    There's gold there, the kind thatcomes bubbling up out of theground and makes a person or anoil company rich, black gold onthem there plains of Eastern Pen-nington County.

    The year was 1931, and a smalltown that laid to the south hadbeen formed in 1907. The townspopulation was around 300 peoplebut swelled to over 10,000 on May3, 1931, when a test oil well began.

    In 1930, the Gypsy Oil Companyof Tulsa, Oklahoma leased 115,000acres north of Wall for drilling pur-poses.

    On Thursday, January 1931, anoil well permit H31-4 was grantedto the Gypsy Oil Company and the

    API number was 40 103 05017.The drilling contractor and Petro-leum Geologist was Mead Brothers.They began spudding in (the verybeginning of drilling operations ofa new well) at coordinates 03N-16E-28 NESE in section 28 quarterNESW of Township 3N Range 16Eat 44.187935 latitude - 102.199656longitude. The site is north of Wallon the Creighton Road where thepavement ends and the gravel road

    begins. Hoyt Hunter from Quinnowned the site and also owned theland business in Wall.

    The well sat about a half-mile onthe east side of the road. The land

    is now owned by Jim Willuweit.On the day that the drilling

    began Governor Green was pres-ent and addressed the crowd. TheWall Commercial Club had pre-pared three steers the night beforeto feed everyone a barbecued-beefsandwich.

    Thursday, July 2, 1931, thePen-nington County Courant wroteThe drilling at the Gypsy Oil Wellnorth of Wall is going slow butsteadily onward. Wednesdaymorning, they reported the depthto be nearly 2,500 feet. They arestill in the shale formation.

    Considerable oil excitement wascreated in Wall toward the end oflast week, when a rumor gotstarted that they had struck oil, Asfar as the Courant has been able tofind out these tales were com-pletely groundless. As they werecoring to obtain a sample of the soilthrough which they were drilling,they shut down the engines andthe bystanders began to form ideasof their own as to what was goingon. These conceptions were en-larged by some of the oil men sim-ply for a joke. And so the big oil

    gusher was ushered in.Thursday, July 9, the reported

    depth of the well was at 2750.They were digging in the shale for-mation and expect to hit oil before

    they get to 4,000 feet.A week later the drillers had

    reached 2,830 feet, less than 100feet. An account from thePenning-ton County Courant, If they couldand would continue at this rate, inone year from now they would beat 8,000 feet. Or if they went onthrough to China, it would takethem 8,123 years or until the year11,054 A.D. Will 11,054 find a hole

    through this earth?By the end of July they had

    drilled past 3,000 feet and hittingartesian water. The drillers wereplanning to put in casings sincethey already had 300 feet donewhich leaves them with 2,800 of 13inch casings to go. It will take1,000 sacks of cement to completethe task. The casings, after beingscrewed together and welded, willbe put in by means of floating.

    Thursday, August 13 the wellwas reported to down nearly 3,550feet and was boring through greenclay. A report in the Rapid CityJournal, J. R. Rushmore, an exec-utive in charge of the Denver,Colo., office of the Gypsy Oil Com-pany, had arrived in Wall to joinother executives in watching devel-opments in the well being sunk byhis company on the Hoy Hunterfarm.

    Sunday, August 16, the drillershad made 3,461 feet and struckanother extraordinary heavy flowof artesian water.

    In the beginning of September,the oil well was at a depth of 4,560feet. The oil drillers were stillusing the rotary drill but will prob-ably change over to the cable tools,before this can be done however,about 1,500 feet of 12-inch casingswill have to be put in.

    The drill became stuck whenworkers stopped one of the motorsto put a new timer on it during theweek of September 14. Evidentlywhen workers begin to drill theypull the drill rod to the top of thederrick and then allow it to drop ashort distance every few minutes.Several methods were tried to un-stick the drill: soaking the dirtaround the drill in oil and bringingin a car load of crude oil. Officials

    at the well didnt seem particularlyworried as they knew they wouldeventually get by this difficulty.

    Rapid City Journal writes; Thedrills of the Gypsy Oil Companywere again sinking into the subter-ranean soils in quest of oil on theHunter farm, north of Wall, aftersuccessful attempts to loosen drillsthat were caught in a crevasse4,700 feet down, it was reported bya persons interested in the oil fieldwork. Nearly a carload of crude oilwas used by engineers in an effortto release the drills that had baf-fled all other efforts for severaldays. In addition to loosening thebit, drillers spend the weekendlowering casing, with the resultthat a change was made from a 13-inch hole to a nine-inch hole, whichwill continue for some time.

    October 8, 1931, the well is over4,800 feet which is considered slowgoing due to the well caving. The

    formations that they were passingthrough was crumbly.

    The Wall City Council, met forits regular monthly meeting andapproved to send Phase I andPhase II of the sewer project to bidsand get an alternate bid for PhaseIII.

    Ted Schultz with CETEC Engi-neering informed the council theneed to repair the areas of thesewer system that havent been re-

    paired yet. The highest priority isthe main line going out of the town.The lines are 50 - 60 years old andare in bad shape and by addingpumps to the lagoon and new linesit would relieve the overloading atthe lagoons and prevent the sewerfrom backing up into homes. RickHustead asked Schultz if the la-goon problem would go away if wefix the stirrers. Schultz replied, No,it would just mix the problem, andwe need wind to move the floatsand they arent working. Jim Kit-terman said the manhole in front ofhis house is a big problem and if itplugs up it will shut the wholetown down. Council agreed that thesewer line needs to be repaired.

    Schultz also gave an updated onthe main street project. Site WorksSpecialist is ahead of schedule andhave the east side done and arenow working on the west side of

    main street. The new lighteningwill start to go up this week andthe project should be completed inearly May. Council approved to pay

    #6 pay request to Site Works Spe-cialists in the amount of$229,485.07. The project is 60-70percent over all paid.

    Schultz also recommended to thecouncil to have the concrete in frontof the sheriffs station garage fixed.The water just sits on top of theconcrete and is eroding it away.Hildebrand Construction came inwith the lowest bid to replace theconcrete. Council approved toaward the bid to Hildebrand.

    Schultz has also reviewed theplans for Dakota Mill. He informedthe council that three pipes arentlarge enough to handle the flowand the slope will have to be in-creased. Schultz will visit withDakota Mills engineer and design

    company and will then get back tothe council with his recommenda-tions.

    Pete Dunker, Larry Gravatt, BillLeonard and Carolynn Andersonattended the Pennington CountyCommissioners meeting to ask fora resolution to form the new ambu-lance district for Wall. Dunker saidthere were also community mem-bers from the south township whowere influential enough to have thecounty commissioners put a hold onestablishing the district. Dunkersaid the commissioners want themto have a meeting with 911 to re-align that township. Dunker ishopeful that this will resolve theissue with that township and thecommissioners can then move for-ward with the resolution.

    Eric Hansen asked the councilfor permission to hook up to the firehydrant down by the shootingrange to feed water to his pasture.

    The tank will have a float on it, awater line and a water meter willbe installed. Jim Kitterman wouldlike Hansen to turn it off and ondaily and make sure that there areno leaks. The council approved it tobe used in that matter and the ap-propriated fees be charged.

    Dustin Willett the new Emer-gency Management Director forPennington County introducedhimself to the council. He saidthere are a lot of good things com-ing for the county and addressedthe siren issue the city is having.The county radio techs will main-tain the sirens and work on theproblem with the one siren at thewell two. Willett then asked thecouncil what effects does the city ofWall have that his office should beaware of. His office is working on apre-master mitigation plan andthey plan to hold meetings in Hill

    City, Wall and Rapid City to getinput for the new plan.

    Barb Reckling with the WallLions Club asked for permission toplant spruce trees in the park orthe south boulevard. The fourthgrade class will also help plant thetrees. The Lions Club will be re-sponsible for maintaining the treesand getting together with the park

    committee to see where to do theplantings at.

    Tim Eisenbraun with Motel 6 isstill having an issue with theirpool that they had two years ago.Eisenbraun said if they are unableto meet the handicap regulationsfor the pool he will turn the areainto a parking lot. The council ap-proved a new building permit to

    match their permit that he hadtwo years ago, subject to the costdifference.

    The second reading of Ordinance12-1 to amend the existing feestructure for sanding parking lotswas approved.

    Linda Hiltner was approved bythe board to take over Steve Eisen-brauns position on the libraryboard.

    A new pool pay schedule forstarting wages at $7.50 and a payincrease based on hours workedlast year which would amount in a$1,100.00 pay increase this yearwas approved.

    It was approved to advertise forhay bids at the airport and Morn-ingside 80. The council will openbids at the May meeting.

    Up Productions who are putting ona team roping in Wall on May 13was discussed. Council will have towait until the May meeting to ap-prove the license but Finance Offi-cer Carolynn Anderson would liketo get the publication in the paperbefore the next meeting.

    C. Anderson asked if the councilwould approve having Energy Labdo the testing for the water sam-ple. This would save Public WorksDirector Jeff Clark from having todrive to Philip to mail the samplesoff. Council along with Jim Kitter-man thought it was a good ideaand council approved to have En-ergy Lab do the water testing.

    Jim Kitterman stated, In 2002the firemen were paid for going outon state and federal fires. Kitter-man would like to see this policy

    started again. South Dakota Wild-land Fire would pay the firemen$15.00 an hour and the firemenwould be considered contractlabor. Hahn asked about doubledipping on wages. Kittermanagreed that this shouldnt happen.Council approve to proceed withdeveloping the resolution,

    nington County Sheriffs Depart-ment gave the police report. Henoted that they have met theircontractual agreement for hoursand Dallas Kendrick is no longerworking in the Wall area. Threedeputies from Rapid City willcover Kendricks hours.

    bills were approved for payment.Hahn asked the council to ap-

    prove the PCS Mobile laptop andEnsignal WiFi for the fire depart-ment. The fire department appliedfor a $8,500., 50-50 grant. Theircost for the items came to$4,372.77 which is over the limitthat Hahn can approve. Councilapproved to pay the fire depart-ment bills.

    John Kitterman discussed thekeyless entry lock system at thefire department and ambulancebay. The ambulance has received a$7,000 grant of which $5,000 willbe used for the keyless entry sys-tem. He has received a quote fromHarveys Lock Shop for $4,515 toinstall the system. The new systemwill allow them to see who is com-ing and going from ambulancebuilding and how often they enterthe building. The rest of the grant

    would be used to purchase pagers.Council approved the purchase ofthe new entry system.

    C. Anderson noted that therewill not be an election this year forthe city. The Forest Service wouldlike to begin their story walk againthis year. Jim Kitterman informedthe council that they didnt takecare of the signs last year like theyhad promised. The Forest Servicewill be invited to the May meetingto address these concerns. Councilapproved to pay the Red Crossagreement of $300 annual fee forswimming certificates.

    Hahn gave the public worksitems for Clark who was not pres-ent for the meeting. Hustead andMike Anderson gave a SCADA sys-tem update. The company who wastaking care of the system is mov-ing to Sioux Falls. Schultz withCETEC has recommended a com-

    pany out of Rapid City. Council ap-proved to go with the new companyand to backup the programs for apayment of $900. The valve exer-cises are near completion andclean-up review list is near com-pletion.

    The next meeting will be held onTuesday, May 8, at 6:30 p.m. at theWall Community Center meetingroom.

    Prescribed burn planned

    for Badlands in April

    Fire crews from Badlands Na-tional Park and the NorthernGreat Plains Fire Office are prepar-ing for a 500-acre burn that is ex-pected to take place Friday, April13.

    The burn location is west of thePinnacles Entrance, between theBadlands Loop Road (Highway240) and the Sage Creek Rim Road.If conditions are favorable, sectionsalong the Badlands Loop Road(Highway 240) from mile marker13 to 21 will also be burned. Thegoal of these burns is to restore the

    natural process of fire to theprairie ecosystem, to reduce thebuild-up of dead and dried fuels,and to reduce non-native grassspecies.

    This prescribed fire will only beconducted if the conditions areright. Factors such as humidity,fuel moisture, forecasted weatherand especially wind speed and di-rection will be carefully evaluated.If the prescribed set of conditionsdo not exist, the planned fire willbe postponed or cancelled.

    West Telecommunications metwith the South Dakota members ofCongress, in Washington, D.C.,recently to discuss the significantimpact that rural communicationsproviders like Golden West have indelivering consumers affordablebroadband services.

    Golden West representativesspoke about the importance of

    broadband for rural business devel-opment and growth and also theways that broadband brings educa-tion, public safety, telemedicineand other opportunities to ruralconsumers. The group provided anoverview of the Golden West serv-ice area and highlighted the typesof products and services it providesto business and residential con-

    sumers in rural communities, aswell as pointing to the number of

    jobs broadband provides in thestate and other services that con-tribute to the areas economic de-velopment.

    Golden West representativesurged their congressional dele-gates to help them continue to pro-vide the services rural communi-ties need at an affordable rate by

    removing regulatory uncertaintyand urging the Federal Communi-cations Commission (FCC) to re-consider the deep cuts and otherextreme modifications it is propos-ing to impose on the UniversalService Fund (USF). Golden Westrepresentatives explained thatcuts to this important fund couldput existing investment in rural

    broadband at risk and discouragefuture investment in new broad-band-capable networks by smallcompanies, leading to increasedrates for telephone, broadband andother services.

    Golden West representativeswere in Washington to participatein the National Telecommunica-tions Cooperative AssociationsLegislative & Policy Conference,

    March 19-21. More than 500 ruraltelecom representatives from allover the country gathered in thenations capital for educationalbriefings about emerging rules andregulations and other industry is-sues. They also took part in visitsto policymakers on Capitol Hilland the FCC.
