A proposal to sell the unused buses of the IPTS to other metro’s was skipped during a council meeting last week, but still led to fiery debate. Ncame said the Municipality was looking at three different options which would be inves- tigated by the roads and public works stand- ing committee. These options include: • Retain the IPTS in its current form; • Drop the project all together; • Modify the project with reduced cost. “All these options will be investigated and the standing committee will be seeking advice from other metro’s who have succeeded with their public transport programmes and then, a report will be tabled in council,” said Ncame. Ncame said he found it strange that the DA would challenge its own decisions as council. “The DA is part of council and this decision will be taken by council. I find it strange that the DA would challenge its own decisions,” said Ncame. During a council meeting on August 24, DA councillor Retief Odendaal said the proposal (to sell the buses) was totally unacceptable. “We promised a reliable bus service to the metro, and if we sell the buses we have spent R2,5 billion in vain. It would be sad to have to sell the buses because we cannot find solu- tions ourselves,” said Odendaal. He said the DA would oppose the proposal. “The ANC only needs one voting process in council to get rid of the system and buses, but the DA will put forward a motion to integrate the IPTS service and the metro’s taxi services. The motion will put taxi owners in charge of licensing of vehicles rather than drivers,” Od- endaal added. In contrast, the local ratepayers association is in favour of the buses being sold to recoup as much money as possible and start from scratch with a public transport system. Kobus Gerber from the ratepayers associa- tion said he didn’t think selling the buses would be a bad idea. “There is no other alternative since this sys- tem will never work in the Bay,” he said. Last month, in his capacity as vice chair- main of AfriForum, he demanded nearly R6 million in IPTS expenses be paid back by the municipal manager, Mpilo Mbambisa. “It could be the best option: to get back mon- ey from the contractors, sell the buses and re- pair the roads. Then the metro can start from scratch and come up with a new plan,” said Gerber. Will IPTS buses be sold? NELSONMandela Baywill this year collec-tively save R296 336 000, in electricitythanks to an earlier decision to reject addi-tional electricity charges.

This is a result of the National EnergyRegulator (Nersa) rejecting Eskom’s appli-cation to raise the price of electricity fol-lowing public hearings in June, which wasattended by a delegation representing theNelson Mandela Bay Business ChamberIn a recent presentation to the Nelson

Mandela Bay Business Chamber Board, one of the delegation members, StrategicResources task team chair Angus Clark, calculated the amount in savings for thecity’s customers, based on the metro’s an-nual electricity sales and Eskom’s pro-posed initial full increase of 25.3%.“Business as a whole is appreciative of

Nersa’s decision to reject Eskom’s requestfor additional funding and keeping Es-kom’s increase to 14.24%,” Clark said. Not only will residential customers, feel-

ing the pinch of the current economicdownturn, experience some relief, but itcould mean the difference between keepingthe doors open for some companies in thecity. The approximate electricity saving per

category of business amounts to:• Large business saving R3.3-million per

year

• Medium business saving R157 000 peryear• Small Business saving R15 720 per year.Clark calculated the total household sav-

ing on average per home or family to beR2 358 per year. The Business Chamber say they are lead-

ing the way in the country in terms of chal-lenging uncompetitive electricity tariffs, with High Energy User Group champion,David Mertens, in August representing theBusiness Chamber’s interest at anotherNersa public hearing on the Cost of Supply(COS) Framework.“Safeguarding the interest of business

from uncompetitive electricity prices, ourswas the only business organisation of itskind to present at the August hearing.”During his presentation Mertens

stressed that the winter tariffs for busi-nesses in Nelson Mandela Bay were detri-mental to industry. Some businesses in thecity have recently reported to be down ontheir knees – facing possible closure – dueto the unaffordability of electricity tariffsduring the winter months.“Your Nelson Mandela Bay Business

Chamber is out there ensuring that the in-terests of all businesses are protected - bigor small - to safeguard their sustainabilityand international competitiveness.“We sincerely acknowledge and appreci-

ate the time, great effort and expertisepoured into such engagements by our vol-unteer task team champions,” Hustler said.

last week Friday to review Jor-daan’s key performance indicatorson his first 100 days as Mayor.Trollip in his review of Jordaan’s

I hear thatthere are another 19 charges that are al-so being prepared against Mbambisa,”said Trollip.Trollip said the DA does not believe

that Jordaan is doing anything to eradi-cate corruption as Jordaan has beenseen in the company of allegedly sus-pended communications boss RolandWilliams.“Apparently Williams has been sus-

pended again but there is no confirma-tion of that. The only thing we do knowis that hewas seen laughing and in veryjovial company with the mayor in thelast weekendwhich doesn’t speak to thefact that he has been suspended for veryseriousmisdemeanours,” addedTrollip.Trollip said, “Instead of rooting out

corruption, Jordaan has protected andbefriended Williams who unlawfullyand improperly dished out tenders, bun-gled contracts and taken paid trips toother provinces with municipal tenderbidders.“Instead of cutting costs on non-core

expenditure, Jordaan decided to cut‘special skills allowances’ to critical offi-cials in the electricity andwater directo-rates, causing a wildcat strike and pow-eroutages invastareasof theNorth, andwatercutoffs foroveraweek,”headded. To date three directors have been sus-

pended, namely Lindile Petuna, ModNdoyana, and Roland Williams. IPTSbossMhleli Tshamase resigned after be-ingsuspended,andmunicipalmanagersNadiaGerwel, IsaacNokele,CarleRitterErasmus and Basil de Lange have also

been suspended.UDM local leader Mongameli Bob-

ani said the suspensions without anyother actionwould bring chaos to themetro. “You find that all these peopleare ANC deployees and we havewarnedthatbringingpoliticaldeploy-ees to fill municipal roles is disas-trous and this is being proven.“Thereisadarkcloudhangingover

Jordaan with the FIFA scandal andthemetro isgoing foradisclaimernoteven for a qualified audit. Things areworse thanever, toappointanewmu-nicipal manager six months beforethe elections.Where does that put us?We are indeed going into a black dayin themetro with Jordaan as its lead-er,” said Bobani.“No municipal managers have

completed their term of office sincewe became ametro. What thatmeansis that the people of themetro have to

pay for incompetent administratorswho cannot finish their job and notone of them has been called to ac-count.“And what’s more we are paying

double because when you give some-one a golden handshake and replacethemwithanotheryouarepaying theperson coming in and the person go-ing out,” ended Trollip.Ncame said Trollip’s reviewwas so

devoid of substance that it was notworth responding to. “The scandalshe is talking about only exist in hishead.“For instance, we all know that the

Mayor has spent every day attendingto his official duties in the Metro butTrollip still perpetuates the tiredmyth thathe is apart timeMayor.Wewill give a detailed account of the Ex-ecutive Mayor’s first 100 days onWednesday (today),” said Ncame.

Rome is mosnie in ’n dag gebou nie.”

It all started with one KFC restaurant, nestledin Orange Grove in Johannesburg in 1971. Morethan 40 years later, the country’s most lovedfast food brand is celebrating the opening of itsmilestone 800th restaurant in Musina, Limpo-po.

“Openingour800th restaurant inSouthAfricaextends the reach of the brand, but the key forus remains the maintenance of our high stan-dards and consistent quality offering,” saysDougSmart, Managing Director at KFC Africa..

“We serve more than 20 million customers amonth, andwework hard to ensure that nomat-ter which of our 800 restaurants they walk into, they will get that distinctive KFC flavour andhave a great experience.”

Smart attributes the brand’s success in SouthAfrica tohis team’s ability to cater for its complexand diverse market.

“KFCdoesn’t applya ‘onesize fitsall’ approach,”he says. “As customersbecomemore curiousandas their needs and expectations change, it be-comes all themore challenging for brands to stayrelevant and loved - sowe continue to launch ex-

citing innovations for new occasions.”At home, the innovation drive has led to the

introduction of elements, including 24-hour res-taurants,anewbreakfastmenuthat includescof-fee and toasted sandwiches and a wide varietyof value meals for our youth customers.

Key to delivering that great experience is theteam behind the scenes at KFC – more than30 000dedicatedteammembersworktoexactingstandards todeliver thequintessentialKFCexpe-rience to thosemillions of loyal customers. WHEN Sam Beynon speaks of politics and thefuture of female youth in South Africa, her en-tire being lights up.

At25, thishonoursstudent inPoliticalScienceat the NelsonMandelaMetropolitan University(NMMU)hashelddozensof leadershippositionswithin the political sphere both on and off cam-pus.

She was also one of the top six contenders intheseriesOneDayLeaderonnational televisionwhere topicsofdemocracy, leadershipandshap-ing the futureofourcountrywerehotlydebated.

Now preparing for her travels to the UnitedKingdom in November, being a recipient of theprestigious Abe Bailey Trust and Travel Bursa-

ry, she hopes to sharpen her knowledge of poli-tics in other parts of the world.

“I believe South Africa has come a long waybut we’re still pretty far from where we shouldbe politically. Itmight sound clichéd, but the an-swer to really making a difference and complet-ing transformation are in the hands of ouryouth.”

Born in rural Paterson nearGrahamstown inthe Eastern Cape, Beynon speaks isiXhosa flu-ently. She believes that the time has come forpeople to choose their own ethnic identity as op-posed to being told who they are and what theyshould aspire to be.

“Iwas 13when Idecided that Iwanted to learnisiXhosa and acquaint myself with an Africanculture. Having seen how my uncle, a whiteSouth African, spoke isiXhosa as if it were his

mother tongue inspired me. That’s when Iknew: I wanted to be different too,” she says.

Beynonwill travel to theUKwith17otherout-standing students around SouthAfrica. The ob-jective of the Travel Bursary is to broaden theviews of young South Africans by exposingthem to other language and cultural back-grounds, foster enterprise, commitment and ef-fective participation in a common future.

“And of course to promote SouthAfrica,” shesays. “The most diverse country – pregnantwith endless possibilities, but diverse nonethe-less.”

Inthem is fulfilled the prophecy of Isaiah. “You will be ever hearing but never understanding; you will be ever seeing but never perceiving. For thispeople's heart has become calloused; they hardly hear with their ears, and they have closed their eyes. CHARDÉ MEYER

WEEKEND after weekend; tired after ahectic week, those 18 and up head to thedance clubs of Port Elizabeth for a “nightout”.

It is here, in the night life, where DarrylLoxton (22) better known as “DJ Darryl”,has made a name for himself. Born andbred in the Northern Areas of PE, Loxtonalways knew that music was his calling.“My family is a very music orientated

one and from a young age I was the onethey called on to connect the sound equip-ment and select songs to play.”It is here, among his family, where Lox-

ton first became known as a DJ. The youngdisc jockey then went on to play for biggercrowds and started playing in under-18clubs, before he left for the UAE (UnitedArab Emirates), at the age of 17.

While in the UAE, he continued to culti-vate his music abilities and stayed in con-tact with long term friend, Vaughn Cun-ningham.Upon his return to South Africa in 2013,

Cunningham and Loxton put plans into mo-tion to launch their very own recordingcompany, Darkmello Recordings. With Cunningham overseeing the books

and Loxton overseeing the decks, the musicduo have been able to work well togetherfor the last two years, as each has contribut-ed his strength to enhance their brand. To-gether, they have been able to produce anddistribute music at its different levels to itsdifferent audiences.Loxton, who is currently increasing his

music knowledge by studying a Composi-tion and Music Production course, feelsthat the working relationship and long-time friendship he and Cunningham share,is a recipe for success in their industry.

Loxton has also been in various local andnational DJ competitions, and says that oneof the highlights of his career is having hismusic selected by a recording company inMiami, USA, for production.“I have been invited to play in Cape Town

clubs on many occasions, but receiving in-ternational recognition for my music hasbeen one of the biggest highlights of my ca-reer,” said the enthusiastic DJ.To make his sound unique, Loxton incor-

porates the piano into a lot of his music. “Iwas never taught to play; I learned by ear,and the chords on the piano contribute ahigher level of musicality to my tracks.”Although producing music lies close to

Loxton’s heart, he feels that playing hismu-sic is just as important, as it is the perfectway for him to do market research. The in-stantaneous response from the crowd iswhat Loxton deems most rewarding andemphasises that this is what he strives for

most- to keep any crowd entertained.“When I play the music I have produced

to a crowd, I have the advantage over theother DJs, because I have a track that noneof them have and that sets me apart,” hesaid. The music he produces, which often in-

cludes the vocal talents of local artists, has al-so allowed him to provide guidance to otherswho want to “make it” in the music industry. The music Loxton produces is widely availa-ble on the internet and also receives a lot ofair play on local radio stations. However, Loxton does not see himself

slowing down his music career yet. Whenasked about the future of his music ven-tures, he said that for him the most impor-tant thing was expanding his brand.“My music is my brand and I don’t just

want to make an impression on a crowd forone night. I want to make an impressionthat will last.”

the SPCA. After a while, she got the ideafrom her mom to have a bingo.“I went from business to business in Jef-

freys Bay, to ask for sponsors and donationsto help the bingo become a reality,” ex-

plained Jamie. The bingo took place and Jamie was able

to raise R5 000 for the Humansdorp SPCA.The second year Jamie hosted another Bin-go and raised close to R15 000.“Last year I decided to have another Bin-

go, and I invited Daron Mann from AlgoaFM, and to my surprise, he came,” said Ja-mie. The whole event was a success and shemanaged to raise R10 800 in total. This year she decided to have the Bingo

THERE’S a condition that doesn’t discriminateagainst race, faith, politics, status or designa-tion, nor does it hint towards the existence ofa cure. It seems there’s only one thing it firmlystands by – the fact that it is 100% preventable.Fetal alcohol spectrum disorder (FASD) can

be the lifelong, incurable burdenof a child bornfromanymother as a result of theuse – not nec-essarily abuse – of alcohol during pregnancy. To raise awareness about FASD and fetal al-

cohol syndrome (FAS), themost severe of thesedisorders, September 9 was declared Interna-tional FASD day in 1999 and has since beencommemorated around the globe.“There are still many myths around FASD.

Some people still believe, for instance, that awoman must be an alcoholic to give birth to achild with FASD. The truth is, however, thatnoamountofalcohol issafeduringpregnancy,”said FARR chief executive Leana Olivier.FAS is a mental disability – the most severe

of the fetal alcohol spectrum disorders. In thiscase the damage to the unborn child is perma-nent andcannotbe reversed,Olivier explained.“A child with FAS can suffer from various

defects, apart from intellectual deficits. Apartfrom damage to the eyes, ears and heart, thismay also include brain damage, which results

in lifelong problems such as learning disabili-ties, interpersonal relationship problems, de-velopmental disabilities such as finemotor de-velopment, coordination, arithmetic andcause and effect reasoning. In addition, mostof these children have attention and hyperac-tivity problems,” she said.FARR has completed nine studies in four

provinces recording the highest reported FASrates in theworld. In someareas theFASprev-alence rate is as high as 18%. TheDepartmentof Health estimates the average FAS preva-lence in South Africa at 6%.“Compared to the next highest rate in the

world, namely 1% in the USA, this rate isalarminglyhigh. An estimated 3millionSouthAfrican children are born with FAS everyyear,” said FARR founder Prof. Denis Viljoen.Currently FARR runs research, awareness

and prevention projects in the West Coast,Wolseley, Port Elizabeth, De Aar, Upingtonand the Renosterberg area. As part of theseprojects community members, health profes-sionals, social workers and educators aretrained to raise awareness about and assist inthe prevention of FASD in their communities.“A child born with FAS has an intellectual

disability, learning and psycho-social challen-ges for the rest of its life. This epidemic is 100%preventable,” said Viljoen.

CHARDÉ MEYER

FOR 100 000 underprivileged childrenChristmas will be coming in October thisyear.

Thanks to the annual Santa shoeboxproject, children countrywide will be await-ing the arrival of their personal shoeboxfilled with goodies galore. The Santa shoebox initiative, which start-

ed in 2006, has already distributed 456 000shoebox gifts to children, aged 0 to 18.This year, the “give for good” theme will

be extending beyond the South African bor-ders, as shoebox gifts will be distributed inNamibia as well.“These boxes are a treasure to these chil-

dren,” saidMichelle Pagel, the project’s PortElizabeth co-ordinator.“They keep the actual boxes for the entire

year, because they cherish them so much.”For this reason, ordinary cardboard shoe

boxes have to be beautifully wrapped and

decorated to add a thought of personal en-dearment for these children. In its nine-year existence, the project has

acquired a few sponsors, like Pick n Paywhowill be making up virtual boxes this year.In this way, those who wish to donate box-

es, but do not have the time to pack themthemselves, can still make a contribution tothe Santa shoebox cause.Michelle Barnett, one of the project volun-

teers, says the biggest joy of this project is“packing boxes for these children, especiallyfor the older ones. It is a difficult task, butthat’s what makes it so much fun, shoppingfor themand seeing the appreciation on theirfaces on drop off day.”Barnett said there is nothingmore reward-

ing than giving back to those who truly de-serve it, especially when it is so close to thefestive season. The Santa shoebox website, www.santa-

shoebox.org.za, has been live since Septem-ber 1 and those who are eager to “give forgood” can visit the site for more info.

IF there isn’t a Rugby World Cup charter some-where saying every country taking part is hon-our-bound to field the very best team they can...well, there damn well ought to be.

Put another way: unless it’s Tiddlywinks ormixed doubles for partners over 80 on yourneighbour’s front-lawn, there’s surely an un-writtenlawstatingthatsportessentiallyisapas-time in which those taking part are expected todo their utmost to win. Otherwise, really, what’sthe point? Which brings us to AFANA – other-wise known as the Agency for a New Agenda –a recently founded political party clamouring tobe heard last week in the Pretoria High Courtbefore Judge Ntendeya Mavundla.

AFANA’s objection to South Africa’s partici-pation in this year’s Rugby World Cup, is basedon the fact that Heyneke Meyer’s squad con-tains, inateamof31,onlyeightplayersofcolour.Having originally asked the court to prevent theSpringboks from leaving for the UK, AFANA’sapplication has now urged the court to look intothe issue of transformation in South African

sport – and in this instance rugby in particular.Judge Mavundla in turning down AFANA’soriginal request has implored sports adminis-trators to accelerate the debate around transfor-mation. AFANA’s application will be heard nextyear.

What is it though that AFANA wants? MustSARU agree to, say, 20 in their team of 31, to beofcolourwithnothought to itsbestmake-upand

surely ability not skin colour that such a pres-tige competition demands?

AFANA are looking at the issue from a stancethat surely is upside down? Yes, choose as manyplayers of colour as possible, who deserve inclu-

more would-be future soccer stars among thenon-white races. It is, so to speak, their game.

Let’s just get on with it and play sport – forthe love of it in whatever discipline we preferand make our country proud.

THISSPORTINGLIFE:MICHAEL SHAFTO

Doesn’t this just take the cake?

possibly winning thecompetition? Do wejust blindly complywith AFANA’s de-mand that theSpringbok team’scomposition reflectmore favourably thedemographics of ourcountry? If the an-swer is “yes” thenwhy even bother tosend a team to thetournament? It is

sion on merit. But to select the players not ontalent but rather on the colour of their skin tosuit a political agenda – that’s plain stupid, cockeyed to say the least.

While we’re at it, can AFANA tell us howmany white faces have been appearing in theranks of Bafana Bafana’s national soccer teamof late? In soccer our selectors and coacheschoose the best players on merit, thus hopingto achieve the best results. That’s logical, sure-ly? It’s also simple arithmetic: there are many
