Mark Carney, a Bay Street Troika, acting for a small class of wealth and privilege, have

declaredclass

war

on

poor

pensioners.

The

most

vulnerable

Canadians,

pensioners

relying

onOASand IncomeSupplementhavebeen chosenbyPrimeMinisterHarperas the first

victimsofanillegalandimmoralappropriationandreallocationofstatefunds.

Fordecades,theCanadianworkingpeople,outoftheirlabourandtaxdollars,entrustedthe

statewithfundsmorethanadequatetopayforperpetualuniversalentitlementtopublicly

fundedhealthcare,retirementpensionsandinsurancepaymentstotheunemployed.

Successive Liberal and Conservative governments have directed such funds to general

revenues to pay for NATO wars and outlandish military expenditures, corporate tax

reductionsand

bailout

funds

for

corporate

boondoggles,

and

now

seek

to

make

the

Canadianpeoplethevictimsoftheirgrossnegligenceandincompetence.

Betrayingthetrustofthepeople,Harper,FlahertyandCarney,relyingonautocracticpower

havebeenmeeting formonthsbehindcloseddoorsat the IMF inNewYorkwith foreign

financiersandwithelitegroupsofprivilegedandunelectedCanadians, todeviseways to

undermine the profoundly Canadian principle of universal and free public health care,

pensionsandunemploymentinsurance.

ThefirstdutyofanyCanadiangovernmentistoprotectandallocatestatefunds,toprovide

workor

unemployment

insurance

for

the

working

class,

free

public

healthcare

for

all,

well

fundedpubliceducation,affordablepublichousingforthehomelessanduniversalpensions

forall.Thatshouldnotbeanoccasionaltemporaryrequirementofgovernment.Itmustbea

fundamentalandpermanentrequirement.Thatiswhattheeconomyisforisitnot?

LetthePrimeMinisterandhisConservativesupporterssayotherwise. Iftheeconomyand

governmentservessomeotherpurpose,letthePrimeMinisteratleasthavethecourageto

saywhatitis.

ThegovernmentofPrimeMinisterStephenHarperisatoddswithCanada.Thegraspingand

parasiticalclass

of

wealth

and

privilege

he

represents

has

separated

their

individual

interests

fromthecommongoodofthecountryandmadeaconsciousanddeliberatepoliticalchoice

toabandonthevisionthatmostCanadianshaveourcountry.Thatvisionisofaprogressive

and industriousandpeacefulsociety.Underhis tutelage,PrimeMinisterHarperbystealth

hasimposedanalienimperialvisionofaCanadaperpetuallyengagedinNATOwars,reliant

onasinglesectoreconomy,energyexports,withtheoversightofbanktyranny.

The liberalandtheNDPopposition isfloundering inpresentinganalternativevisionofour

countrythatchallengestheimperialvisionofPrimeMinisterHarperandcapturesthespirit

ofwhat

the

Canadian

people

believe

they

have

been

working

for

since

confederation,

peace

andprogress.

Thenext federalbudgetwillbepivotal. Itwill representanother incremental stepby the

HarperConservativeGovernment inthedirectionof imposingamoreopenanddictatorial

ruleoffinancecapitaloverCanadianeconomicandpoliticaldevelopment.Any illusionthat

theHarperGovernment is simply a pendulum swing to the right that can self correct is

illusory.

Thenextfederalbudget ismorethananeconomicstatement. It isapoliticalstatementof

intent.The

Flaherty

budget

is

not

just

a

big

business

budget

it

is

the

economic

framework

supporting thedoctrineofopencorporate ruleandassuch isprofoundlyantilabouranti

democraticandantipeace.

Thenextfederalbudgetwillbeabouttearingupwhatisleftofthesocalledsocialcontract

withworkingCanadiansanddevisinganewoneonbehalfofabsolutecorporatepowerover

thestateandtheallocationof itsresourcesexclusivelytothepursuitofmaximumprivate

profit.WhathappenstothelivingstandardsoftheCanadianpeopleisincidentaltothecold

bloodedplannersofsuchapredatoryviewofgovernance.

TheBay

Street

Troika

has

concocted

a

budgetary

scam.

If

such

an

enterprise

was

devised

by

anyentityotherthangovernmentandtheBankofCanada,itwouldbeconsideredabetrayal

offiduciarytrustandgroundsforprosecutionandconviction.

TheConservativegovernmentofPrimeMinisterStephenHarper,withtheactiveassistance

oftheGovernorof theBankofCanada,hasset itselfagainst theaspirationsandneedsof

themajorityofthepeopleofCanada,whorelyonwages,salariesandpensionstolive.Prime

Minister StephenHarper is the leader of the party and the government of the separate

interest;corporatepower,extremewealthandprivilege.Assuch itsmandatetogovern is

strictly

formal

and

completely

without

moral

authority.

TheprivatelyownedandcontrolledcorporatemassmediaactivelycollaborateswithHarper,

FlahertyandCarneytocallouslydemonizepensionersasthepreliminarysteptodemonizing

theworkingpubliccivil service, theirwages,benefits,pensionsandunion representation.

Theattackon thecivilservice ifnotopposedwill lead toanassaulton theprivatesector

unionsandultimatelyonallofthelawsthatprotectcollectivebargaining.Itistheaimofthe

Harpergovernmenttodisarmtheorganizedlabourmovement.

Moraloutrageandappealstoreasonarefutileagainstsuchunconscionableandpredictable

class hatred. The only appropriate answer is to organize and adopt working class mass

independent action. Either the labour movement by its action leads the Parliamentary

oppositionoritisrelegatedtoanineffectualcheerleader.

EveryworkingclassleaderknowsthatwhatissaidbyPrimeMinisterHarperisanaffrontto

theworkingpeoplewhoaredenied thewealth theyhavecreated.Tobeaworkingclass

familystrugglingonsurvivalwagesandlivingtwopaychequesawayfromeconomicdisaster

andbealsohectoredbygovernmentleadersandtheirilk,wholiveincomfortandsecurity,

tosave

more

for

retirement

is

the

ultimate

insult.

Such

capitalist

arrogance

takes

the

royal

adageletthemeatcaketothelowestdepthsofaristocraticcapitalistcynicism.

MarkCarneysdirewarningofretirementhardshipwhilehelpingtosinkeverylifeboatand

destroyingeverylifepreserverthatworkingpeoplehave,establishesanewlowincorporate

cynicism.MarkCarneyandFinanceMinisterFlahertyknowthateveryCanadianwhoworks

foralivingyearnsforsecureretirementanddoesnthavethefundstoprovideit.Thatiswhy

workersfordecadeshavevoluntarilypaidoutoftheirmeagreearningsintoafundforOAS

andthe IncomeSupplementaswellastheCPP.Tobetoldnowbygovernmentthatthere

areinadequatefundsisanactofbetrayalplainandsimple.

The Federal Government and the Bank of Canada has the power, legislative, fiscal and

monetary, toprovideallof the fundsnecessary toprovide full retirement incomes forall

Canadians now and into the future. The Canadian working people have created

unimaginable wealth out of their combined labour. They have an entitlement to it. The

peopleswealthhasbeenmisappropriatedanddirectedtoprivatehands.

Theorganizedlabourmovement,theNDPandalloppositionforcesinthecountryarecalled

upon todo their job.Stoppleadingwith themainarchitectsofcorporateprivatizationof

Canadas

health,

pension

and

unemployment

insurance

programs.

Stop

creating

the

illusion

that with exposure and clever arguments in Parliament that that alone will change the

situation.

ThereisnoalternativeforanyParliamentarianclaimingtorepresentthepeople,anylabour

leaderelected toapositionof trust,except toorganizineamassiveunstoppableprotest

movementtonullifytheHarperFlahertyCarneyscheme.

by

struggles
