PREFACE
Drinking water is one of the basic necessities of life and it is responsibility of the state to
provide water to the people at their door’s step. The National Drinking Water Policy (2009)
and Khyber Pakhtunkhwa Drinking Water Policy (2016) set a target of providing access to
safe and sustainable drinking water supply to the entire population by 2025. Similarly, the
Sustainable Development Goal (SDG) 6.0 also sets a target 6.1 “by 2030 achieve universal
and equitable access to safe and affordable drinking water for all”.
Monitoring of drinking water sources is crucial to ensure safe water supply, because if we
cannot measure a thing, we cannot manage it. Pakistan Council of Research in Water
Resources (PCRWR) in 2016 monitored drinking water quality of 25 major cities of Pakistan.
Only 31% were found safe whereas 69% samples were found unsafe for drinking purpose.
However, Charsadda was not part of the regular water quality monitoring program of
PCRWR.
PCRWR in collaboration with UNICEF conducted a detailed study of drinking water quality
in Charsadda District. This report is an outcome of the study. It is hoped that it would provide
a baseline towards achieving goals set in the national and provincial drinking water policies
and SDG 6.

SUMMARY
Overall 649 water samples were collected from Charsadda District, out of those 272 (42%)
were found unsafe whereas 377 (58%) were found safe for drinking. The groundwater (tube
wells) is the major source of water for water supply schemes in Charsadda.
Overall 158 tube wells were surveyed. Out of those, 14 tube wells were operated by TMA
and all were operational, whereas 143 tube wells were under the control of PHED and out of
those 64 tube wells were operational, whereas 78 tube wells were non-operational.
The water samples from tube wells were found mostly safe because contaminants have less
chances of access to deep layers of groundwater. The depth of tube wells in Charsadda
ranged between 280 feet to 400 feet, therefore 89% tube well sources were found safe,
whereas only 11% were unsafe. At consumer end, 50% water sources (tap water) were found
contaminated, mostly bacteriologically as contamination entered in the distribution lines,
most probably due to the leakages in the pipeline/s or from unprotected storage tanks.
Most of the open wells were found contaminated with bacteria as 85% of those were unsafe,
whereas in case of hand pumps 47% and bore holes, 32% sources were found contaminated.
The major type of contamination was bacterial, but to some extent other chemical
constituents like pH, turbidity, hardness and nitrate were also found beyond permissible
limits. The bacterial contamination found in household wells could be due to
unprotected/open wells of shallow depths and in case of hand pumps and bores, cause might
be the leakage of water from sewage lines or septic tanks and its subsequent mixing with
groundwater. The depths of bores/open wells and hand pumps are shallow, starting from
almost 20 feet, because the water table is high due to recharge by Swat and Kabul Rivers.

1. INTRODUCTION
1.1 Background
Water is essential for human beings to survive and develop. At the same time, water is a
scarce commodity, and its shortage very often results in crises. Both facts lead to a simple
conclusion that lack of water hinders economic development and a dignified life. This can be
assessed from global trends, as well as from Pakistan’s national and local struggles for better
public access to safe quality and adequate quantity of drinking water.
According to WAPDA, per capita water availability in the country has gone down to
908 cubic meters in 2017 from 5,260 cubic meters in 1951, rapid increase in population being
the major contributing factor behind this phenomenon (The Nation, 2017). At the water
availability below 1,000 m3, countries begin experiencing chronic water stress (Population
Action International, 1993).
Being a developing country, Pakistan needs to address a vast array of problems regarding
water availability, quality, usage and mortality caused by water-borne diseases. In Pakistan,
potable groundwater has given a greater boost to the availability in general and is being
utilized through tube wells, hand pumps and dug wells.
In Khyber Pakhtunkhwa, more than 50% inhabitants in Peshawar, Mardan, Charsadda and
Nowshera Districts lack access to clean drinking water. The community mostly draws
drinking water from tube wells, shallow wells and hand pumps while most of those wells are
liable to contamination with heavy metals and biological pollutants from the surrounding
sources such as toilets, underground damaged sewerage lines, seepage/percolation of
contaminated surface water (Khan, S. et.al. 2012)
In some rural areas of Charsadda District, the water table is at the depth of just 15 feet, which
increases the chances of contamination from agrochemicals containing heavy metals, SO4
and NO3. Furthermore, published and authentic data is also not available regarding the
drinking water quality situation and the prevailing waterborne diseases in Charsadda District
(Khan, S. et.al. 2012)
The Pakistan Council of Scientific and Industrial Research (PCSIR) has warned about rapidly
depleting groundwater resources in Khyber Pakhtunkhwa as well as in the nearby Federally
Administered Tribal Areas (FATA). This situation demands an urgent need to search for
alternative water resources. Due to the over abstraction of groundwater, the quality of water

is being deteriorated because more salts from the underground rocks are getting dissolved in
the available water, therefore in most part of KP and FATA people are forced to use hard
water for drinking (IPS, 2015).
The KP Health Department released a report about availability of water in government-run
health facilities, which found that 50 % of the 1500 health outlets did not have access to
water, whereas, 25% of units were receiving contaminated water (IPS, 2015).
The Indus is one of Asia’s mightiest rivers. From its source in the north western foothills of
the Himalayas, it flows through the Indian State of Jammu and Kashmir and along the length
of Pakistan to the Arabian Sea. The river and its six tributaries including Kabul River
together make up the Indus Basin, which spans over four countries and supports 215 million
people. Yet fast-growing populations and increasing demand for hydropower and irrigation in
the country means the Indus is coming under immense pressure (Fazilda, 2017).
The research study was planned in collaboration with UNICEF with main objective to find
out the water quality profile of Charsadda District. Keeping in view the SDG 6 Targets 6.1 &
6.2, the report on existing situation of drinking water quality in the district will help the
stakeholders to plan for future.

2. METHODOLOGY
2.1 Project Area
Charsadda is a district of Khyber Pakhtunkhwa Province. It is about at a distance of 29
kilometers from the Provincial Capital Peshawar at an altitude of 276 meters. It contains three
Tehsils i.e. Charsadda, Tangi and Shabqader. The number of Union Councils is 46. The total
population of District Charsadda is 16, 26,000 (Population Census Report 2017). Majority of
the population is engaged in agriculture.
Charsadda District lies between 34-03' and 34-38' north latitudes and 71-28' and 71-53' east
longitudes. It is located in the west of the Khyber Pakhtunkhwa and is bounded by Malakand
District on the north, Mardan District on the east, Nowshera and Peshawar Districts on the
south and the Mohmand Agency of the Federally Administered Tribal Areas (FATA) on the
west. The district covers an area of 996 square kilometers.
Drinking water and sanitation facilities in KP districts are managed by two government units,
the Public Health Engineering Department (PHED) and the Local Government Rural
Development Department (LGRDD). The provision of drinking water and sanitation facilities
is managed by these departments via various schemes, with each scheme serving a targeted
number of beneficiaries within the population (Centre for Public Policy Research, 2010).

2.2 Sampling Design
During this study 649 water samples were collected from the Charsadda District. Water
samples were collected from tube wells, hand pumps, bores and dug wells.
There were 14 tube wells under the TMA Charsadda, all were functional, whereas 143 tube
wells were under PHED, out of those 64 were functional and 78 were non-functional. To get
the representative samples, it was decided to collect 2-3 water samples from each water
supply line. The following tasks were performed during survey.
• First of all the information regarding depth of tube well and population served was
collected from the PHED and TMA staff operating the tube wells.
• Then a map of water supply scheme and distribution line was drawn by hand on the
paper and sampling points were selected according to the length of supply line.
• Water samples were collected at the source (tube well) as well as from consumer
ends.
• The water samples were also collected from household (private) bores/hand
pumps/dug wells (if present in the area) to chek the shallow groundwater quality.
2.3 Sample Collection and Preservation
Water samples for physico-chemical analysis were collected in polystyrene bottles of 0.5 and
1.5 liter capacities. Before collecting the samples, the bottles were washed properly and
rinsed thoroughly three times with sample water. For bacterial analysis, samples were
collected in pre sterilized bottles of 200 ml volume. For trace elements and nitrate/nitrogen
analysis nitric acid and boric acid were added in the sampling bottles as preservatives, before
going to field. For other water quality parameters no preservative was used.
The sampling team comprised of a Research Officer, a Laboratory Assistant and a driver.
Following procedure and precautionary measures were followed while collecting samples
from the field.
a. Tap: An un-rusted tap was selected while collecting water sample/s from a water supply
line. The tap was properly cleaned and allowed to flow for few minutes before collecting
the sample.
b. Tube Well: A water sample from a selected tube well was collected after allowing it to
flow for at least 10 minutes, to get representative sample of the groundwater. The depth

of groundwater level was also recorded and the location of the tube well was properly
marked on the topographic survey sheet.
c. Distribution Network: The water samples from a distribution network were collected
from the source of supply (tube well) as closely as possible to minimize the effects of
pollution in the distribution system and from consumer end to evaluate the actual quality
of water being supplied. All water sample containers were filled slowly to avoid
turbulence and air bubbles after flushing the system for sufficient time.
d. Hand Pump/Dug Well: A water sample from a hand pump or dug well was collected
after purging, making one stroke for every foot of depth (a hand pump or dug well having
30 feet of depth, needs 30 strokes for its purging).

2.3.1 Sample Collection for Microbiological Analysis
The water samples for microbiological analysis were collected in clean, sterile plastic bottles
(200 ml). The care was taken to ensure that no accidental contamination occurs during
sampling. Samples were taken from those taps, which were not leaking between the spindle
and gland to avoid outside contamination. The samples were kept cool and in dark during
transportation to designated laboratory of PCRWR. Where there a proper place was available,
samples were directly analyzed by field testing method, just after sample collection.
2.3.2 Types of Water Samples and Preservatives
Samples were collected for analysis of bacteria, trace elements, nitrate (N), and general water
quality parameters according to standard sampling methods of American Public Health
Association (APHA). The types of water samples and preservatives used are given below:
Type A – All sites –in sterilized 200 ml sampling bottle;
Type B – All sites –with 2 ml/liter nitric acid as preservative for trace elements;
Type C – All sites – with 1 ml/100 ml, 1 M boric acid as preservative for nitrate; and
Type D – All sites – no preservative for other water quality parameters.
2.3.3 Sample Labeling Strategy
Information about the sample (type, depth, location etc.) was noted down in the
questionnaire. The sampling bottles were labeled with sample type (A, B, C, D), date and
sample ID with permanent ink marker and then delivered to laboratory or to a designated
drop off location for the laboratory within required holding time (6-8 hours). Sample ID for
monitoring purpose was marked on the basis of actual sampling visit sequence of various
sites.
2.3.4 Sample Collection Profile
Sampling team filled the questionnaire about the location, type (ABCD), depth of source,
number of users and anything notable around the sampling site.
2.4 Analytical Methods
The water samples were analyzed for aesthetic, physicochemical and bacteriological parameters
by using American Public Health Association (APHA) Standard Methods. The detail of the
parameters and methods used for their analysis are given in Table-1 (APHA, 2012).

2.5 Water Quality Standards
The Pakistan Environmental Protection Council approved the National Standards for
Drinking Water Quality (NSDWQ) which had been developed in collaboration with WHO,
UNICEF, Ministry of Health, Pakistan Council of Research in Water Resources and National
University of Sciences and Technology through a countrywide consultative process. The
National Standards for Drinking Water Quality are more in line with WHO Standards.
The National Drinking Water Quality Standards are notified by the Pak-EPA in the Gazette
with S.R.O-1063(1)/2010 and are mandatory to follow for drinking water quality and also
mentioned in provincial drinking water policies.

3. RESULTS AND DISCUSSION
3.1 Overall Water Quality of District Charsadda
Over all 649 water samples were collected and analyzed while following APHA Standard
Protocols. The major contaminants with their percentages are given in the following Table-2.

The analytical findings showed that 377 (58 %) water samples were found unsafe out of 649
samples (Table 3), whereas 228 (35%) samples were found contaminated with Total
Coliforms, whereas 133 (20%) samples were found contaminated with E.Coli. This higher
percentage of bacterial contamination could be due to the leakage of water supply lines and
passing of pipes through and along the sewage lines. The chemical quality analysis showed
high levels of hardness and turbidity in some water samples.

The analytical findings showed that chemically, the drinking water parameters were within
the permissible limits except for few samples, with high values of hardness, turbidity and
nitrate (Table-3). The chemical contamination in groundwater samples could be attributed to
the underground mineral geology, but the presence of nitrate indicated the seepage of nitrates
from surface to ground water mainly because of fertilizers use, sewage water percolation and
plant decay on the surface of ground. Majority of unsafe water samples contained bacterial
contamination.
3.2 Water Quality of Different Sources
Six different types of water sources are being used in Charsadda District. The water quality
situation of these sources is as follows.

a. Bores
A total of 208 water samples were collected from household bore holes out of those
67 (32%) were found unsafe whereas 141 (68%) were safe for drinking purpose. Out
of 67 unsafe sources 56 (27%) were found contaminated by Total Coliforms, whereas
22 (11%) by E.coli bacteria, in 7 (3%) water samples turbidity and in 8 (4%) hardness
was found beyond permissible limits.
b. Dug/Open Wells
A total of 59 water samples were collected from household wells. Out of 59 sources
50 (85%) were found unsafe for drinking. The Total Coliforms were detected in 49
(83%) sources, whereas 33 (56%) sources were found contaminated with E.coli and 5
(8%) with hardness. High level of microbial contamination showed that those open
/dug wells were not protected and contamination from the environment was being
added in those. The presence of E.coli also indicated mixing of sewage water and
faecal contamination with under ground water.
c. Hand Pumps
A total of 207 water samples were collected from hand pumps at household level, 98
(47%) sources were found unsafe whereas 109 (53%) were found safe. Out of unsafe
sources 76 (38%) were found contaminated with Total Coliforms and 42 (20%) with
E.coli. The presence of E coli in household hand pumps may be due to the
contamination seeping from nearby unprotected septic tanks. Chemically in 9 (4%)
sources hardness, in 6 (3%) nitrate in 20 (10%) turbidity and in 5 (2%) TDS were
found beyond permissible limits.
d. Storage Tanks
Only one sample was collected from a storage tank that was safe for drinking purpose.
e. Tube Wells
A total of 158 tube wells were surveyed in the district during the current study. Out of
those, 14 tube wells were under the responsibility of TMA and all were operational
whereas, 143 tube wells were under the control of PHED, out of those 64 tube wells
were operational whereas, 78 tube wells were non-operational. One tube well was
private and was functional. The main reasons noted for 78 tube wells being non-

operational were: damaged distribution lines; low voltage of electricity; distribution
line not yet established etc.
Overall 79 tube wells were operational and were monitored for drinking water quality.
Out of total 79, 70 (89%) tube wells were found safe whereas, 9 (11%) were unsafe
for drinking purpose. The major contaminants found were turbidity at 2 (2.5%) sites,
Total Coliforms at 3 (4%) sites and E.coli found at 2 (2.5%) sites.
f. Taps/Water Supply
Over all 95 samples were collected from household taps receiving drinking water
from water supply lines. Out of 95 sites, 44 (46%) were found contaminated with
Total Coliforms whereas 34 (36%) sites with E.coli. Overall 48 (50%) sites were
found unsafe for drinking.
The analytical findings showed that drinking water at sources (tube wells) was almost
safe but the contaminations entered in the distribution system due to leakages in the
pipe lines or from unprotected storage tanks.

4. CONCLUSIONS AND RECOMMENDATIONS
4.1 Conclusions
Most of water supply sources were found safe in terms of chemical parameters. The major
contamination found was bacterial. A total of 89% tube wells were found safe because their
depth ranged from 280-300 ft. It is assumed that contamination entered in the distribution
lines, through leakage in the pipeline or from unprotected storage tanks. The study led to
following conclusions.
1. Overall 158 tube wells were surveyed. Out of those, 14 tube wells were operated by
TMA and all were operational, whereas 143 tube wells were under the control of
PHED, out of those 64 tube wells were operational whereas, 78 tube wells were non-
operational. The major reasons for non-operation of tube wells under PHED in
Charsadda were: non-payment of electricity bills, damaged water supply lines, and
transformers, out of order pumping motors etc. For example one of the tube well was
not working because the repair cost (Rs.5 lacs) could not be approved for last six
months. The budgeting process is slow, as a lot of formalities being involved.
2. The open wells and hand pumps at household level were also found contaminated
with bacteria and other physico-chemical constituents like pH, turbidity hardness and
nitrate. The causes of contamination might be that the wells were open/unprotected
and there could also be probability of mixing of groundwater with sewage from
underground sewage lines/septic tanks etc. The depths of bores, open wells and hand
pumps ranged between 20-140 ft. due to recharge by Swat and Kabul Rivers.
3. The existing water supply schemes are unable to fulfil the drinking water
requirements of the community. To cope up with the water shortage, the population
draws water from private water sources. A new water scheme is normally approved
on the basis of population expansion; per capita water requirement is 30 gallons. A
new water supply scheme is proposed /approved without proper town planning and by
the time funds are released, the streets and houses have already been constructed in
the newly developed area.
4. New water supply schemes are initiated only on the basis of groundwater availability
in a particular area. After the construction of a new tube well, the surface or sub
surface pipelines are laid in whatever space is left after the construction of streets and

houses. Therefore it becomes difficult to keep the drinking water pipelines at a
distance from drains as well as from septic tanks.
5. As there is lack of systematic revenue collection procedure by the government
departments, people think that water is a free commodity and so they waste it without
realizing its importance.
4.2 Recommendations
1. Proper town planning (master planning) plays a very important role in the operation
of water supply and sanitation systems. Inter-departmental collaboration is essential to
maximize the benefit of limited investment and to avoid duplication. Town planners
should take into consideration the complete mapping of the area for the installation of
water supply and sewage lines before allowing the construction of houses, streets and
link roads. Only this way, a proper water conveyance system avoiding the mixing of
drinking water with sewage water can be laid down. A master plan in consultation
with all the stakeholders will play a key role in better town management
2. A survey may be conducted to find out the facts and figures about non-operational
water supply schemes and damaged water supply lines in the district. After the survey
it may be decided, whether new supply lines need to be installed or repair of old
would serve the purpose. The mapping of sanitation/drainage system may also be
conducted alongside the mapping of water supply system, as a proper sewer system
(with closed sewage pipe lines) is also needed in the city. This is the only sustainable
and effective solution to avoid contamination of drinking water.
3. In the present scenario the only long term solution is to “undo and redo”. It is
recommended that the Government should mobilize funds for the need based
replacement of existing water supply lines area wise annually or this could be
included in every five year plan.
4. In order to support the sustainability of water and sanitation services, awareness may
be created among the communities about importance of water, paying for the services
and discouragement of illegal connections. The consumers need to be brought under
regular water billing network. The billing amount is currently very nominal and needs
to be rationalized in the context of the services provided. The revenue thus generated
could be utilized in repair and maintenance of water supply and sanitation systems.

5. While long-term planning efforts are underway, to reduce the microbiological
contamination of water at the consumer end, it is recommended that water in storage
tanks may be chlorinated before being supplied to the community. The residual effect
of the chlorine protects water from further contamination in distribution lines.
6. Chlorination may follow standard guidelines of the World Health Organization
(WHO) and PCRWR. The chlorine dose at source should be enough (2-5mg/L) to
ensure there will be sufficient residual chlorine (0.5-1.5 mg/L) present in the water at
source to protect the water during storage and distribution, and it should be ≥ 0.2
mg/L at the point of consumer delivery. In general, chlorine has a taste/odor threshold
at>0.3 mg/L. For effective disinfection, the WHO recommends at least 30 minutes
contact time, where the residual chlorine concentration is ≥0.5 mg/L
7. Global practices indicate that regular water quality monitoring of water sources,
pipelines and consumer ends must be undertaken by the service provider and verified
periodically by an independent surveillance body. Therefore, a Water Quality
Monitoring and Surveillance Plan may be developed for Charsadda. Generally, the
microbial quality is monitored on a quarterly basis, whereas chemical quality
monitoring once a year is considered sufficient.
8. Where the water supply has been disconnected due to the lowering of water table, the
depth of the tube wells should be increased. However keeping in view, the climate
change effects and the lowering of water tables, service provider will need to consider
and develop plans for groundwater recharge. One methodology that can be followed
is the use of rain water harvesting and recharging through inverted wells.
9. The current repair and maintenance process of damaged supply lines and non-
functional schemes is very poor due to lack of technical staff as well as slow process
of funding from the government departments, in particular the PHED. There must be
readily available funds allocation and available technical manpower to overcome the
problem. The public sector service providers may streamline procedures for allocation
and distribution of funds for repair/maintenance.
10. The service providers may increase their capacities by initiating training programs for
their professionals for management, budgeting, repair/maintenance and disinfection
treatments.

11. The service provider needs to improve engagement and communication with
consumer. This will help build trust between the service provider and community,
resulting in improved services. The PHED/TMA Charsadda, may also develop plans
to educate communities on safe water use and handling, for example the development
and sharing of guidelines with consumers to promote cleaning/disinfection of
household level underground and overhead tanks on regular basis.
12. The dug/open wells at community as well as household levels may be protected to
restrict entrance of microbiological contamination through rain water, etc. For private
sources, communities should be provided technical guidance on source protection.
13. At household level, septic tanks may be lined properly keeping an appropriate
distance of a minimum 50 feet (US-EPA) from drinking water source and storage
tanks to protect the drinking water from faecal contamination. PHED/TMA may
ensure the development and communication of guidelines to households within their
service areas.
14. There must be a clear segregation of the responsibilities among the departments in
terms of service provider; independent surveillance body and regulators at provincial
level and all should be accountable for their duties. For this purpose, a provincial
consultation may be initiated to collect the views, understanding and way forward.
15. There must be implementation and enforcement of drinking water policy for KP and
National Drinking Water Quality Standards by the stakeholders involved in provision
of drinking water.
