1. Bharat Petroleum Corporation Limited is a Fortune 500 Navratna PSU engaged in manufacturing

and Marketing of diverse range of Petroleum Products.

2. We intend to l ine up contract for providing Maintenance of Heavy Motor Vehic les in our Refinery at Mahul, Mumbai 400 074. We are pleased to invite the BIDS for the above mentioned job, as per tender specifications.

3. EARNEST MONEY DEPOSIT (EMD): EMD of amount as mentioned below as applicable is required to be submitted, in physical form at our office in a sealed cover addressed to Chief Manager P&CS, with following boldly super-scribed on the cover/ envelope:

4. EXEMPTION FROM EARNEST MONEY DEPOSIT: o Micro and Small Enterprises registered with District Industries Centers or Khadi and Village

Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises, are exempted from payment of Earnest Money provided -

o Vendor have to upload the necessary document as mentioned above to claim exemption of Earnest

Money Deposit.

5. EMD FOREFEITURE AND RETURN OF EMD:

i. EMD submitted shall be returned on finalization of the order. No interest on this EMD is payable.

ii. EMD will be forfeited in the event of:

1. Withdrawal of offer while the offer is under consideration during the offer validity period.

2. Bidder not accepting our Purchase Order, if placed without prejudice to our rights to recover

damages on account of breach of contract.

3. Non-confirmation of acceptance of order within the stipulated time after placement without

prejudice to our rights to recover damages on account of breach of contract.

4. Any unilateral revision made by the Bidder during the validity period of the offer.

MAINTENANCE OF HEAVY MOTOR VEHICLES

TECHNICAL COMPETENCY

(a) The bidder shall have successfully completed similar works during last 7 (seven) years as on bid due date, as per following. Three similar completed works costing not less than Rs. 9 lakhs excluding taxes and duties.

OR Two similar completed works costing not less than Rs. 11 lakhs excluding taxes and duties.

OR One similar completed work costing not less than Rs.18 lakhs excluding taxes and duties.

Similar works means carrying out repairs of four wheeler motor vehicles like engine overhauling, structural works, body repairs, rolling shutter repairs, electrical jobs, and spray painting, RTO passing jobs etc at bidder’s work shop, for any reputed customer company on rate contract basis.

MECHANICAL JOBS OF ESTS & FIRE VEHICLES.

1. GENERAL :- Award a contract for carrying out RTO fitness jobs on variousgoods carrier trucks & fire fighting vehicles i.e. foamtender/DCP tenders. Approx. number of vehicles covered under this PO is asbelow, however payment shall be done on actual executedquantities only.

Refer Annexure-A for the details of vehicles.(the list is indicative , duringthe contract period the vehicle may get added or get deleted.

NOTE : THE JOBS SHALL BE CARRIED OUT AS PER INSTRUCTION OF BPCL ENGINEER-IN-CHARGE.

2. DETAILS OF SCOPE OF WORK :

[I] TRANSPORTATION :- Transportation of vehicle from & to refinery will be done by you. Vehicle driver should have valid driving license. No separate charges will be paid by BPCL fortransportation.

[II] TIN WORK

(a) Complete cabin flooring roof, panels, mounting bracket are to berepaired. Entire dented and corroded panels of both sides of body to bereplaced. Complete body and super structure shall bereplaced/repaired as required. All lockers to be repaired.(b) Foot rests to be repaired. Repair all damaged wheel mudguard & provide deflectors.(c) Standard quality of material to be used for tin work and aluminum work. Whenever repairs are to be carried out. Thickness of Aluminum shall be as per existing one. MS sheet of

[III] MECHANICAL WORK : [ITEM NOS.160/170]

(a) Tappet setting to be checked b) The vehicle shall pass 'PUC' check test after repairs.(c) Silencer to be repaired and to be fully decarbonizes.(d) Engine foundations (Front & Rear) to be renewed, fan belt, radiator hoses and air cleaner have to be replaced. All oil,fuel, air filters shall be replaced with new filters.(e) Clutch system to be checked and adjusted(f) Front and Rear wheel hub servicing to be carried out. Hand brake to be made effective. Front and rear brake shall be completely overhauled. Wherever applicable brake system shall be checked for leakage from all valves/fittings/items of brake system/joints and any defective components of brake system shall be replaced so that there is no pressure drop exceeding 2kg/cm2 in a shift of 8 hrs.(g) Shock absorber to be replaced wherever necessary.(h) All panel meter like speedometer, temperature gauge, fuel gauge, pressure gauge, head light beam & signal indicator lights should be in working order.(i) All job related to pollution's under control to be carried out.(j) Carryout wheel alignment.

[IV] ELECTRICAL SYSTEM : [ITEM NO.180]

Electrical wiring to be renewed whenever necessary. All faulty bulbs, holders, switches to be replaced. Wiper system to be made effective. Make of components to be as follows :

[V] UPHOLSTERY WORK :

Upholstery job for each of the vehicles will be carried out by asper following specification.

(a) You are required to collect the seat or backrest for upholstery work of forklifts/vehicles and deliver the same after re-padding/repair work.(b) Carry out repairs/upholstery work as instructed by Engineer in charge.(c) All doors including locker doors to be aligned. Hinges play to be rectified, winder mechanism. Lock channel to be overhauled. Replace broken handles. Repair all locker doors wherever rusted and damaged.(d) All body windows rubber channel felt strips to be renewed ensuring no rain water to go inside.(e) Supply all raw material, cloths, foams, labour, equipment, toolstransport supervision etc.

BUSES :-1. Re-padding/recovering of seats and back rests with the exist in clearance and design. [ITEM NOS.200/220](a) Use 3 thick MM foam for seats.

Make a list of spare parts which are worn out and needs replacement.i. Assemble the air condition and its sub assly. With new parts asrequired. Old parts which are to be use shall be clean properly refiton vehicle.k. Check the content of gas in the A/C compressor and top of therequired quantity.l. Old low bed trailer wheel to be resoled.

LOCOMOTIVES AND OTHER EQUIPMENTS.

Re-padding and recovering of front (bucket type seats) and rearseat cushion and back rest in Original. [ITEM 200/220](a) All the springs to be inspected and defective/broken ones to be replaced.(b) Use coir roll padding above the springs.(c) Use cotton padding above the coir mat.(d) Use Bhor/vimal cloth for covering in the selected color.

[VI] PAINTING :-

I. Complete scrap down and inform us for checking all the vehicle condition before painting. Shade shall match with existing paint. Black enamel on chassis & under-neath of body shall be applied. Lettering work as per instruction has to be carried out.

(a) Carry out painting of vehicles etc. as detailed below.(b) Clean the vehicles internally and externally for spill over paint.(c) Carry out vehicles internally and externally for spill over paint.(d) Bumpers shall be also painted as per the original shed.(e) Head light glasses shall be painted as per the original shed.(f) Offer vehicles to BPCL officer for inspection as per technical specification.(g) Old scrapped down paint shall be disposed off by the contractor.(h) Get all challans stamped by CISF at main gate and also by BPCL site officer for materials bought inside by you.(i) Replace ornamental fittings of lighting after painting.(j) Lettering shall be carried out as per existing except insurance details.(k) Clean the painting shed on daily basis.(l) A sketch indicating place where painting work is required shall be handed over to you at the time of sending vehicle to your workshop. Payment will be made on the basis of actual area painted.

CHECKING OF AIR SYSTEM IN FIRE VEHICLES.

JOB TO BE CARRIED OUT ONCE IN 6 MONTHS. CHECK THE AIR SYSTEM FOR THE VEHICLE LOCATE THE LEAKAGE AND ARREST THE LEAK BY REPLACING THE PARTS. THE LIST OF SPARES TO BE REPLACED IS GIVEN IN ITEMS OFFER THE WORN OUT PART TO BPCL INSPECTION.

New spares shall be offered to BPCL engineer beforeassembly.2. Spares to be used shall be of only of standard quality / original supplier.3. Scope of supply :- By BPCL :- Nil By Contractor :- All material to complete the job as per scope of work.

4. Guarantee/Warranty of replaced spares & workmanship : Trouble free operation of 7500 kms or 6 months which ever is later for each of the vehicles.

COMPLETION PERIOD & L.D. CLAUSE :

vehicles shall be repaired within 25 days after taking vehicle from Refinery.No delay is acceptable.

However, the contract shall remain valid for the period of Two Years from thedate of contract.

LD Clause - In case of delay 0.5%/week of delay or part thereof upto a max. 5%of the total individual job value shall be recovered.

PAYMENT TERMS :




100% Payment shall be made on the basis of actual executed quantities and duecertificate of BPCL Engineer-in-charge.

In lieu of 10% retention money, contractor shall submit bank guarantee ofequivalent amount of retention money before submission of 1st R.A. Bill validfor defects liability period of six months. This supersedes our clause no.12of MOA.

Service tax shall be paid on production of documentary proof of service taxregn. no. after verifying excise range details & service tax regn. no. in allyour invoices. Break up of basic cost for all items & service tax shall beprovided in all your invoices.

The tender should be submitted along with EMD in separate envelope. Pleasenote that EMD should not be enclosed together with price or un-priced bids.It should be submitted in a separate envelope superscribing "EMD" for TenderNo.CRFQ 1000220196 dated 29.10.2014 Due on 25.11.2014.

* Value of EMD shall be Rs.1,00,000/- (Rupees One Lakh Only).




* EMD can be in the form of Demand Draft drawn in favour of Bharat PetroleumCorporation Ltd., or it can be a Bank Guarantee from any scheduled Bankapproved by Reserve Bank of India. The Bank Guarantee should be valid for sixmonths from the due date of tender.

* No interest will be paid on EMD.

* If contractor commits any breach of terms & conditions of tender, EMD willbe forfeited.
