Matters arising from previous minutes 3.1 School fire risk assessment – CTS reported that a fire drill was conducted last week with some 100 children. The exercise uncovered a series of issues including having to navigate around a number of obstacles (eg waste bins, benches, on-coming pedestrians and joggers, cyclists) on the public footpath. Discussed the possibility of temporarily designating Hampstead Green as a muster point in the unlikely event of an evacuation. CB and CTS to approach Camden and the Friends of Hampstead Green re:access. NOTE CB & CTS

4. Residents’ concerns and questions 4.1 Structural movement to school boundary wall

CTS expressed concern that the two sides had not met yet and that the RFC had not provided further evidence that had been requested.

PO reported that that the Pears Building floor plan had been redesigned to compensate for an obstruction found below ground and that party wall surveyors from both parties HHS (Ryan Bunce) & RFC (AHP) were due to meet in the coming weeks. It was agreed that a deadline of the end of Feb 2019 should be seen as the target date to achieve this.

PO advised that AHP was contacting Ryan Bunce to seek an understanding on the licence position to mount a structural frame in the public footpath, which will form part of the same conversation noted above

NOTE: findings may well influence the outcome of the ongoing dialogue with the London Diocese in regards to structural movement encountered in the school hall.

4.2 CTS expressed concern at the height of the wall and its proximity to the hoarding. Also, she had thought that there would be tiered gardens included in the design.

CB reported that the design had not changed and offered to share images with CTS. RC confirmed that the wall was higher at the corner but said that this had been shown in the original designs (see attached).

4.3 Re: 5 Pond Street, TB reported that she was awaiting a structural survey report on 5 Pond St which had been arranged through Stretton’s, property agents.

4.4 Monitoring - access to the LIVEsite system. Full access had been provided to JS since 4 Dec 2018.

4.5 Dust – no issues to report.

4.6 Air purification units. PO advised that a recommendation had been made to the RFC’s board regarding a financial contribution towards the school providing air purification systems for the outer classrooms.

5. Outstanding actions from 15-point plan and ‘You said…we did’ tracker

5.1 PO reminded the group that the two remaining items in need of ‘closing out’ rested with Camden Council:

1) Pedestrian safety at the T-junction between the hospital entrance and Pond Street.

2) Illegal parking on Pond Street.

This continues to be an issue and there was a need to pressurise the council to take action. A joint meeting between the RFH and the council had been arranged for 29 January 2019.

Cllr Stark sought assurance that the public would be safe between now and that meeting. He acknowledged that he had received a copy of the traffic assessment report but thought the charity/trust should produce a report on the current situation. This should cover: -what the charity/trust has done on the issue -what has changed since the original traffic report was sent to him -what the charity thinks has changed since then -what the charity/trust still need to know to understand the situation. PO stated that RFH was keeping records of traffic movements into/out of the main entrance of the hospital, advising that he would attempt to obtain this information before the meeting on the 29th. In the interim PO advised that since the closure of the car park and slip road there had been a significant reduction in traffic entering/leaving the hospital. PO reported that although traffic movement was being monitored into/out of the main entrance a traffic count needed to be undertaken by the council regarding the number of movements on Pond St. This would be raised with the council before the meeting. Cllr Stark advised he would to attempt to obtain the number of PCNs issued during the past year following comments received that enforcement officers where policing Pond St.

6 Monitoring of construction impact 6.1 Environmental monitoring - it was reiterated that weekly environmental

reports (of noise, dust, vibration) were continuing to be circulated to those who had requested them as well as being uploaded onto the website and exhibited both in the display cabinet and digital screen mounted on WD’s site hoarding. Explanations were being added in relation to high readings. Structural monitoring –reports continue to be produced regularly and issued to interested parties.

7. Traffic Management 7.1

WD reported that the lorry count had reduced considerably since the bulk earthworks package had been completed with traffic management remaining at a similar level for the foreseeable future. PO confirmed that RFH were continuing to operate at the same level.

9. Key dates & activities over the next few weeks 9.1 See attached. Also refer to RFC website or display cabinet/digital screen

In addition it was reported that the erection of tower crane 1 (TC1) successfully took place on Saturday 12 January 2019.

JG requested that if further crane activities were to take place on a Sunday, that work should not start until 9am and this was agreed.

9.2 WD reported that the current planned dates for the dismantling of both cranes were as follows:

TC2 – Saturday 27 July 2019 +/- 3 weeks

TC1 – Saturday 30 November 2019 +/- 3 weeks

Exact dates to be notified closer to the date with the intention to co-ordinate with St Stephen’s activities.

10. Any other business 10.1 Re: Maggie’s Centre – no further comments.

10.2 Concerns were expressed about a letter from Sir David Sloman that had appeared in the Camden New Journal. It was agreed that the wording should be obtained from the RFL’s Communications Team and that the issue would be raised at the RFL’s Environmental Liaison Group..
