EXECUTIVE SUMMARY In2014,theCaliforniaStateLegislatureincreasedtheapportionmentfornoncredit

courseswithinspecificcategoriesrelatedtoemploymentpreparationandbasicskills

attainment.Asaresult,thePeraltaCommunityCollegeDistricthasincreaseditsefforts

tooffernoncreditcoursesandcertificateprogramstosupportawiderangeofstudents

andaddressdifferentstudentneeds.Thisgrowthtrendfornoncreditcoursesand

programsalignswiththeDistrict'smissionto"sustainablyenhancetheregion'shuman,

economic,environmentalandsocialdevelopment"andvalueslikeequityandaccess.As

such,Peraltaprimarilyhasfosterednoncreditpathwaysatthefourcollegesthemselves.

Overarchingnoncreditgoalsforthedistrictinclude:

• ImprovingtheDistrict'scapabilitiesformakingeffectivenoncreditdecisionsby

increasingfacultyinvolvementandparticipationingovernance(seeActivity1,

below),andcollectingandanalyzingdataaboutnoncreditprogramsand

students(seeActivity2,below);

• IncreasingsupportfornoncreditstudentsintheDistrictbyincreasingstudent

supportservicesfornoncreditstudents(seeActivity3,below),andincreasing

articulationbetweennoncreditandcreditprograms(seeActivity4,below);

• UsingSWOTdatarecommunitiesservedbyPCCDtodevelopspecificNon-Credit

Programstomeetthelearningneedsoflocalpopulations;and

• IncreasingthenumberofnoncreditprogramsandcoursesbyincreasingCareer

DevelopmentandCollegePreparationprogramsprovidedatCommunityBased

Organizationsand/orinpartnershipwithAdultSchools(seeActivity5,below),

andincreasingDistanceEducationoptionsfortakingnoncreditcoursesand

programs(seeActivity6,below).

Ultimately,agrowthinthenumberofnoncreditcoursesandprogramsnecessitatesa

soundinfrastructureandsupporttofacultytoensurestudentsarewellservedin

reachinggoalsrelatedtogainingworkforceskillsandimprovingtheireconomic

circumstances.ThePeraltaNoncreditWorkingGroupisconfidentthatthisplanisthe

nextstepinthatdirection.

INTRODUCTION

PCCD NONCREDIT MISSION

ThisplanandeffortstoexpandnoncreditofferingsatPeraltaCommunityCollege

District(PCCD)areinalignmentwiththeDistrict'smissionasnoncreditinstructionhas

beendescribedasan“educationalgateway”ora“portaltothefuture.”Itservesasa

keycontributorto“openaccess”forstudentswithdiversebackgroundsandthose

seekingwaystoimprovetheirearningpower,literacyskillsandaccesstohigher

education.Formany,particularlyimmigrantstudents,theeconomicallydisadvantaged,

andskill-buildingadults,itcanbethefirstpointofentryintoacollege.Inaddition,

noncreditcoursesserveasco-requisitesupportforstudentsinmath,English,and

EnglishforSpeakersofOtherLanguages(ESOL)withoutaddingtoconcernsofexcessive

units,nornegativelyimpactingfinancialaid.

BACKGROUND ON STATE LEGISLATION: WHAT IS NONCREDIT?

Formanyyears,thestatefundedallCaliforniaCommunityColleges(CCC)noncredit

coursesataratecomparabletowhatschooldistrictsreceivedforadulteducation

(about$2,000perfull-timeequivalentstudent).In2005-06,thisratewasjustunderhalf

theaveragerateforCCCcreditinstruction.Thelowerfundingratereflectedthe

generallylowercostsfornoncreditprograms,mainlybecauseoflowerfacultypayrates.

Withinthislegislationthereare10categoriesfornoncreditapportionmentasnotedin

CaliforniaEducationCode,sections84757(a)and84760.5;andtheCaliforniaCodeof

Regulations,Title5,section58160.The10categoriesarelistedbelow,withCareer

DevelopmentandCollegePreparationcategoriesnotedbyanasterisk(*):

1. EnglishasaSecondLanguage*2. ImmigrantEducation(includingcitizenship)3. ElementaryandSecondaryBasicSkills(includingsupervisedtutoring)*4. HealthandSafety

PCCDhasofferedalimitednumberofnoncreditcoursesforseveralyearsincludingthe

501drop-inlabcourses.However,sincethesecategoriesdidnotreceivefull

apportionmentatthetime,theyhavenotbeenafocusfordevelopment.Thischanged

in2014whentheStateofCaliforniapassednewnoncreditlegislation(SB860)thatnot

onlyofferedfullapportionment,butalsoalignedwithlargerstateinitiativesincluding

AB705,AB19,andGuidedPathways.Atthistime,PCCDandotherdistrictsacrossthe

statebegantopaymoreattentiontothepowerandpotentialofnoncreditintheCareer

DevelopmentandCollegePreparation(CDCP)categories.

STATEWIDE AND LOCAL HISTORIES OF CAREER DEVELOPMENT AND COLLEGE PREPARATION

TheenactmentoftheCaliforniaCommunityCollegeFundingLegislation(SB361,Scott

2006)establishedtheCareerDevelopmentandCollegePreparation(CDCP)program.

WithnoncreditCDCP,certificatesareofferedinseveralareasofstudy,especiallyCareer

Education,math,EnglishandESOL.Collegesmayoffernoncreditprogramsoftwoor

morecoursestopreparestudentsforemploymentortobesuccessfulincollege-level

creditcoursework.CaliforniaEducationCode,sections84750.5(fullapportionment)and

84760.5(CDCPCategories),andprovisionsoftheCaliforniaCodeofRegulations,Title5,

section55151,describepolicygoverningtheestablishmentofCDCPprogramofferings.

Noncreditcoursesofferedinfourdistinctcategories–1)ESOL,2)Englishandmath

“BasicSkills,”3)Short-termVocational,and4)WorkforcePreparation—areeligiblefor

enhancedfundingwhensequencedtoleadtoacertificateofcompletion,orcertificate

ofcompetency,inaccordancewithCaliforniaEducationCodeandapprovedbytheCCC

Chancellor'sOffice.

Noncredit,likeallcurriculum,belongstothefacultyasestablishedintheAcademic

Senate10+1legislation(Title5,section52300b-c).Withouttheinitiativeandcontinued

commitmentoffacultytocreatecurriculumthatmeetstheneedsofandreaches

marginalizedcommunities,currentandfuturenoncreditCDCPcertificateswouldnot

exist.Itisthefaculty,withthesupportofadministrationandclassifiedprofessionals,

whohaveinitiatedthefirstPCCDCDCPprogramsandco-requisitecoursesthatserved

aspilotprojectsduringtheFall2017semester.TheseincludeaChildDevelopment/ESOL

certificate(MerrittCollege)andanEnglishCertificate(BerkeleyCityCollege).

Importantly,theDistrict'sWorkforceDevelopmentandContinuingEducation(WDCE)

departmentinitially1)servedasthechannelforinformingandengagingfacultyonthe

meaningandpotentialofnoncredit;and2)workedoncriticalaspectsofthe

infrastructurecomponentsfornoncredit.Thisincludedcreatingaseparateapplication,

enrollmentprocess,andnoncreditcertificatesandtranscriptsalongwithother

admissionsandrecordsfunctions.Inaddition,WDCEcoordinatedvisitstoother

CaliforniaCommunityCollegeswithestablishednoncreditprogramsandoffered

trainingswithexpertsinthefieldofnoncredit.ThegrowthofPCCDnoncredithasbeen

acooperativerelationshipamongfaculty,staff,andadministrationfromtheColleges

andtheDistrictOfficethathasledtoanincreaseofCDCPcertificateprogramsand

noncreditcourses.TheseprogramsandcoursesareoutlinedinAppendixA:Noncredit

ApprovedCurriculum.

PERALTA'S NONCREDIT WORKING GROUP

DuringtheSpring2018semester,PCCDNoncreditwasmovedfromWDCEtotheOffice

ofAcademicAffairsandtheNoncreditWorkingGroup(NCWG)wasformed.TheNCWG

iscomposedoffacultywhoteachnoncredit,administrationandstaffwhoworkon

curriculum,programdevelopmentandcommunitypartnerships,andleadersinthe

AdultEducationProgram.TheobjectivesofthisWorkingGroupareto:

• Supportandprovideinputintotheongoinginfrastructureissues;• Re-launchnoncredittothePCCDcommunitywithspecificemphasisonfaculty,

students,PublicInformationOfficers(PIOs),AdmissionsandRecords(A&R),andCounseling;

• Establish,document,andcommunicatewherenoncreditwillbehoused—i.e.:oncampus,inadultschools,and/oratCommunityBasedOrganization(CBO)sites;

servicesfornoncreditstudents;• RecommendFull-TimeEquivalentStudent(FTES)targetsfornoncredit;and• EnsurethatproperManagementInformationSystem(MIS)andFTESreporting

occurs.

indraftformtobevettedinthePCCDsharedgovernanceprocessattheCollegeand

Districtlevel.

updatesonprogramsandcoursesofferedtoincreaseawareness.

viaemail,text,transitionliaisons,outreachandPIOleads,andmarketingto

underservedcommunities.

• FacilitateapprovedworkshopsforfacultyconsideringnoncreditduringFLEX

days.

• FacilitateProfessionalDevelopmentsessionsoutsideofFLEXoncepersemester.

• FacilitateAdmissions&Records(A&R)trainingandtroubleshootinginSpring

NoncreditinPCCDhasgrownorganicallyduetofacultyinitiative.Itwillcontinueto

growinthismannerandtheNCWGsupportsthisprocesswhileatthesametime

offeringaframeworkforfuturegrowth.

AdultSchools:AnotheruntappedresourceistocreateCDCPprogramsincoordination

withtheserviceareaadultschools.ConversationsareunderwaywiththeAEPDirector

aboutpotentialpathways.

Colleges:DuringtheFall2018term,mathandEnglishfacultyhavebeenengagedin

decision-makingaboutcourses,co-requisitesandothermattersrelatedtoAB705.This

processincludesthesubmissionofcurriculum.TheNCWGsencouragetheCollegesto

addCDCPnoncreditco-requisitesupporttostudentsinmathandEnglish.Thiswillassist

studentsinnotaddingtotheircreditload/limitsthatcanaffectfinancialaid,allows

studentstore-enrollandallowsstudentstoearnanadditionalStateCertificate.

Further,duetothenewStudentCenteredFundingFormula,theDistrictisallocated

additionalfundsfortheCDCPFTES.Inaddition,Collegeswillcreatemirroredandnew

CDCPprogramsastheNCWGworkstoencourageparticipationinthegrowthof

noncredit.

CommunityBasedOrganizations(CBOs):Currently,newPCCDnoncreditcourses(not

CDCP)canbecompletedatCBOs.Aspartoftheinformationcampaigntofaculty,the

NCWGseekstoencouragethegrowthofnoncreditofferingsoffsiteatCBOsin

alignmentwiththecentralaimofreachingourmostmarginalizedcommunities.

DistanceEducation:OverallFTEenrollmentindistanceeducationcoursesthroughout

PCCDdoubledoverafive-yearperiod(2011-2016)toovereighteenpercentofall

Districtenrollment.Thisrapidanddramaticincreaseindemandrepresentsan

opportunitytoprovideadditionalnoncreditcoursesandcertificates,aswellasflexibility

toworkingand/oradultlearners.

MerrittatFruitvale:Asnotedabove,theChildDevelopment/ESOLprogramissuccessful

andinterestintheprogramisgrowing.Itisexpectedthatthisprogramwillcontinueto

growifissuesofspaceareaddressedandthefacultyaddthenextlevelCDCP

courseworkandCertificatetothisprogram.

GOALS FOR GROWTH

TheNCWGsupportsgrowthfornoncreditineachoftheareasstatedabove,witha

particularemphasisonincreasingthenumberofCDCPprogramsofferedatCBOsandin

partnershipwiththeadultschools.Thesetwoarenasofferpathwaysforthosewhomay

haveneverconsideredcomingtoPeraltaduetocost,location,orotherreasons.Afocus

onthesesitesalongwithexpectedgrowthattheCollegesandatMerrittatFruitvale

alignwithourmissionandoffercontinuedFTESgrowth.

AccessandequityarekeytotheplanandfutureeffortstofulfillthePeraltamissionas

noncreditprogramshavethepotentialtoreachunderservedethnic,racial,gender,and

othercommunities.Alongwiththebusinesscommunity,thetransitionliaisons,leadCE

faculty,andadministrationandstaffwhocurrentlyhaveconnectionsinCBOswillassist

PCCDinfosteringgrowthwithaccessandequityascorevalues.Geographyshouldalso

serveasaguidetoensureequitableaccesstononcredittoreachavarietyofcommunity

members.

A MODEL FOR HOW NONCREDIT AND CREDIT WORK TOGETHER

Peraltaenvisionsavarietyofconnectionsbetweennoncreditandcreditprogramsand

offerings.NoncreditSupportProgramsfeedintoacademicpathways,NoncreditShort

TermVocationalProgramsfeedintoCareer&TechnicalPathwaysordirectlytojobs,

andNoncreditBridgeProgramsfeedintobeginningcollegecourses.Figure1depicts

theserelationshipsinmoredetail.

PROPOSED ACTIVITIES

1. Increase noncredit faculty involvement and participation in governance AnumberofpublicationsrelatedtoimprovingnoncrediteducationinCaliforniahave

advocatedstrengtheningthevoiceofandincreasingparticipationinsharedgovernance

bynoncreditfaculty(ASCCC,2009,p.16;CCCCO,2006,p.30;SDCE,2016,p.80).Doing

sowillimprovetheDistrict'sabilitytoincreasestudentsuccessandinstructional

programqualityinnoncreditareas.Overthenexttwoacademicyears,PeraltaCCDwill

dothefollowingtoincreasenoncreditfacultyinvolvementandparticipationin

governance:

1.1. SubmitarequesttocreateanofficialNoncreditEducation(NCE)

subcommitteeoftheDistrictAcademicAffairsandStudentServices

Committee(DAASSC)atthecommittee'sNovembermeeting.Thiswouldbe

DAASSC'sthirdsubcommittee,alongwithDistanceEducationandCareer

Education.

1.2. Submitarequestthateachcollegeelectorappointfacultyrepresentatives

fortheNCEsubcommitteeandthatthoserepresentativesreceivereassigned

timefortheirparticipation.

1.3. AssignthechairoftheproposedNCEsubcommitteetoprovideastanding

reporttoPeralta'sCouncilonInstruction,PlanningandDevelopment(CIPD)

andDistractAcademicSenate(DAS).

1.4. Facilitateworkshopsandtrainingsaboutnoncredittopicsand/orfor

noncreditfacultyatallFLEXdays,attheDistrictandallfourPeraltaColleges.

1.5. IncludenoncreditlanguageinthePeraltaFederationofTeacherscontractso

thatthereisarecognizedstructureandrelateddetailsrelevanttofaculty

teachingnoncredit.

2. Collect data about noncredit programs and students Initsrecommendationsforimprovingnoncreditprogramsatalocallevel,theCCC

includedinsystem-wideAccountabilityReportingforCommunityCollegesreports.As

PeraltaCCDwilldothefollowingtocollectandanalyzedataaboutnoncreditprograms

andstudents:

2.1. Setupresearchqueriesthattrackallnoncreditstudentsuccessdataand

demographicsseparatefromdataforcreditstudentsandstudentsthatarein

bothnoncreditandcreditcourses.

2.2. Giventhat1)productivityatPeraltaCCDisdefinedbythenumberofFull-Time

EquivalentStudent(FTES)workloadgeneratedperFull-TimeEquivalentFaculty

(FTEF);and2)thateachcollege'sproductivitytargetis17.5FTES/FTEF(PCCD,

2017,p.VII),assesstheidealproductivitytargetfornoncreditstudent

success,anddetermineifsomeorallofthenoncreditprogramsheldoffsite

shouldhaveanenrollmentcap.

2.3. Ensurethatequityisassessedinallareasofnoncreditgrowthandexpansion

toincludelanguage,ethnicity,locationandmore.

3. Increase student support services for noncredit students Amongitsrecommendationsforthefutureofnoncreditadulteducationincommunity

colleges,theSanDiegoContinuingEducationunitrecommendedstrengthening

noncreditstudentservices(SDCE,2016,p.80).Thisalignswithasimilar

recommendationbytheASCCC(2009,p.17)toprovideequivalentstudentservicesto

noncreditstudents.Overthenexttwoacademicyears,PeraltaCCDwilldothefollowing

toincreasestudentsupportservicesfornoncreditstudents:

3.1. Ensurethatallservicesforcreditstudentsarealsoavailabletononcredit

studentsoncampus,includinglibraryservices,tutoring,andStudentSuccess&

SupportProgram(SSSP)services.

3.2. AssignacounselortoeachoffsitelocationtoprovideimmediateSSSP

servicesfornoncreditstudents,includingintegratedcounseling.Forthis

integratedcounseling,theassignedcounselorshouldvisitnoncreditclasses

threetimesperacademictermto1)provideanorientation;2)helpstudents

withStudentEducationPlans;and3)discussbridgetocreditoptionstowards

theendofthenoncreditprogram.

4. Increase articulation & linkages between noncredit and credit programs TheCCCCO(2006,p.31)characterizedarticulationandlinkagesbetweennoncreditand

creditprogramsas"muchneededandbeneficial…toencourageandfacilitatethe

movementofstudentsfromnoncredittocredit."Someofthoselinkagesaredepictedin

Figure1,thePCCDmodelforhownoncreditandcreditworktogether.Overthenext

twoacademicyears,PeraltaCCDwilldothefollowingtoincreasearticulationand

linkagesbetweennoncreditandcreditprograms:

4.1. Identifylogicalarticulationpathwaysfromnoncreditprogramstocredit

programs,alignedwithdistrictgoals,currentworkforceneeds,etc.

4.2. Advertisetheidentifiedarticulationpathwaystononcreditstudentsinthose

programs,throughcounselorsandsimplemarketingstrategies(e.g.,email

messages,banneradsonrelatedwebpages).

5. Increase the number of noncredit program partnerships Inthe2013updatetoitsstrategicplan,theCCCChancellor'sOfficerecommendsthat

collegeswithsmallnoncreditprogramsengageinlocalcollaborationwithadultschools

to"facilitatestudenttransitions"(CCCCO,2013,p.8).Overthenexttwoacademic

years,PeraltaCCDwilldothefollowingtoincreasethenumberofnoncreditprogram

partnerships:

5.1. Extendand/orexpandtheexistingpartnershipswithCommunityBased

OrganizationswherePCCDcoursesareoffered,suchasAlamedaCounty

FamilySocialJusticeCenter,SpanishSpeakingCitizensFoundation,andLas

Casas.

forESLstudents,andAlaCostaAdultTransitionProgram(Berkeley)for

studentswithdevelopmentaldisabilities.

6. Increase the number of noncredit offerings via distance education Inits2018DistanceEducationPlan,PeraltaCCDsetforthstrategicgoalstoincrease

onlinestudentretentionandsuccessrates,tosupportonlinestudentsoverdistance,

andtoestablishguidelinesforonlinecoursequality,consistency,accessibility,and

equity.Thesesamegoalsapplytononcreditandcreditcoursesalike.Furthermore,

noncreditstudentsrequirethesameflexibilityofcoursedeliveryoptionsthatcredit

studentsdemand.Overthenexttwoacademicyears,PeraltaCCDwilldothefollowing

toincreasethenumberofnoncreditofferingsviadistanceeducation:

6.1. WorkwithPeralta'sDistanceEducationCommitteeandDistanceEducation

stafftoidentifyopportunitiestocreateonlineversionsofnoncreditcourses,

asappropriate.

6.2. Invitenoncreditfacultytoparticipateindistanceeducationworkshops,with

thegoalofcreatingonlinesectionsofnoncreditcourses.

CONCLUSION Historically,thePeraltaCommunityCollegeDistricthasservedadiversecommunityand

thusconsidersequityandeducation’spowerpotentialascentral.Noncreditisyet

anothertoolwithanevenlongerreachintoourcommunities,offeringtuition-andfee-

freepossibilitiestothosewhohaveseenbarrierstocollegeorcareeradvancementas

insurmountable.Withcollaborationanddiligence,PCCDcancontinuetoextend

noncreditopportunitiesinamannerthatdemonstratescommitmenttostudents,strong

partnerships,andmutualcooperationforstudentsuccess.

ThisplanproposesthatPCCDworkinsixkeyareastoachieveitsgoalswithrespectto

informdecisions;

• Support:ensurethatstudentsupportservicesofferedtocreditstudentsarealso

availabletononcreditstudents;

• Articulation:identifyandadvertisepathwaysforstudentstomovefrom

noncreditprogramstocreditprograms;

• Partnerships:extendexistingandpursuenewpartnershipstoexpandnoncredit

programopportunities;and

• DistanceEducation:provideadditionalnoncreditcoursesand/orprogramsas

onlineofferings.

Ultimately,theNoncreditWorkingGroupenvisionsanoncreditstructureateach

college,includinganadministrativenoncreditlead,communityliaisons,anoncredit

counselor,facultywhoteachnoncreditcourses,andclericalsupportforenrollment,

certificates,andothercriticalwork.
