    intended as a "ollaborati#e brainstor ing e8er"ise6 At a ti e when !ubli" !oli"yin the trans!ort se"tor needs new ideas and new a!!roa"hes we ha#eatte !ted to s"an interesting !ra"ti"es worldwide in order to draw the toattention to all o/ those "on"erned with these issues in Penang6 The re!ort is thus

    not a how to-do anual but an en"ourage ent and sti ulus /or no less thanRethinking Penang 6

    And that is u"h needed6 The underlying reality on the streets and !ubli"s!a"es in 2013 is this: PenangFs trans!ort obility and !ubli" s!a"earrange ents in 2015 lea#e a great deal to be desired6 >ith so e but /ewe8"e!tions they are edio"re at best and /or the ost !art entirelyunsatis/a"tory un/airly and under!er/or ing6 And there is no good reason that ithas to be li e that66

    The grinding situation is one o/ e#ery day: ore "ars ore tra//i" ore"ongestion ore !ollution ore lost ti e ore anger ore noise oreisolation ore a""idents and /ewer good a//ordable o!tions /or getting around/or the #ast a ority o/ the !o!ulation6 The syste is ine//i"ient and worse it isun ust6 $ut there is worse yet: year a/ter year they are "ontinuing to deterioratesteadily al ost #isibly6 The "iti4ens and ta8!ayers o/ Penang deser#e better6

    'ne bit o/ good news is that there is #irtually nothing that is !arti"ularlyoriginal about the "ir"u stan"es o/ inattention in"onsisten"y and de"ayG theseare the sa e beha#iors !atterns and "onditions en"ountered in the #ast

    a ority o/ all larger "ities a"ross the de#elo!ing world6 Perha!s sur!risingly this

    "an be seen as good news6 $e"ause we thus now what the !roble s are and wenow how to resol#e the 6 There are #ery /ew un nowns6 Many other "ities and

    regions ha#e /a"ed these "hallenges in the !ast and ha#e /igured out how toa e this transition6 So there is no reason why the sa e "annot be done in

    Penang6 And one day it will6 The only 7uestion is whenH

    There are long list o/ reasons why Penang needs to turn the situationaround and without undue delay6 *n the 21 st "entury "ities compete and any "itywhi"h does not o//er a !leasant and e//i"ient !la"e to li#e and wor is going tolose out in the international "o !etitions6 The best and brightest young !eo!lewill lea#e su"h a !la"e and it "annot e8!e"t to "o !ete /or new in#est ents

    The good news is that the State has in hand #irtually e#erything needed inorder to !re!are initiate and ad#an"e a a or sustainable trans!ortation re/or 6

    The oney the te"hni"al "a!a"ities the institutional /ra ewor the autono yand the ideas and e8a !les needed to a e a or i !ro#e ents any at #ery

    low "ost and well within the 2015 ti e hori4on o/ the Trans!ort Master Plan6 TheMaster Plan already sets out a nu ber o/ institutional and te"hni"al re/or sneeded to i !ro#e the !er/or an"e o/ all as!e"ts o/ trans!ort in the statee//i"ien"y en#iron ent e"ono y resour"es energy and 7uality o/ li/e /or all6 *t!ro#ides a solid !oint o/ de!arture6

    Eou ha#e in !la"e a solid institutional stru"ture led by the State su!!ortedby the Penang Trans!ort )oun"il with at the "ore the dyna i" Muni"i!al )oun"ilson the island KMPPPL and the ainland KMPSPL6 All o/ whi"h su!!orted by one o/the ost well de#elo!ed networ s o/ "i#il so"iety and !ubli" interest grou!s in allo/ Asia6 These are huge assets /or your trans/or ational !rogra 6
