It marks a significant switch in strategic direction fro

production to market access orientation. PEFC expects th

over the next ten years 45% of the world’s industrial roundwoo

capacity will be certified as coming from sustainably manage

PEFC’s leadership role will be strengthened

through the development of proactive positions in

policy areas such as climate change, illegal

logging and social issues including ruraldevelopment.

PEFC will actively be seeking to develop

dialogue, partnerships and beneficial policy

developments  with international institutions and

key market actors.

PEFC’s strategic plan emphasises the need to

deliver economic benefit for the sustainable

forest management (SFM) community and to

contribute towards rural development.

To effectively deliver the new strategy (available

at the PEFC website www.pefc.org > About

PEFC) PEFC is undergoing a governance review

to ensure we have the structures and procedures

in place to meet the future demands on the

organisation.

In addition the General Assembly welcomed

Uruguay into PEFC Council membership.

Cameroon and the Netherlands will join after 

fulfilling all the membership requirements.

Changes to the Technical document were alsoapproved and two new members were elected to

the Board of Directors.

Keynote speech by MichaelMainelli, Z/Yen Group Ltd.

Professor Michael Mainelli, founding director of 

Z/Yen Group Ltd., addressed the participants of the General Assembly.

speaking at the

PEFC Council

General Assembly in

Munich, Germany

Professor Mainelli used the occasion of PEFC’s

strategic considerations to highlight the

background to strategic planning, some of the

paradoxes of the strategic planning process,

such as “opportunity guilt”, as well as his

experiences with other standards setting

organisations.

He reminded PEFC members that they now had

four key tasks to fulfil namely:

Show vision and innovation

Link strategy and operations

Demonstrate achievement to

stakeholders

Be realistic and flexible

He stated that PEFC has a crucial role helping to

give society confidence that people manage

forests sustainably. He pointed out that the

implementation and evaluation of the strategicplan is about the PEFC community making

decisions.

Professor Mainelli congratulated PEFC on the

hard work that had been done in the last months

and said that PEFC’s strategic planning would

help set better standards for better markets and

better societies.

The next PEFC Council GeneralAssembly will be held in Australia

in October 2008.

PEFC General Assembly 2007 

Extracts from the Chairman’s Reporton activities in 2006 / 2007

200 million hectares of

production forests under

independently certifiedsustainable management.

This milestone was reached

in July 2007 by PEFC for the

protection and sustainable

management of the world's

forests.

A new PEFC Strategy for

the coming 5 years has

been developed together 

with all PEFC Council

members.

The new PEFC Promotions

Office in China (Beijing), a

key area in international

globalization, was launched,

complementing the existing

initiatives in Japan and the

UK. The China office will

further contribute to PEFC’s

position in Asian markets.

More Public Procurement

Policies, namely in

Germany, the UK and by

regional and local authorities

in Italy, have resulted in an

increased recognition of 

PEFC certified products.

PEFC has gained official

Observer Status in the

Ministerial Conference for

the Protection of Forestsin Europe MCPFE and

continues its close co-

operation and development

with stakeholders in forest

certification.

A number of new PEFC product databases 

have been launched and are now online, such as

databases of PEFC France, PEFC Luxembourg,

PEFC Germany and the new PEFC Council’s

global certified products database.

The numbers of companies around the world

who choose to use the PEFC Chain of Custody

certification for their own businesses continued

to rise. First-ever PEFC certificates were

awarded in Morocco, India and in Ireland. I am

especially pleased about the significant interest

and growth that PEFC had and continues to

receive in the paper and printing sector.

As part of  PEFC’s strengthening of its

Governance procedures, the PEFC Council has

made mandatory a new Panel of Experts , which

reviews all assessment reports for PEFC

endorsements. Furthermore, a new PEFC

Guideline for the Investigation and Resolution of Complaints and Appeals  was published. A

Standard for Avoidance of wood from 

Controversial Sources  further defined PEFC’s

existing safeguards in this important area.

Numerous communication and promotion

activities and projects have taken place, both

at national and international level. The new

sections of the PEFC Council website with

summary information on current issues (Did You 

Know ), the new PEFC Information CD on 100%PEFC certified carton and the PEFC Council

Annual Review 2006 are just some examples.

And last but not least we must not forget the

ongoing and stringent PEFC assessment

process that all certification systems undergo for 

PEFC endorsement and re-endorsement. The

Slovenian system successfully gained PEFC

endorsement, while those of France and the

Czech Republic were re-endorsed for the next

five years bringing the number of PEFC

endorsed systems to 23. More systems arecurrently in the pipeline, namely the ones from

Belgium, Denmark, Estonia, Latvia, Gabon, Italy

(Poplar Standard), Poland, Switzerland, the

United Kingdom and the US (American Tree

Farm System).

New PEFC Council member:Uruguay

The Sociedad de Productores 

Forestales del Uruguay  has beenunanimously accepted as a new

national member of the PEFC Council for 

Uruguay.

The PEFC Council is particularly pleased about

this new membership as Latin America is one of 

the world's regions in which PEFC aims to see a

growth in certified forest area and Chain of 

Custodies over the next ten years.

The Sociedad Productores Forestales del 

Uruguay  is currently developing a forestcertification scheme that will be submitted for 

PEFC endorsement in due course.

Cameroon and the Netherlandsapply for membershipAs the Cameroonian Association of 

the Pan African Forestry

Certification (PAFC Cameroon) still

has to formalise some outstanding membership

requirements, its application for membership of 

the PEFC Council was approved subject to thecondition that all required documents of the new

organization are submitted to and approved by

the PEFC Council Board of Directors.

The PEFC Council General

Assembly unanimously authorised a

postal ballot for the admission of 

PEFC Netherlands on the condition that an

official and complete application for membership

has been submitted and verified by the PEFC

Council Board of Directors.

PEFC Council membershiptransfers 

The PEFC Council members noted the change in

membership name of the members from Belgium

and the USA as their organisations had changed

their name during the previous year.

Belgium will no longer be represented by

WoodNet but by PEFC Belgium, while the two

forest certification systems in the United States,

the American Tree Farm System (ATFS) and the

Sustainable Forestry

Initiative (SFI), will be

represented by

Sustainable Forestry

Initiative Inc. (SFI),

which changed its

name from the

Sustainable Forestry

Board (SFB).

PEFC honours outgoing BoardMembers

The outgoing PEFC Council Board Members Mr 

Paul Wooding and Mr Luis Leal (in absentia)

were honoured in a ceremony during the General

Assembly. Thanking them for their long-timeservice and achievements for PEFC they were

presented with certificates recognizing their 

outstanding work in establishing PEFC

certification as the largest forest certification

system globally.

The PEFC Council Chairman, Michael Clark, thankingoutgoing Board member Paul Wooding for his outstanding

service and achievements for PEFC.

New PEFC Board Members

The PEFC Council General Assembly re-elected

Mr Antti Sahi as 1st Vice Chairman of the PEFC

Council for a three year period. In addition, Karen

Brandt, William Street and William Luddy were

elected for a three year period and Mr HansKöpp to the PEFC Council Board of Directors for 

a one year period.

The new members join the current Board

Members: Mr Michael Clark (Chairman), Mr Bob

Simpson (2nd Vice Chairman) and the Directors

Björn Andrén, Kathy Bradley, Hans Drielsma,

Andrey Frolov, Sébastien Genest and Felix

Montecuccoli.

Messrs Luis Leal and Paul Wooding have ended

their election terms (see separate article).The background information below was provided

Antti Sahi

1st Vice Chairman 

Term of Office: 2007-2010

Mr Sahi graduated in forestry

(forest management) from

Helsinki University in 1981.

First he worked as a teacher at

Kuru Forest Training School but since 1982 he

has worked in different duties in private forestry

organisations in Finland. He joined first as a

District Forest Officer and then as a Chief of 

Training at Pirkanmaa Forest Center.

Since 1988 he has worked for Forest Owners

Organisations. 1998 - 1995 he worked as amanager of the Regional Forest Owners Union

Pirkanmaa and since 1995 in Central Union of 

Agricultural Producers and Forest Owners MTK.

He worked first as a Chief of Development, then

Director of Finance and since 2003 as a Forest

Director.

Because of these different duties he has gained

a broad experience in forestry. He is a

representative of family forest owners in several

national forest policy bodies and organisations.

He has also worked in several international

working groups.

Karen Brandt

Board Member

Term of Office: 2007-2010

Karen Brandt has recently been

appointed to the position of vice-

president, market affairs of the

Sustainable Forestry Initiative (SFI).

Before that she led the BC Market OutreachNetwork (BC Mon), an agency of the British

Columbia Government, to ensure market

acceptance of and promotions for BC forest

products on behalf of the BC forest sector. BC

Mon provides international markets with facts

about responsible forest practices and delivers

advocacy activities with forest sector partners in

Canada and around the world to build common

positions on important issues such as forest

certification, Green building, procurement policies

and forest practices.

Ms Brandt's 14 years of forest experience

includes 6 years as a Senior Manager with the

BC Ministry of Forests at a time when the

province was at the centre of international

controversies over forest practices and land use.

Her firm knowledge of international forestry and

market issues and her ability to identify emerging

issues have helped her develop strategies and

build broad consensus for collaborative

responses to a range of forestry issues.She has worked directly with customer and

sector partners in North America, Europe and

Asia on certification and market campaign

issues. She has an honours Bachelor of 

Journalism degree from Carleton University.

Hans Köpp

Board Member

Term of Office: 2007-2008

Hans Köpp is a Professor 

(emeritus) for Nature

Conservation, Forest Policy

and Forest History at the

University for Applied Sciences at Göttingen. He

has been active for many years in IUFRO and

IUCN.

He is on the Boards of the German

environmental organisations Schutzgemein-

schaft Deutscher Wald (SDW) and Vereinigung

Deutscher Gewässerschutz (VDG).

He was the editor of the international journal

Nature and National Parks. He represented the

European Environmental Bureau in the EU

Advisory Committee for Forestry and Cork. His

international experience includes missions for 

FAO in Iran and UNESCO in Greece.

William Luddy

Board Member

Term of Office: 2007-2010William Luddy serves as a

member of the PEFC Board of 

Directors in the seat

designated for a representative

of an international trade union. William Luddy is

the Executive Director of Labor-Management

Education and Development Fund of the United

Brotherhood of Carpenters and Joiners of 

America. His Union represent workers in the

Forest Products Industry from logging and

sawmill workers to mill-cabinet and pulp andpaper workers in addition to the construction

industry.

In his position with the Union Mr Luddy is

responsible for the development of marketing

initiatives to increase work opportunities for 

Union members and their employers. He serves

as a member of the Forest Products Industry

National Labor-Management Committee.

He is the Political and Legislative Director for the

Union in the southwest region of the United

States of America and deals with legislative

issues affecting the industry at the federal state

and local levels.

Bill Street

Board Member

Term of Office: 2007-2010

Mr Street’s experience

includes: Director of Research

and Education of the

International Woodworkers of America, US, thelargest US labour union representing forest and

mill workers; Director of the Global Wood and

Forestry Program for the International Federation

of Builders and Woodworkers, Geneva,

Switzerland (now Builders and Woodworkers

International), a global trade union federation,

and is currently an International Representative

for the Woodworkers Department of the

Machinists Union.

Bill’s experience includes: Focal point for international labour on: FAO’s Planted Forests

Guidelines project, renegotiation of the ITTA ,

UNFF sessions 3 through 7, steering committee

member of The Forest Dialogue (a multi-

stakeholder process), tripartite meeting on social

standards for sustainable forestry with the ILO,

and a presenter at the World Forestry Congress

in Montreal.

Bill has worked with forestry projects in Ghana,

Burkina Faso, Kenya, South Africa, Brazil, Chile,

Indonesia, India, China, and Malaysia in additionto his work in industrialized countries. Mr Street

holds a Masters of Science from the University of 

Oregon in politics and government. Bill has

written on poverty reduction and sustainable

forestry.

the PEFC member 

countries as well as of the

PEFC Council Extra-

ordinary Members to a Welcome Reception in

the Munich Residenz Palace.

The Chairman thanked PEFC Germany for 

hosting this year’s General Assembly and the

Bavarian State Ministry for Agriculture and

Forestry and UPM Kymmene for sponsoring the

event.

Field trip to PEFC certified forestsTo get a first hand impression of forests, forestry and forest certification in Germany, the participants of 

the General Assembly visited the Bavarian State Forest Department and a Cooperative of private forest

owners in Oberammergau to learn about silviculture in high mountain areas and the implementation of 

PEFC standards in the field.
