NLD. Tanintharyi Region, Myeik Township court gave local NLD branch chairman and his son-in-

THE RELATIONSHIP BETWEEN ETHNIC GROUPS AND THE USDPGOVERNMENT

USDP government offered ethnic armed groups for negotiation with state governments concerned

separately in August but these ethnic armed groups had suspicion on this offer since this government

was constantly driving wedge and sowing dissension among these armed groups and forcing them to

surrender within the framework of 2008 constitution.

The fighting between government troops and Kachin Independence Organization (KIO) troops which

has erupted since June 9 was not yet stopped and found still raging until August. Total 39 clashes took

State. KIO issued a statement on the same day objecting the words used by President Thein Sein at

    this meeting.

The leaflets sowing dissension between ethnic Shan and Kachin in Monyin and Magaung where

wedge among ethnic armed groups and it could not produce genuine peace in the country. KNU Vice-

chairman Saw David Tharkapaw reiterated on August 26 that they would not accept religious leaders

sent to them by Karen State government as the peace negotiators and the ethnic armed groups had

already formed United Nationality Federal Council (UNFC) for that purpose.

Similarly Mon State government offered for peace talk to New Mon State Party (NMSP) in the firstweek of August through monks but NMSP replied them that if they wanted to enter dialogue for

THE USDP GOVERNMENT AND DOMESTIC S ITUATIONTHE S ITUATION OF THE USDP GOVERNMENT

The new USDP government which is just five months old is facing various crises including finance

and economics. Thus they are found preparing to start some reforms in economics and finance

    hurriedly.

In the reign of this new USDP government, the Burmese currency Kyat is significantly appreciated

and it seriously hit Burmese export businesses which cause mass layoffs in these businesses, lowering

production targets and closure of losing businesses. Hence the government reduced commercial tax

levied on7 export items including rice, pulses and beans to increase export value from 8% to 5% butit was not enough to boost the export businesses. Finally the government announced on August 15

compradors and cronies in economic sector.

President Thein Sein invited Daw Aung San Suu Kyi to this workshop and he met her and discussed

for about an hour in the evening of August 19. The contents of this meeting were not disclosed yet but

we pondered that they invited Daw Aung San Suu Kyi to this meeting for exploiting her as their way

out from the current crises of economics and politics.

At the second regular session of parliament which started on August 22, President Thein Sein

admitted that Burmese economy had some crises due to global economy slowdown. Finance and

Naypyitaw on August 17, President Thein Sein said that they opened ways for the ethnic ceasefire

consider Burmese in exile for coming home at any time if they did not commit any crime in the
