Introduction2

Dear Resident:

The City of Pensacola is pleased to provide you with this Neighbor-

hood Resource Guide. This book provides valuable information to

help neighborhoods interact with government services. This pub-

lication includes a listing of neighborhood associations, highlights

services offered by the City of Pensacola and contains other important

information to help improve our neighborhoods.

Over the past year, the City has made a remarkable recovery from

the devastation of hurricanes and has emerged with an even stronger

spirit and determination for greatness. Strong neighborhoods are the

cornerstone for this success.

The Mayor and City Council are committed

to enhancing neighborhoods. Emphasis will

continue to be placed on providing neigh-

borhood-oriented services and promoting

economic and community development

through neighborhood planning. With this

in mind, the City hopes that this resource

guide will empower its residents and encourage partnership and

collaborative efforts between citizens and the City of Pensacola.

City government exists to serve our community, but can only be effec-

tive if residents are familiar with available services and know how to

access them. I hope the information provided herein will encourage

you and your neighbors to take full advantage of all that our community

has to offer.

Sincerely,

Thomas J. Bonfield

City Manager

27City Government

The City of Pensacola has a Council-Manager form of government. Under this form of government, the

elected council sets the policies for the operation of the city government. The administrative responsibility

of the City rests with the City Manager who is appointed by the City Council. The Council consists of ten

members.

When are elections held? The Mayor and City Council members are elected for two-year terms by the

citizens of the City of Pensacola. The Council elections are held on the first Tuesday following the first

Monday in November of each even numbered year. The terms of the Mayor and Council Members begin at

noon on the second Monday in January following the election. The Council chooses by majority vote one

of its members to be Deputy Mayor. The Mayor presides over council meetings and is the recognized head

of the city government for all ceremonial purposes. The Deputy Mayor, in the absence of the Mayor, will

perform the duties of the Mayor and will fill the vacancy of the Mayor, if it should occur, for the un-expired

portion of the term.

What are the Requirements to run? To run for a seat on City Council, an individual must be able to vote for

and hold the office; must be a resident of the City of Pensacola and the district in which he or she wishes to

run for a period of six months prior to the date the candidate qualifies to run for office.

For additional information regarding requirements and other details regarding Council matters, please call the

City Clerk’s office at 435-1606.
