NEW YORK STATE DEPARTMENT OF TRANSPORTATION Region 1 Albany - Essex - Greene - Rensselaer - Saratoga Schenectady - Warren - Washington Pearl Street Revitalization Project For over three hundred years Pearl Street has been the hub of downtown Albany, New York’s capital, and the oldest incorporated city in the United States. Pearl Street’s historic character amid its vibrant current businesses presented a challenge to NYSDOT’s engineers to design a rehabilitation project, that would include upgrading the road, street scape and many miles of subsurface utilities per block. NYSDOT’s staff worked with the City of Albany, Capitalize Albany, Albany Downtown Business Improvement District, Federal Highway Administration, CDTA, Niagara Mohawk, N.Y. State Historic Preservation Office, and Bell Atlantic to reconstruct an environment that is attractive to residents, businesses, consumers, and visitors alike while boosting the economy. The reconstruction includes the widening of sidewalks, reconstruction of the roadway, utility upgrading, and the installation of decorative paver sidewalk accents, period lighting and signs, benches, landscaping and decorative bus shelters. During construction NYSDOT’s staff implemented an Archeological Data Recovery Plan to protect and collect archeological objects of historic and prehistoric significance discovered. This plan has allowed for several objects to be recovered in the first phase of the project. The widening of the sidewalks has allowed more space for enhanced landscaping and gathering places. By having shorter crosswalks, Pearl Street will help make downtown more pedestrian friendly. Lighting also contributes to safety while achieving a high quality streetscape. The historic style lighting, signal poles, benches, and decorative pavers also attribute to the aesthetic character of the downtown area.
