President’sMessageIt has been quite a year—one filled withaccomplishments and innovativeinitiatives—hallmarking our 30 years asan influential Association. Members andstaff alike should all be proud of ourvision, our achievements, and ourinitiatives these past 30 years—recognizing that lessons learnedwill help us to sustain our position as the foremost associationrepresenting the mental health, mental retardation, and drug andalcohol community-based providers. During these three decades,PCPA has partnered with state and local governments, communitycollaboratives, and other non-profit organizations. Obviously, thiswon’t stop; in fact, with a newly elected governor and newpersonalities in state leadership roles, 2003 will be filled with amultitude of opportunities for helping to shape system change.

However, we need to recognize that “business as usual” becomesmore of an oxymoron every day. As we have seen “big business”create leadership transitions to stay viable and to provide for furtherpotential, it is evermore evident that knowing what used to workin our business is insufficient today. In effect, PCPA as anassociation (just like every member) has become more engaged ina venture of risk, discovery, and change in new businessenvironments. The exploration that PCPA has undertaken has nomap and no prescription for success. But the Association is—andwill continue to be—undaunted in the face of such tasks.

In this past year PCPA and its members, whether through alliancesor alone, has begun to face new challenges, create opportunitiesfrom risks, and has provided the change necessary to accomplishits goals. You will see from the remainder of this report that theAssociation has met enormous challenges and, in some venues,created challenges for state government and systems reform.

All that has been achieved, all the lessons learned, the risks taken,the challenges met and overcome are because of you, our members,your staff, and the clients and consumers you serve. You haveprovided our Association with your most talented staff to sit oncommittees, the intellectual capital to support work groups andtask forces that have been convened, and to represent theAssociation on state committees. You have worked alongside theAssociation staff admirably! But, as we all know, yesterday’saccomplishments and competitive advantage tends to becometoday’s minimal criteria for success. So, I continue to encourageyou and your staff to participate in Association committees, workgroups, and special initiatives as we move forward with even morechallenges to face. Together it is obvious that we have and cancontinue to make a difference for our members and the personsserved by them. Ultimately, through these measures, PCPA willmaintain its role as the foremost statewide trade association inthe human services arena.

➤ Originated and implementedthe first televised gubernatorialforum on human services inPennsylvania in April 2002 andreplicated it at the Annual Con-ference in October.

➤ Developed strong relation-ships with the gubernatorialcampaigns and published aBriefing Paper for gubernatorialcandidates and legislators regard-ing the mental health, mentalretardation, and drug and alcoholservice systems in Pennsylvania.

➤ Laid a foundation for workingwith the Rendell Administrationby developing numerous reports,position papers, and recommenda-tions for the Governor-elect’sTransition Team.

➤ Informed and educated mem-bers about the Health InsurancePortability and AccountabilityAct (HIPAA) via conference calls,meetings, trainings, and a Mem-bers Only web site.

➤ Opposed and fought againstthe Cross Systems LicensingProject.

➤ Provided assistance to mem-bers in the implementation andcontinuation of HealthChoices.

➤ Conducted and graduated the2002 Government Relations Insti-tute© class expanding the pool oftrained legislative advocates.

➤ Secured an additional year ofrecruitment and retention initia-tive funding through participationin the MH/MR Coalition’s legisla-tive and administrative strategies.

➤ Continued to build legislativesupport and present the Associa-

tion as a resource to legislatorsand their staff, offering bothbreadth and depth, setting PCPAapart from similar organizations.

➤ Advocated for needed systemchange through developing andpublishing the Mental Health andSubstance Abuse AdministrativeRestructuring Position Paper.

➤ Participated in development ofthe Co-occurring Substance Abuseand Mental Disorders Report to theUS Congress.

➤ Provided a comprehensiveweb site averaging 40,000 hitsper month.

➤ Maintained a strong commit-ment to the Forensics Subcommit-tee and statewide forensicsefforts; welcomed the Secretaryof Corrections to PCPA Board ofDirectors meeting.

➤ Led and/or participated innumerous statewide coalitions andmeetings including the MedicalAssistance Advisory Committee,Medical Assistance TransportationProgram Advisory Group, Officeof Mental Retardation’s PlanningAdvisory Committee, Ticket toWork Medicaid InfrastructureGrant Committee, Institute forResearch, Education and Trainingin Addictions, and the Joint Com-mittee on the Mental Health ofOlder People.

➤ Prepared and presentedcomments on numerousregulations and reportsincluding Cross SystemsLicensing, Personal CareHome Regulations, IncidentManagement, and Residen-tial Treatment Facilities.

➤ Expanded and improvedendorsed services and beneficialproducts for members.

➤ Implemented innovativeprojects with new partners toexpand and improve services suchas the Primary Care Project, andthe Helping Communities RespondProject.

➤ Continued Human ResourcesWork Group which provided leader-ship on apprenticeship develop-ment and other recruitment andretention issues.

➤ Convened the 30th AnniversaryAnnual Conference, Scaling NewHeights, with over 600 attendeesand 65 workshops.

➤ Focused on membership devel-opment by hiring a full-time Mem-bership and Marketing Coordinatorand developing policies and pro-grams to assist in recruiting newmembers and enhancing servicesto existing members.

➤ Supported PCPA’s sister organi-zation, the Community BehavioralHealthCare Network of Pennsylva-nia, Inc.

➤ Conducted the Political ActionCommittee’s (PAC) First AnnualSilent Auction and initiated thefirst fundraising campaign—“Capitol 10.”

PCPA staff and members led and participated in many projects, which crossed allservice lines and all counties of the Commonwealth.

Co-sponsored the fourth annual Substance AbuseAwareness Day.➤➤

Represented members regarding the new Metha-done regulations and presented testimony to theIndependent Regulatory Review Commission.➤➤

Initiated and led a statewide Search Conference onChildren’s Behavioral Health with Governor-electRendell as the featured speaker.➤➤

Authored issues and research paper Base ServiceUnits in Relation to MH/MR Act and Chapter 4210Regulations and presented to OMR.➤➤

Formed members’ 4300s Work Group and publishedissues paper, 4300s for Transformation, to helpassure development of principles for a strongprovider network.➤➤
