MOE permit amendment - past

• PVOSB conducts MDI Trial in Summer 2012 – Good results

• PVOSB applies for permit amendment in Fall 2012– Legal notices posted in BC Gazette and local newspapers– All other legal requirements met

• PVOSB initiates community consultation program– Over a dozen presentations/meetings with community

groups and agencies such as Northern Health– Open House held on January 30, 2013

• MOE requests more detailed air modeling

EAO certificate amendment - present

• PVOSB also in 2013 applies to the Environment Assessment Office (EAO) for amendment to its Project Approval Certificate (PAC) to use MDI in the manufacturing process

• EAO looks at higher-level project impacts on the environment.• MOE regulates emission standards and operational impacts on

the environment• Original PAC from EAO granted in 2002• EAO amendment document requirements are very detailed.• PVOSB working collaboratively with both EAO and MOE on

respective permit amendment applications

EAO and MOE amendments- present

• PVOSB completes detailed air modeling 2013/2014• Updated application to be submitted soon to both EAO and

MOE• EAO official public comment period to begin following

acceptance of application as FINAL• PVOSB directed to revisit and update community groups• 2nd Open House to be scheduled with EAO – no date yet• Advertisements will appear in local media when date, time

and location have been confirmed

What is MDI?

• Methylene diphenyl diisocyanate• Cured MDI is commonly called

polyurethane… a hard plastic• Used as a resin, binder and adhesive in the

wood products industry• Used to make a variety of other products

Why PVOSB wants to use MDI

• A - Grade increase is typically 0.5%... higher value OSB

• Easier to run higher density products… allows for more moisture content in strands.

• Lowers fire and sparking risk.• Plant start-ups are easier following maintenance

shutdowns• MDI used at other LP OSB Plants in Canada & USA• Significant cost savings which makes PVOSB more

competitive in the industry

Reduces load on pollution control equipmentCore blenders cleaner – less blender waste to landfillInterior plant emissions will continue to be collected by air cleaning systems and filtered before being emitted to exterior environmentEmployees will be trained to use appropriate safety protection equipment when handling MDINo odour with MDI
