provides a flexible project management, professional and technical workforce resource

Development DivisionThe Development Division will ensure that South Australian planning and development systems are nationally competitive, that progressive policy positions that drive our State’s economy are developed and that innovation and efficiency are the cornerstones of our thinking. The Chief Development Officer will lead the Development Division to ensure that a constant focus in reducing the cost of doing business in South Australia is maintained and will contribute to the state’s ongoing growth and economic development.
Policy and Legislation Provides infrastructure planning and business
case development across all modes (e.g. road, cycling, rail, buses, marine, buildings, aviation, ferries)
Undertakes planning and development to promote and facilitate the use of walking and cycling as a safe and viable transport option
Develops, implements and reviews policy and legislation that affects land transactions
Develops and evaluates policy approaches, frameworks and options
