New Brighton residents have had enough of seeing dirty streets, having an unclean mall, and overflowing rubbish bins.

At recent meetings regarding what transitional projects the area would like to see, many residents told the city council they were fed up at how dirty the suburb looked.

It has been a long battle for residents, who have thought for years New Brighton does not look up to scratch compared to other suburbs.

As a result, the Burwood-Pegasus Community Board requested to see a report on what the city council delivers in the suburb.

The report stated that sweeping is carried out fortnightly, including New Brighton Mall and the 45 rubbish bins in the vicinity are cleared daily.

Additional damage from the Valentine’s Day earthquake has delayed repairs to the New Brighton Library for a two months.

The library, originally due to close for six months from April, will now be pushed back until June while a review of damage to the floor and electrical work takes place.

The 5.7 magnitude earthquake struck at about 1.13pm on February 14, and was centred 15km off the eastern shoreline.

In a report to the Burwood-Pegasus Community Board, city council community project manager Carissa Ptacek said “limited” additional damage had occurred due to the Valentine’s Day earthquake. A full report would be available in May.

City councillor David East said that when repairs do start he would like to see a tempo-rary library established.

“There will be some effects on the residents for it being closed for that time,” he said.

Cr East said he wants the community board to get the repairs staggered, which would allow access to some parts of the facility, while others are be-ing worked on.

New Brighton Project chair-woman Tracey Keen said the delay in work would not affect

residents too much.“The repairs are quite

necessary, and I think we’re used to that. Some people have been waiting five years for certain things. I don’t think the community will see it as a setback – most people realise they have to be done,” she said.

Ms Keen said there were other options for residents with free WiFi in the New Brighton Mall

and the Aranui Community Library.

There’s been a lot of commentary around the recent deaths of three young people who were involved in attempts to flee from police in vehicles. Any incident of this nature is tragic – and the effect on all involved is significant, but entirely preventable.

In such circumstances police face a complex balancing act – and are trained to make decisions while constantly assessing and reassessing all available information.

I must admit to finding some personal frustration in social commentary which criticises police for engaging in the pursuit of a fleeing driver. It is apparent that some lack an understanding of police function and processes.

Egon Bittner was a Czechoslovakian national who emigrated to the United States after World War 2 – gaining his PhD in sociol-ogy from the University of California for his ground-breaking studies of the relationships between police and society.

He once wrote: ‘Among all government institutions, police occupy a position of special interest, it being at once the best known and the least understood’.

This is a phrase which, for me, comes to mind often – in a variety of situations including in respect of police response to fleeing drivers. In my view – to apply a blanket policy not to pursue these drivers would be to

encourage lawlessness.Instead – as stated above

– officers must rely on training and assessment processes, along with the direction of supervising officers. Police decisions, in these circumstances and others, are rightly scrutinised closely – and we, just like any member of the public, are held accountable when we get it wrong.

But it is not the police of-ficer, simply signalling to the driver of a vehicle to stop, that makes the decision to place others at risk.

I urge anyone who might consider fleeing, when signalled by police to pull over, to simply do so. There is no reason you may have to not stop for police, which can outweigh the potentially catastrophic consequences for yourself and others.

The speed limit on Bridge St will not be changed after a city council report said it would be against roading rules to do so.

Pegasus Post reported that users of a popular South New Brighton walkway felt they were at risk, and the speed limit should be lowered from 70km/h to 50km/h.

The Southshore and South Brigh-ton residents’ associations sent a letter to the Burwood-Pegasus Com-munity Board asking it to make the changes.

City council staff found that the best location for the speed limit change would be between 50m and 100m away from the residential end

of Bridge St.But this change would mean the

change point would not comply with the Land Transport rule.

South Brighton Residents’ Asso-ciation chairman Hugo Kristinsson said the decision not to change the speed limit was “reckless”.

“I feel 70km/h in this particular point is quite high. Both associa-tions have expressed their concerns, but of course we have to obey the laws,” he said.

Other considerations were reported as more signage for the change point, to reduce the effect of the buffer zone; an electronic speed sign dis-playing drivers’ speed in the vicinity of the walkway; and kerbs and pedes-trian crossings around the walkway.

New Brighton’s temporary estuary stop banks could be left in place for up to 20 years before they are permanently replaced, with $17 million budgeted for their upkeep.

The stop banks, along the estuary from Bridge St, were installed as an emergency response to the February 22, 2011, earthquake, by Civil Defence.

City council’s manager of land drainage Keith Davison said it is satisfied the stop banks would be fit for “interim protection” for up to 20 years, after it carried out a risk assessment.

That study found they “appear to be relatively stable” apart from some sections of sandbags.

About $17 million would be spent on maintenance of the stop banks for the next three years.

He said the temporary solutions were not designed to allow for long-term sea-level rise, but the future $200 million permanent stop banks would be.

The city council had to wait on decision regarding the residential red zone before it could proceed, he said.

But, residents say 20 years of “interim” flood protection, when

council has predicted the water level will rise by a 1cm each year, is not good enough.

South Brighton Residents’ Association chairman Hugo Kristinsson said he believes the temporary stop banks are not

engineered for the length of time the council has said they are.

“They’re washing away, they’re not engineered up to standard and they cannot use them as legal flood defences as they are currently.

“The sea level according to their own predictions will have risen by 20cm before the permanent stop banks are put in.

“Houses are meant to be protected for 50 years, not 10 or 20. There’s so much nonsense going on here, (council) just have to help us out of this situation,” he said.

WAINONI RD ONE WAY Wainoni Rd in Aranui will be one-way from today for about eight weeks. The traffic delays are part of the Stronger Christchurch Infrastructure Rebuild Team installing a wastewater mainline in the road as part of a new more earthquake-resilient vacuum wastewater system. SCIRT is also repairing the road. The one-way traffic system will be between Orrick Crescent and Hampshire St heading eastbound only. From as early as Friday, the one-way will extend to run between Breezes Rd and Hampshire St. City-bound commuters will be

detoured onto Hampshire St, Breezes Rd and then head back onto Wainoni Rd.

MAN CRASHES INTO POWER POLE A man was taken to hospital last week after his car crashed into a power pole. St John was called to the incident, which happened near the Hills Rd Challenge station in Edgeware, at about 11pm last Wednesday. The man, in his 70s, suffered moderate injuries and was taken to Christchurch Hospital.

VANDALISM INVESTIGATION The Shirley-Papanui Community Board has requested the Crime Prevention Through Environmental Design team assess the alleyway access between Hills Rd and Onawe Pl. The investigation comes after a request for assistance to maintain the fence between a residents property and the alleyway that has been damaged by repeated vandalism.

REQUEST FOR LOWER SPEED LIMITA concerned resident has recommended to the Burwood-Pegasus Community Board that the speed limit on Saltaire St be lowered, after road repairs made the road smoother. The resident said it encouraged traffic to travel faster.

A National Party golf tournament, involving high ranking ministers and MPs, was called off because of safety fears related to the Trans-Pacific Partnership Agreement protests.

The tournament was to be held last Wednesday at the Rawhiti Golf Club, but was postponed by the National Party because it didn’t want to “put any VIPs at risk.”

The event was scheduled to have between 100 to 140 members of the National Party partake, which included high-ranking MPs and minis-ters.

List MP based in Christchurch East Joanna Hayes (above) was part of the planning committee for the tournament. Mrs Hayes’ electorate agent Debbie Klyushkin said the event was postponed due to growing concerns over protests.

“It was postponed due to a lot happening around issues with the TPPA deal. We decided to

postpone it just in case, because we didn’t want to put any VIPs at risk if it went ahead,” she said.

Prime Minister John Key, as well as Deputy Prime Minister Bill English and Canterbury Earthquake Recovery Minister Gerry Brownlee were all invited to participate in the tournament, but none had con-firmed their spot.

“We were still to confirm whether he (John Key) could play. And the same story with

them (Mr English and Mr Brownlee). We had sent all of them the letter of invitation, but it was a last minute decision if they could be there or not,” Ms Klyushkin said.

Ms Klyushkin said it was impossible to tell if the participants would be put in danger if the tournament went ahead.

“It’s now been postponed until the end of the year . . . possibly in November, we’re not sure about a date yet,” she said.

TPPA concerns postpone golf tourney at Rawhiti

Parklands Reserve hosted the event which saw about 800 people participate, play and connect with their community. The event had been planned since July, with a dozen groups and clubs from the area meeting monthly to plan the event. Activities on the day included the Parklands Rugby Club running drills and skills for keen rugby players, and the bicycle check and obstacle course run by the city council cycle safety team.

Hey Matthew, thanks for having a chat with me. How was your weekend?

Hey no worries. I was actually playing with my bagpipe band on the weekend in Kaiapoi!

Oh wow! I definitely wasn’t expecting that as the first an-swer. How did you go?

Oh, we’ve done better to say the least. That was the region-als, the Canterbury competition if you will. Then we’ll have nationals later. Last year we won the nationals. We’ll be travelling to Australia in November for their national competition.

How long does it take to be good at the bagpipes?

Quite a few years. My sister doesn’t like it at all when I play – she’s a violinist.

Oh right. Do the two togeth-er not really work?

In theory they complement each other. But she doesn’t par-ticularly enjoy me playing!

So your family don’t exile you outside while you play?

Not yet (laughs).

When did you apply to become Head Boy of Shirley Boys’?

At Shirley it’s not an applica-tion as such, it’s about showing your interest, and you have to be chosen by the teachers. I was quietly hopeful that I’d be picked, it’s been a dream since year 9. And it was quite cool to finally find out.

What will be your ‘style’ so to speak while being Head Boy?

I’m not too sure. I’ve paid at-tention to the other Head Boys, and I’ve had a chat about various things with the previous one. So I’ve kind of seen what works and what doesn’t. The idea is to be a school rather than various groups.

And what are your plans for after school? Will you go to a university?

That’s the plan – to go to uni-versity. I want to go to Canter-bury University because of its engineering department. Ideally, I’d want to study mechatronics.

What are mechatronics?It’s basically looking at an

electrical subject in a mechanical way. It’s a bit of robotics, a bit of building and coding robots too.

Okay, wow! Please don’t be that guy from iRobot and build a robot army!

Ooo, no promises, I’ll do my best!

So you must have to have pretty good grades to get into a course like that?

Yes, I’ve had some pretty good grades. I’ve been told they’re up there. They’ve been excellence all the way through so far.

And what about your other schools? Where did you go for primary?

I went to primary in Leeston from year 1 to 6, then I went to the intermediate at Ellesmere College.

Why didn’t you go to Elles-mere College for high school?

They didn’t offer the subjects that I wanted to do. I’m sort of more into the sciences and languages, and Shirley did offer those.

What languages do you take?

I take Japanese and Chinese. They’re very different, but they do share one writing style. I’ve

been to Japan three times and China once. I’ll be going to China in holidays again. The first time I was in Japan was in year 10, and I didn’t know a whole lot of Japanese, so it was helpful that they knew a bit of English.

If you couldn’t do mecha-tronics, what would you do instead?

I’m quite into commercial aviation and the aircraft in-volved. So I’d probably want to be an air traffic controller. From there I’m not really sure. If everything went to plan, I’d want to be the person to bring in the next Concorde. Design it, fly it, everything!

That’s quite ambitious! Do you have favourites?

Yes I do. My favourite com-mercial plane would be a Boeing 777-300ER. That’s because they aren’t designed to hold as many passengers as possible, they’re more designed to be practical, and they have the biggest engine for a commercial plane. For a cargo plane though, it’d be the Antonov An-225 – it’s the world’s biggest cargo plane. It’s an absolute beast is the only way to put it. It has six engines, and can carry 200 tonnes of cargo. It’s a Russian-built aircraft, and I’m pretty sure it’s in the movie 2012.

Where do you live, near Shirley?

No, actually we live on a farm out in Leeston. Luckily or not (laughs) I have a father at the school, and I catch a ride with him. We all stay in Riccarton in

the week, and then head out to the farm on the weekend.

Nice, that sounds fun. Do you have any siblings?

Yes, I have a younger sister who is at Christchurch Girls’ High. She’s in NCEA Level 1 this year.

Do you reckon she will be head of school like you one day?

I’m not sure if she’d be that keen to be honest (laughs).

If you had to pick someone out as your mentor, who would it be?

You know I’ve asked this in an interview before, but I’ve never had to answer it myself. There’s quite a few contributors. A whole lot of teachers and parents really. It’s hard to pinpoint a single per-

son. I suppose if we’re talking in terms of famous people it’d be someone like Stephen Hawking – he’s top of his field and still looking beyond.

And what do you en-joy doing on the farm?

I quite enjoy hunting and shooting. I tend to just do it on the farm as part of our pest control. We tend to go for the smaller stuff generally.

So no 12-point stags then?

Not yet! Dad gets some of his mates and I get some of mine and we pile into the back of the truck.

And do you eat what you catch?

I’ve had hare before, but not

rabbit. It’s not bad, a bit chewy but quite tasty.

And what about fishing? Yes, I’ve done a bit, funnily

enough I’ve never caught a fish in the South Island. I’ve caught something off Stewart Island and the North Island.

That’s unlucky! What do you tend to catch?

I try for the trout and salmon, but I’ve only caught kahawai and blue

cod really.You’ll have to try the Marl-

borough Sounds for cod and kahawai, they actually jump onto your line.

That’s funny because it’s exactly like that off the coast of Stewart Island.

A city councillor is “bemused” as to why information about Burwood Hospital’s birthing unit is being kept in the dark.

After being evacuated by two staff members after the magnitude 5.7 earthquake on Valentine’s Day, Burwood Hospital’s birthing unit will remain closed until “further analysis” has been completed.

City councillor Glenn Livingstone said the information he has been given is still leaving those affected with questions.

“The New Zealand Nurses Organisation who are close to the ground with all the information have said that the decision to close the unit is unusual and out of the blue,” he said.

Hospital staff were caring for three mothers and their children at the time of the earthquake, and due to the feedback they received from them, decided to evacuate the building.

Canterbury District Health Board general manager of planning and funding Carolyn Gullery said the birthing unit is at 30 per cent of the current building standard.

The South Brighton Surf Life Saving Club claimed 21 gold medals in its recent title defence at the Southern Region Championships, held at New Brighton beach.

South Brighton is now the back-to-back winner of the championships, which saw some clubs travel as far as Auckland’s North Shore to compete.

Major contributors for South Brighton were Danielle Currie, who won five golds, as well as Samantha Holland, Samuel McClelland, Rebecca Bailey, Ella Redmond, and Elsa Marie-Hegarty, who all claimed four. The competi-tion saw about 200 athletes

contest over 100 events at the largest of the South Island’s senior surf competitions, over the weekend of February 27 and 28.

Five clubs from the eastern suburbs competed in the championships.

Behind South Brighton, which scored 180.5 points, came Waimairi in fourth on 83, Brighton in fifth on 65, New Brighton in seventh with 31, and eighth placed North Beach with 19 points.

results, Dunedin’s St Clair Surf Life Saving Club took second place on 155 points, while last year’s fourth-placed Sumner snatched the bronze medal on 121 points.

Southern region programmes and services manager Scotty Roberts says some good weather over the weekend con-tributed to the event’s success.

Burwood’s Sam Elstob has used the Tri Takapuna race as a stepping stone to make the final event on this year’s International Triathlon Union’s World Triathlon Series calendar, in Mexico.

In his first international triathlon in a year, Elstob finished a respectable 21st at the Tri Takapuna race.

The Strand, on Takapuna Beach in Auckland, was the destination for Elstob’s come-back triathlon, which was held on February 28.

The 20-year-old apprentice electrician, had been focus-sing on his full-time job for

the past year, but decided this year he would kick into a higher gear and get back into international triathlons.

“I’ve had hardly any train-ing at all for this one, it’s my first international race in a year, since I pretty much quit

about a year ago. Since then I’ve got a new job and had a few other things going on as well,” he said.

Elstob’s training partner Zac Barber travelled to Auckland to compete as well, but after suffering a flat tyre

on the bicycle section, was forced to pull out of the race.

“Yes I went up with my training partner, Zac. Unfor-tunately he had to pull out because of a flat tyre. When something like that happens, you have to pull out, which was a shame for him.

Elstob’s next triathlon will be a local race in Sumner next month, and after that he will be looking forward to qualifying for the world age group triathlons in Mexico, in September.

Elstob is hoping for a top 15 finish in Mexico, after having previously finished second in a world age groups race before.

Pioneers of Canterbury masters marching team will take part in the championships at the North Shore Events Centre in Auckland to defend their title in the masters grade for the third time.

The team are also the South Island and Canterbury champions and have been spending most of their time training and fundraising to be able to compete at the event where they will face off against other teams travelling from all over New Zealand. ON PARADE
