Kailan nakakahiyaang suweldo mo

NAKAKA-shock para sa ilan na ang sahod daw

ng Pangulo ng Singa-pore ay mahigit $2 Mil-lion US dollars sa isang taon samantalang ang sahod ni Barack Obama ay $400,000 a year.

Ang Pangulo ng bansang Indonesia ay sumasahod ng US$124,171 kada taon. Si Pangulong Aquino kamakailan ay proud na ipinakita sa media ang kanyang kauna-unahang pay check bilang Presidente na P65,000 (pesos) kada buwan.

Kung simpleng kwenta ang gagawin natin – P65 X 12 – ay P780,000 isang taon kung hindi pa kakaltasin ang tax. Kung iko-convert natin sa US dollars (P45 to a dollar), parang US$17,333 lang bawat taon ang sweldo ng Pangulong Noynoy.

Kumpara sa sweldo ng tatlong Presidenteng nabanggit, dapat bang proud tayo o nakakahiya ang sobrang baba ng sweldo ng ating Presidente? Sa itsura ni PNoy sa press release photo niya na hawak ang kanyang unang sweldo ay para namang proud na proud pa si Aquino.

Napapag-usapan ang sweldo ng mga public servants dahil sa imbestisgasyon ngayon sa Senado tungkol sa sobra-sobrang sahod at extra perks pa daw ng mga opi-syal ng Philippine Government-Owned and-Controlled Corporations (GOCCs).

Matatandaan na si Pangulong Aquino mismo ang unang nagbulgar ng mga nagtatabaang mga benepisyong ito ng mga GOCC heads.

Suportado ng mga Pinoy ang isinasagawang imbesti-gasyon ngayon tungkol sa mga sobrang sweldo ng ilan sa ating mga government officials.

Pero tingnan natin ulit ang Singapore, ang laki ng sweldo ng Pangulo nila pero pag tinanong mo ang mga tao doon kung sa palagay nila ay corrupt at magnanakaw ang kanilang Pangulo ang malamang na sagot ay hindi.

Siguro sa isang bansang progresibo, mayaman, maganda ang buhay at tahimik ay pwedeng sumweldo ng malaki ang Pangulo dahil siguro deserving siya dito.

Dito sa atin, alam natin na hindi lang naman P65,000 ang inuuwing sahod o mga benepisyo ng isang Pangulo. Ang mga GOCC heads na iniimbestigahan ngayon ay iginigiit pa rin na hindi naman talaga kalakihan ang ka-nilang mga sweldo. Pero alam natin na hindi lang sweldo ang kanilang benepisyo gaya na nga ng mga nabulgar na mga dagdag bonuses at kung anu-ano pa.

Kung baga, iba ang press release na sweldo pero iba at di-hamak na mas malaki ang totoong kinakabig nila mula sa kaban ng bayan. Dito pumapasok ang problema. Greed o pagiging gahaman. Sabi sa pelikulang Wall Street – Greed is legal.

Kaya ba matapang ang mga GOCC heads dahil ginawa nang ligal ang pagiging gahaman? Hindi lang mga taga GOCC kundi kahit mga mambabatas. Ang sabi ay P35,000 lang kada buwan ang sahod ng isang Kongresista pero naniniwala ba ang mga tao na ito nga lang ang benepisyo ni Cong?

Ang punto lang dito ay ang dapat na kapalit na serbisyo ng sweldo. Kung maganda ang performance ng bansa, ng isang korporasyon, okay lang siguro na malaki ang sweldo ng mga opisyal nito. Pero naman, naghihirap ang bayan, halos kalahati ng populasyong Pinoy ay gutom, bangkar-ote ang mga ahensya ng gobyerno, at may gana pa silang kumabig ng malaking sweldo. Nakakahiya diba.

Mayroon pang mga kailangang sangkap upang matiyak na tataas ang kalidad ng edukasyon.

Ang pagtatanggol natin sa kawastuhan ng dalawang dagdag ay sa konteksto ng internasyonal na pamantayan ng kalidad na higit sampung taon ang ginugugol ng mga bata sa ibang bansa bago makatuntong sa kolehiyo.

Ngunit bilang propesor sa kolehiyo, kumbinsido ako na ang dagdag na dalawang taon ay magiging walang saysay kung walang pokus sa pamamaraan ng pagtuturo ng mga guro (teaching), pag-aaral (studying), at pagkatuto (learning) ng mga mag-aaral.

Kapag sinabi nating pokus, ang ibig sabihin ay tutok, konsentrasyon, at buong atensiyon.

Kung mayroong pokus, nabibigyan nang diin ang mga paksang nararapat lamang ituro sa isang asignatura. Hindi iyong napakaraming subpaksa, sekondaryong paksa, o kaugnay na mga paksa. Nagiging “napakahabang” oras ang isa o isa’t kalahating oras na pag-tuturo sa mga paksang nararapat lamang ituro sa mga mag-aaral.

Hindi iyong tambak ang mga paksang tingin natin ay magkakaugnay o maagkakasama ang ituturo sa mga mag-aaral kaya dahil sa rami ng mga paksa ay minamadali natin iyong oras na itinakda para sa isang asignatura.

Ang epekto, ‘nalito’ o ‘nahilo’ na ang mga mag-aaral sa mga paksang itinuro ng mga guro dahil sa ‘sobrang dami’ ng mga paksa. Kaya kaunti ang naiintindihang punto. Kakaunti rin ang pumasok na mda ideya sa isipan ng mga mag-aaral. Itutuloy

Ang idagdag na mga taon ay bahagi lamang ng pagpapaunlad ng edu-kasyon. Hindi ito ang puno’t dulo ng pagbabago. Simula pa lamang ang karagdagang dalawang taon.

THE Sandiganbayan has formally sum-moned former President now Pampanga Rep. Gloria Macapagal-Arroyo to testify in the $329-million national broadband deal that the Philippine government has entered into with China’s Zhong Xing Telecommu-nications Equipment (ZTE) Corp.

Danilo Kempis of the Sandiganbayan security and sheriff services office person-ally delivered the subpoena to the office of House Secretary General Marilyn Barua-Yap before noon yesterday.

Earlier, Assistant Special Prosecutor III John Turalba said the Sandiganbayan

included Arroyo and her husband lawyer Mike Arroyo in the list of witnesses to take the witness stand against former National Economic Development Authority (NEDA) Romulo Neri.

Based on the subpoena, Arroyo was requested to appear on October 13, 18 and November 11 hearings.

Turalba said Arroyo will be asked about Neri’s authority with regard to the broadband deal, which the critics claimed to be overpriced.

Meanwhile, Arroyo’s spokesperson Ma. Elena Bautista-Horn said they have yet to

receive a copy of summon before giving their comment.

Neri is facing graft charges before the Sandiganbayan Fifth division because of his alleged involvement in the contro-versial deal.

Aside from Neri, former Commission on Elections (Comelec) Benjamin Abalos was also charged with graft.

Earlier, the Office of the Ombudsman exonerated the Arroyo couple saying there is no sufficient evidence presented to prove that they have influence or involvement in the case. Annette Vergel

THE National Bureau of Investi-gation (NBI) will get the testimonies of the Hongkong-based survivors in the bloody hostage-taking incident in Manila.

In an ambush interview after the mass oath tak-ing of newly appointed government officials at the Rizal Hall of Malacanang, the President said he had just appointed and sworn in the last member of the government negotiating panel, Luisito Montalbo.

Montalbo is a newly appointed Undersecretary at the Office of the Presidential Adviser on the Peace Process.

The President said he was to meet Secretary Ging Deles, Presidential Adviser on the Peace Process, later in the day.

In an interview over Radyo ng Bayan last Sat-urday, Deles said the panel will take off from the agreements and discussions arrived at by previous negotiating panels with MILF.

“We are also involving not just the President and the Security Council in the course of the negotiations but advisers from the advisory body,” she said.

She reported the formation of an advisory body composed of members of both Houses of Congress, retired justices of the Supreme Court, members of the 1987 Constitutional Commission, local governments in strife-affected areas, non government organizations involved in peace efforts and the former chairmen of previous peace panels.

She said she had asked House Speaker Feliciano Belmonte and Senate President Juan Ponce Enrile to designate their representatives to the advisory body that will be dealing with the negotiating panel headed by chief peace negotiator Marvic Leonen.

Aquino optimistic peace talks with MILF to start soon

THE British embassy in Manila will no longer accept British passport renewal applications from September 16 next week, the embassy announced yesterday.

The Embasy also added that the same should instead be sent directly to the Regional Processing Centre in Hongkong.

“This is part of the British Government’s global initiative to streamline its overseas passport op-eration, which includes the establishment of an emergency travel document (ETD) now available to any British national who needs to travel urgently, said British Consul Joanne Finnamore-Crorkin.

The consul also said that this week the embassy issued its first emergency travel document for United Kingdom citizens.

PRESIDENT Aquino said yesterday he does not plan to replace Interior and Local Government Secretary Jesse Robredo over the tragic hostage-taking incident two weeks ago, reiterating that the DILG acting chief was just tasked to focus on local government units.

The President stressed that Robredo's appointment is in an acting capacity only, along with Environment and Natural Resources Secretary Ramon Paje and La-bor and Employment Secretary Rosalinda Baldoz.

“It does no good to get him (Robredo) through the whole process of the Commission on Appoint-ments only to find out at the end of the day there might be difficulties in our working style, among other things our core philosophy, so we did agree in his being appointed in an acting capacity along with Paje and Baldoz,” Aquino said.

But for Baldoz, he said, “she was very hesitant to take the position (at DOLE). She would have preferred one of the agencies attached (to DOLE) but I prevailed upon her. (So far) she has really been performing so well so I might discard our agreement that we will no longer insist on her replacement to join the government. I might ask Baldoz to just continue with what she is doing.”

Asked if he would change his mind on Robredo with what happened two weeks ago, the President said “I don't think that has a bearing at this point in time, as I explained, he had other functions other than just the police aspect.”

As to whether he would keep Paje, the Presi-dent hinted that there were two other people in his mind for the DENR portfolio but they were not available. So “Secretary Paje is aware of that. One year is a significant amount of time, depending on performance.

Procedure:1. Mix all the ingredients except for the mussels

and lemon in a small bowl.2. Arrange mixture on top of mussels and top

CalooCan City Mayor Enrico “Recom” Echiverri has stepped up the local government’s anti-rabies campaign by ordering the capture of stray dogs or those that have been left to wander the streets by their owners.

Echiverri said some 3,175 stray dogs have been caught on the streets between January and June of this year. The animals are now temporarily held at an impounding area.

Meanwhile, some 14,250 dogs have been given shots against rabies—with 9,513 of the canines com-ing from district I and 4,737 coming from district II—during the period of July 1, 2009 to June 30, 2010.

according to Echiverri, the local government is intensifying its campaign in making the city rabies-free to ensure the safety of residents.

The mayor likewise thanked barangay officials for their continued support of the local government’s programs, particularly those aimed at lessening the incidence of rabies in Caloocan.

In an attempt to promote a safe road environment for all motorists, especially for motorcycle users, a neophyte councilor has vowed to push for the passage of an ordinance that will designate motorcycles lanes in Quezon City’s primary and second-ary roads.

Councilor Jose Mario Don S. De leon of District III said the increas-ing number of road mishaps involving mostly motorcycles would greatly drop if major thoroughfares in the city would have lanes separated by yellow painted lines from those designated for the four-wheeled motor vehicles.

De leon explained that the move is important to put in place the motor-cycle lanes the soonest possible time since QC is one of the places in Metro Manila which have frequent motorcycle accidents that could be attributed to its huge land area and the fact that three of the Metro’s seven major thor-oughfares like EDSa, Commonwealth avenue and Quezon avenue are found in Quezon City.

Injury Surveillance System (nEISS), a total of 1,802 vehicular accidents were registered from august to December of 2009 alone. From the figure, 30.3 percent of the cases were collision ac-cidents mostly involving motorcycles, tricycles and bicycles.

Metro Manila Development author-ity (MMDa) records, on the other hand, show a constant drop in the number of motorcycle accidents in the first five months of 2010.

However, Councilor De leon said that a concrete action such as desig-nating a motorcycle lane is the right thing to do to further prevent the ris-ing incidence of motorcycle and other two wheeled vehicle accident in the city’s roads.

Under the proposed ordinance, the Engineering Department and the Department of Public order and Safety (DPoS) shall be the partner agencies in implementing the ordinance if approved by the city council and signed into law by the Mayor.

THE PSBank yesterday issued its statement regarding the fake P1,000 bill that allegedly came out of their automated teller machine.

We have received a complaint about a fake P1,000 bill that allegedly came out of a PSBank aTM in Robinsons Big R Cainta but the complainant did not give important details that would allow us to make a thorough investigation to establish the veracity of her complaint.

Here are the details of the complaint based on her narration to our New Accounts Officer, Branch Cashier and the aTM Cash Servicing Head on au-gust 12, 2010:

on august 10, the complainant withdrew P3,700 from the said aTM and immediately proceeded to a telco payment center to pay her bills using some of the money she withdrew.

She then went to a fast food restaurant and used a P1,000 bill from the remaining amount to pay for her meal. The fast food restaurant cashier returned the said bill to her while she was about to take her meal, saying that it was fake.

on august 12 or two days after she withdrew the amount, she went to the PSBank Taytay branch to complain about the matter.

It must be noted that from the very start, the branch was willing to initiate an investigation. Since the complainant is not a PSBank depositor, the branch requested the complainant to fill out a Bancnet Customer Complaints Form which includes her name and the details of the card that she used. However, she refused to fill out the said form. She also refused to surrender the said fake bill.

Every year, PSBank processes over 20 million aTM transactions composed of over 100 million pieces of bills in over 350 in-branch and offsite PS-Bank aTMs nationwide. on august 10 alone when the complainant allegedly withdrew a fake P1,000 bill, the said PSBank aTM in Robinsons Big R Cainta served 402 other customers and released 2,301 bills, all of which were valid and authentic contrary to some published media reports.

Palace poised to stop perks, bonuses of GOCCsMALACANANG is ready to

hold the generous perks and bonuses being given to execu-tives of government-owned and controlled corporations in line with the austerity measures of President Aquino.

In a news briefing, Presidential Communications Operations Of-fice Secretary Herminio Coloma said the implementation will take effect once the salaries, bonuses and perks of the GOCC officials have been rationalized.

Coloma said the Department of Budget and Management (DBM) is now working on how to tighten up existing Admin-istrative Order No. 103 of 2001 adopting austerity measures in government. He said it will be

included in the draft Executive Order (EO) that Aquino will soon issue.

The President had earlier divulged that he will issue an EO to prevent the excessive pay benefit packages of some GOCC ex-ecutives which have reached scandalous levels.

He said the EO will be all-encompassing, and will rationalize, put a cap and limit the pay packages for government nominees.

The EO will also reiterate the cap contained in an existing order of the previous administration

but which was not enforced.

Meantime, Co-loma said Mala-canang is ready to dissolve around 15 non-per forming GOCCs once they fail to demonstrate their capacity for vi-able operations.

“I think the di-rection is towards ensuring that all the

GOCCs are operating viably or able to sustain their operations. And, if they cannot demonstrate the capacity for viable operations, then it is imperative that due consideration be given to phasing them out,” Coloma said.

Abu Sayyafmember arrested

A MEMBER of the terrorist group Abu Sayyaf was arrested by Air Force intelligence operatives at the vicinity of a police camp in Jolo town in Sulu, a military spokesman reported yesterday.

Jul Ahmad Ahaadi, alias Jul Puti, 33, was nabbed by elements of the 300th Air Intelligence and Secu-rity Group at the vicinity of Camp Asturias, headquar-ters of the Sulu PNP, around 2:50 p.m. last Friday.

Air Force spokesman Lt. Col. Miguel Ernesto Okol said the arrest of Ahaadi, who is also serv-ing as a tricycle driver, was made in coordination with elements of the PNP-Special Action Force and with the troops of AFP Joint Task Force Comet.

Okol said Ahaadi was lured into going to the vicinity of the police camp. “That was part of the operation. He was lured into that area. An asset gained his confidence to go outside the police camp and he was subsequently arrested,” said Okol.

Okol said an “opera-tive” rode the tricycle of Ahaadi and told the suspect to take him to the vicinity of the police camp. “The operative asked the suspect to drop him off at the area and there he was arrested,” he said.

The official neverthe-less said that Puti was nabbed by the security forces after a “long period” of intelligence buildup.

Okol said Ahaadi was arrested by virtue of a warrant in connection with the kidnapping of six members of the religious group Jehova’s Witnesses and a Muslim guide some-time in August 2002.

THE bus driver of the hijacked tourist bus where eight Hongkong tourists were killed said yesterday the dismissed police officer, Chief Insp. Rolando Mendoza, was on a killing spree inside the bus when he escaped the carnage.

Bus driver Alberto Lubang also divulged that Mendoza shot first the Chinese tourist guide who was handcuffed to the bus' door.

Testifying for the first time before a committee probing the Luneta bloodbath, Lubang continued that after killing the tourist guide, Mendoza started killing the hostages from the last row at the back towards the first row in the front.

Lubang's testimony gave credence to the testi-mony of Lourdes Amansec’s, assistant manager of the travel agency that owns the bus.

Lubang added that he witnessed the carnage while peeking at the rearview mirror in front of the bus.

However, Lubang bared that successive shots inside the bus had caused him partial hearing loss and could no longer hear the screams and moans of the wounded hostages.

He also said an exhausted Mendoza, after shoot-ing the hostages, sat at the middle row of the bus and ordered him to slowly drive the bus towards its right.

But he said that he could no longer move the bus because police from the outside already shot the bus’ front tires.

Lubang disclosed that while Mendoza was shoot-ing the hostages, he was freeing himself from the handcuffs using the nail pile of his nail cutter. It took him two minutes to unlock the cuffs.

PRESIDENT Aquino is set to name the next chief of the Philippine National Police on September 14, the eve of the early retirement of Director General Jesus Verzosa.

Aquino told reporters that Verzosa him-self requested to retire early not because of the August 23 hostage crisis at the Quirino Grandstand that left eight tourists from HongKong dead and a strained relations with China and HongKong.

“He can serve until December 25 but

he was asking if he can get optional retire-ment,” Aquino said.

A member of the Philippine Military Academy Class of 1976, Verzosa said it was agreed upon by their class that they will retire ahead of their actual retirement date.

He will retire September 15.On Sunday, Verzosa clarified that his

decision was made long ago but just the same, accepted full responsibility for the bungled rescue operations during the

hostage crisis.“My decision to render an early retire-

ment was announced more than a month ago. More than ever, it is imperative to take responsibility, especially with regards to what has transpired in the past week,” Verzosa said.

“In this regard, as chief of the National Police, I take responsibility and account-ability of all the PNP units and all police personnel in everything they do and failed to do,” he added.
