Let me start by saying THANK YOU to all of the dedicated employees who are working hard within our industry to serve the mobility needs of Texans! It has always been our people who make the difference, and without each and every one of you the services we provide to our communities would not be what it is today .
Representing over 70 transit systems statewide, the Texas Transit Association (TTA) is a valuable association with a long history of meaningful collaboration and education about the services we provide and the communities we serve . Over the last six months, there have been many changes at TTA, and we
now have a full time Executive Director, Beth Corbett, who has definitely hit the ground running, making the case for transit throughout the state .
This next year will be full of continued changes and evolutions . As our service demands increase in an environment that forces efficiency, it is the perfect opportunity for our association to lead the way and for each of you to get involved . There is no better way to realize this involvement than through our Association . Invite your staff to participate in TTA conferences, programs, and the Annual Roadeo . You won’t be disappointed .
I want to personally thank all of the previous and current members of the Board of Directors for their guidance and leadership as we continue to map out a forward direction . Likewise, I want to encourage each of you to take the time to establish a new network of industry friends that face similar issues .
The TTA, through the collective efforts and the provision of high quality services, is bringing Texas communities together! I look forward to serving as your President this next year .
Sincerely,
Scott Neeley President, Texas Transit Association

The Texas Transit Association (TTA) was organized in 1986 as a 501(c)(6), non-profit business league . TTA’s membership is composed of Texas metropolitan, small urban, and rural transit authorities as well as private and public entities from across the United States .
TTA’s purpose is to promote and educate the people of Texas about issues affecting the public transit industry within the state . Additionally, TTA will actively support public transportation in the state of Texas and work with members of the state and federal, executive and legislative branches in the pursuit of additional resources to support public transportation .
TTA is governed by a Board of Directors elected from the general membership to include five members each from the metros, small urban, and rural operators . In addition, three business, or associate, member representatives are elected to the TTA Board of Director’s by the Board of Directors .
TTA’s Executive Committee is elected by the Board from among its member-elected officers . This Committee includes a President, one Vice President representing each of the three transit membership types, and a Treasurer .
Texas Transit FoundationThe Texas Transit Foundation is a 501(c)(3), non-profit education foundation established in 2002 for the purpose of promoting public transportation in all its modes, conducting public policy and other research, and providing professional educational development opportunities for persons involved in the public transportation industry .

“The Ecolane system is the way to go for me. Being web based and not having the headache of maintaining servers is a big advantage and I think that is the way all systems will be in the near future. The overall system works well for me. We started this in 2009 in our small urban system that included one of our counties. It worked so well that as of this July we expanded to include all of our counties (11). The scheduling aspect has worked better than any other system I have used or seen. I am pretty sure I have worked with most of them. The Ecolane system has improved our efficiency on scheduling, we went from running 20 different runs with 18 vehicles and 3 dispatchers to 17 runs with 14 vehicles and one dispatcher and I think we still can improve on that. We have stayed at a high 95% on time performance. The company has always been responsive to my needs. I run a flag stop fixed route system and they helped develop a system that we can monitor all aspects of our transportation from one database.”Sean Scott, Director, Concho Valley Transit District
Ecolane customer Estuary Transit District was recentlyselected as 2011 CTAA Rural Transit System of theYear! Ecolane can deliver these results for your Texassystem as well!

TexasTransitAssociation•2013 Membership Directory 69
How to Contact Your Elected Officials
How to Write, Visit or Call Your Elected OfficialsIncrease TTA’s influence by staying in close contact with your local elected and appointed officials . Take advantage of every opportunity possible to communicate with them in writing, through email, by phone and in person .
LettersA well-crafted letter is the most commonly used and effective means of communicating with elected officials .
Improve Your Letters! Be straightforward and clear . Avoid using industry lingo .
Keep it short (one page, and not smaller than 10-point type) .
Make your primary point in the first paragraph .
Avoid long, drawn-out paragraphs that keep your reader guessing as to what your conclusion may be .
Use facts and the experiences of staff and customers to back up your opinions .
Use your credentials to support your views . This lends credibility to your statements .
Share your expertise without boasting .
Be tactful and polite: remember, there will be other issues down the road . It is not wise to alienate your legislator because of a “disagreement” on a current issue .
Visits with Elected OfficialsCongressional and state legislative district offices are staffed with people whose job it is to communicate with constituents like you . Make a point to stop in to visit your legislator every time he/she has office hours in his or her area . This is the impact each member should strive for . There are no barriers to stopping by local offices and establishing relationships with the staff . He or she is an essential advisor to his or her legislator .
Get the Most from Your Visits! Call ahead for an appointment and tell legislators what issues you wish to discuss .
Time with legislators is extremely valuable . Have an agenda so you don’t just talk until the clock runs out .
Treat a meeting with staff as you would with any elected official .
Expect legislators to say they will have their staff “look into the issue .”
Stick to the facts and use a human story to serve as an example .
Give the legislator a one-page paper describing the issue and solution and ask him or her to support your position .
Leave the meeting open-ended for further discussion and ALWAYS follow up with a personal thank you note .
Telephone CallsA phone call is not as personal as a visit, but more so than a letter . The rules are the same – make your points clearly and succinctly and then say goodbye . Don’t act surprised or annoyed if a staff member takes your call . Treat staff with the same respect and courtesy you would an elected official .

How to Contact Your Elected Officials
Make Your Phone Calls Count! Use the phone when time for action is short .
Use the phone when you want to convey urgency .
Leave a simple message of your support or opposition to a bill by leaving the House or Senate Bill number and the name it is known by and then ask your legislator to support your position .
Always mention your name, title and local affiliation .
It is fine to ask the staff person to call you back and let you know what action the legislator took .
Faxes and EmailsGrassroots lobbying, in particular, often takes advantage of the immediacy of faxes and emails on important issues . Use these methods of communication only when time is critical .
Send Faxes and Emails That Get Read These messages are brief by nature .
Stick to the facts but in an even briefer form than your letters or phone calls .
Just make your main point and ask the legislator to take a specific action .
Security IssuesCorrespondence sent by mail to Washington, D .C ., is often delayed as it must go through security screening before being delivered to Senators and U .S . Representatives . It is strongly recommended to avoid sending letters in the mail to members of Congress . Fax or emails are the preferred methods .
