Pay and Grade Pay

Five distinct pay bands from PB1 to PB5-one running band each for all categories in Group D, C and B and 2 running pay bands for Group ‘A’ introduced. In addition, each post in the State is tohave a distinct Grade Pay attached to it. Grade Pay (being a fixed amount attached to each post in the hierarchy) is linked to the status of a post, with a senior post being given higher grade pay.

Pay and Grade Pay

• The revised Basic Pay in most of the case has been worked out by multiplying the present Basic Pay with a factor of 1.86 and then adding the applicable Grade Pay.

• The process of determining Grade Pay for different categories of employees is based on the following: It has to be more than fifty percent of the initial

pay of the corresponding unrevised pay scale; There has to be a correlation of the Grade Pay

with that of the terminal pay of the unrevised pay scale;

The Revised Basic Pay of an employee would, therefore, consist of two components, one as Pay in the Pay Band and the other as Grade Pay attached to the post of an employee.

• Revised pay scales be implemented w.e.f 1.1.06.

• The revised and new allowances will be applicable from date of notification.

• The revised pay to be calculated by multiplying unrevised pay on 1.1.06 with 1.86 and then fixed in the corresponding pay band.

Increments

An employee would earn his annual increment of 3% on this revised basic pay i.e pay in pay band and Grade pay.

Nothing regarding increased increment @ 4 % to 20 % employees as recommended by Central 6th pay Commission.

In future, increment will be given on 1st July to every employee and will be rounded off to next higher ten.

Increments

In case of employees getting stagnation increment on 31.12.2005, the revised Basic Pay should be determined by multiplying the unrevised Basic Pay with 1.86 rounded off to the next higher ten and adding Grade Pay as done in the applicable fitment table.

The employees getting promotion between 1.01.2006 and the date of notification of the Revised Pay Scales should be given the option to switch over to the Revised Pay Scale and GradePay from the date of their promotion

Increments

Fitment Tables have been evolved to take care of the effect of two stage bunching arising from up gradation by providing an additional increment; and

The employees who are at the maximum of Pay Band for more than one year should be placed in the immediate next higher Pay Band without any change in the Grade Pay

One increment at the time of promotion.

• Pre revised Scale of AE of 7880-13500 to be placed in pay band of Rs. 15600-39100 with grade pay of 5400.

• Pre revised Scale of XEN of 12000 -15500 to be placed in pay band of Rs. 15600-39100 with grade pay of 7600.

Punjab Govt. Scales V/s PSEB

Punjab pay Commission has stated that Punjab Government employees in categories C and D enjoyed an edge at the initial level of the pay scales vis-à-vis that of the Central Government employees. The Commission felt that they should continue to enjoy this edge.

In case of professional categories, (Doctors, Engineers, etc.), there is a parity in the pay scales of Government of India and employees of the Government of Punjab. The Commission recommends that this parity should continue so that the State can attract and retain best talent.

Retirement Age

• Retirement age of all employees recommended to 60 Years.

Allowances

• After implementation of new scales, DA @ 22 % will be paid from 1.1.09 on pay and grade pay.

• DA to be converted in DP each time CPI increases by 50 %.

• State Govt. to implement DA within three months of announcement.

Allowances

• House rent allowance increased to 30 % for category A cities, 20 % for category B, 12.5 % to category C and 10 % for category D cities.

• Classification for categories for TA/DA has been made stringent. Only CE to be covered in category I.

• Car mileage increased to Rs. 16 per KM while for Scooter increased to Rs. 8.

Allowances

• Medical allowance increased to Rs. 500 PM. The existing ceilings of intraocular, fixing of dentures, hearing aid, spectacles etc. will be doubled. Further, like most other allowances the medical allowance will also be enhanced by 25% each time DA increases by 50%.

• A penal of specialized hospitals where employees/pensioners could avail of Cashless System of treatment is to be evolved and the charges are paid by the Government directly to the institutions.

Allowances

• Encashment of 10 days EL at the time of availing LTC subject to max of 60 days in whole service. This encashment will not be deducted from 300 days encashment allowed at the time of retirement.

• Children Education allowance @ Rs. 500 PM per year per child will be paid subject to max. of two kids upto 10 +2 level.

• Interest subsidy of 2 % will be given for Loans taken from Bank for purchase/construction of House and purchase of Vehicle.

Retirement Benefits

• Pension should be 50% of Basic Pay (plus NPA). It will continue to be calculated on the basis of last pay drawn or 10 months average whichever is beneficial to the employee.

• Full pension to be given to employees retiring after 20 years of service.

• Limit of Gratuity increased to Rs. 10lac

Retirement Benefits

All past pensioners should be allowed fitment benefit equal to 40% of the pension excluding the effect of merger of 50% dearness allowance/ dearness relief as pension (in respect of pensioners retiring on or after 01.04.2004) and dearness pension (for other pensioners) respectively. The increase will be allowed by subsuming the effect of conversion of 50% of dearness relief/dearness allowance as dearness pension/dearness pay. Consequently, dearness relief at the rate of 74% on pension (excluding the effect of merger) should be taken for the purposes of computing revised pension as on 01.01.2006.

Retirement Benefits

The fixation as per this fitment formula will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay scale and the grade pay thereon corresponding to the pre-revised pay scale from which the Pensioner had retired.
